Banks can distribute 1.44 per cent to 38.27 per cent dividend subject to central bank approval

Due to central bank’s flexible policy most of the commercial banks appear to be able to provide dividends to shareholders from last fiscal year’s profit, as their balance sheets are comparatively better than last year.

Of the 20 commercial banks in operation, all except 4 will be able to distribute dividends to shareholders, according to their unaudited balance sheets of the last fiscal year 2024-25.

Based on last fiscal year’s profits, the banks’ capacity to distribute dividends ranges from 1.44 per cent to 38.27 per cent thanks to the Monetary Policy 2025-26 brought by the Nepal Rastra Bank (NRB) that has given a breathing space to the overburdened banks with toxic assets and non-performing loan (NPL). 

Among the 20 commercial banks, Everest Bank has the highest dividend-paying capacity at 38.27 per cent, while Nepal Investment Mega Bank’s capacity stands at 1.44 per cent. On an average, banks have a dividend-paying capacity of 10.33 per cent.

Central bank governor Bishwonath Poudel has also encouraged the banks to pay cash dividends, and that too before the Dashain festival, according to the bankers.

However, Nepal Bank, Kumari Bank, Himalayan Bank, and NIC Asia Bank will not be able to distribute any dividends to shareholders this year.

As of the last fiscal year 2024-25, the commercial banks reported a combined profit of Rs 71.18 billion, which is 43.68 per cent increase compared to the previous fiscal year.

Declining interest rates, increasing NPL due to slow economy and merger baggage had weakened cost efficiency, but regulatory relief from central bank helped the banks significantly to increase their profits in the last quarter. The banks also worked hard and managed to improve loan recoveries toward the end of the fiscal year.

The policy relaxations helped banks to reduce NPL ratios and write back certain provisions set aside for potential future risks, boosting annual profits by as much as 43 per cent, according to the bankers. “It not only helped increase profits but also enhanced banks’ capacity to distribute dividends to investors.”

गभर्नर मुद्दाले गठबन्धन धर्मराएपछि ‘शयन कक्ष’बाट एक कदम पछि हट्यो ‘थर्मल गन ग्याङ’

मंगलबार काठमाडौँमा आयोजित एक कार्यक्रमलाई सम्बोधन गर्दै नेपाली कांग्रेसका महामन्त्री गगनकुमार थापाले बिचौलियाहरूको पहुँच प्रधानमन्त्रीको शयन कक्षसम्म हुने गरेको बताए।

उनले संकेत गर्न खोजेको विषय नेपाल राष्ट्र बैंकको बहुचर्चित १८औँ गभर्नर नियुक्तिको हो भन्ने कुरामा कुनै शंका छैन।

स्मरण रहोस्, थापा सत्ता साझेदार नेपाली कांग्रेस र नेकपा एमालेले सत्ता सहकार्य सहज बनाउन निर्माण गरेको उच्चस्तरीय राजनीतिक संयन्त्रका एक सदस्य पनि हुन्। थापा अर्थतन्त्रमा समस्या उनैको भाषामा भन्दा बिचौलियाका कारणले आएको जिकिर गर्दछन्। र, बिचौलियाहरूको पहुँच नेतृत्व तहको शयन कक्षसम्म हुने गरेकाले अहिलेको समस्या सिर्जना भइरहेको दाबी पनि गर्दछन्।

अत्यन्तै उत्साहका साथ सरकारको बचाउ गर्दै आएका उनी किन अचानक निराश भए, एउटा पाटो होला। तर, आजकाल उच्च तहका विरक्त कर्मचारीहरू भने ‘थर्मल गन ग्याङ’जस्ता स्वार्थ समूहलाई र थापाको भाषामा बिचौलियालाई सहज बनाउन राजनीतिक दलको संयन्त्रको पनि हात रहेको बताउन थालेका छन्। संयन्त्रलाई ‘शुभलाभ टिम’ समेत भन्न थालिएको छ।

त्यसैले अब गभर्नर को बन्ला भन्दा पनि बिचौलियाले कसलाई बनाउन चाहेको हो भन्ने विषय प्रमुख हुन थालेको छ। थापा भन्छन्, ‘म यो प्रधानमन्त्री त्यो प्रधानमन्त्री भन्दिनँ। बिचौलियाहरूको पहुँच प्रधानमन्त्रीको बेडरुमसम्म हुने भयो। नेतृत्वको बेडरुमसम्म हुने भयो। मलाई अहिलेसम्म थाहा थिएन।’

जब नेपाली कांग्रेसको महामन्त्री तथा सत्ता सञ्चालन गर्न बनाइएको संयन्त्रको एउटा जिम्मेवार सदस्यलाई नै अहिलेसम्म थाहा थिएन भने सामान्य नागरिकलाई थाहा हुने कुरै भएन, नेपालमा स्वार्थ समूह अर्थात् थापाको भाषामा बिचौलियाले आजसम्म अर्थतन्त्र तथा सुशासनमा कति क्षति गरिसकेका छन्।

त्यसैले फेरि पनि चिन्ता नेपाल राष्ट्र बैंकको गभर्नर को बन्छ भन्दा पनि नेपालमा योग्य तथा सक्षम व्यक्ति नै छैनन् कि भन्ने पनि हो। जब जुनसुकै दलको सरकार वा सरकार प्रमुख भए पनि नियुक्ति तथा सरुवा बढुवा कुनै अँध्यारो कोठाबाट हुन्छ, किर्ते कागजातको भारमा योग्यता पुर्‍याइन्छ र मापदण्ड नै फेरेर बुख्याचाहरू नियुक्त हुन्छन् भने यो मुलुकमा योग्य व्यक्तिको अकाल रहेछ भनेर बुझ्ने त होला नि! किनकि बिचौलियाको उम्मेदवार भनेर खुल्लमखुला बहस र छलफल हुने मुलुकमा कुनै पनि वादको नाममा राज्यको दोहन गर्ने र सर्वसाधारण नागरिकको सम्पत्तिमा कब्जा गर्ने कानुन बनाएरै लुट्ने घटनाहरू अब नौला रहेनन्।

नपत्याए ११ महिनासम्म घम्साघम्सी गरेर थर्मल गन ग्याङको प्रस्तावमा धितोपत्र बोर्डमा नियुक्त भएका अध्यक्ष सन्तोषनारायण श्रेष्ठले कानुनी रूपमा नै सर्वसाधारणलाई लुट्न कस्ताकस्ता कम्पनीलाई आईपीओ जारी गर्ने अनुमति प्रदान गर्दैछन् हेर्दा भइहाल्छ। अनि दोस्रो स्टक एक्सचेन्जको लइसेन्स कसले पाउँछ, त्यसैबाट पनि उनको नियुक्ति किन र कसका लागि स्पष्ट भइहाल्छ। अझ, उनैलाई नियुक्त गर्न नपाउँदा तत्कालीन नेकपा एमाले र नेकपा माओवादी केन्द्रबीचको गठबन्धन टुटेको भन्ने माओवादी केन्द्रको आरोप त सार्वजनिक संज्ञानमा नै छ।

यसरी, प्रधानमन्त्री तथा नेताहरूलाई अर्थमन्त्रीमा बढी मोह हुनुको कारण नेपाली कांग्रेसजस्तो ऐतिहासिक पार्टीका महामन्त्री गगन थापाले बल्ल बुझेछन्, ‘देर आए दुरुस्त आए’। अब आशा गरौँ, नीतिगत भ्रष्टाचार कसरी हुन्छ र थर्मल गन ग्याङजस्ता स्वार्थ समूहको बुख्याचा को–को हुन् त्यो पनि बिस्तारै बुझ्लान् नै।

धितोपत्र बोर्डमा कब्जा गर्नुपछाडि थर्मल गन ग्याङको स्वार्थ दोस्रो स्टक एक्सचेन्जको लाइसेन्स हत्याउनु थियो। उतिखेर पनि देउवाले आफूले भनेको समूहलाई स्टक एक्सचेन्जको लाइसेन्स नदिए गठबन्धन टुट्न सक्ने धम्की आफूलाई दिएको दाहालले कांग्रेसकै पदाधिकारीसँगको भेटमा बताउने गरेका थिए। यतिखेर चाहिँ देउवाले आफूले भनेको गभर्नर नभए गठबन्धन टुट्न सक्नेसम्म भनेको प्रधानमन्त्री केपी शर्मा ओली नजिककाको दाबी छ।

त्यसोभए के देउवा मात्र भिलेन हुन् त? पक्कै होइन होला। देउवा अरुझैँ एउटा मान्छे हुन्, अझ एउटा राजनीतिक दलको सभापति हुन्। अनि एकपटक नभएर पटकपटक प्रधानमन्त्री भइसकेका नेता हुन्। देउवाको देवत्वकरण वा दानवीकरण गर्न आवश्यक छैन। तथ्यमा आधारित भएर आलोचना गर्दा हुन्छ।

तर, यो वा त्यो व्यक्तिलाई दोषारोपण गर्दैमा सर्वसाधारणको पेसा तथा सम्पत्तिमा क्षति पुर्‍याउने निर्णय गरेरै भए पनि प्रधानमन्त्रीको कुर्सीमा टाँस्सिनु पर्ने के रसायन छ बालुवाटारमा त्यस्तो, त्यो चाहिँ खोजीको विषय हो।

अर्थ मन्त्रालयमार्फत् हुने नीतिगत निर्णय र नयाँ लाइसेन्स वितरणमा हुने अर्बौंको चलखेलको एउटा उदाहरण हिमालयन रि–इन्स्योरेन्सको लाइसेन्स प्रकरण हो। हिमालयन रि–इन्स्योरेन्सको लाइसेन्स लिनका लागि संस्थापक सेयरधनीबाट प्रतिकित्ता ३० देखि ४० रूपैयाँ प्रिमियम असुल गरेर उक्त रकम घुस खुवाउन प्रयोग गरिएको आरोप नयाँ होइन। यसको सत्यताको बारेमा रेकर्डमा नबोले पनि अफ द रेकर्डमा केही संस्थापक सेयरधनीले बोलेका पनि छन्।

ठ्याक्कै त्यस्तै प्रकरण दोस्रो स्टक एक्सचेन्चको नाममा फेरि मञ्चन हुँदैछ। नेपाल स्टक एक्सचेन्जको प्रमुख कार्यकारी नियुक्तिमा रातारात भएको परिवर्तन त भर्खरकै कुरा भयो।

त्यस्तै, बीमा प्राधिकरणमा भएको नियुक्तिमा योग्यताको प्रमाणको न्यायिक परीक्षण सर्वोच्च अदालतले गर्ला नै। किनकि नेपाल बीमा प्राधिकरणका अध्यक्षविरुद्ध सर्वोच्च अदालतमा चैत २२ गते मुद्दा परिसकेको छ। सरकारले नियुक्त गरेको प्राधिकरणको अध्यक्ष अयोग्य भन्दै अदालतमा परेको मुद्दाको सुनुवाइ गर्दै सर्वोच्च अदालतले सरकारलाई कारणदेखाउ आदेश जारी गरिसकेको छ। अन्तरिम आदेश नदिए पनि चैत ३१ गते तोकिएको पेसी हाललाई वैशाख ८ गतेलाई सरेको छ। झुटा प्रमाण देखाएर प्राधिकरणको अध्यक्षमा नियुक्ति खाएको आरोपको मुद्दामा सर्वोच्च अदालत न्यायिक परीक्षणमा जाला नै।

अब फेरि फर्कौँ, गभर्नर प्रकरणमा।

धितोपत्र बोर्ड, बीमा प्राधिकरण तथा नेपाल स्टक एक्सचेन्जपछि नियामक निकाय कब्जाको अर्को दृष्टान्त नेपाल राष्ट्र बैंकको १८औँ गभर्नर नियुक्तिमा देखिएको रत्यौली हो। यसअघि पनि गभर्नर नियुक्तिमा सरकार तथा राजनीतिक दलको चासो हुन्थ्यो नै। तर, यसपटक जस्तो रत्यौली भने कहिल्यै पनि नभएको पूर्वगभर्नर दीपेन्द्रबहादुर क्षत्री बताउँछन्।

किन गभर्नर नियुक्तिमा रत्यौली खेल्ने परिस्थिति बन्यो भन्ने विषयको पृष्ठभूमिमा सहकारी प्रकरण पनि जोडिन्छ। किनकि सहकारीमा भएको खर्बौंको अपचलनलाई मिलाउनेदेखि बैंक तथा वित्तीय संस्थामा कब्जा जमाएर सर्वसाधारणको निक्षेप पुँजी दोहन गर्नेसम्मका विकृतिको साक्षी १८औँ गभर्नर हुने पक्का छ।

आखिर सर्वसाधारणले साग बेचेर, ढुंगा गिट्टी कुटेर जोगाएको बचतमा भुइँफुट्टाहरूले दोहन गर्न नै सहकारी प्रयोग गरेको घाम जत्तिकै छर्लंग भइसकेको छ। एक सुका खल्तीमा नभएका तर राजनीतिक पहुँच भएका नयाँ तथा पुराना दलका नेता अनि नेताका आसोपासेहरूले सर्वसाधारणको बचत अपचलन गरेर जग्गा किने, सेयर किने अनि करोडौँका गाडि चढे। तर, अन्त्यमा वास्तविक बचतकर्ताहरू औषधि खर्च नपाएर मरिरहेका छन्। समस्याग्रस्त सहकारीको नाममा भुइँफट्टा जोगाउने र सर्वसाधारणमाथि ब्रह्मलुटको अर्को शृंखला पनि चलिरहेको छ।

त्यतिमात्र होइन, विदेशबाट स्रोत नखुलेका अवैध सम्पत्ति नेपाल ल्याउन तथा नेपालको पैसा विदेश लैजान पनि केन्द्रीय बैंकको स्विकृति चाहिन्छ। त्यसैले तिनलाई आफ्नै मान्छे गभर्नर चाहिएको छ।

एकातिर न्यून आर्थिक वृद्धिदर, अर्कोतर्फ बढ्दो बेरोजगारीले नेपालको अर्थतन्त्र सधैँ धरमरमा रहने गरेको छ। सानातिना व्यवासाय गर्ने उद्यमशील बन्ने कोसिस गरिरहेकामध्ये थोरैको हाल बैंक तथा वित्तीय संस्थाहरूमा वित्तीय पहुँच छ। तर, गलत व्यक्ति गभर्नर हुँदा साना तथा मझौला व्यवसायका लागि वित्तीय पहुँच पनि नहुन सक्छ। किनकि अब स्रोतको दोहन गर्न पल्केको थर्मल गन ग्याङजस्ता स्वार्थ समूहले एकाधिकार जमाएर सानातिना व्यवसाय तथा उद्यमशीलतालाई फस्टाउन चाहिने वित्तीय पहुँचमा पनि धावा बोल्ने छन्।

हुन त सरकारले मुलुकको अर्थतन्त्रको समग्र क्षेत्रमा सुधारका लागि रायसहित प्रतिवेदन पेस गर्न पूर्व अर्थसचिव रामेश्वर खनालको संयोजकत्वमा गठित पाँच सदस्यीय आर्थिक सुधार आयोगले आफ्नो प्रतिवेदन अर्थमन्त्री विष्णु पौडेललाई बुझाइ सकेको छ। तर, नेपालका हरेक सरकारले थाहा भएको तर गर्न नसकेको अनि गर्न नचाहेको आर्थिक सुधार नै हो।

अनि थर्मल गन ग्याङजस्ता स्वार्थ समूहका लहैलहैमा सुधारका नाममा अझ आर्थिक विकृति तथा विचलन भित्र्याइन्छन्। अनि अस्थिर राजनीतिले व्यावसायिक वातावरण बिगार्ने तथा अर्थतन्त्रमा विचलन ल्याउने पनि विगतका करिब ३ दशकको अभ्यासमा देखिएकै छ।

नेपाली कांग्रेसका महामन्त्री थापाले भनेझैँ आफ्ना आसेपासेलाई पोस्ने व्यवस्था पुँजीवादी व्यवस्था नै होइन। तर, दोष पुँजीवादी व्यवस्थालाई लगाएर फाइदा आफ्ना आसोपासेलाई दिइएको यो पहिलोपटक होइन र सायद अन्तिम पनि नहोला। नेपालीको दुर्भाग्य!

किनकि नेपालजस्ता सैद्धान्तिक विचलन भएका मुलुकमा नाफाको निजीकरण तथा घाटाको सार्वजनिकीकरण गर्न नै नियामक निकायमा कब्जा गर्नु परेको हो। राजनीतिक दल तथा नेताहरू दाहिना भएपछि नाफा कमाउँदा एकलौटी बनाउने अनि घाटा चाहिँ सर्वसाधारणको टाउकोमा हालेर उम्कन सहज हुन्छ। त्यसैले पनि थर्मल गन ग्याङजस्ता स्वार्थ समूह नियामक निकाय कब्जा गर्न चाहन्छन्।

फेरि गभर्नर प्रकरणमै फर्कौं।

सरकारले नेपाल राष्ट्र बैंक ऐन, २०५८ अनुसार अर्थमन्त्रीको संयोजकत्वमा केन्द्रीय बैंकको गभर्नर सिफारिस गर्न पूर्वगभर्नर विजयनाथ भट्टराई र अर्थविद् विश्व पौडेलसम्मिलित तीन सदस्यीय समिति गठन गरिसकेको छ। नेपाल राष्ट्र बैंकका गभर्नर महाप्रसाद अधिकारी ५ वर्षे कार्यकाल चैत २५ गते सकिएर घर गइसकेका छन्। एक साताअघि नै राष्ट्र बैंकले १८औँ गभर्नर पाइसक्नुपर्ने थियो। तर, अझै प्रधानमन्त्री केपी शर्मा ओली अनि कांग्रेस सभापति शेरबहादुर देउवा छलफलमा छन्, कसलाई बनाउने गभर्नर भनेर। तर, यो छलफल अर्थतन्त्रलाई केलाउन सक्ने अनि सही बाटोमा हिँडाउन सक्ने सक्षम उम्मेदवार छान्न भएको भए कांग्रेसकै महामन्त्री अनि सरकार सञ्चालन गर्ने संयन्त्रका एक सदस्य थापाले बिचौलियाको शक्ति र पहुँचको व्याख्या गर्नुपर्ने थिएन।

किनकि राष्ट्र बैंक ऐनले नै उल्लेख गरेअनुसार राष्ट्र बैंककै दुई डेपुटी गभर्नरमध्ये एक तथा अन्य दुईजना आर्थिक, मौद्रिक, बैंकिङ, वित्तीय, वाणिज्य, व्यवस्थापन तथा वाणिज्य कानुनका लब्धप्रतिष्ठित व्यक्तिहरूमध्येबाट गरी तीनजनाको नाम सिफारिस गर्नुपर्छ। र, सिफारिस भएका तीन नाममध्ये मन्त्रिपरिषदले एक जनालाई गभर्नर पदमा नियुक्त गर्छ। सहज प्रक्रिया छ। तर किन दुई ठूला दललाई गभर्नर नियुक्त गर्न हम्मेहम्मे परेको छ त?

नेपालमा हाल भएका नियामक निकायहरूमध्ये सबैभन्दा बढी स्वायत्त, कानुनी तथा जनशक्ति एवं प्राविधिकरूपमा पनि सक्षम तथा देखिने गरी नियामकको भूमिकामा रहेको नेपाल राष्ट्र बैंकसँग मौद्रिक नीति निर्माण गर्ने, आर्थिक वृद्धिका लागि आवश्यक मुद्रा बजारमा प्रवाह गर्ने र महँगीलाई सरकारको नियन्त्रणभित्रै राख्ने तीन महत्त्वपूर्ण जिम्मेवारी छ।

तर, यस्तो महत्त्वपूर्ण नियामक निकायमा नियुक्तिका लागि सरकारले रत्यौली खेलेर नेपालका बैंक तथा वित्तीय संस्थाप्रति सर्वसाधारणले शंका गर्ने वातावरण बनाउन किन बाध्य भयो? यसको उत्तर मात्र नभएर यसबाट उत्पन्न दुष्परिणामको भागी पनि नेपाली कांग्रेस तथा नेकपा एमाले हुनुपर्छ, ढिलोचाँडो।

त्यसमाथि नेपाल यसै पनि फाइनान्सियल एक्सन टास्क फोर्सको ग्रे लिस्टमा परिसकेको परिप्रेक्ष्यमा जथाभावी गभर्नर नियुक्तिले स्वार्थ समूह त खुसी होलान्, सरकार पनि केही दिन टिक्ला तर, नेपाल कालो सूचीमा पर्ने खतरा बढ्छ।

प्रधानमन्त्री केपी शर्मा ओलीले हाल वरीयताका आधारमा पनि वरिष्ठ रहेकी डेपुटी गभर्नर नीलम ढुंगानालाई नै १८औँ गभर्नर नियुक्त गर्ने अडान लिए। तर, ओलीको त्यो अडान देखावटी जस्तो छ। हरेक पदमा भागबण्डा गर्ने तथा थर्मल गन ग्याङजस्ता स्वार्थ समूहको निर्देशनमा लेनदेनसहित नियुक्ति गर्ने बानी परेका राजनीतिक दलले आफ्नो राजनीतिक फाइदाको लागि गर्ने पब्लिक स्टन्ट एउटा हुन्छ अनि वास्तविकता अर्कै। नपत्याए, के पूर्वमुख्यसचिव राजेन्द्रकिशोर क्षत्रीको नाम अचानक आएको जस्तो लाग्छ?

स्मरण रहोस्, राजेन्द्रकिशोर क्षत्री उर्जा सचिव रहँदा एउटा विवादमा तत्कालीन उर्जामन्त्रीलाई नै हटाउने सामर्थ्य भएका व्यक्ति हुन्। जो एमालेकी प्रभावशाली नेतृ पनि हुन्। क्षत्रीको त्यो सामर्थ्यको स्रोत ओली नै हुन् भन्ने तत्कालीन समयमा पनि गाइँगुइँ नचलेको होइन। तसर्थ, ओली र देउवा रूप र सारमा एउट रसायनले जोडिएका छन्। त्यस मानेमा पुष्पकमल दाहाल पनि फरक होइनन्। किनकि उनलाई पनि घरी एमाले वा घरी कांग्रेससँग जोड्ने रसायन एउटै हो, राज्यकोषको दोहन।

इतिहासकारहरूका अनुसार, राजा त्रिभुवनको आर्थिक अवस्था यतिसम्म कमजोर थियो कि उनलाई खर्च चलाउन ऋण लिनु परेको थियो। तर, महेन्द्रले आफ्नो राज्यकालमा राज्यस्रोतलाई यसरी एकलौटी दोहन गरे कि आजको ज्ञानेन्द्रको वैभवको मूल स्रोत त्यही राज्य दोहन नै हो। अनि त्यसपछि आए, ओली, देउवा र दाहाल, उनीहरूले पनि राज्यकोष दोहन नै गरे। त्यसैले ज्ञानेन्द्रको नाम सुन्दा पनि तर्सन्छन् उनीहरू। नत्र सडकमा आएको भिड ज्ञानेन्द्रको समर्थनमा नभएर आफ्ना अक्षमता तथा राज्यकोष दोहनको विरुद्धमा हो भन्ने उनीहरूले नबुझेको होइन।

खैर, प्रधानमन्त्री ओली बाहिर एउटा कुरा गर्छन् अनि भित्र अर्को भन्ने सबैलाई थाहा भएकै हो। उनी अत्यन्तै आत्मकेन्द्रित व्यक्ति हुन्, उनलाई संसारको सबै विषयको ज्ञान छ। तर धेरैलाई थाहा नभएको आरोप के हो भने थर्मल गन ग्याङको सरगना अर्थात् सरदार नै उनी हुन्।

पूर्वमुख्यसचिव राजेन्द्रकिशोर क्षत्री २०७४ सालमा जम्माजम्मी ४ महिना केही दिन मुख्यसचिव रहे। विभिन्न विरोधका बीच उनी जसरी मुख्यसचिव बने तथा सचिव हुँदा पनि जसरी आफ्नै विभागीय मन्त्रीलाई नै हटाए, त्यसबाट उनको शक्तिको स्रोतको अनुमान लगाउन सकिन्छ।

त्यसैले जसरी आश्चार्यजनक ढंगले क्षत्री ४ महिनाका लागि भए पनि मुख्यसचिव बने, त्यसैगरी सुरुमा उनलाई नै गभर्नर बनाउने चमत्कारका लागि ओली–देउवा गठबन्धन एकजुट हुनु आश्चार्य होइन। सार्वजनिक प्रतिवाद र कांग्रेसभित्र डा शेखर कोइरालासहित महामन्त्रीहरूले पनि असन्तुष्टि पोखेपछि प्रधानमन्त्री ओली ‘थर्मल गन ग्याङ’का खास मानिसलाई गभर्नर बनाउने कोसिसबाट तत्कालका लागि पछि हटेका छन्। प्रधानमन्त्री ओलीले बालुवाटारमा ‘गभर्नर बनाउने खेलमा यसरी नलाग्नुस्’ भनेर सम्झाएपछि ‘थर्मल गन ग्याङ’ एक कदम पछि हटेको छ र कम्तिमा क्षत्रीलाई गभर्नर बनाउने खेल कमजोर भएको छ। उमेरको विषयमा सर्वोच्च अदालतबाट बुधबार आएको आदेशले यसलाई थप कमजोर बनाएको छ।

तर बुझ्नु पर्ने कुरा, स्वार्थ समूहका उम्मेदवार एक जना मात्रै हुँदैनन्। उनीहरू एकैपटक केही उम्मेदवार अगाडि सार्छन् र परिस्थितिअनुसार खेल्न खोज्छन्। गभर्नर नियुक्तिको विषयमा पनि त्यही भइरहेको छ।

नेपालमा नियुक्ति राजनीतिक दलका नेतृत्व वा सरकारको हातमा नरहेको यो पहिलो दृष्टान्त होइन, न त अन्तिम नै हो। उदाहरणका लागि विकल पौडेल तथा सुनिल पौडेललाई देउवा, दाहाल तथा ओली सबैका सरकारले पालैपालो टाउकोमा बोके र नियुक्ति दिँदै गए। आज दुवै पौडेल जेलमा छन्। तर उनीहरूलाई नियुक्ति दिने प्रधानमन्त्री तथा मन्त्रीहरू आज यस्तो व्यवहार गर्दैछन् मानौँ, ती पौडेलहरू आफै जन्मजात नियुक्तिको सर्टिफिकेट बोकेर आएका थिए र आफैँ नियुक्त भएका थिए।

अँ, यो अर्कै कुरा हो कि यसअघि वित्तीय क्षेत्रसँगै सम्बन्धित नियामक निकायहरू धितोपत्र बोर्ड तथा बीमा प्राधिकरण वा नेपाल स्टक एक्सचेन्जको प्रमुख नियुक्तिमा पनि थर्मल गन ग्याङको स्पष्ट छाया नदेख्नु कांग्रेसका महामन्त्रीको दृष्टिदोष मात्र थियो। जनताले त नेपालका राजनीतिक दलको हैसियत बुझिसकेका छन्, अब बुझ्ने पालो महामन्त्रीहरूकै हो।

तर्साउन बन्द गरौँ, चन्द्र ढकालको भन्दा धेरै सर्वसाधारणकै हो ग्लोबल आईएमई बैंक

केही सातादेखि ताप्लेजुङको पाथीभरा केबल कारको विपक्षमा आन्दोलन चलिरहेको छ।

केबल कारको पक्ष र विपक्ष अनि निजी क्षेत्रको लगानी, विकास र प्राकृतिक स्रोतको द्वन्द्वको बारेमा फेरि चर्चा गरौँला। तर यसपटक विरोधीहरूले पाथीभरा देवी दर्शन केबल कार प्रालिका अध्यक्ष चन्द्र ढकालको व्यक्तिगत विरोध गर्नेक्रममा ग्लोबल आइएमई बैंकलाई पनि जोडेको विषय भने झन् गम्भीर छ।

पढेलेखेका विद्वान् तथा अमेरिकी विश्वविद्यालयका प्राध्यापकलगायतले पनि चन्द्र ढकालको ग्लोबल आइएमई बैंक भन्दै सामाजिक सञ्जालमा दुष्प्रचार गरेको देखिन्छ। वास्तवमा नेपालका विद्वानहरूको तर्क बौद्धिकभन्दा राजनीतिक बढी हुने भएका कारण यस्ता विषयमा टिप्पणी नै नगर्दा पनि हुने हो। किनकि, यस्ता राजनीतिक विषयमा टिप्पणी गर्नु बेकारमा समय खेर फाल्नु हो।

तर, यस्ता मिथ्या प्रचारले सर्वसाधारणमा गलत बुझाइ बढ्ने र बैंक तथा वित्तीय संस्थाहरू धरासायी भएर बैंकिङ प्रणालीमा जोखिम पर्ने खतरा हुन्छ। पढेलेखेका तथा विदेशी विश्वविद्यालयमा प्राध्यापन गर्नेको बुझाइ त यति आलोकाँचो र उरन्ठेउलो छ भने यस्ता मिथ्या प्रचारले समाजमा गलत भाष्य कति सजिलै स्थापित हुँदो हो? सोहीकारण बैंक भनेको के हो र बैंक कसको भन्ने स्पष्ट हुन आवश्यक छ। 

वास्तवमा पछिल्ला वर्षहरूमा बैंक तथा वित्तीय संस्थाबारे बुझाइमा सामाजिक सञ्जालमार्फत प्रचार गरिने मिथ्या सूचना हाबी भएको देखिन्छ। हुन त यस्ता मिथ्याप्रचार रोक्नु तथा सही सूचना प्रवाह गर्नु नेपाल राष्ट्र बैंकको प्राथमिक कर्तव्य र दायित्व हो। तर यस्ता संवेदनशील विषयमा स्पष्ट पार्नु समाचार संस्था र समाचारकर्मीको पनि दायित्व हो। 

त्यसैले पहिला बुझौंँ, बैंक के हो? त्यसपछि एकछिनमा बैंक कसको भन्ने चर्चा गरौँला।

बैंक तथा वित्तीय संस्था भनेका वित्तीय मध्यस्तकर्ता हुन्। बैंक तथा वित्तीय संस्थाले विभिन्न व्यक्ति तथा संस्थाबाट निक्षेप संकलन गर्दछन्। र, निक्षेपकर्तालाई बचतमा प्रोत्साहन गर्न ब्याज दिन्छन्। 

त्यही निक्षेप बैंक तथा वित्तीय संस्थाले अन्य व्यक्ति तथा संस्थालाई लगानी गर्दछन्। अर्थात्, ऋण दिन्छन्। यसरी ऋण दिँदा ब्याज लिन्छन्। ऋण दिँदा लिएको ब्याज र निक्षेपकर्तालाई दिने ब्याजदरको अन्तर नै बैंक तथा वित्तीय संस्थाको मुख्य आम्दानी हो। र, ऋणमा लिने ब्याज र निक्षेपमा दिने ब्याजको अन्तर पनि नियामक निकाय राष्ट्र बैंकले नै तोकिदिएको हुन्छ।

हुन त अचेल बैंक तथा वित्तीय संस्थाको विकास तथा विस्तारका कारण उनीहरूको आम्दानीमा ब्याज मात्र होइन, अन्य विभिन्न आम्दानी पनि हुन्छन्। तर, आधारभूत रूपमा भने बैंक तथा वित्तीय संस्थाको काम निक्षेप संकलन गर्ने तथा त्यही निक्षेप लगानी गर्ने अर्थात् ऋण दिने अनि निक्षेप र ऋणको ब्याजदरको फरकको आम्दानी गर्ने नै हो।

राष्ट्र बैंकले संकलित निक्षेप कतिसम्म लगानी गर्ने र कति निक्षेपकर्ता फिर्ता लिन आएका बखत दिन बैंकसँग राख्ने भन्ने सीमा पनि तोकिदिएको छ। यसलाई ‘क्रेडिट टु डिपोजिट रेसियो’ (सीडी रेसियो) अर्थात् निक्षेप–कर्जा अनुपात भनिन्छ।

राष्ट्र बैंकले हाल सीडी रेसियो ९० प्रतिशत तोकिदिएको छ। तर, खुद तरलता निक्षेपको २० प्रतिशत हुनुपर्ने नियम भएकाले ८० प्रतिशत पनि भन्न सकिन्छ।अर्थात्, बैंक तथा वित्तीय संस्थामा १०० रूपैयाँ निक्षेप छ भने उसले ८० रूपैयाँसम्म ऋण दिन अर्थात् लगानी गर्न सक्छ र २० रूपैयाँ निक्षेपकर्ता माग्न आएका बखत फिर्ता दिन राखेको हुन्छ। यस्तो गर्नुको अर्थ सबै निक्षेपकर्ता एकैपटक आफनो बचत फिर्ता माग्न आउँदैनन् भन्ने अनुमान हो।

तर, सबै निक्षेपकर्ता एकैपटक आफ्नो बचत फिर्ता माग्न आए जस्तोसुकै ठूलो वा बलियो तथा विकसित अर्थतन्त्र भएको देशको बैंक तथा वित्तीय संस्था पनि समस्यामा पर्दछ। यस्तो अवस्थालाई ‘बैंक रन’ भन्ने गरिन्छ। र, बैंक रन भएको अवस्थामा राष्ट्र बैंक वा सरकार आफै बैंक तथा वित्तीय संस्थाको सुरक्षामा उभिनुपर्ने हुन्छ। 

नेपालका बैंकिङ क्षेत्रमा यस्तो स्थिति नआएको होइन। खराब अवस्थामा पुगेको तत्कालीन नेपाल बंगलादेश बैंकलाई बैंक रन हुन लागेका बेला राष्ट्र बैंकले हालका गभर्नर महाप्रसाद अधिकारीलाई खटाएर जोगाएको थियो।

तर दुःखको कुरा, तत्कालीन नेपाल बंगलादेश बैंकलाई बैंक रन हुनबाट जोगाएका अधिकारी नै गभर्नर भएका बेला नेपालमा फेरि एकपटक मिथ्या प्रचारले बैंक रन गराउनेसम्मको खतरा उत्पन्न भएको छ। 

किन त?
किनकि, पछिल्ला वर्षहरूमा बैंक तथा वित्तीय संस्थाहरूमा ऋणीहरू हाबी हुन थालेका छन्। हुन त नेपालका बैंक तथा वित्तीय संस्थामा ऋणीहरू हाबी भएको यो पहिलोपटक होइन। यसअघि पनि नेपालकै पहिलो बैंक नेपाल बैंक लिमिटेड तथा राष्ट्रिय वाणिज्य बैंकमा यसैगरी राजनीतिक शक्तिका आधारमा ऋणी हाबी भएकै कारण विश्व बैंकबाट ऋण लिएर ती बैंक मात्र सुधार गरिएको थिएन, राष्ट्र बैंकलाई समेत स्वायत्त र कानुनीरूपमा बलियो बनाइएको थियो।

विश्व बैंकबाट वित्तीय क्षेत्र सुधार कार्यक्रमअन्तर्गत नेपाल सरकारले ऋण लिएर तथा व्यवस्थापनमा नै विदेशी विशेषज्ञ निम्त्याएर सुधार गर्नुपर्ने स्थितिबाट आजसम्म आइपुग्दा नेपालका बैंक तथा वित्तीय संस्थाहरू बलियो, पारदर्शी तथा कडा नियमन तथा अनुगमनअन्तर्गत रहेका छन्।

तर, पछिल्ला केही वर्षदेखि नेपाल राष्ट्र बैंकलाई कमजोर बनाउने, बैंक तथा वित्तीय संस्थाहरूविरुद्ध मिथ्या प्रचार गर्नेजस्ता गतिविधि बढेका छन्। आफ्नो निजी स्वार्थको लागि समग्र बैंकिङ प्रणालीलाई जोखिमतर्फ धकेलिरहेका छन्। र, यस्ता गतिविधिमा संलग्नहरू धेरैजसो खराब ऋणी नै छन्। 

गैरकानुनी रूपमा मिथ्या प्रचार गरेर बैंकिङ प्रणालीमै जोखिम निम्त्याउने गरी कुनै बैंक विशेषको खाता बन्द गर्न, निक्षेप झिक्न, कर्जा लिएको भए नतिर्नसम्म उक्साउने गतिविधि अभियानकै रूपमा भइरहेका छन्।

यसो गर्दा बैंकका प्रमुख कार्यकारी अधिकृत (सीईओ) वा अध्यक्षलाई तारो बनाउने गरिएको छ। पाथीभरा देवी दर्शन केबल कार प्रालिको विरोध गर्ने क्रममा पनि व्यक्तिगतरूपमा यसका अध्यक्ष चन्द्र ढकालको बैंक भनेर ग्लोबल आईएमईलाई जोडिएको छ। भोलि पृथ्वीबहादुर पाँडेको बैंक नेपाल इन्भेस्टमेन्ट मेगा बैंक वा रोशन केसीको माछापुच्छ्रे बैंक वा पशुपति मुरारकाको कुमारी बैंक भनेर आक्रमण हुन सक्छ।

बैंक कसको? 
ग्लोबल आईएमई बैंक लिमिटेडको ०.५ प्रतिशत वा सोभन्दा धेरै सेयर स्वामित्व हुनेमा विभिन्न संस्था र व्यक्ति गरी २० सदस्य छन्।

बैंकको वार्षिक प्रतिवेदन २०८०/८१ अनुसार ग्लोबल आईएमई बैंकमा कर्मचारी सञ्चय कोषको सबैभन्दा धेरै सेयर स्वामित्व छ। कोषको १ करोड ७१ लाख ४१ हजार २५१ कित्ता अर्थात् ४.७४ प्रतिशत सेयर छ। 

त्यस्तै, आईएमई होल्डिङ्स प्रालिको २.७८ प्रतिशत अर्थात् १ करोड ३८ हजार २२७ कित्ता सेयर स्वामित्व छ भने आईएमई इन्भेस्टमेन्ट प्रालिको २.५१ प्रतिशत अर्थात् ९० लाख ५६ हजार ७५ कित्ता।

अर्थात्, आईएमई होल्डिङ्स र आईएमई इन्भेस्टमेन्ट सबै चन्द्र ढकालको एकलौटी मान्ने हो भने पनि ३६ अर्ब १२ करोड सेयर पुँजी भएको बैंकमा जम्मा ६ प्रतिशत हाराहारी मात्र उनको हो। बाँकी ९४ प्रतिशत विभिन्न संस्था तथा व्यक्तिको सेयर हो। जसमध्ये ४८.७६ प्रतिशत सर्वसाधारणको छ। त्यसैले ग्लोबल आईएमई बैंकलाई घाटा पुग्दा चन्द्र ढकाललाई भन्दा धेरै क्षति कर्मचारी सञ्चय कोषलगायत अरू धेरै संस्था तथा सर्वसाधारणलाई हुन्छ।

त्यति मात्र होइन, कुनै पनि बैंक तथा वित्तीय संस्था डुबेको खण्डमा त्यसको सम्पत्तिमा सबैभन्दा पहिलो हक निक्षेपकर्ताको हुन्छ र अन्तिम हक मात्र सेयर होल्डरको हुन्छ। ग्लोबल आईएमई बैंकसँग हाल ५ खर्ब ३० अर्ब रूपैयाँ निक्षेप छ भने ४ खर्ब १८ अर्ब रूपैयाँ कर्जा लगानी गरेको छ। ती सर्वसाधारण निक्षेपकर्ताको ५ खर्ब डुबाउन किन उक्साउँदैछन् अराजक तत्वहरू?

किनकि, मिथ्या सूचनाका कारण कथंकदाचित कुनै पनि बैंक तथा वित्तीय संस्था डुबेको अवस्थामा त्यसमा रहेका निक्षेपकर्ताको बचत डुब्ने हो। हालैका सहकारी घोटालाका प्रकरण होस् वा नेपाल विकास बैंक (२०६६) देखिका कुनै पनि वित्तीय संस्थाका प्रकरण होस्, अन्त्यमा मारमा पर्ने भनेका सर्वसाधारण बचतकर्ता नै हुन्।

विडम्बना, राष्ट्र बैंक पनि बचतकर्ताको सुरक्षाभन्दा पहुँचवाला ऋणीकै कुरा सुन्न बाध्य छ। त्यसो भन्दैमा राष्ट्र बैंकले बचतकर्ताको सुरक्षा नै नगरेको भने होइन। नेपाल विकास बैंकको काण्डपछि सरकारले निक्षेप सुरक्षण सुरु गरेको छ। सुरुमा २ लाखसम्मको निक्षेपको सुरक्षण गरेको सरकारले त्यसपछि बढाएर ५ लाखसम्मको निक्षेपको सुरक्षण गरेको छ। त्यसैले यदि कुनै पनि बैंक तथा वित्तीय संस्था डुबेको खण्डमा ५ लाखसम्मको बचत फिर्ता हुने ग्यारेन्टी छ। निक्षेपकर्ताको बचतको लागि बैंक तथा वित्तीय संस्थाहरू संरक्षक मात्र हुन् र उनीहरू आफ्नो भूमिकामा स्पष्ट छन्।  

त्यसैले आजको दिनमा बैंक तथा वित्तीय संस्थाका निक्षेप सुरक्षित छ। राष्ट्र बैंकको सुपरिवेक्षणमा बैंक तथा वित्तीय संस्थाहरूले निक्षेपकर्ताहरूको बचत सुरक्षित राखेका छन्। त्यसैले यदाकदा राष्ट्र बैंकमाथि पनि आक्रमण हुने गरेको पाइन्छ।

यसको अर्थ राष्ट्र बैंक वा बैंक तथा वित्तीय संस्थाका कमि कमजोरी छैनन् भन्न खोजेको होइन। तर, निक्षेपकर्ता डराइहाल्नुपर्ने स्थिति भने छैन।


बैंक किन तारोमा?
अर्थतन्त्र संकुचनमा गएपछि विशेषतः कोरोना महामारीपछिका वर्षहरूमा विभिन्न आन्दोलनको नाममा बैंक तथा वित्तीय संस्थाहरू तारोमा पर्ने गरेका छन्।

केही प्रभावशाली तथा पहुँचवाला ऋणीहरूको उक्साहटमा भीडले बैंक तथा वित्तीय संस्थाविरुद्ध विभिन्न आक्षेप लगाउने, मिथ्या प्रचार गर्ने तथा सामाजिक सञ्जालको माध्यमबाट बैंक तथा वित्तीय संस्थाविरुद्ध उक्साउने गर्ने गरेका छन्। कतिपय स्थानमा त कर्मचारीमाथि भौतिक आक्रमण पनि भएका छन्। यस्ता अराजक क्रियाकलापले बैंक तथा वित्तीय संस्थाहरूलाई पनि सहकारीको बाटोमा धकेल्न खोजेको हो कि भन्ने पनि देखिन्छ। 

गएका वर्षहरूमा एनआईसी एसिया बैंक, नेपाल इन्भेस्टमेन्ट मेगा बैंक, कुमारी बैंक, नबिल बैंकलगायतका बैंकका विभिन्न शाखाका कर्मचारीमाथि भौतिक आक्रमण पनि भएका छन्। 

सामाजिक सञ्जालमा ‘फलानो बैंक डुब्दै छ, बचत निकालौँ’ भन्ने जस्ता मिथ्या प्रचारमा पढेलेखेका तथा ठूलै ऋणीहरूले सर्वसाधारणलाई तर्साउने कार्य पनि बढिरहेको छ। पाथीभरा देवी दर्शन केबलकार प्रालिको विरोध गर्ने क्रममा ‘चन्द्र ढकालको बैंक डुब्दै छ’ भन्ने भाष्य पनि त्यसैको निरन्तरता मात्रै हो। 

तर, बैंक डुब्दा खास डुब्ने त अर्बौंका लगानीकर्ता तथा बैंकका बचतकर्ता हुन्। यसरी नेपालको बैंकिङ प्रणालीमाथि नै आक्रमण हुँदा राष्ट्र बैंक तथा सरकार नै सचेत हुनुपर्छ। यसका साथै नेपाल बैंकर्स एसोसिएसन तथा विकास बैंक, फाइनान्स कम्पनी अनि माइक्रोफाइनान्सहरू पनि सचेत हुनु आवश्यक छ। 

हुन त बैंक तथा वित्तीय संस्थाका सबै संघहरू अनि रेमिट्यान्स एसोसिएसनले पनि यसको विरोधमा वक्तव्य जारी गरिसकेका छन्। तर, यी संस्थाहरूले निक्षेपकर्ताको बचतको सुरक्षामा ध्यान दिई वित्तीय साक्षरतामा लगानी बढाउन आवश्यक छ। अन्यथा, वित्तीय अस्थिरता बढ्दै जाँदा प्रणालीगत जोखिम बढेर अर्थतन्त्र झन् चेपुवा पर्दछ र अर्थतन्त्र नै कोल्याप्स हुने खतरा बढ्छ।

Development Finance Institutions commit increment in investments in Nepal

The Second Development Finance Institutions (DFI) Mission, that started on Tuesday in Nepal, concluded today with a commitment to explore investment opportunities in Class B Banks, Micro-Finance Institutions (MFIs), and Digital Financial Service Providers, following productive deal facilitation sessions held during the three-day mission.

During a meeting with finance minister Barsha Man Pun yesterday, DFI representatives received assurance of the government’s commitment to facilitating foreign investments. In this regard, the finance minister highlighted several amendments made earlier this week to laws aimed at simplifying foreign investments.

“The agendas linked to challenges to ease investments by Development Finance Institutions are gradually being addressed by the government, which is a positive sign to mobilise local saving and attract foreign investments," chairman of the Board of the Swiss Investment Fund for Emerging Markets (SIFEM) Jörg Frieden said, adding that the recognition of DFIs as development and economic growth partners by the government is very encouraging for our investments.

The DFI Mission, organised by Invest for Impact Nepal (IIN), was attended by 14 Development Finance Institutions and Impact Investors from the United States, Europe, and the United Kingdom and Multilateral Agencies such as the IFC.

The mission’s primary focus was on accelerating DFI investments in Nepal's financial service industry beyond Class A Banks. During the mission, DFIs delegates also had meetings with the finance secretary Madhu Kumar Marasini and Nepal Rastra Bank’s governor Maha Prasad Adhikari and the deputy governor Bam Bahadur Mishra, to discuss on the execution of the Memorandum of Understanding (MoU) between the Nepal Government and Development Finance Institutions signed in October 2023 and the issues related to easing entry and exits for DFI investments, respectively.

Representatives of the Nepal Bankers’ Association (NBA) and DFIs also explored opportunities to scale up Nepal’s Financial Service Industry and the role of DFIs to promote sustainable financing.

The First Development Finance Institutions (DFI) Mission in Nepal was held in April 2023.

The Government of Nepal, Finance Ministry and Development Finance Institutions (DFIs) signed a Memorandum of Understanding on October 31, 2023.

The MoU outlines an agreement to enhance the inflow of private capital investment from DFIs into Nepal, the need for transformative investments to achieve UN SDG goals, to foster favourable investment climate, and transfer of technical know-how and knowledge to enhance Nepal’s competitiveness.

Nepal Rastra Bank in its amendment to the Foreign Investment and Foreign Loan Management Bylaws -2080 (February 2024), has recognised DFIs as a category of investors (government/inter-government owned institutions).

The DFI Investments in Nepal from 2008-2023 has amounted to $1.1 billion with the financial sector comprising for 59 per cent of the total.

Remarkably, between 2021 and 2023, the financial sector attracted $629.9 million investments from DFIs.

Attendees of the second DFI Mission included Asian Development Bank (ADB), British International Investment plc (BII), Société Belge d’Investissement pour les Pays en Developpement (BIO), Nederlandse Financierings Maatschappij voor Ontwikkelingslanden nv (FMO), Swiss Investment Fund for Emerging Markets (SIFEM), Deutsche Investitions- und Entwicklungsgesellschaft (DEG), Finnish Fund for Industrial Cooperation (FINNFUND), International Finance Corporation (IFC), US International Development Finance Corporation (DFC), Japan International Cooperation Agency (JICA), MicroVest, DAI Capital, responsibility and Symbiotics, according to a press note issued by the IIN.

IFC report claims increase in financial inclusion

Nepal has seen significant progress in financial inclusion over the past decade, claims a new study.

The Nepal Financial Inclusion Report 2023 – prepared by the International Finance Corporation (IFC) and the UN Capital Development Fund (UNCDF) under the Access to Financial Services Nepal Project jointly implemented by Nepal Rastra Bank (NRB) and IFC – reveals that overall usage of financial services is strong in Nepal, with payments via banks being the most popular service, at 75 per cent. 

At a time, when majority of Terai Madhesh population – especially the women population – is suffering from loan-sharks, and forced to march on foot for 10 days to Federal capital Kathmandu in search of justice and security of their property, the report also indicates a decrease in the gender gap. The government was forced to sign agreement with the victims promising to criminalise the loan-sharks.

In 2022, the disparity between women and men with access to formal financial services had decreased to 1 per cent (89 per cent women versus 90 per cent men), compared to the 2014 figures of 57 per cent and 64 per cent, respectively, the report claims.

This is in line with the World Economic Forum’s Global Gender Gap Report, which shows that economic participation and opportunities for women in Nepal have consistently improved – from 116th in 2013 to 107th in 2021 and 98th in 2022, with an overall ranking of 96, which is second only to Bangladesh in South Asia.

However, there remains a disparity in the utilisation of banking services between women and men, with 79 per cent of women using the services compared to 83 per cent of men, the report reads, revealing that other formal financial service providers are strong competitors to banks, with comparative usage statistics across key services such as accounts and credit, and overtaking banks in terms of savings products.

"The report indicates that considerable progress has been made in extending financial inclusion to a larger segment of the Nepali people," central bank governor Maha Prasad Adhikari said after launching the report.

The survey also reveals a strong connection between the use of financial services and the target group and level of schooling, with salaried staff having the highest utilisation and those without any academic education having the least.

Possessing a bank account is seen as a pathway to financial inclusion, with significantly higher usage of both banking and other formal financial services being observed among those with a bank account compared to those without.

The study further explored the main impediments to the use of financial services. It was discovered that many people without a bank account either did not need one, had insufficient funds after expenditure, or did not have the necessary funds to open an account.

Additionally, a lack of awareness regarding the process of opening a mobile money account, the complexity of using a mobile money platform, and the lack of access to agents or points of service were all reported as barriers.

"Financial inclusion is essential for sustainable socio-economic development," country representative for IFC in Nepal Babacar S Faye said, adding that with the advancement of technology, access to finance can be made more inclusive and affordable, to the benefit of those who are unbanked or underserved, as well as the financial system as a whole.

Likewise Global Programme Advisor at UNCDF Kameshnee Naidoo commented that financial inclusion is essential for Nepal to achieve its Sustainable Development Goals (SDGs). "Our report shows that while there has been progress, there is still much work to be done to ensure that all citizens can access the financial services they need to create a better future,” she said, adding that UNCDF remains committed to working with public and private sector partners to help build this future where no one is left behind in the digital era

“Financial inclusion is key to Nepal's SDGs attainment and LDC graduation as it can facilitate a larger variety of actors to serve the low-income market, allow people to meet their basic needs and enable government to generate additional flows of domestic capital towards sustainable investments,” UN Resident Coordinator to Nepal Hanaa Singer-Hamdy tweeted.

The study was conducted with the technical input of UNCDF, to provide indicators for the Nepal Rastra Bank’s Financial Inclusion Roadmap and Action Plan (2017-2022).

It focused on the usage of financial services and obtained data from a sample of 2,528 adults aged 16 or older. The findings of the survey and the 2021 Nepal Financial Inclusion Making Access Possible (MAP) Refresh study by UNCDF were utilised to assess financial inclusion through the World Bank Group’s three categories: Access, Usage, and Quality.

The Nepal Financial Inclusion Report also outlines measures to increase financial inclusion, including reforming the secured transaction registry system, enacting comprehensive legal and regulatory frameworks, improving consumer protection and financial literacy, and updating the Nepal Financial Inclusion Action Plan-2030.

Central bank removes cash margin in import

The central bank has removed the cash margin provision for imports, which the importers need to maintain against Letters of Credit (LCs), while importing goods.

As the foreign exchange (forex) reserve has been comfortable, the Nepal Rastra Bank (NRB) has removed the cash margin provision for imports, confirms a press note issued by the central bank today.

“All types of cash margin arrangements have been removed,” the circular reads, asking the banks and financial institutions (BFIs) concerned not to consider the cash margin. With the new rule, now businessmen do not have to keep any kind of cash margin for imports, which will encourage them for more imports.

The central bank had imposed cash margin of 50 per cent to 100 per cent on LC – for the import of around 300 goods, including automobiles – since last 1 year to tighten the imports after depleting forex reserve. Last month, the central bank has removed the provision of cash margin on the import of construction materials.

Earlier, traders were required to maintain a cash margin of only 5 per cent to 10 per cent of the value of goods, while importing goods but the central bank and the government tighten the imports raising the cash margin upto 50 per cent to 100 per cent to restrict imports that has sucked the forex reserve.

The private sector and International Monetary Fund (IMF) have been opposed to import restriction, as according to the data only import restriction has not pushed forex reserve up rather the government revenue – customs – dropped drastically. As result, the government lifted the seven-month-old ban on the import of ‘luxury goods’ last month to meet a condition of the IMF ahead of the formation of a new government.

The IMF has delayed the second installment of a $398.5 million loan approved for Nepal due to import restriction. The IMF – in In January 2022 – had approved the extended credit facility for Nepal. Of the total amount, Nepal received $ 110 million as the first installment. But IMF delayed the second installment, which is around $ 55 million.

According to the central bank records, the forex reserves reached Rs 1.292 trillion in the first five months of the current fiscal year. “The amount will be sufficient for Nepal to import goods and services for the next 8.7 months,” the central bank’s monthly macroeconomic report reads, adding that the remittance inflow has touched Rs 480 billion in the first five months of the current fiscal year. “Compared to the amount received in the same period of last fiscal year, this is an increase of 23 per cent. 

In US dollars terms, Nepal received $3.71 billion in five months, which is a 13.1 per cent growth from the dollar value of the amount received in the same period of the last fiscal year. The increase in remittance inflow has improved the forex reserve giving the central bank and the government confidence to ease imports.

After easing the import ban, the central bank should control the credit on imports using monetary tools as the dollar earning – that could help increase forex reserve – is limited to remittance due to poor exports and Covid-19-hit tourism industry.

NIB, Mega start integrated operation as Nepal Investment Mega Bank

Nepal Investment Bank (NIB) and Mega Bank (MEGA) today started the integrated operation as Nepal Investment Mega Bank (NIMB).

Chair of the two banks – Prithvi Bahadur Pandey of NIB and Bhoj Bahadur Shah of Mega – inaugurated the joint operations at an event organised here in Kathmandu.

According to a press note issued by the Nepal Investment Mega Bank, the total paid up capital of the integrated entity is now Rs 34.12 billion, while its total assets worth at Rs. 471 billion. “The total capital is calculated at Rs 580 billion, and the deposit stands at Rs 360 billion with a total of Rs 329 billion as loan.”

The merged entity – Nepal Investment Mega Bank – has 296 branches, 59 extension counters, 279 ATM booths and over three million customers, the press note claims, adding that the NIB and Mega merged at 100: 90 share swap ratio. “The chair of the board of directors and chief executive officer (CEO) of the erstwhile NIB Prithvi Bahadur Pande and Jyoti Prakash Pandey continue as the chair and CEO of Nepal Investment Mega Bank.”

Pande will chair the board, whereas Pandey is leading the management as the CEO of Nepal Investment Mega Bank. Likewise, the board has the representations from both NIB and Mega. Prajanya Rajbhandari and Kabi Kumar Tibrewala represent the NIB, whereas Gopal Khanal, Madan Kumar Acharya and Mukti Ram Pandey represent Mega.

The integrated operations of Nepal Investment Mega Bank marks the fourth big merger of commercial banks within last two weeks. Kumari Bank and NCC Bank started joint operations as Kumari Bank on January 1, whereas Global Bank and Bank of Kathmandu started integrated operations as Global Bank on January 9, and Prabhu Bank completed its acquisition of Century Bank and started the integrated operations as Prabhu Bank on January 10.

According to the central bank, two more mergers of commercial banks – Himalayan Bank and Civil Bank, and Laxmi Bank and Sunrise Bank – are on the cards. The integrated operations of these four banks as two will start within a month, according to Nepal Rastra Bank.

Private sector suspends protest programme following talks with government

The private sector that has been protesting against the increase in interest rates, suspended their protest after talks with newly appointed finance minister Bishnu Paudel today.

The private sector representatives from across the country held the discussion with finance minister, where central bank governor and secretaries at the Finance Ministry were also present.

"As we got positive response after the discussion, we have suspended our protest programmes," said one of the industrialists, after the talks.

During the discussion, the newly appointed finance minister Paudel asked for few days to address private sector's demands, though the industrialists, who were in discussion, claimed that they have suspended their protest with an agreement. "The government has vowed to address our demands," he claimed.

The private sector has been protesting against the government and Nepal Rastra Bank (NRB) for the past one month, asking to reduce interest rates and revise the 'Working Capital Loan Guidelines'.

Especially, the private sector representatives from Biratnagar, Birgunj, Bhairahawa and Nepalgunj have been asking for government intervention in reducing the interest rates as according to them the higher interest rates have been adversely impacting the investment. However, the government can neither reduce interest rates nor revise the 'Working Capital Loan Guidelines', as these both falls under the central bank, which is autonomous.

The central bank also cannot interfere much in the interest rate, as the market determines the interest rate, since last more than 4 decades. However, the private sector is forcing the government and central bank to fix interest rate in single digit, without presuming its adverse impact on themselves in future. "What will the private sector do, if government starts fixing price of each and every product," a banker asked, explaining that backtracking the open market operations will be a disaster for the private sector itself, legt alone the depositors' woes.

Since there is loanable fund crunch in the market, the banks and financial institutions (BFIs) are hiking the interest rates to attract the depositors. But hiking the interest rates has also not helped create new deposits, rather the deposits shifted from one institution to another only. The cheap fund during the Covid-19 has become expensive as the BFIs are drained out currently.

After the formation of a new government led by the Maoist Centre chair Pushpa Kamal Dahal 'Prachanda', the private sector met with both newly appointed Prime Minister Dahal and finance minister Poudel and sought government interference. In response, both of them committed to listen to the private sectors’ plea, though the situation is not in their hands. The government has not taken a full shape and most likely this government could not last long due to 'unnatural alliance' among the royalists ultra rightest and republican ultra leftist, apart from a couple of new political parties, which are yet to decide, where do they stand.

Central bank warns of action against using mobile wallets for gambling purpose

After noticing suspicious transactions via electronic payments gateways during the ongoing world cup, the central bank today warned people not to take part in gambling activities via their mobile wallets. The central bank has also warned that it will freeze bank accounts and mobile wallets, if anyone is found gambling.

“Gambling and betting activities are illegal,” the central bank notice reads, informing the public not to participate in transactions of this nature. “If anyone is found involved in such activities, legal action will be taken against the concerned individual or group including the freezing of their bank accounts and mobile wallets.”

The central bank has also ordered licensed organisations to make arrangements to prevent the payment of gambling and betting-related illegal activities through bank accounts, mobile banking, mobile wallets.

Traders not satisfied with Monetary Policy review

Nepal Chamber of Commerce (NCC) claimed that the central bank’s first quarter review of the Monetary Policy will not help maintain fiscal stability.

The Chamber – issuing a press note today – has also concluded that the review along with the tight Monetary Policy can not address the current problems of financial sector. “The Chamber was hopeful that the quarterly review can possibly address the internal economic risks,” reads the press note, adding that the country has, though, witnessed some improvements in the external sector, the internal sector is still vulnerable.

Though the spread rate reduction by 0.4 percentage points will not push interest rate in the coming days, it has nominal chance to slash the existing interest rates, the press note further reads. The Chamber has also suggested central bank to bring down the spread to a maximum of 2 per cent.

Asking the central bank to reduce the bank rate to 5 per cent from current 8.5 per cent, the Chamber has claimed that the review will further negatively affect the industrial sector.

Central bank slashes interest rate gap to pull interest rate down

The central bank has – through the first quarter review of Monetary Policy – slashed the spread rate (difference between lending and borrowing rates) of commercial and development banks to pull the interest rates down.

According to the first quarter review of Monetary Policy for the current fiscal year, the commercial banks spread rate will come down to 4 per cent from the current 4.4 per cent, whereas the spread rate of the development banks has been brought down to 4.6 per cent from current 5 per cent. The central bank also said that it will monitor the premium regularly to not let the lending rate to go up.

Though, the central bank dismissed that it has reduced the spread – to pull down the interest rate due to pressure from the private sector, the private sector itself is, however, not satisfied. The private sector has protested against the central bank and banks and financial institutions (BFIs) alleging them of pushing the interest rates up making the cost of doing business dearer.

But executive director of the central bank’s Research Department Dr Prakash Shrestha said that the downward revision of spread has been according to the central bank policy to bring spread rate slowly down, which is expected to bring the interest rate on loans down.

Though, the private sector is not satisfied saying that the interest rate is still higher, the banks and financial institutions are going to lose a huge portion of their profits due to sqeeze in spread. Some 14 commercial banks will feel the heat of the spread rate reduction as some of the commercial banks already have less then 4 per cent spread rate. A banker, without wanting to be named, said that the commercial banks will lose some Rs 10 billion in the profits due to lower spread rate. According to the unaudited reports of first quarter, NIC Asia Bank has 4.39 per cent spread rate, whereas Citizens Bank International has 3.53 per cent spread rake, making an average of 4.01 per cent spread rate of the total 26 commercial banks. 

The private sector’s another concern working capital loan guidance will be addressed, based on the suggestions received. “It has been operational, and will be addressed as and when the suggestions we receive,” Shrestha added.

The central bank, unveiling the first quarter review of the Monetary Policy 2022- 23, also reads that the BFIs, which are unable to provide loans in the designated areas due to liquidity crunch can calculate the shortfall from mid-December 2023 on basis of mid- June 2023. “The fine imposed on BFIs will be reviewed based on the liquidity risk, if the specified loan-deposit ratio is not reached,” it reads, adding that investments made by BFIs in the bonds issued by public limited companies related to the agricultural sector in the secondary market will also be allowed to be counted within the specified limits so that the BFIs has to invest minimum loans in that sector. “The microfinance financial institutions will, however, have to publish the base rate on monthly basis from mid-January.”

The central bank has also given continuity to the major policy of the Monetary Policy as the pressures on price and external sector stability still remain. Likewise, the Monetary Policy has maintained the targets and projections.

External sector improves after 14 months

After 14 months, money coming into the country has recorded a surplus than the money going out of the country, which has improved the external sector.

According to the ‘Current Macroeconomic and Financial Situation of Nepal’, published today by the central bank, the Balance of Payment (BoP) recorded a surplus of Rs 12.43 billion in the first three months of the current fiscal year as the remittance and foreign direct investment (FDI) inflow increased over the period.

For the last 14 months, the country was facing BoP deficit. As of mid-October last year, the country was in BoP deficit of Rs 87.71 billion. In the US Dollar terms, the BoP remained at a surplus of $91.8 million in the first quarter compared to a deficit of 741.2 million in the first quarter of last year.

The BoP records current account, capital account and financial account of a country’s financial transactions with the rest of the world. It is one of the key indicators to show a country’s net balance in terms of foreign currency reserves.

With the BoP surplus, gross foreign exchange reserves also increased by 2.5 per cent to Rs 1.246 trillion in mid-October from Rs 1.215 trillion in mid-July. According to the central bank, the foreign currency reserve is sufficient for merchandise and services imports of 8.3 months.

In the first three months of the current fiscal year, remittance inflows also increased by 16.8 per cent to post Rs 281.05 billion,, adding Rs 94 billion in a month, due to impressive migrant workers outflow in the recent months of the current fiscal year, and also due to government’s inability to create jobs in the country.

Likewise, imports decreased by 16.2 per cent to Rs 401 billion against an increase of 63.7 per cent a year ago due to government and central bank’s import restrictions, according to the central bank data.

According to the central bank, capital transfer also increased by 34.8 per cent to Rs 2.59 billion and net FDI inflow recorded Rs 79.6 million. In the first quarter of the last fiscal year, capital transfer and net FDI inflow amounted to Rs 1.92 billion and Rs 5.07 billion, respectively.

नेपाल फेरि कालोसूचीमा पर्ने जोखिम : मूल्यांकन प्रतिवेदन तयार गर्न एपीजीको टोली काठमाडौंमा

नेपाल फेरि पनि अन्तर्राष्ट्रिय सम्पत्ति शुद्धीकरणको कालोसूचीमा पर्ने जोखिम बढेको छ । सरकारले समयमा नै ऐन संशोधन गर्न नसक्दा नेपाल वित्तीय कारबाही कार्यदल (एफएटीएफ)को कालोसूचीमा पर्ने जोखिम बढेको हो ।

गत असारमा सुरु भएको नेपालको सम्पत्ति शुद्धीकरण निवारणसम्बन्धी मूल्यांकन प्रतिवेदन तयार गर्न एफएटीएफ अन्तर्गतको एसिया प्रशान्त समूह (एपीजी)को टोली काठमाडौंमा छ । टोलीले बिहीबार प्रधानमन्त्री तथा मन्त्रीपरिषद् कार्यालय अन्तर्गत सम्पती शुद्धीकरण हेर्ने निकायसँग छलफल समेत गरेको छ । सरकारले एपीजीको मूल्यांकनभन्दा अगाडि नै सम्पत्ति शुद्धीकरण निवारण ऐन अध्यादेशमार्फत भए पनि संशोधन गर्न नसके अन्तर्राष्ट्रिय सम्पत्ति शुद्धीकरणको कालोसूचीमा पर्ने भएको हो ।

सरकारले सम्पत्ति शुद्धीकरण निवारण गर्न भन्दै केही नेपाल ऐनमा संशोधन गर्दै नयाँ ऐन जारी गर्ने तयारी गरेको थियो । तर, प्रतिनिधिसभाबाट परित भएको उक्त विधेयक राष्ट्रियसभा अन्तगर्तको संसदीय समितिमा अड्किएको छ । हाल संसद्का दुवै सदन चुनावका कारण बन्द छ । 

एफएटीएफको सम्पत्ति शुद्धीकरणसम्बन्धी मूल्यांकन एपीजीको कालोसूचीमा प¥यो भने नेपालमा वैदशिक ऋण आउन रोकिनुका साथै विश्वका १ सय ७० वटा देशमा एलसीसमेत खोल्न नपाउने अवस्था बन्न सक्ने जानकारहरु बताउँछन् । कालोसूचीमा समावेश भए नेपालको पासपोर्टमाथि विशेष निगरानी हुने र नेपालीहरुको वैदेशिक गतिविधि नै रोकिन समेत सक्ने छ ।

नेपाल राष्ट्र बैंकका पूर्व गभर्नर चीरञ्जीवि नेपालले सम्पत्ति शुद्धीकरणका विषयमा नेपाल अप्ठ्यारो स्थितिमा रहेको बताए । उनले सम्पत्ति शुद्धीकरण एवं आतंकवादी क्रियाकलापमा वित्तीय लगानी निवारण गर्न नेपाल सरकारले बनाएका कानुनहरु संशोधन नहँुँदा एफएटीएफको मूल्यांकनमा कालोसूचीमा पर्ने खतरा बढेको बताए । सरकार सम्पत्ति शुद्धीकरणजस्तो संवेदजशिल विषयमा गम्भिर नदेखिएको पनि उनको गुनासो छ ।

त्यस्तै, पूर्व कानुन तथा संसदीय मामिला मन्त्री गोविन्दप्रसाद शर्मा कोइरालाले पनि सम्पत्ति शुद्धीकरण निवारण ऐन संशोधन नभए एफएटीएफको कालोसूचीमा पर्नसक्ने सम्भावना रहेको भन्दै नेपाल अहिले पनि कालो धनलाई सेतो बनाउने अर्थात् अवैधानिक रुपमा कमाएको धनलाई वैधानिक बनाउनसक्ने मुलुकमा परेको दाबी गरे । उनले उक्त ऐन स्वार्थ समूहको सिकार भएको पनि जानकारी दिए । 

सम्पत्ति शुद्धीकरण निवारण प्रणाली सुधार नभएको भन्दै नेपाल सन् २००९ देखि २०१४ सम्म कालोसूचीमा परेको थियो । एफएटीएफको टोलीले कर छलीलाई सम्पत्ति शुद्धीकरणसँग अनिवार्य जोड्दै आतंकवादी कार्य, भ्रष्टाचार र लागू औषधलाई विशेष ध्यान दिने गरी मापदण्ड तयार गरेको छ भने कोरोना कालपछि भर्चुअल करेन्सीलाई नयाँ अपराधका आयामको रुपमा हेरेको छ । सरकारी अधिकारीहरुका अनुसार नयाँ मापदण्डअनुसार नेपालले अझै कानुनमा ४० प्रतिशत समेट्न बाँकी छ । हाल संसद् नभएको अवस्थामा अब सरकारले तत्काल अध्यादेशमार्फत भए पनि सम्पत्ति शुद्धीकरणसम्बन्धी ऐन नियमहरु संशोधन गर्न जरुरी रहेको छ । अन्तर्राष्ट्रिय समुदायले गरेको एक अध्ययनअनुसार नेपालजस्ता अति कम विकसित मुलुकमा कुल गार्हस्थ्य उत्पादन (जीडिपी) को ७ देखि ८ प्रतिशतसम्म कालो धन हुने गरेको छ ।

सम्पत्ति शुद्धीकरण निवारण विरुद्धमा नेपालले अन्तर्राष्ट्रिय समुदायसँग गरेको प्रतिवद्धता अनुसारको प्रगति नभएका कारण नेपाल कालोसूचीमा पर्ने जोखिम बढेको हो । स्रोत नखुलेको सम्पत्तिलाई कानुनी दायरामा ल्याउने र त्यस्ता घटना निगरानी गर्ने निकाय कमजोर हुँदा नेपाल सम्पत्ति शुद्धीकरणमा कालोसूचीमा पर्ने जोखिम बढेको उच्च अधिकारीहरुको धारणा छ ।

दसैंलाई नयाँ नोट २९ भदौदेखि

यसपटक २९ भदौदेखि सर्वसाधारणले दसैंलगायत चाडपर्वका लागि नयाँ नोट साट्न पाउने नेपाल राष्ट्र बैंंकले जनाएको छ । विशेषतः दसैंमा नयाँ नोटको प्रचलन रहेका कारण पनि हरेक वर्षझैं यसपटक पनि राष्ट्र बैंंकले सर्वसाधारणलाई काठमाडौं उपत्यकामा २९ भदौ र उपत्यकाबाहिर २ असोजदेखि नयाँ नोट साट्न सक्ने व्यवस्था गरेको हो । 

२६ भदौदेखि बैंक तथा वित्तीय संस्थाहरूले नयाँ नोट पाउने अनि सर्वसाधारणले उपत्यकामा २९ भदौ तथा उपत्यका बाहिर २ असोजबाट नयाँ नोट सटही गर्न सक्ने राष्ट्र बैंंकले जनाएको छ । 

सर्वसाधारणले प्रतिव्यक्ति १८ हजार ५ सय रुपैयाँ बराबर नयाँ नोट सटही सुविधा पाउने छन् । जसमा ५, १०, २०, ५० र १०० रुपैयाँसम्मका नोट एक÷एक वटा बन्डल हुने गरी १८ हजार ५०० रुपैयाँको सीमा गत वर्ष पनि तोकिएको थियो ।

नेपाल राष्ट्र बैंकको बालुवाटारस्थित केन्द्रीय कार्यालय र प्रादेशिक कार्यालयका साथै बैंक तथा वित्तीय संस्थाहरुका विभिन्न शाखा कार्यालयमा गएर पनि नयाँ नोट साट्न सकिन्छ । राष्ट्र बैंकसँग साना दरका १० अर्बभन्दा बढी नयाँ नोट मौज्दात रहेको छ । गत वर्ष ८ अर्बको नयाँ नोट सटही भएको भए पनि यस वर्ष डिजिटल पेमेन्टको प्रवृत्ति बढेका कारण कम माग हुने राष्ट्र बैंंकको अनुमान छ ।

नेपाल राष्ट्र बैंकका गभर्नर महाप्रसाद अधिकारीले गत साता अर्थ समितिमा बोल्दै पेमेन्टसँग सम्बन्धित कुरामा डिजिटल कारोबारको कोभिड अगाडि र पछाडि आकाश–जमिनको फरक रहको बताएका थिए । उनका अनुसार कोभिड अगाडि क्युआर पेमेन्ट भन्ने नेपालमा तथ्यांक नै थिएन, टेक्नोलोजीमात्रै आएको थियो । तर, गत असार एक महिनामा मात्र ४२ लाख वटा कारोबार क्युआरबाट मात्रै भएको छ, जसमा १५ अर्बको कारोबार भएको छ । यसका साथै कनेक्ट आईपीएस, आईपीएस डिजिटल पेमेन्ट, वालेट माध्यमहरुको प्रयोग व्यापक रहेको पनि उनको भनाइ थियो । यसका साथै नेपालले डिजिटल कारोबारमा ठूलो फड्को मारेको भन्दै उनले विश्वमा यति छिटो डिजिटल कारोबारमा यति ठूलो परिर्वतन नभएको बताएका थिए । “तर, यसभित्र विभिन्न किसिमका जोखिमहरु छन्,” उनले भने, “विदेशमा कार्डमार्फत पेमेन्ट गर्ने विषयमा समन्वय नभएको हुनसक्छ । कार्डमा भएको पैसामा विदेशमा पेमेन्ट गर्न सीमा छैन ।”

Licenceraj is hurting the economy, accepts the National Planning Commission (NPC) vice chair.

Speaking at a programme organised to mark 24th Annual General Meeting of the Society of Economic Journalists Nepal (SEJON) today, NPC vice chair Dr Bishwo Nath Poudel said that the Licenceraj has promoted syndicate. “The practice of licence being sold has distorted the economy,” he said, adding that licenceraj has also promoted monopoly. “There should not be monopoly in any sector including banking.”

Every sector including banking and insurance is suffering from the syndicate, the vice chair said, adding that there is no possibility of opening or closing bank or insurance companies due licenceraj, which has promoted syndicate.

In last few years, the government, backtracking from the liberal market policy, has started distributing licence, he added. “The licence distribution is the mother of corruption.

Poudel represents the Nepal Congress that has in the 90s started the liberal economic policy propelling the economy but the incumbent government, led by the Nepali Congress president Sher Bahadur Deuba, is also backtracking the liberal economic policy and promoting the licenceraj.

He even asked the central bank governor Maha Prasad Adhikari, who was sharing the dias with him, to abolish the licence and liberal, again, the banking sector. However, central bank governor did not say anything on the issue. Lately, the Insurance Board is under scrutiny for distributing, licence for the reinsurance company and also micro-insurance company, though it has directed insurance companies to go for merger claiming that the number of insurers have increased compared to the market size. The inconsistent licence policy by the regulator has been promoted by the political parties and the government, as they have been blamed for taking bribes for licence.

The Nepal Rastra Bank (NRB) governor Maha Prasad Adhikari, on the occasion, said nothing about the licencing policy and claimed that the lonable fund crisis can be corrected only with an improvement in the country’s balance of payments (BoP) position. “The government’s increased expenses on a periodic basis will help BoP position to be positive,” he said, adding that the lonable fund crisis will continue to persist in the banking system. “The bank deposit has increased by Rs 167 billion during a month between mid-June and mid-July, due to increased government expenditure and inflow of remittance and tourist arrivals.”

Without blaming the central bank governor, as he used to do earlier, finance minister Janardan Sharma also claimed that the economy is gradually returning to normalcy due to the timely caution maintained by the government. “The increased remittance inflow due to nearing festival season, is also helping the economy to remain afloat.”

He also argued that the increase in remittance would help foreign currency reserves go up. “The finance ministry has already instructed all the concerned ministries to make this fiscal year's budget expenditure effective,” he claimed but failing to understand that the Finance Ministry only helps mobilise the revenue, its on the five ministries, related to the development works, to spend the budget. In the last fiscal year also, Sharma claimed to spend 10 per cent budget every month, but at the end of the fiscal year, the government failed to expedite the capital expenditure. His Finance Ministry, also failed to meet the revenue target for the fiscal year.

घट्दै बिमा कम्पनी

बैंक तथा वित्तीय संस्थाको मर्जरको लहर पच्छयाउँदै बिमा कम्पनीहरु पनि मर्जरमा जान थालेका छन् । हिमालयन जनरल इन्स्योरेन्स कम्पनी र एभरेष्ट इन्स्योरेन्स कम्पनीबीच मर्जर भएर आइतबारबाट औपचारिक रुपमा एकीकृत कारोबार सुरु भएको छ । 

नेपाली बिमाको इतिहासमा पहिलोपटक दुई वटा बिमा कम्पनीहरु मर्जर भएर एकीकृत कारोबार सुरु गरेसँगै नेपाली बजारमा बिमा कम्पनीहरूको संख्या घट्ने भएको छ । हिमालयन जनरल इन्स्योरेन्स र एभरेष्ट इन्स्योरेन्स कम्पनीबीच मर्जर प्रक्रिया पूरा गरेर बिमा समितिले मर्जर स्वीकृति दिएसँगै आइतबारबाट एकीकृत कारोबार शुभारम्भ भएको हो । एकीकृत कारोबारको शुभारम्भ बिमा समितिका अध्यक्ष सूर्यप्रसाद सिलवालले औपचारिक रुपमा गर्दै बिमा कम्पनीहरुमा अस्वस्थ प्रतिष्पर्धा तथा अहिले कायम रहेको बिमा कम्पनीको पुँजीले बढ्दै गएको दायित्व वहन गर्न नसक्ने भएकाले बिमा कम्पनीको मर्जर जरुरी भएको बताए । उनले बिमा कम्पनीले पोलिसी बेच्ने तर पोलिसी अनुसार दायित्व वहन गर्न नसक्दा सिंगो बिमाको बजार बदनाम भएको तथा बिमा कम्पनीप्रतिको विश्वसनियतामा कमी भएकोले बिमा क्षेत्रमा धेरै सुधार गर्नुपर्ने आवश्यकता रहेको जिकिर गरे । नेपालमा कतिवटा बिमा कम्पनीहरु चाहिन्छ भनेर हालसम्म अध्ययन नै नभएको भन्दै उनले अब बिमा समितिले अध्ययन गर्ने बताए । 

अध्यक्ष सिलवालले सरकारले नै बिमा नबुझेको आरोप पनि लगाए । उनले सरकार र सरकारले गरेका अहिलेसम्मको लगानीको बिमा नभएको भन्दै चालू आर्थिक वर्षको बजेटमा बजेटको विषयमा धेरै कुराहरु समावेश भएर आएको र राष्ट्रिय बिमा नीति समेत मन्त्रालयमा ड्राफ्ट बनाएर दिएको बताए । 

कार्यक्रममा हिमालयन इन्स्योरेन्सका प्रमुख कार्यकारी अधिकृत विजयबहादुर साहले बिमा कम्पनीहरुले पुँजी वृद्धि गरेर मर्जरमा जाँदा बिमालाई सुधार र उचाइ बढाउने दाबी गरे । हिमालयन र एभरेष्ट दुवै कम्पनीको गत असार २ गते सम्पन्न विशेष साधारणसभाबाट मर्जरसम्बन्धी सम्पूर्ण प्रक्रिया पारित भएका थिए । बिमा समितिले यी दुवै कम्पनीको मर्जरलाई गत असार ८ गते अन्तिम स्वीकृति प्रदान गरेको थियो । दुई संस्थाको मर्जर हुने अन्तिम दिनसम्म कायम रहने सम्पूर्ण सम्पत्ति र दायित्वहरु नयाँ बन्ने संस्था हिमालयन एभरेष्ट इन्स्योरेन्सले स्वीकार्ने गरी गत असार २३ गते स्वीकृति प्राप्त भएको थियो । दुवै बिमा कम्पनीबीच गत वैशाख २२ गते मर्जरमा जाने प्रारम्भिक सम्झौतामा हस्ताक्षर भएको थियो । मर्जरपछि कम्पनीको चुक्ता पुँजी २ अर्ब ४२ करोड ८१ लाख रुपैयाँ पुगेको छ । 

बिमा समितिबाट क समयमा भटाभर छुट लगायत विभिन्न सेवा सुविधा पाउने आशले कम्पनीहरुले अन्तिम मर्जरको लागि सम्झौता गरेका छन् । जसका कारण पुनर्बिमा कम्पनी बाहेक ३९ वटा बिमा कम्पनीहरुमध्ये १९ वटा कम्पनी मर्जरमा जाने भएका छन् । असार महिनामा निर्जीवन बिमाका १० वटा र जीवन बिमाका ९ वटा कम्पनीले मर्जरमा जान प्रारम्भिक समझदारीपत्रमा हस्ताक्षर गरिसकेका छन् । 

मर्जरमा जाने तयारी गरेका निर्जीवन बिमा कम्पनीमा एभरेष्ट, प्रिमियर, सगरमाथा, लुम्बिनी जनरल, सिद्धार्थ, जनरल र सानिमा जनरल इन्स्योरेन्स तथा प्रभु र अजोड इन्स्योरेन्समध्ये सिद्धार्थ इन्स्योरेन्स र प्रिमियर इन्स्योरेन्सबीच मर्जरमा जाने सहमति भइसकेको छ । मर्जपछि सिद्धार्थ प्रिमियर इन्स्योरेन्सको नामबाट एकीकृत कारोबार गर्ने गरी दुई कम्पनीबीच सहमति भएको छ । सानिमा जनरल र जनरल इन्स्योरेन्सबीच सानिमा जनरल इन्स्योरेन्सको नाम रहने गरी मर्जर सम्झौता भएको छ । सगरमाथा इन्स्योरेन्स र लुम्बिनी जनरल इन्स्योरेन्स पनि १०० बराबर ८० को स्वाप रेसियोमा मर्जरमा जाने भएका छन् । त्यस्तै, प्रभु र अजोड इन्स्योरेन्सले मर्जरमा जानको लागि सम्झौता गरेका छन् । 

यस्तै, जीवन बिमातर्फ ९ वटा कम्पनीले मर्जरमा जानको प्रारम्भिक समझदारी गरिसकेका छन् । जसमा प्रभु र महालक्ष्मी लाइफ, सूर्या र ज्योति लाइफ, रिलायन्स र सानिमा लाइफसहित प्राइम, गुराँस र यूनियन लाइफले एक आपसमा मर्जरमा जानको लागि पहिलो चरणमा सम्झौता गरेका हुन् । 

कम्पनीहरु मर्जरमा जानुको कारण समितिले चुक्ता पुँजीमा गरेको वृद्धि नै हो । बिमा समितिले निर्जीवन बिमा कम्पनीको न्यूनतम पुँजी साढे २ अर्ब रुपैयाँ र जीवन बिमा कम्पनीको न्यूनतम चुक्ता पुँजी ५ अर्ब पु¥याउने व्यवस्था गरेको छ । जसको लागि पहिलो प्राथमिकतामा मर्जर नै थियो । यद्यपि पुँजी पु¥याउनकै लागि गरिएको मर्जरपछि बन्ने अधिकांश कम्पनीहरुको चुक्ता पुँजी भने पुगेको छैन । बिमा समितिले तोकिएको पुँजी पु¥याउनको लागि कम्पनीहरुलाई आगामी चैतसम्मको समय दिएको छ । उक्त समयभित्रमा मर्जरमा गएका कम्पनीहरुले हकप्रद तथा बोनस सेयरमार्फत न्यूनतम पुँजी पु¥याउन सक्ने छन् । 

तर, बिमा कम्पनीको मर्जर सम्झौताले उनीहरुको सेयर कारोबार बन्द भएको छ । जसका कारण सेयर लगानीकर्ताको १ खर्ब २४ अर्ब २४ करोड ९१ लाख बन्धक भएको छ । बिमा कम्पनी मर्जरमा गएसँगै लगानीकर्ताको सम्पत्ति बन्धक बनाइनु उचित नहुने नेपाल उद्योग वाणिज्य महासंघको पुँजीबजार फोरमका सभापति अम्बिका प्रसाद पौडेल बताउँछन् । तर, नेपाल धितोपत्र बोर्ड (सेबोन)का अध्यक्ष रमेशकुमार हमाल भने मर्जरमा जाने कम्पनीहरुको दोस्रो बजार कारोबार निश्चित अवधिका लागि रोक्का हुनुपर्ने बताउँछन् ।

आइतबार हिमालयन जनरल र एभरेष्ट इन्स्योरेन्सबीचको मर्जरपछि बनेको हिमालयन एभरेष्ट इन्स्योरेन्सको एकीकृत कारोबार शुभारम्भ समारोहलाई सम्बोधन गर्दै अध्यक्ष हमालले मर्जर प्रयोजनका लागि हुने कारोबार रोक्का गरिने सेयरधनीको हितमै हुने दाबी गरे । कारोबार लामो समय नराकियोस् भनेर धितोपत्र बोर्ड र हालै गठित टास्क फोर्सले काम गरिरहेको उल्लेख गर्दै हमालले यस विषयमा चाँडै केही सहज व्यवस्था आउने पनि बताए ।

Inflation will surpass target in next fiscal year too

Central Bank governor Maha Prasad Adhikari today said that inflation will be higher than the target in the next fiscal year too.

Speaking at a discussion in the Finance Committee, under the House of Representatives, on the next fiscal year’s Monetary Policy, he said, that the central bank has set a target of taming the inflation under 6.5 per cent in the current fiscal year but the inflation is likely to go beyond the target due to the sharp rise in inflation in the international market. The war between Russia and Ukraine has pushed the global inflation rate up.

“Nepal should also pay attention to the monetary policies of most of the world's central banks to check the inflation,” he said, adding that it is difficult to tame inflation in the current fiscal year. Though, the central bank has claimed to crack whip on inflation, the inflation nears the double digit in the current fiscal year end also due to supply disruption created by the Russia and Ukraine in recent months.

The central bank governor also informed that Nepal should pay attention to the policy of raising the interest rate and scrap the concessions given during the Covid-19 pandemic to control inflation.

Himalayan Bank's AGM rejects merger plan with Nepal Investment Bank

 The annual general meeting of the Himalayan Bank Ltd (HBL) rejected the planned merger between HBL and Nepal Investment Bank Ltd (NIBL), after 10 months.

"The 29th annual general meeting of the bank today rejected the planned merger with Nepal Investment Bank,” confirmed Himalayan Bank chief executive officer Ashoke Rana. "So the merger plan with Nepal Investment Bank has officially ended as of now."

The failure of the merger proposal will, however, hurt the investors as the bank cannot distribute dividends and also cannot expand their networks to increase business. The proposal of merger failed in the AGM as the Employees Provident Fund (EPF) and a group led by Manoj Bahadur Shrestha refused to endorse it. The EPF and Shrestha’s group totals some 36 per cent share in the bank.

Shrestha is a former chairman of Himalayan Bank, and EPF -- the government body -- is the institutional promoter. The central bank, has however, clarified that the banks will not be able to distribute the dividends as a fine for 'the demerger'. 

The two commercial banks had signed a memorandum of understanding (MoU) for the merger last May, committing to completing the merger within two months. But the group led by Shrestha was not happy with the proposal.

"The EPF conducted a separate due diligence audit (DDA) of both the banks after the new government was formed in July, even though the merger committee had already conducted DDA,” according to an investor. "The EPF also rejected the merger plan in view of losses projected for it on the basis of the DDA it has conducted."

The merger committee had agreed to seek approval from the AGM for the merger with Nepal Investment Bank on the basis of 1:1 share swap ratio.

The AGM of Nepal Investment Bank Ltd is scheduled for January 18. Howeverm it also needs have a second thought after the rejection from the Himalayn Bank's annual general meeting. Nepal Investment Bank Ltd that feels betrayed by the new development has called emergency meeting of the board of the bank for Sunday.

The central bank -- that is encouraging the mergers -- had extended the deadline for the completion of merger after they wrote an official letter of intent for merger last June.

The merger of the two big commercial banks has been expected to set a precedent for big mergers in future as thed central bank wanted to reduce the number of banks and financial institutions (BFIs) through 'big mergers' enabling the single bank to invest in large infrastructure projects.

Currently, there are 27 commercial banks in Nepal. The number came down as some of the BFIs have already merged.

Himalayan Bank had decided to pass the merger proposal through voting following differences over the  merger between its promoters. According to the voting result some 42 per cent of the votes came in against the merger proposal following objections expressed by the EPF, N Trading Company and Chhaya International. In order to pass the merger proposal, some 75 per cent shareholders had to approve it.

Himalayan Bank has 14.87 per cent share investment of the EPF, where N Trading Company has 12.77 per cent and Chhaya International has 8.94 per cent stake in the bank. Likewise, Habib Bank of Pakistan has a 20 per cent stake in the bank. It is the largest shareholder in the bank, followed by the EPF.

The board of directors of Himalayan Bank had been divided since the merger agreement was signed with the NIBL. Founding promoters Habib Bank, Mutual Trading Company, Aabha International and Khetan Group are in favour of the merger where EPF, N Trading Company and Chaaya International were against the merger. 

Following the agreement, both the institutions had formally informed the regulatory authority central bank, Nepal Stock Exchange (Nepse), Office of the Company Registrar and Securities Board of Nepal (Sebon) about the merger agreement. Moreover, shares of both the institutions had been been suspended until the integrated transaction is completed. The two institutions had planned to start joint operation from last October 1, last year.

Himalayan Bank Ltd --- established in 1993 in a joint venture with Habib Bank Ltd of Pakistan -- was established by Prithvi Bahadur Pandey, who is currently the chairman of Nepal Investment Bank Ltd. 

Nepal Investment Bank Ltd, earlier Nepal Indosuez Bank Ltd, was established in 1986 as a joint venture between Nepali and French partners. But in 2002, a group of Nepali companies, comprising bankers, professionals, industrialists and businessmen acquired the 50 per cent stakes of the French partner, Credit Agricole Indosuez in Nepal Indosuez Bank, and accordingly the name of the Bank was changed to Nepal Investment Bank Ltd.

Nabil Bank to acquire Nepal Bangladesh Bank

 Nabil Bank has signed an agreement today to acquire Nepal Bangladesh Bank (NB Bank).

The merger committee’s coordinator from Nabil Bank Udaya Krishna Upadhyay and the coordinator from NB Bank Indra Bahadur Thapa signed the preliminary memorandum of understanding (MoU) for acquisition in a share swap ratio of 100:43.

After the acquisition, NB Bank’s business transactions will be in the name of Nabil Bank, but the chief executive officer and chair of the merged entity's board has not been decided yet.

According to a press note issued by the Nabil Bank, the merged entity will have a core capital of Rs 43 billion, paid-up capital of Rs 22.5 billion, loans of Rs 300 billion, deposits of Rs 314 billion with 235 branches and over 1.6 million customers.

The agreement came a day after the Kathmandu District Court issued a stay order barring NB Bank from selling the promoter shares of its foreign partner IFIC Bank Ltd Bangladesh to Chaudhary Group of Nepal. A single bench of Justice Ram Chandra Poudel of the Kathmandu District Court had issued the order against the NB Bank’s plan to sell the share to Nabil Bank, whose majority shares are owned by Chaudhary Group (CG).

Earlier, the Chairman of Sunrise Bank Motilal Dugad had filed a writ at the Kathmandu District Court, and also Patan High Court, stating that the IFIC Bank had breached the agreement made with him promising to sell the promoter shares.

Last July, NB Bank announced an exit of IFIC Bank that owned 40.09 per cent shares of the bank. Binod Chaudhary led Chaudhary Group then made its way to purchase 36,827,426 unit shares of the foreign partner of the NBB. But the Dugad claimed that he has already strike the deal.

चालु वर्षको पाँच महिनामा पनि अर्थतन्त्रका सूचकमा कुनै सुधार आएको छैन भने झन् त्यसमाथि यसअघि नियान्त्रणभित्रै रहेको बजार भाउ पनि बढ्ने क्रम तीव्र बनेको छ ।

नेपाल राष्ट्र बैंकका अनुसार मूल्य वृद्धिदर ७ प्रतिशतभन्दा माथि रहेको छ । राष्ट्र बैंकको मासिक प्रतिवेदनअनुसार वार्षिक बिन्दुगत उपभोक्ता मुद्रास्फीति ७.११ प्रतिशत रहेको छ । जुन अघिल्लो आर्थिक वर्षको मंसिरको तुलनामा ४.१८ प्रतिशतले बढी हो । अघिल्लो आर्थिक वर्षको पाँचौं महिनामा मूल्य वृद्धिदर २.९३ प्रतिशत रहेको थियो ।

सरकारले बजेटमा तथा राष्ट्र बैंकले चालु आर्थिक वर्षको मौद्रिक नीतिमा ६.५ प्रतिशतभित्रै राख्ने प्रक्षेपण गरेको मूल्यवृद्धि पाँचौं महिनामा नै उकालो लागेको छ । चालू आर्थिक वर्षमा सरकारलाई मूल्यवृद्धि काबुमा राख्न समस्या पर्ने केही दिन अगाडि राष्ट्र बैंकका गभर्नर महाप्रसाद अधिकारीले संसदीय समितिमा बताएका थिए ।

राष्ट्र बैंकले बिहीबार जारी गरेको तथ्यांकअनुसार चालु आर्थिक वर्षको पाँचौं महिनामा खाद्य तथा पेय पदार्थ समूहको मुद्रास्फीति ५.६७ प्रतिशत र गैर–खाद्य तथा सेवा समूहको मुद्रास्फीति ८.२५ प्रतिशत रहेको छ । २०७७ मंसिरको तुलनामा २०७८ मंसिरमा घ्यू तथा तेल, यातायात, दाल तथा गेडागुडी, शिक्षा र सुर्तीजन्य वस्तु उपसमूहको मूल्यवृद्धि क्रमशः २८.५२ प्रतिशत, १६.२५ प्रतिशत, ११.७९ प्रतिशत, ११.७८ प्रतिशत र ११.७४ प्रतिशत रहेको छ ।

मंसिर महिनामा तराईमा सबैभन्दा बढी भाउ बढेको देखिन्छ । राष्ट्र बैंकका अनुसार काठमाडौं उपत्यकामा ५.९१ प्रतिशत, तराईमा ७.५२ प्रतिशत, पहाडमा ६.९५ प्रतिशत र हिमालमा ४.९१ प्रतिशत मुद्रास्फीति रहेको छ । जबकि २०७७ मंसिरमा यी क्षेत्रहरुमा क्रमशः ३.७१ प्रतिशत, २.३५ प्रतिशत, ३.९५ प्रतिशत र ४.२२ प्रतिशत मुद्रास्फीति रहेको थियो ।

तर, २०७८ मंसिरमा वार्षिक बिन्दुगत तलब तथा ज्यालादर सूचकांक भने बढेको छ । मंसिरमा वार्षिक बिन्दुगत तलब तथा ज्यालादर सूचकांक ६.५३ प्रतिशतले बढेको भन्दै राष्ट्र बैंकले अघिल्लो वर्षको सोही महिनामा उक्त सूचकांक ०.९९ प्रतिशतले बढेको जनाएको छ । चालु आवको पाँचौं महिनामा तलब सूचकांक र ज्यालादर सूचकांक क्रमशः ९.४४ प्रतिशत र ५.७१ प्रतिशतले बढेको छ ।

यसका साथै लगातार घटिरहेको रेमिट्यान्स आय पनि चालु आर्थिक वर्षको पाँच महिनामा पनि सुधार आउन सकेन । राष्ट्र बैंकका अनुसार पाँच महिना रेमिट्यान्स आय ६.८ प्रतिशतले कमी आई ३ खर्ब ८८ अर्ब ५८ करोडमा झरेको छ । गत वर्षको मंसिरमा रेमिट्यान्स आय अघिल्लो वर्षको सोही अवधिमा ११ प्रतिशतले बढेको थियो ।

तर, मंसिरसम्ममा वैदेशिक रोजगारीका लागि अन्तिम श्रम स्वीकृति (संस्थागत तथा व्यक्तिगत–नयाँ र वैधानिकीकरण) लिने नेपालीको संख्या भने उल्लेख्य रुपमा वृद्धि भई १ लाख ३१ हजार ८२ पुगेको छ । वैदेशिक रोजगारीका लागि पुनः श्रम स्वीकृति लिने नेपालीको संख्या २९५.८ प्रतिशतले वृद्धि भई ९९ हजार ५८० पुगेको छ भने अघिल्लो वर्षको सोही अवधिमा यस्तो संख्या ७७.३ प्रतिशतले घटेको थियो । मंसिरसम्ममा खुद ट्रान्सफर ५.७ प्रतिशतले कमी आई ४ खर्ब ३३ अर्ब ९२ करोड पुगेको छ । अघिल्लो वर्षको सोही अवधिमा यस्तो ट्रान्सफर ८.५ प्रतिशतले बढेको थियो ।

यसका साथै अर्थतन्त्रको अर्को महत्वपूर्ण सूचक शोधनान्तर घाटा चुलिँदै गएको छ । राष्ट्र बैंकका अनुसार मंसिरसम्ममा शोधनान्तर घाटा एक खर्ब ९५ अर्ब १ करोड पुगेको छ । चालु आर्थिक वर्षको सुरुदेखि नै शोधनान्तर घाटा बढिरहेको छ । साउनमै ३८ अर्ब ७५ करोड शोधनान्तर घाटा थियो भने भदौमा ८३ अर्ब ४१ करोड पुगेको थियो । तर, असोजमा शोधनान्तर घाटा केही घटेर ७६ अर्ब १४ करोडमा झरेको थियो । फेरि कात्तिकमा एक खर्ब ५० अर्ब ३८ करोड पुगेको शोधनान्तर घाटा मंसिरमा एक खर्ब ९५ अर्ब एक करोड पुगेको छ ।

यसरी शोधनान्तर घाटा लगातार बढ्दा चालु खाता घाटामा पनि दबाब पुगेको छ । कात्तिकमा २ खर्ब २३ अर्ब १९ करोड रहेको चालु खाता घाटा मंसिरमा ३ खर्ब ६९ करोड रुपैयाँमा पुगेको राष्ट्र बैंकले जनाएको छ । समग्रमा अर्थतन्त्रका सूचकहरु सुधार हुन नसकेका कारण अर्थतन्त्रमा समस्या आउने देखिन्छ । बुधबार विश्व बैंकले पनि चालू आर्थिक वर्षमा आर्थिक बृद्धिदरमा संकुचन आई ३.७ प्रतिशत रहने प्रक्षेपण गरेको छ ।

यसका साथै, विदेशी मुद्रा सञ्चिति पनि घट्ने क्रम जारी छ । चालु आर्थिक वर्षको चौथो महिनामा ७.२ महिनाको वस्तु तथा आयात धान्न पुग्ने देखिएको विदेशी मुद्राको सञ्चिति पाँचौ महिनामा आइपुग्दा घटेर ६.८ महिनाको वस्तु तथा आयातमात्रै धान्न अवस्थामा झरेको राष्ट्र बैंकले जनाएको छ ।

आर्थिक वर्ष २०७८-०७९ को पाँच महिनाको आयातलाई आधार मान्दा बैंकिङ क्षेत्रसँग रहेको विदेशी विनिमय संचिती ७.५ महिनाको वस्तु आयात र ६.८ महिनाको वस्तु तथा सेवा आयात धान्न पर्याप्त रहने देखिन्छ, राष्ट्र बैकले जनायो । २०७८ असार मसान्तमा १३ खर्ब ९९ अर्ब ३ करोड बराबर रहेको कुल विदेशी विनिमय संचिती घटेर मंसिर मसान्तमा १२ खर्ब १४ अर्ब ३ करोड भएको हो ।
