विकास बजेट घटाएर उच्च आर्थिक वृद्धिको दाबी

 प्रधानमन्त्री केपी शर्मा ओलीले शासन सम्हालेका विगत तीन वर्षमा लगातार विकास बजेट खर्च घट्दै जाँदा पनि प्रधानमन्त्रीले भने आफ्नो तीन वर्षे कार्यकालमा तीब्र आर्थिक वृद्धि भएको बताएका छन् । सोमबार आफ्नो कार्यकाल तीन वर्ष पुगेको अवसरमा सरकारको नेतृत्व गरेपछि गरेका विभिन्न कामहरूको विवरण नै राखेर कोरोनाका कारण केही समय अर्थतन्त्र प्रभावित भएपनि मुलुक पुनः उच्च आर्थिक वृद्धिको बाटो समात्ने गरी चलायमान भइसकेको प्रधानमन्त्रीले दावी गरे ।

प्रधानमन्त्रीले आगामी वर्ष १० प्रतिशतको आर्थिक वृद्धि हुने संकेत देखिएको दावी गर्दै विगत ३ वर्षमा २९ प्रतिशतले सार्वजनिक खर्चमा वृद्धि भएको, ९ लाखभन्दा बढी जनसंख्यालाई निरपेक्ष गरिबीको रेखाबाट माथि उठाइएको दावी गरे । यस्तै, नेपालमा गरिबी नबढेको, भोकमरी नबढेको, सबै स्थानीय तहमा वित्तीय सेवा पुगेको, व्यावसायिक आयकरको दायरा ५२.२ प्रतिशतले बढेको, बिमा सेवाको विस्तार २२.७ प्रतिशत पुगेको तथा कोभिडको महामारीमा पनि ५ प्रतिशत मात्रै मूल्यवद्धि भएको तथ्यांक उनले प्रस्तुत गरे ।

तर, अर्थविद्हरू भने उनको दावी विश्वास गर्दैनन् । अर्थविद् केशव आचार्यका अनुसार विगतका तीनै वर्ष विकास खर्चको विनियोजन घट्दै गएको छ । सरकारी र निजी लगानी वृद्धि नभइकन कसरी आर्थिक वृद्धि हुन्छ भन्ने प्रश्न गर्दै आचार्य भन्छन्, “निजी क्षेत्रको ७० प्रतिशत र सरकारको ३० प्रतिशत लगानी भएको अवस्थामा सरकारले १ रुपैयाँ खर्च गर्दा निजीक्षेत्रले २ रुपैयाँ ५० पैसा खर्च गर्दछ । तर जब सरकार खर्च गर्न असमर्थ हुन्छ निजीक्षेत्रको लगानी पनि घट्छ ।” चालू आर्थिक वर्षको ६ महिनामा विगतको एक दशकमा नै सबैभन्दा कम विकास खर्च भएको उल्लेख गर्दै आचार्य प्रश्न गर्छन्, “अनि कसरी आर्थिक वृद्धि हुन्छ ?”

सरकारले चालू आर्थिक वर्ष २०७७-७८ को अर्धवार्षिक समीक्षामार्फत गत सातामात्रै बजेटको आकार १४ खर्ब ७४ अर्ब ६४ करोड रुपैयाँबाट १ खर्ब ३० अर्बले घटाएर १३ खर्ब ४४ अर्ब ६८ करोडमा झारेको थियो । २०७४ मा प्रतिनिधिसभाको निर्वाचन भएसँगै मुलुकमा आएको करिब दुइ तिहाइको स्थिर सरकारले बजेटको आकार घटाएको यो तेस्रोपटक हो । आर्थिक वर्ष २०७६÷७७ मा लक्ष्यअनुसार खर्च गर्न नसक्ने भएपछि सरकारले १५ खर्ब ३२ अर्ब ९६ करोड ७१ लखको बजेटको अकार घटाएर १३ खर्ब ८५ अर्ब ९६ करोड ३६ लाख रुपैयाँ कायम गरेको थियो भने आर्थिक वर्ष ०७५÷७६ को १३ खर्ब १५ अर्ब बजेट रहेकोमा संशोधन गरी ११ खर्ब ९९ अर्ब झारिएको थियो ।

अर्का अर्थविद् डा. विमल कोइराला पनि लगानी नबढी आर्थिक वृद्धि हुने सरकारको दावी गलत रहेको बताउँछन् । “सरकार तथा निजीक्षेत्र दुबैको लगानी घट्दो अवस्थामा रहेका कारण आर्थिक वृद्धि हुनु असम्भव हो,” उनी भन्छन् । करिब दुई तिहाईको सरकार बनेपछि स्थायित्वको आशामा जागेको समाजिक ऊर्जालाई अर्थिक उत्पादकत्व बढाउन प्रयोग गर्नुपर्नेमा सरकार सम्पूर्ण शासनव्यवस्था राजनीतिकरण गर्नतर्फ लागेर नागरिकमा सेवा प्रवाह तथा सुशासनको प्रत्याभूतिमा चुकेको पनि उनको भनाइ छ ।

यता प्रधानमन्त्रीले भने आफूले सरकारको नेतृत्व लिने बेलामा अर्थतन्त्र अस्तव्यस्त, छरिएको, भद्रगोल र अन्योलमा रुमलिएको अवस्थामा रहेकाले र आफूले त्यस किसिमको अर्थतन्त्रलाई सम्हालेको दावी गरे । उनले आफूले सरकारको नेतृत्व सम्हालेको पहिलो वर्ष मुलुकले ७ प्रतिशत, दोस्रो वर्ष ७ प्रतिशतभन्दा माथिको आर्थिक वृद्धि हासिल गरेको तथा सातवटै प्रदेशको आर्थिक वृद्धि ६ प्रतिशत भन्दा माथि रहेको दावी पनि गरे ।

विगतको तीन वर्षमा ८९ नया कानुन निर्माण भएको, संविधानसम्मत नभएका सयौ कानुनहरू संशोधन भएको तथा केन्द्र र प्रदेशस्तरीय वित्तीय व्यवस्थापनका लागि आवश्यक कानुन, कार्यविधि निर्माण भएको जानकारी पनि प्रधानमन्त्रीले दिए । यस्तै, प्रधानमन्त्री ओलीले भूकम्पले क्षति पु¥याएका सरकारी भवनहरूको पुनर्निर्माणको काम ९५ प्रतिशत सम्पन्न भएको भन्दै निजी निवास, सरकारी निवास, सरकारी भवन, सुरक्षा निकायका भवन, स्वास्थ्य संस्थानका भवन, धार्मिक एवं पुरातात्विक महत्वका भवन पुर्ननिर्माणको क्षेत्रगत विवरण पनि प्रस्तुत गरे ।

मुलुकभरका कालोपत्र सडकको विद्यमान अवस्था र निर्माणको विस्तृत विवरण पनि प्रस्तुत गर्दैै तुईन विस्थापित भएर झोलुङगे पुल निर्माण भएको, निर्माणको अनुपात हेर्दा प्रत्येक दिन ५ किलोमिटर सडक कालोपत्र भएको र हरेक दिन १ भन्दा बढी झोलुङगे पुल निर्माण भइरहेको पनि उनले दावी गरे ।

आफ्ना कामको लामो सूची पढ्दै प्रधानमन्त्रीले हुलाकी राजमार्ग, रेल आयोजना, मध्यमार्ग, लोकमार्ग, उर्जा उत्पादन तथा वितरण, हाईड्रोपावर आयोजना लगायत क्षेत्रभएको विकास र विस्तारको विवरण पनि सुनाए । प्रधानमन्त्री कृषि आधुनिकीकरण बार्षिक अनुदान १० अर्बभन्दा माथि पु¥याइएको, दूध, माछामासु, तरकारी लगायत उत्पादनको वृद्धि अनुपात प्रस्तुत गर्दै उनले बैदेशिक लगानी, उद्योगधन्दाको विस्तार, इन्टरनेट, टेलिफोन, विमानस्थल निर्माण तथा विस्तार शिक्षा स्वास्थ्य तथा खानेपानीको क्षेत्रमा नेपालले ठूलो प्रगती हासिल गरेको दावी गरे ।

प्रधानमन्त्रीले झुटा नक्कली बिजक बनाउने, विदेशी विनिमय अपचलन गर्ने, राजस्व चुहावटलगायत यसवर्ष अख्तियार दुरुपयोग अनुसन्धान आयोगले इतिहासमै सबै भन्दा धेरै मुद्दा दायर गरेको तथा मुलुकका विभिन्न स्थानका सरकारी जग्गाहरू सरकार मातहत ल्याउने काम भएको दावी गरे । तर, अख्तियारजस्ता संवैधानिक निकायलाई राजनीतिकरण गरेका कारण नागरिकको सेवा प्रवाहमा समस्या रहेको डा. कोइरालाको भनाइ छ ।

“देशमा केही हुन नसकेको भन्ने गुनासोको स्थिति देखिए पनि खासगरी यो विभिन्न प्रकारका विरोधी हल्लाहरूले र भ्रमहरू श्रृजनाले त्यस्तो देखिएको हो,” प्रधानमन्त्रीले भने, “विश्वस्तरीय प्रतिवेदनहरूले पछिल्ला वर्षहरूमा नेपालले आर्थिक र सामाजिक विकासको क्षेत्रमा उल्लेख्य प्रगति भएको देखिएका छन् ।”

ADB unveils new 5-year strategy for Nepal to promote stronger, more inclusive economy

The Asian Development Bank (ADB) has released a new 5-year Country Partnership Strategy (CPS) for Nepal supporting to help the country achieve its goal for a stronger and more inclusive economy.
According to the multilateral development finance institution, improved infrastructure for private sector-led growth, access to devolved serviced, environment sustainability and resilience are at the focal point of the partnership strategy endorsed by its directors today.
Under the new strategy ‘Nepal CPS for 2020–2024’, ADB expects to lend an estimated $500 million to $600 million on average during 2020–2022.
“With the political stability and the federal system of governance in place, Nepal is poised to bring about the desired economic and social transformation,” said ADB country director for Nepal Mukhtor Khamudkhanov. “Our new CPS is aligned with the government’s plan of achieving higher economic growth, reducing poverty, and improving people’s lives,” he said, adding that Nepal has seen reduced poverty and raised literacy levels in the last decade. “Now, moving forward, smooth implementation of federalism, investments in critical physical infrastructure, and creating an environment for private sector investments are critical to further boost growth and reduce poverty.”
Under the new CPS, ADB will support hydropower development and renewable energy, roads and air transport, logistics, and trade facilitation to strengthen domestic, regional, and international connectivity; reduce the costs of production and trade for businesses; and attract private investment. The CPS will help support development of cities and urban municipalities, quality education and employment-oriented skills development, and increased agriculture productivity and commercialisation to augment rural incomes, reads a press note issued by the ADB Resident Mission in Kathmandu. “These will be targeted to benefit women and disadvantaged social groups.”
In all its development programmes and projects, ADB will continue to prioritise gender equality and social inclusion, as well as disaster resilience and environmental sustainability, it reads, adding that the CPS also supports increased availability of, and more equitable access to, basic services through the federal system of governance; stronger resilience to natural hazards that occur periodically; and sustainable use of natural resources. “ADB will assist with policy reforms for devolved service delivery, including subnational public financial management; and sector reforms in agriculture, air transport, and water supply.”
Knowledge and development of institutional capacity, especially at subnational levels, will be emphasized, it adds.
The CPS reflects feedback from ADB’s consultations with the government agencies at the central, provincial, and local levels, as well as with international development partners, civil society, and the private sector.
Since its establishment in 1966, ADB has provided almost $6 billion in financial and technical assistance to Nepal. The assistance was provided in energy, transport, water supply and urban infrastructure services, agriculture and irrigation, and education.
ADB is committed to achieving a prosperous, inclusive, resilient, and sustainable Asia and the Pacific, while sustaining its efforts to eradicate extreme poverty. In 2018, it made commitments of new loans and grants amounting to $21.6 billion. Established in 1966, it is owned by 68 members, 49 from the region.

15th five-year plan targets 9.4pc annual growth

The government is preparing to unveil a five-year periodic plan – after a gap of 12 years – targeting 9.4 per cent economic growth per annum.
"However, the economy can grow up to 10.1 per cent per annum in the next five years based on different scenarios, according to the preliminary draft of the concept paper of the 15th five-year plan. "The country can achieve economic growth of between 9.4 per cent and 10.1 per cent every year in between fiscal years 2019-20 and 2023-24."
The draft also envisions agriculture sector average growth at 5.6 per cent per annum in the next five years while the industrial sector is targeted to grow by average 17.1 per cent per annum. "Likewise, the services sector is expected to witness 9.9 per cent growth per annum in between fiscal years 2019-20 and 2023-24," the draft reads, adding that the contribution of the services sector in the gross domestic product (GDP) can reach 57.6 per cent by fiscal 2023-24. "The contribution of the agriculture sector and industrial sector in the national GDP can reach 22.1 per cent and 20.3 per cent, respectively.
The preliminary draft of the concept paper of five-year plan (fiscal year 2019- 20 to 2023-24) with the country’s development vision and growth target is prepared by the National Planning Commission (NPC).
The government had last introduced a five-year periodic plan in 2001, which lasted till 2006. From 2006-07 – after the peace accord between the government and then Maoists – the government had introduced only three-year interim periodic plans on four occasions.
The 15th five-year periodic plan – with a slogan of ‘Generating Prosperity and Happiness' – has also targeted $12,500 per capita income  the end of next 25 years. It also envisions Nepal to be a developed country in next two-and-half decade.

Nepal plans to be ‘Developed Country’ by 2043

While Nepal is working towards upgrading to ‘middle-income’ status by 2030, the long term goal is to be graduated to a ‘developed country’ status in next two-decade-and-a-half.
The government is currently preparing a 25-year plan under ‘Long Term Vision of Nepal’ to graduate the country into a ‘developed nation’ status by 2043, according to Nepal Planning Commission (NPC). The commission has already prepared a concept note and also held discussions with the federal and provincial governments’ officials lately.
"The vision paper is being drafted to give the country a clear direction in achieving the long-term goal of prosperity as the country has completed political transition with the elections last year," the NPC vice chair Dr Pushpa Raj Kadel said, adding that the main goal of the vision paper is to achieve minimum level of development to be recognised as a developed country by 2043.
Besides the long-term vision, the commission is also preparing a new five-year periodic plan to be implemented from the next fiscal fiscal. According to the draft of next five-year periodic plan, Nepal aims to double per capita income in the next five years from current $1,012. "In line with the plan, the government has planned the current fiscal year as the foundation year for the future economic prosperity," he said, adding that the government is has aimed at an 8 per cent economic growth in the current fiscal year.
The country aims to zero-down poverty level, achieve per capita income at the level of industrial economies and ensure employment for nearly 40 per cent of population belonging to lower income category, he added.

रेल, तेल र समृद्धि सपना

प्रधानमन्त्री केपी ओली मंगलबारदेखि चीन भ्रमणमा छन् । धेरैलाई लाग्ला, ओलीले चीनबाट रेलमा समृद्धि बोकेर ल्याउँछन् । तर, कटु सत्य के हो भने चीन वा भारत वा अन्य कुनै मुलुकले पनि नेपाललाई समृद्ध बनाउन सक्दैनन्, सिर्फ र सिर्फ नेपालीले मात्रै नेपाललाई समृद्ध बनाउने सामथ्र्य राख्छन् । चीन, भारत वा अन्य मुलुक नेपालको समृद्धि यात्राका विकास साझेदार मात्र हुन् । त्यसो भए ओलीको चीन भ्रमणले के दिन्छ त, प्रश्न उठ्न सक्छ ? ओलीको चीन भ्रमणलाई नेपालले पूर्वाधार विकासमा चाहिने सहयोग जुटाउने अवसरका रूपमा प्रयोग गर्न सक्छ । बिनापूर्वाधार विकास समृद्धिको बाटोमा ओली सरकारको विकासका सपना नागढुंगा कट्न नपाई मृत भइसक्छन् र नेपाल भनेको काठमाडौं मात्र होइन, त्यसैले नेपाल साढे ६ दशकको राजनीतिक लडाइँपछि संघीयतामा गएको छ । त्यसको अर्थ पूर्व नेपालदेखि पश्चिमसम्म समाजिक न्यायसहितको विकास हुनुपर्छ भन्ने नै हो, अन्यथा संविधानमा उल्लिखित समाजवादउन्मुख अर्र्थतन्त्र झूटो नारा मात्र हुन जान्छ । हुन त पञ्चायती संविधानले पनि नेपालीलाई गरिबीको कुचक्रभित्रै राख्ने र अल्पविकसित अवस्थामै राख्ने भन्ने लेखेको त थिएन, तर पञ्चायती संविधान राजाले बनाएको र त्यसमा जनताको कुनै भूमिका नभएकाले स्वामित्व पनि नभएको भनेरै दशकौंको ‘सशस्त्र’ तथा निशस्त्र लडाइँपछि संविधानसभामार्फत जनाताले आफैंले संविधान लेखेका हौं । त्यसैले संविधानलाई पाखा लगाएर कुनै अधिनायकवाद नेपालमा फेरि जन्मन सम्भव छैन, २०१७ सालदेखि हालसम्म बाग्मतीमा धेरै पानी बगिसक्यो र एकतन्त्रीय, केन्द्रीकृत तथा अधिनायकवादी शासनका पितृहरूले पनि वैतरणी तरिसके । कानुनी राज्य, प्रतिस्पर्धी व्यावसायिक वातावरण तथा आर्थिक सुधारबाट मात्रै समृद्धि सम्भव छ । तर, आफैंले बनाएको संविधान र कानुनको स्वामित्व नलिने र सुरुबाटै मिच्दै जाने हो भने प्रधानमन्त्री ओलीका समृद्धिका सपनाको मार्गचित्र के हुन्छ त ?

रेल
वास्तवमा रेल प्रधानमन्त्री ओलीको समृद्धि सपनाको विम्ब हो भने, केरुङ काठमाडौं, वीरगन्ज काठमाडौं रेलले नेपालको आर्थिक विकासमा मद्दत गर्छ त ? एकपल्ट सोचौं । ओलीको वर्तमान चीन भ्रमणमा नेपालले रेलको विस्तृत अध्यायन प्रतिवेदन बनाउने सहमति गर्ने प्रस्ताव राखेको छ । तर, चीनले सम्पूर्ण अनुदानमा बनाउन अनिच्छा देखाएपछि अब रेलको भविष्य हाल चिनियाँहरूले गरिरहेको सर्भेको प्रतिवेदनमा भर पर्ने परराष्ट्र मामलाका जानकारहर बताउँछन् । तर, चीनले अनुदानमा रेल त्यसदिन बनाइदिन्छ, जुन दिन भारतले वीरगन्ज काठमाडौं रेल बनाउने पक्का हुन्छ । अर्थात् चीनले नेपालको समृद्धिका लागि काठमाडौं रेल ल्याउने होइन, उसको भारतसँगको व्यापार विस्तारका लागि पुलका रूपमा नेपाललाई प्रयोग गर्ने हो । भलै ओलीका लागि रेल समृद्धि सपनाको विम्ब होला, चीनका लागि विशाल भारतीय बजारसम्मको पहुँच तथा विस्तार हो । नेकपाका केन्द्रीय सदस्य देबेन्द्र पौडेलका अनुसार पनि ‘मेलम्चीको पानीले काठमाडौं धुने कृष्णप्रसाद भट्टराईको भाषण सुनेर हामी सानोमा हाँस्थ्यौं, आखिर २५ वर्षपछि भए पनि मेलम्ची त आउने भयो नि ।’ अर्थात् उनको भनाइको तात्पर्य सपना देखेपछि भलै २५–३० वर्ष लागोस्, नेपाल चीन तथा भारतबीचमा रेल बन्छ । तर यसो भनिरहँदा के कुरा भुल्नु हुन्न भने, फेरि पनि नेपालको समृद्धिका लागि सपना चीन वा भारत वा अन्य कुनै मुलुकले होइन, सिर्फ र सिर्फ नेपालीले मात्रै देख्ने हो, किनकि नेपालीले मात्रै त्यो सपना पूरा गर्ने सामथ्र्य राख्छन् ।

तेल
नेपालले कुल वस्तु निर्यातबाट प्राप्त गरेको आम्दानीभन्दा दोब्बर रकम बराबरको पेट्रोलियम पदार्थ आयात गर्छ । नेपाल राष्ट्र बैंकका अनुसार नेपालले पछिल्लो १० महिनामा जम्मा ६६ अर्ब ६५ करोड रुपैयाँ बराबरको वस्तु निर्यात गर्दा १ खर्ब ३२ अर्ब रुपैयाँ बराबरको पेट्रोलियम पदार्थ मात्रै भारतबाट आयात गरेको छ । अर्थमन्त्रालयले १ सय अर्बको वस्तु निकासी गर्ने लक्ष्य राखेको आधा दर्जन वर्षभन्दा बढी वर्ष भयो? तर प्रतिवर्ष वस्तु निर्यात भने घट्दो छ भने आयात बढ्दो छ । यसअघि पनि १ सय अर्बको वस्तु निर्यात गर्न निर्यात योग्य प्रतिस्पर्धी तथा तुलनात्मक लाभका वस्तुको सूची बनाउने, प्राथमिकीकरण गर्ने, अनुदान दिने अझ नगद अनुदान नै दिने काम पनि भएका हुन् । तर निर्यात बढ्दै बढेन, झन् घट्यो । कसरी बढ्छ त वस्तु निर्यात ? वस्तु निर्यात बढ्न वा आयात प्रतिस्थापन गर्न पनि नेपालमा बन्ने त्यही वस्तु आयातित वस्तुका तुलनामा मूल्यमा सस्तो, गुणस्तरीय तथा सहजै उपलब्ध हुने व्यवस्था हुनुप¥यो । तर, भन्सार मूल्य हेर्ने हो भने वस्तु आयातमा लाग्ने भन्सारभन्दा त्यो वस्तु उत्पादन गर्न चाहिने कच्चापदार्थमा लाग्ने भन्सार बढी छ । यो त एउटा उदाहरण मात्रै हो— कसरी सरकार नै नेपाललाई आयातमुखी अर्थतन्त्र बनाउन चाहन्छ भन्ने । यस्ता उदाहरणहरूको सूची लामो छ । त्यसमाथि अस्पष्ट कानुनको बुई चढेर कर्मचारीतन्त्रले दिने दुःख र प्रशासनिक झन्झटको त कुरै नगरौं । राष्ट्रंसेवक तथा सेवाप्रवाह भन्ने शब्द नेपालमा शब्दकोषमा मात्रै भेटिन्छ झैं लाग्छ, सरकारी कार्यालयको कामकाजको तरिका भोग्नेलाई थाहा छ । नेपाल तेल मात्र होइन, आज हरेक चिजवस्तु आयात गर्छ र सरकार आयातमा आधारित भन्सारलाई नै देशको ठूलो आयस्रोत भन्न गर्व पनि गर्छ । यी र यस्ता व्यवस्था चीन, भारत वा कुनै तेस्रो मुलुकले नेपालमाथि लादेका हैनन्, नेपाल सरकारले नै गरेको व्यवस्था हो । त्यसो भए प्रधानमन्त्री ओलीको आत्मनिर्भर अर्थतन्त्रको गीत किन उनकै मन्त्रीमण्डलले सुन्दैन त ? व्यापारघाटा कम गर्न कहिले भारतका प्रधानमन्त्री नरेन्द्र मोदी त कहिले चीनका राष्ट्रपति सीसँग छलफल भइरहन्छ । वास्तवमा नेपालको व्यापारघाटा बढ्नमा न त मोदीको हात छ, नत सीको । दुवै छिमेकी देशले नेपाललाई बिनाभन्सार निर्यात गर्ने वस्तुको लामा सूची नै दिएका छन् । त्यसैले नेपालको समृद्धिका लागि हाम्रा पुराना तथा अव्यावहारिक कानुन संशोधन गरेर लगानीमैत्री, निर्यातमुखी औद्योगिक वातावरण बनाउने जिम्मा फेरि पनि चीन वा भारत वा अन्य कुनै मुलुकले होइन, सिर्फ र सिर्फ नेपालीकै हो ।

अर्थमन्त्री डा. युवराज खतिवडा, काठमाडौं तथा ललितपुर महानगरका मेयर विद्यासुन्दर शाक्य तथा चिरिबाबु महर्जनलाई राजधानी आस्तानाको २० औं वार्षिकोत्सव तथा आस्तानास्थित फाइनान्सियल टावरको उद्घाटन समारोहमा निमन्त्रणा दिन गत साता काठमाडौं आएका गणतन्त्र काजाकिस्ताका भारत तथा नेपालका लागि राजदूत बुलट सार्सनबएभका अनुसार पूर्वसोभियत संघबाट छुट्टिएका अन्य धेरै राष्ट्रमा अझै राजनीतिक संक्रमण काल सकिएको छैन । तर, काजाकिस्तान पूर्व सोभियत संघ टुक्रिएर बनेका देशहरूमध्ये हाल आर्थिक रूपमा सबैभन्दा सम्पन्न तथा समृद्धिको शिखरमा रहेको छ । काजाकिस्तानको प्रतिव्यक्ति आय करिब ३४ सय अमेरिकी डलर रहेको बताउँदा उनको अनुहार गर्वले धपक्क बलेको थियो । उनका अनुसार सोभियत संघबाट छुट्टिँदा कजाकिस्तान आर्थिक रूपमा ध्वस्त थियो । उनी मेयर रहेको तत्कालीन नगरपरिषद् चारै महिनामा बजेट सकिएर टाट पल्टेको उनलाई अझै स्मरण छ । तर अन्य राष्ट्र अझै राजनीतिक संक्रमणसँग लड्दै गर्दा कजाकिस्तानमा के चमत्कार भयो र आर्थिक रूपमा नै कायापलट भयो त ? ‘अन्य मुलुकले राजनीतिमा ध्यान दिए काजाकिस्तानले आर्थिक सुधारमा ध्यान दियो,’ उनले बिस्तारै रहस्य खोले, ‘जो पहिला राजनीति ठीक पार्नुपर्छ भन्दै थिए ती अझै अस्तव्यस्त छन्, हामीले आर्थिक सुधार सुरु गर्यौं र आज पूर्वी सोभियत संघबाट टुक्रिएका देशहरूबीच मात्र होइन, विश्वका अन्य सम्पन्न मुलुकसँग पनि धेरै कुरामा दाँजिन सक्ने सामथ्र्य राख्छौं ।’
नेपालले त्यसो भए समृद्धिको मार्ग तय गर्न प्रतिस्पर्धात्मक व्यावसायिक वातावरण निर्माणका लागि आर्थिक सुधार गर्नुप¥यो । तर, विद्वान् अर्थमन्त्री डा. युवराज खतिवडाले ऐतिहासिक अवसरलाई उपयोग गरेर आर्थिक सुधारमार्फत आफ्नै प्रधानमन्त्रीले भन्ने गरेको आत्मनिर्भर अर्थतन्त्र बनाउने एउटा सुवर्ण मौका खेर फालेका छन् ।
आर्थिक सुधारपछि अर्को महŒवपूर्ण पक्ष निजी क्षेत्रलाई उत्पादनमा सहभागी गराउनु हो । भन्न त प्रधानमन्त्री ओली बारम्बार निजी क्षेत्रलाई ‘म रेल ल्याउँछु, तपाईहरू त्यसलाई खाली फिर्ता जान नदिनु होला, के भरेर पठाउने हो तपाईंहरू उत्पादन गर्नुहोस्’ भन्छन्, तर उनका कुरा सही भए पनि सारमा भने उद्योग चलाउने तथा उत्पादन बढाएर आत्मनिर्भर अर्थतन्त्र बनाउने वातावरण सिर्जना गर्ने मन्त्रालयहरूचाहिँ निजी क्षेत्रलाई पुलिस लगाएर समाउँछन् र अपराधीलाई झैं व्यवहार गर्छन् । कानुन सबैलाई लाग्छ र लाग्नुपर्छ तर किन निर्माण व्यवसायी मात्र समातिन्छन् ? उनीहरूलाई ठेक्का दिनेदेखि अनुगमनसम्मको जिम्मेवारी पाएका कर्मचारीवर्ग उन्मुक्ति पाउँछन्, यसको जवाफ छैन । त्यसैले एउटा सरल तथा सबैले बुझ्नुपर्ने कुरा के हो भने, निजी क्षेत्रको बन्ध्याकरण गरेर समृद्धि आउने भए पञ्चायतकालमै नेपाल एसियाली मापदण्डमा पुगिसक्ने थियो ।
प्रधानमन्त्री ओली भारत जाँदा होस् वा चीन जाँदा उद्योगी–व्यवसायीलाई अगाडि–पछाडि लगाएर लैजान्छन् र निजी क्षेत्र नै विकासको संवाहक हो पनि भन्छन्, उनको नियतमा कुनै खोट छैन होला । तर, व्यवहारमा उद्योगी–व्यापारीहरू आज त्रस्त छन् र बोल्नै चाहन्नन् । जब बोल्न समेत हिचकिचाउँछन् भने लगानी गर्न पक्कै हिचकिचाउने नै भए । स्वदेशी लगानीकर्ताहरूले लगानी नगरेपछि विदेशी लगानीकर्ताहरूले त लगानी गर्ने कुरै आएन ।
यसको अर्थ नेपालको निजी क्षेत्र एकदम प्रतिस्पर्धी छ र गल्ती नै गर्दैन भन्न पनि खोजिएको होइन, तर गल्ती गर्ने उद्योगी–व्यवसायीलाई सीधै पुलिस लगाउनुअगाडि उनीहरू सम्बद्ध आधिकारिक सरकारी नियामक निकायले कारबाही प्रक्रिया अगाडि बढाउनुपर्ने होला । नियामक निकायलाई सक्रिय एवं शक्तिशाली बनाउनु साटो गृह मन्त्रालय आफैंले सबै क्षेत्रमा हात हाल्दा नेपाल ‘पुलिस स्टेट’ बन्दै त छैन भन्ने शंका गर्ने प्रशस्त आधार छन् ।
पञ्चायती व्यवस्थामा एक परिवार, एक समूह वा एक वर्गलाई कानुन नलाग्ने र सर्वसाधारणलाई मात्र कानुन लाग्ने भएकाले ‘सानालाई ऐन ठूलालाई चैन’ भन्ने उक्ति प्रख्यात थियो । तर, संघीय गणतन्त्र नेपालमा पनि छानी–छानी केही समूह, संस्था तथा व्यक्तिलाई विभिन्न बहानामा कारबाही गर्ने परम्परा सुरु भएपछि प्रधानमन्त्री केपी ओलीको समृद्धि सपनामा कतै सरकारभित्रैबाट षड्यन्त्र त भइरहेको छैन ? प्रश्न सोध्न त पाइन्छ नि !
अन्त्यमा, नेपालमा कुनै पनि दल सत्तामा पुग्दा सत्ता वरिपरि घुम्ने एउटा वर्ग छ । फेरि तिनै वर्ग प्रधानमन्त्रीको वरिपरि देखिनु समृद्धि सपनाका लागि शुभ संकेत होइन । दलाल पुँजीवादका पृष्ठपोषकहरूले घेरिएको नेतृत्वले न त समाजवादउन्मुख अर्थतन्त्र बनाउन सक्छ, न त समृद्धि यात्राको मार्गचित्र तय गर्न नै । यसले त मात्र दलाल पुँजीवादलाई बढावा दिने काम गर्छ र कानुनी राज्यको मान्यतामा पञ्चायती शैलीको ‘मेरालाई चैन, अन्यलाई ऐन’ हुन थालेपछि जनतामा कानुनी राज्यप्रतिको वितृष्णा सिर्जना हुन्छ, जुन हाल बिस्तारै सतहमा प्रकट हुन थालेको छ । त्यसैले समृद्धि सपना सार्थक पार्न समयमै सचेत हुनु राम्रो । किनकि विश्वमा कानुनी राज्य भएका देश मात्रै आर्थिक समृद्धिको बाटोमा अगाडि बढेका छन् ।

राजनीतिक स्थायित्वले समृद्धि देला ?

अन्ततः संघीय संरचनामा जाने कसरतमा संविधानसभामा सुरु भएको बहसको पटाक्षेप गर्दै नेपाल संघीयतामा प्रवेश गरेको छ । बिहीबारको प्रतिनिधिसभा तथा प्रदेशसभाको निर्वाचनले करिब ७ दशकदेखिको राजनीतिक संक्रमणको अन्त्य पनि गरेको छ । यसबाट लामो समयदेखि ’पर्ख र हेर’ को मनोभावमा रहेका निजी क्षेत्र अब राजनीतिक स्थायित्वले समृद्धिको यात्राको बाटो कोरेको बताउँछन् । राजनीतिक दलहरूले भनेझैं अब राजनीतिक लडाइँको पटाक्षेप भएको त छ, तर आर्थिक क्रान्तीको बाटो पनि सहज भने छैन । विगतमा राजनीतिक स्थिरता नभएर लगानीयोग्य वातावरण भएन भन्ने निजी क्षेत्रको गुनासो केही हदसम्म अब हट्नेछ । निर्वाचनको परिणामपछि नयाँ संविधानअनुसार बन्ने नयाँ सरकारलाई कम्तीमा २ वर्षसम्म हटाउन पाइने छैन । यसबाट पछिल्ला करिब २ दशक लगातार अस्थिरता तथा अनिश्चयका कारण हच्किएको निजी क्षेत्रमा अर्थतन्त्रमा केही सुधार हुन्छ भन्ने विश्वास छ ।
तर, के राजनीतिक स्थिरतामात्र आर्थिक उन्नतीको लागि आवश्यक शर्त हो त ? अर्थविद् विश्व पौडेल भन्छन्, “हैन, राजनीतिक स्थिरता एउटा शर्त हो तर यो नै सम्पूर्ण सत्य भने होइन ।” उनका अनुसार नेपालमा राजनीतिक स्थिरता पहिले पनि थियो । तर, राजनीतिक स्थिरतासंगै उपयुक्त आर्थिक नीति तथा कानुन नभएकोले नेपालको आर्थतन्त्र घिटिघिटि गरेर अगाडि बढ्यो ।
नेपालको इतिहासमा धेरै स्थिर राजनीतिक समय थिए । जस्तै, २०१७ सालदेखि २०४६ सम्म पञ्चायत कालमा राजनीतिक स्थिरता त थियो तर, पंचायतकालीन ३० वर्षमा नेपालको आर्थिक वृद्धि भने औषत ३.१३ प्रतिशतमात्र थियो । साथै तीन दशकमा ६ पटक आर्थिक वृद्धिदर नकारात्मक रहेको थियो । २०४६ सालपछि प्रजातन्त्रको आगमन तथा विश्वमा चलेको आर्थिक स्वतन्त्रताको लहर नेपालमा पनि भित्रियो । जसका कारण निजी क्षेत्रले खुलेर उद्योगधन्दा चलाउन पाए । नेपालमा विदेशी लगानी भित्रियो र यसले रोजगारीमात्र सिर्जना गरेन नेपालको प्रतिव्यक्ति आय पनि ह्वात्तै बढाउन मद्दत गर्यो ।
विश्व बैकका अनुसार २०१७ सालमा ५० अमेरिकी डलर हाराहारीमा रहेको नेपालीको प्रतिव्यक्ति आय ३० वर्षमा बढेर जम्मा १९३ अमेरिकी डलर बढ्यो । तर, २०४६ सालदेखिको पछिल्लो २७ वर्षमा नेपालीको प्रतिव्यक्ति आम्दानी बढेर ८५३ अमेरिकी डलर भएको छ । २०४६ सालको परिवर्तनपछि देशमा औद्योगिकीकरण भएका कारण रोजागरीमात्र बढेन २०४७ सालदेखिको पछिल्ला वर्षहरूको औषत आर्थिक वृद्धि ४.५ प्रतिशत रह्यो । अर्थात्, २०४६ सालपछिको सरकारले लिएको आर्थिक नीतिका कारण नेपालले १० वर्षे माओवादी विद्रोह, ९-९ महिनामा फेरिइरहने सरकार, रोजगारदाता तथा कामदारबीचको अप्रिय सम्बन्ध र उद्योगका लागि चाहिने न्यूनतम बिजुलीको चरम अभावका बाबजुद पनि आर्थिक वृद्धिको जग हल्लिन सकेन । भलै, अपेक्षित रूपको आर्थिक वृद्धि तथा रोजगारी निर्माण भने हुन सकेन ।
अब, देश संघीयतामा गइसकेपछिको अवस्थामा सही आर्थिक नीति लिएर आर्थिक वृद्धिपछिमात्रै वितरणमा ध्यान दिनुपर्ने पौडेलको भनाइ छ । “यदि लोकप्रिय बन्ने नाममा अब बन्ने सरकारले बिनास्रोत वितरणतिरमात्रै लाग्यो भने फेरि अर्को दुर्घटना हुने निश्चित छ,” उनी भन्छन् ।
यसका लागि अब बन्ने सरकारले नागरिकको आर्थिक स्वतन्त्रताको प्रत्याभूति गर्नु आवश्यक छ । जहाँ मानिस पुँजी निर्माण गर्ने स्वतन्त्र हुन्छन्, त्यो देशको आर्थिक उन्नति हुने हुनाले सम्पत्तिको अधिकार, दुई पक्षबीच करारको पालना, स्वतन्त्र न्यायपालिका तथा सुरक्षाको प्रत्याभूतिको कारण स्वतन्त्रतापूर्वक हिँडडुल गर्न पाउने अधिकार, स्वतन्त्रतापूर्वक पुँजी निर्माण गर्न पाउने अधिकार तथा स्वतन्त्रतापूर्वक व्यापार गर्न पाउने अधिकारको प्रत्याभूति हुन नसके करिब ७ दशक लगाएर प्राप्त भएको राजनीतिको स्थिरताको जगमा आर्थिक क्रान्ती गर्ने सपना तुषारापात हुन बेर लाग्दैन ।
आर्थिक स्वतन्त्रताअन्तर्गत सरकारले सबै नागरिकलाई बराबरको व्यवहार नगरी कसैलाई छुट वा सुविधा दिनेवित्तिकै त्यसले बजारमा एकाधिकारको सिर्जना गर्दछ र प्रतिस्पर्धाको घाँंटी निमोठ्छ । त्यसबाट सरकारले ‘क्रोनी क्यापिटलिज्म’ बढाउँछ र बजारमा नयाँ खेलाडी आउने वातावरण बन्दैन । पुरानामात्र बजारमा रहिरहने तर नयाँं सिर्जना र नवीन सोच स्थापित हुने वातावरण नबन्नासाथ लगानीकर्ता हतास हुन्छन् । त्यसैले संविधानसभामार्फत बनेको संविधानको कार्यान्वयन सुरु भएसँगै नेपालका विकास साझेदार, विदेशी तथा स्वदेशी लगानीकर्तामा छाएको उत्साह कायम राख्न पनि निर्वाचनपछि जुनसुकै दलको सरकार आएपनि निजी क्षेत्रलाई प्रतिस्पर्धी वातावरणमा काम गर्न दिनेमा नेपाल उद्योग परिसंघका अध्यक्ष हरिभक्त शर्मा आशाबादी छन् । जिम्मेवार राजनीति, सुशासन तथा नीतिगत र कानुनी सुधार, पूर्वाधार विकास र दृढ अठोट नभइ राजनीतिक स्थायित्वलेमात्र आर्थिक वृद्धि तथा समृद्धि प्राप्त नहुने उनको विचार छ ।
“अहिले हाम्रा छिमेकी देश औद्योगिकीकरणको दिशामा अगाडि बढिसकेका छन्, अब हाम्रो पालो,” उनी भन्छन्, “लम्बिँदो राजनीतिक संक्रमणकाल र अनिश्चितताबाट मुक्ति पाएपछि निजी क्षेत्रले पनि देशमा केही गरेर देखाउने छ ।”
निजी क्षेत्रले लगानी बढाउनासाथ देशमा रोजगारी बढ्ने र नेपाली युवाहरू वैदेशिक रोजागरीमा जाने क्रम घट्ने पनि उनको भनाइ छ । संयुक्त राष्ट्रसंघको प्रतिवेदनअनुसार देशको बढ्दो बेरोजगारी सम्बोधन गर्न नेपालले प्रत्येक वर्ष ५ लाख ५० हजार रोजगारीको अवसर सिर्जना गर्न आवश्यक छ । त्यो क्रम बढ्दै गएर सन् २०२० सम्म प्रत्येक वर्ष ६ लाख ३३ हजार युवा बेरोजार हुने अवस्था रहेको प्रतिवेदनले जनाएको छ । रोजगारी सिर्जनाका लागि मुलुकभर समानुपातिक रूपमा विकास निर्माण तथा आर्थिक गतिविधि सिर्जना गरिनुपर्छ भने लगानीका लागि निजी क्षेत्रलाई उत्प्रेरित पनि गरिनुपर्दछ ।
संघीयताका कारण काठमाडौंकेन्द्रित अर्थतन्त्र विस्तारित भएर पक्कै प्रदेशमा धेरै नै रोजगारी सिर्जना हुनेछ । संयुक्त राष्ट्रसंघीय विकास कार्यक्रमले प्रकाशित गरेको नेपाल मानव विकास सूचकांक २०१४ अनुसार कुल गार्हस्थ्य उत्पादनमा जिल्लागत रूपमा हेर्दा काठमाडौंको योगदान १५.८ प्रतिशत छ । काठमाडौंपछि समग्र अर्थतन्त्रमा दोस्रो धेरै मोरङको ३.९ प्रतिशत, बाराको ३.३ प्रतिशत, झापा र रुपन्देहीको ३.२ प्रतिशत योगदान छ । यस्तै, कुल गार्हस्थ्य उत्पादनमा ललितपुरले २.९ प्रतिशत, सुनसरीले २.७ प्रतिशत, कास्कीले २.५ प्रतिशत, नवलपरासी र पर्सा जिल्लाले २.४ प्रतिशत र सबैभन्दा कम मुगुले ०.२ प्रतिशत एवं हुम्ला, डोल्पा, मुस्ताङ र मनाङको बराबरी ०.१ प्रतिशत योगदान छ । प्रादेशिक विभाजन गर्दा आर्थिकभन्दा राजनीतिक विषयलाई बढी महत्व दिइएकाले सबै प्रदेश र प्रदेशभित्रका एकाइहरूबीच समान आर्थिक अवस्था छैन । त्यसैले, देश अव संघीयतामा गइसकेपछि आर्थिक रूपमा सबल प्रदेश निर्माण गर्नुपर्ने दायित्व पनि राजनीतिक दललाई थपिएको छ ।

Industry, service sector lift Nepal's growth: ADB

Robust growth in industry and services lifted growth prospects for Nepal in fiscal 2016-17, as did accelerated earthquake reconstruction, according to the Asian Development Outlook (ADO).
Asian Development Bank (ADB) – unveiling Asian Development Outlook – has said economic outlook for South Asia remains robust, with growth on track to meet projections made in Asian Development Outlook 2017 of 7 per cent for 2017 and 7.2 per cent for 2018.
Agriculture growth in Bangladesh in fiscal year 2016-17 was higher than anticipated, it reported, adding that services growth also outperformed expectations, supported by agriculture growth and solid performances in wholesale and retail trade, real estate, hotels and restaurants, and transport.
In Pakistan, growth was similarly supported by a revival in agriculture, as well as by continued expansion in construction and steady growth in services. Strong private consumption remained the largest contributor to growth.
These improved prospects for Nepal, Bangladesh, Maldives and Pakistan are balanced by slower growth projected for Bhutan and Sri Lanka, the report reads.
The construction of hydropower projects has been delayed in Bhutan, undermining economic growth there. In Sri Lanka, heavy rain caused severe floods in 15 of 25 districts and triggered landslides in some areas in May. Disrupted economic activity and damage to agriculture will slow growth in 2017, but subsequent recovery may boost GDP growth somewhat in 2018.
In India, economic growth slowed to 7.1 per cent in fiscal year 2016-17 – ended on March 31 – from eight per cent in previous fiscal. “The slowdown can be partly attributed to demonetisation and replacement of high-denomination banknotes in November 2016, which affected economic activity in several cash-dependent sectors,” ADB report reads. "India – the sub-region’s largest economy – is expected to achieve previous growth projections of 7.4 per cent in 2017 and 7.6 per cent in 2018, primarily from strong consumption."
Meanwhile, developing Asia is now expected to grow by 5.9 per cent in 2017, or 0.2 percentage point higher than the rate previously envisaged. The smaller upgrade in the 2018 growth forecast – 5.7 per cent in ADO 2017 to 5.8 per cent – reflects a cautious view on the pace of the turnaround in external demand.
“Developing Asia is off to a good start this year with improved exports pushing growth prospects for the rest of 2017,” said ADB’s chief economist Yasuyuki Sawada. “Despite lingering uncertainties surrounding the strength of the global recovery, we feel that the region’s economies are well-placed to face potential shocks to the outlook.”
Excluding the newly industrialised economies of Republic of Korea, Singapore, Taipei, China, and Hong Kong, China, growth projections for the region are revised up to 6.4 per cent for 2017 and to 6.3 per cent for 2018. Projections are upgraded for Central and East Asia.
Likewise, the combined growth forecast for the major industrial economies – the US, the euro area, and Japan – has been retained from ADO 2017.
Economic growth prospects in developing Asia for 2017 have improved on the back of stronger-than-expected export demand in the first quarter of this year, according to the report.
ADB, based in Manila, is dedicated to reducing poverty in Asia and the Pacific through inclusive economic growth, environmentally sustainable growth, and regional integration. Established in 1966, ADB is celebrating 50 years of development partnership in the region. It is owned by 67 members, 48 from the region. In 2016, ADB assistance totaled $31.7 billion, including $14 billion in co-financing.

खेर गएको एउटा युग

दशकैपिच्छेको राजनीतिक उतारचढावका कारण उत्पन्न अस्थिरता तथा राजनीतिक दल अनि नेतामा आर्थिक विकासको चेत अभावमा २००७ सालमा जन्मेको एउटा नेपालीको जीवन राजनीतिक लडाइँ लड्दालड्दै खेर गएको छ।
२००७ सालमा नेपालकै स्थितिमा रहेका दक्षिण कोरिया, चीनजस्ता मुलुक २०७३ मा आइपुग्दा विकसित देशको लयमा तालमा ताल मिलाएर अगाडि बढिरहेका छन्। तर, नेपाल भने संकुचित आर्थिक, वैयक्तिक तथा राजनीतिक स्वतन्त्रताका कारण अझै अल्पविकसित मुलुकको श्रेणीमा छ।
पूर्वअर्थसचिव रामेश्वर खनालका अनुसार १ सय चारवर्षे राणा शासन अन्त्यपछि नेपालमा प्रजातन्त्र आएकै वर्ष २००७ सालबाट विश्वभरि विकासको लहर चलेको हो। 'तर, राणा शासनको अँध्यारो युगबाट प्रजातन्त्रको उज्यालोमा आएको नेपाली समाजको चेतनाको स्तर विस्तार नभएका कारण त्यस बेला हाम्रोजस्तै स्थिति भएका धेरै मुलुकभन्दा अहिले नेपाल धेरै पछाडि छ', उनी भन्छन्, '२०२१ सालमा नेपालको प्रतिव्यक्ति आय ६५ अमेरिकी डलर हुँदा कोरियाको १ सय पाँच डलर थियो तर हाल कोरिया र नेपालको प्रतिव्यक्ति आयमा आकाशजमिनको फरक छ। केन्द्रीय तथ्यांक विभागका अनुसार नेपालको प्रतिव्यक्ति आय हाल ७ सय ६६ अमेरिकी डलर छ अर्थात् ५० वर्षमा नेपालीको प्रतिव्यक्ति आयमा १२ गुणामात्र वृद्धि भएको छ। जब कि कोरियाको प्रतिव्यक्ति आम्दानी ३४ हजार डलर पुगेको छ। त्यसैकारण नेपाली युवा वैदेशिक रोजगारीमा त्यहाँ जान तँछाडमछाड गर्छन्।
विश्वमा एकै पुस्तामा आर्थिक विकासको शिखर चुमेका देश पनि छन् तर नेपालका पछिल्ला पुस्ताको जीवन अल्पविकसित, विपन्न राष्ट्रको नागरिकका रूपमै बित्यो। मुलुकलाई समृद्ध र विकसित राष्ट्रको पंक्तिमा देख्न चाहनु हरेक नेपालीको सपनामात्र होइन, अधिकार पनि हो। राजनीतिक नेतृत्वले समृद्धिको नारा मात्र लगाउने तर व्यवहारमा उद्योगधन्दा बन्द गराएर औद्योगिकीकरणबाट देशलाई व्यापारतिर धकेल्ने सरकार तथा राजनीतिक दलको नीतिले नेपालको विकास गति पश्चगामी भएको छ।
'निर्वाहमुखी कृषि तथा राणा शासकको चाकरीमा आधारित नेपाली अर्थतन्त्र २००७ सालपछि फेरिने ठूलो सम्भावना थियो', खनालले भने, 'तर लामो र अँध्यारो कालखण्डबाट बाहिर निस्केको नेपाली समाजले खुला वातावरणमा रमाउनेबाहेक विकास तथा समृद्धिको कल्पना गर्न गाह्रै भयो। २००७ देखि २०१३ सालसम्म स्वच्छन्द प्रकृतिको प्रजातन्त्र थियो तर चेतना अभावमा त्यो कालखण्ड उपलब्धिविहीन भएर बितेको खनालको निष्कर्ष छ।
राष्ट्रिय योजना आयोगका सदस्य स्वर्णिम वाग्लेका अनुसार पनि राजनीतिक र आर्थिक विकास सँगसँगै नभएका कारण पछिल्लो पाँच दशकमा नेपालमा 'घिटिघिटी' विकास भयो।
'केही पनि नभएको भने होइन', वाग्ले भन्छन्, 'तर २००७ सालमा हाम्रोजस्तै स्थिति भएका धेरै मुलुक विकासमा धेरै अगाडि बढिसक्दा पनि नेपाल अझै अल्पविकसित मुलुकको सूचीमा छ।'
प्रत्येक राजनीतिक परिवर्तनले नेपालीको जनजीवनमा फरकफरक प्रभाव पारेका छन् तर ती कुनैले पनि आर्थिक स्थिति तथा जीवनस्तरको तह बढाउन भने सकेनन्। २००७ सालको परिवर्तनपछि नेपालीमा स्वतन्त्रताको चेतना आयो। सँगसँगै विकास निर्माणका केही काम पनि थालिए। दोस्रो र तेस्रो योजना अवधिमा रूस र चीन सरकारको सहयोग तथा सरकारी स्वामित्वमा चिनी, चुरोट, छाला जुत्ता, इँटा, सिमेन्ट, कृषि औजार कारखाना खुले। त्यसपछि कागज कारखाना र अर्को चिनी कारखाना पनि खुल्यो। दोस्रो योजनादेखि औद्योगिक क्षेत्र निर्माण भए र निजी क्षेत्रले साना तथा मझौला उद्योग खोल्न थाल्यो।
वाग्लेका  अनुसार पञ्चायत कालखण्ड, २०४६ सालपछिको उदार अर्थनीतिको कालखण्ड, सशस्त्र द्वन्द्वकाल र त्यसपछिको दशकलाई विश्लेषण गर्ने हो भने पक्कै पनि नेपाल धेरै अगाडि बढेको छ।
ससाना उद्योग खोल्न पनि अनुमति लिनुपर्ने, वास्तविक उद्यमीलाई सहज रुपमा कर्जा प्राप्त नहुने, पूर्वाधार कमी तथा अन्तर्राष्ट्रिय बजारमा प्रतिस्पर्धी हुन आवश्यक प्रविधिमाथि सहज पहुँच नहुनाका कारण २०४६ सालसम्म उद्योगको वृद्धि दर सुस्त थियो।
सरकारले नै उद्योग चलाउने बन्द अर्थतन्त्र भएको २०३० सालमा एकै वर्ष औद्योगिक उत्पादन १८ प्रतिशतले घट्यो। २०४२ सालमा ज्यादै न्यून सरदर वृद्धिको तुलनामा २४ प्रतिशतको उच्च दरले बढ्यो। 'तर समस्याले नै विकासको ढोका खोल्छ भनेझैं त्यसपछि सरकारले विभिन्न अन्तर्राष्ट्रिय निकायको सल्लाहमा सीमित खुला अर्थतन्त्र अँगाल्यो', वाग्ले भन्छन्। पञ्चायतका अन्तिम वर्ष तथा २०४६ को आन्दोलनपछि बनेको नेपाली कांग्रेसको सरकारले लिएको उदार अर्थनीतिका कारण २०४७ सालपछि तीन वर्षमा ७१ प्रतिशतले औद्योगिक उत्पादन बढेको देखिन्छ। त्यसपछि २०५९, २०६५ र २०६६ मा सामान्य गिरावट भयो तर समग्रमा सरदर वृद्धि दर २०४६ सालअघिको भन्दा कम रहेन।
यस्तै, सेवा क्षेत्रको वार्षिक वृद्धिदर २०४६ सालपछि निरन्तर कायम देखिन्छ। उदार अर्थनीतिका कारण शिक्षा, स्वास्थ्य, सामाजिक सुरक्षा, ऊर्जा तथा जीवनस्तर पनि बढेके देखिन्छ।
२०५२ सालमा माओवादी द्वन्द्व सुरु हुनुअघिसम्म नेपालको आर्थिक विकासले गति लिएकै कारण २०४१ देखि २०५० सालसम्मको दशकको औषत आर्थिक वृद्धिदर ५.२ प्रतिशत देखिन्छ। उदारीकरणलाई सत्तोसराप गर्नेहरू पनि खुला बजारमा आआफ्नो क्षमता तथा सीपअनुसारको पेसा व्यवसाय चलाएर अर्थिक विकास गरेको दशकका रुपमा २०४१–२०५० लाई लिन्छन् वाग्ले। उदार अर्थनीतिभन्दा अगाडि नेपालमा सरकारले नै उद्योगधन्दादेखि वायुसेवा, शिक्षा, स्वास्थ्यमा लगानी गर्ने गरेको परिप्रेक्ष्यमा उदार अर्थनीतिका कारण निजी क्षेत्र प्रभावशाली भएर आएको हुनाले नेपालीको जीवनस्तरमात्र होइन, प्रतिव्यक्ति आयदेखि सेवा क्षेत्रसम्मको विस्तार पनि भएको पाइन्छ।

माओवादी द्वन्द्वले अर्थतन्त्र ओरालोतिर
२०४६ सालमा अर्थतन्त्रमा सेवा क्षेत्रको योगदान ३३ प्रतिशत र उत्पादनशील उद्योगको योगदान ५.७५ प्रतिशत थियो। त्यसपछि सेवा क्षेत्रको योगदान क्रमिक रुपमा बढ्दै गएर हाल ५१ प्रतिशत पुगेको छ। यस्तै, उदार अर्थनीतिका कारण उत्पादनशील उद्योगको योगदान २०५३ सालमा सबैभन्दा उच्च विन्दु ९.६६ प्रतिशत पुगेको थियो। माओवादी द्वन्द्व सुरु भएपछि २०५३ सालबाट औद्योगिक उत्पादन ओरालो लाग्ने क्रम सुरु भयो। हाल उद्योगको योगदान ६ प्रतिशतवरिपरि छ। उद्योग व्यवसायमा अवरोध गरेर माओवादीले नेपाली अर्थतन्त्र उनीहरूले नै भन्ने गरेको दलाल पुँजीवादी बाटोतिर धकेल्यो। नेकपा एमालेका उपमहासचिव एवं आर्थिक विश्लेषक घनश्याम भुसालका अनुसार राजनीतिक रुपमा सबैभन्दा बढी कम्युनिस्टले प्रयोग गर्ने शब्दावली दलाल पुँजीवादबाट राष्ट्रिय पुँजीको विकास कसरी गर्ने भन्नेबारे नेपालका कुनै पनि कम्युनिस्ट पार्टीले छलफलसम्म गर्न सकेका छैनन्, जसका कारण जानी नजानी तिनीहरूले दलाल पुँजीवादको विकासमा योगदान पुर्‍याइरहेका छन्।

निराशाजनक निर्यात
खनालका अनुसार २०३३ सालसम्म नेपालको कुल निर्यात कुल गार्हस्थ उत्पादनको ४–५ प्रतिशतमात्र थियो। २०३३ सालपछि १० प्रतिशत नाघ्न थाल्यो र २०४६ सालमा ११ प्रतिशत पुग्यो । २०४७ देखि क्रमिक रुपमा २०५४ सालसम्म बढ्दै गएर २६.३३ प्रतिशतसम्म पुगेको देखिन्छ । २०६९ मा फेरि यो १० प्रतिशतभन्दा तल झर्‍यो।
२०४७ देखि २०५८ सालसम्म मुलुकको विदेशी मु›ाको प्रमुख स्रोत निर्यात थियो। त्यसपछिको ठूलो स्रोतका रुपमा पर्यटन पर्थ्यो। २०५९ सालमा विप्रेषणबाट प्राप्त हुने आम्दानी दोस्रो ठूलो स्रोत बन्न पुग्यो। २०५० सालसम्म विप्रेषण यति नगण्य थियो कि यसको अलग हिसाब राखिँदैनथ्यो। २०५८ सालमा विप्रेषण कुल गार्हस्थ उत्पादनको २.४५ प्रतिशत थियो, जब कि पर्यटनबाट प्राप्त हुने आम्दानी त्यसभन्दा बढी थियो। माओवादी द्वन्द्वका कारण कलकारखाना बन्द हुन थालेपछि वैदेशिक रोजगारीमा जाने क्रम यसरी बढ्यो कि २०६२ मा आइपुग्दा विप्रेषण कुल गार्हस्थ उत्पादनको १४.९१ प्रतिशत पुग्यो, जब कि वस्तु र सेवा निर्यातबाट प्राप्त विदेशी मु›ाको अंश घटेर १४.५८ रह्यो। २०७२ मा विप्रेषणको हिस्सा बढेर अर्थतन्त्रको ३० प्रतिशत पुग्यो तर वस्तु र सेवा निर्यात अंश भने १२ प्रतिशतभन्दा कम छ। केन्द्रीय तथ्यांक विभागका अनुसार हाल नेपालको कुल अर्थतन्त्र २१ खर्बको छ।
आयातमा आधारित अर्थतन्त्रका कारण वस्तु तथा सेवा निर्यातबाट प्राप्त हुने विदेशी मुद्राले पेट्रोलियम पदार्थ आयातको भुक्तानी पनि पुग्दैन। अर्थशास्त्री विश्व पौडेल माओवादी द्वन्द्व नभएको भए पनि संस्थागत क्षमता अभाव तथा सुधार कार्यक्रम नियमित नहुँदा नेपाली अर्थतन्त्रमा संरचनागत समस्या आउने पक्का भएको बताउँछन्।
निरन्तरको श्रम समस्या तथा बन्दहडतालले उद्योगी उद्योग बन्द गरेर वस्तु आयात गर्ने र कमिसन खाने सहज आयका क्षेत्रतिर लागे। त्यस्तै सरकारले पनि आयातलाई  प्रोत्साहन गर्ने तथा उत्पादन निरुत्साहित गर्ने नीति लिँदै गएका कारण पछिल्लो एक दशकमा औद्योगिक उत्पादनको हिस्सा कुल अर्थतन्त्रमा ६ प्रतिशतभन्दा बढेको छैन।
माओवादीद्वारा सिर्जित श्रम समस्या तथा आपूर्तिजन्य अवरोध तथा राजनीतिक अस्थिरता, चर्को लोडसेडिङका बीच पनि गार्हस्थ उत्पादनमा उद्योगको हिस्सा २०४६ सालअघिको कुनै पनि वर्षभन्दा कम छैन। पूर्वअर्थमन्त्री रामशरण महतका अनुसार २०४६ सालपछिको आर्थिक सुधारले चर्को द्वन्द्वबाट गुजि्रएको नेपाली अर्थतन्त्र हालसम्म पनि धानेको छ। उनका अनुसार पहिलो चरणको  आर्थिक सुधारले हालसम्म अर्थतन्त्रलाई धानेको भए पनि अब दोस्रो चरणको आर्थिक सुधार नगरीकन अर्थतन्त्र विस्तार हुन सक्दैन।
नेपालमा आवधिक योजना सुरु भएको ६ दशक पुगेको छ। पहिलो आवधिक योजना सुरु हुँदा २०१२ सालमा आर्थिक वृद्धि दर १.५ प्रतिशतभन्दा कम अनुमान गरिएको थियो। तत्कालीन समयमा ४ सय ८० किलोमिटर सडक रहेको, उद्योगहरूको अवस्था गम्भीर रहेको, निर्यातयोग्य वस्तुको अभाव रहेको, तिब्बतसँगको व्यापार खस्किएर भारतसँग अत्यधिक निर्भरता बढेको उल्लेख गर्दै व्यापार विविधीकरण गर्न भारततर्फका १७ वटा नाका र तिब्बततिरका दुईवटा नाकाको पूर्वाधार सुधार गर्ने कार्यक्रम प्रस्तुत गरिएको थियो। २०७३ सालमा पनि यी समस्या यथावत् रहनुमा हाम्रो राजनीतिक नेतृत्वमा दूरदृष्टिको अभाव कारक भएको अर्थशास्त्री विश्व पौडेलको निष्कर्ष छ।
आर्थिक वा राजनीतिक प्रणालीले काम गर्न एउटा नियमितता अर्थात् राजनीतिक भाषामा 'लिगेसी' चाहिन्छ तर आर्थिक उदारीकरणको भावनाअनुरुप लिगेसी कायम हुन नसकेको पौडेलको भनाइ छ।

आर्थिक स्वतन्त्रता अभाव विकासमा बाधक
तीव्र आर्थिक प्रगतिको दौडमा रहेका दुई विशाल छिमेकी चीन तथा भारतको बीचमा नेपाल अल्पविकसित मुलुक भएर निम्न आयको कोटीमा पर्नुको कारण आर्थिक स्वतन्त्रता नहुनु नै हो। हेरिटेज फाउन्डेसनले बिहीबार प्रकाशन गरेको इकोनोमिक फ्रिडम प्रतिवेदनअनुसार नेपाल आर्थिक रुपमा अनुदार मुलुक हो। नागरिकले आफूले चाहेको पेसा व्यवसाय राज्यको नीतिनियमभित्र बसेर स्वतन्त्रतापूर्वक गर्न नपाउने मुलुकको सूचीमा नेपाल १ सय २५ औं नम्बरमा पर्छ।
आर्थिक विकासको एउटा प्रमुख आधार पूर्वाधार हो। तर, नेपालको पूर्वाधार जलविद्युत् उत्पादन ८ सय १८ मेगावाट, प्रसारण लाइन २ हजार ६ सय ४० किमि, सिँचाइ सुविधा पुगेको १३ लाख ६८ हजार ६ सय १७ हेक्टर, कालोपत्रे सडक ११ हजार ९ सय ३० किमि, ग्राभेल सडक ११ हजार ५ सय ८५ किमि, पक्कीपुल एक हजार ८ सय २० र एउटा अन्तर्राष्ट्रिय विमानस्थलमा सीमित छ।
पूर्वाधार विकास अपेक्षाअनुसार हुन नसक्नुमा कर्मचारीतन्त्रको अक्षमता, संस्थागत क्षमतामा कमी, भ्रष्टाचार तथा राजनीतिक हस्तक्षेपजस्ता कारण छन्। वाग्लेका अनुसार दोस्रो चरणको आर्थिक उदारीकरण तीव्र पारेर मात्र नेपाल सन् २०२२ सम्ममा अल्पविकसित मुलुकको श्रेणीबाट उक्लेर विकासशील तथा सन् २०३० सम्ममा निम्न आय भएको मुलुकबाट स्तरोन्नति भएर मध्यम आयको मुलुक हुन सक्छ।

Drop in remittance will hit economy

If remittance entering the country were to drop by 10 per cent, Nepal’s annual economic growth could drop by up to 3 percentage points compared to baseline forecasts, says a report from the World Bank.
Focusing on ‘Remittances at Risk’, the World Bank report laundhed today highlighted the possibility of near-term risk of a slowdown in remittances. "Over the last 10 years, remittances have increased substantially and they play an important role in Nepal’s economy,” the report reads, "but the economy would be hit, if the remittance inflow were to drop."
Following two massive shocks which have resulted in two years of disappointing growth, economic activity is expected to rebound modestly, growing by 4.7 per cent in fiscal year 2016-17, according to the report that has warned of a third shock – drop in remittance – that could pull the economic growth downward.
"Should a slowdown in remittance occur, appropriate monetary and fiscal policy responses are required as well as enhanced supervision of the financial sector,” the World Bank’s senior country economist for Nepal and lead author of the report, Damir Cosic said.
Following the earthquake in April 2015, the outflow of migrant workers contracted for ten months in a row. In the first nine months of Fiscal Year 2016, the number of migrant workers declined by 25 per cent year over year.
This is the steepest and longest decline since 2009, notes the report. One reason for this is that potential migrant workers chose to stay home to support their families to rebuild homes and livelihoods, the report states, adding that a weaker demand for workers from oil- and commodity-producing countries – for example Gulf Cooperation Countries (GCC) and Malaysia – is likely to have contributed to this decline.
“A potential slowdown in remittance poses a significant near-term risk to Nepal because of its outsized role in the Nepali economy,” reads the twice-yearly Nepal Development Update.
Growth in remittance at a global level contracted in 2015 for the first time since 2009 as a result of a fall in oil prices which affected activity in remittance-sending countries, notes the report. Remittance inflows to South Asia declined as well but Nepal bucked the trend as remittance increased significantly in response to the 2015 earthquakes. However, a prolonged contraction in the departure of migrant workers is an early sign of a potential slowdown in remittance to Nepal.
Meanwhile, remittances have grown to more than 30 percent of the Gross Domestic Product (GDP), making Nepal among the highest remittance-recipient countries in the world, adjusted for size of the economy.
Quoting data from the Nepal Living Standards Survey (NLSS), the report further read that out of a total work force of 14 million, some 4 million Nepalis or 28 per cent of the workforce are working overseas at present.
"The reality is that remittances play a pivotal role in the Nepali economy,” the World Bank’s country manager for Nepal, Takuya Kamata, on the occasion said, adding that remittance is nearly 10 times larger than foreign aid and 2.5 times larger than total exports.
According to the report, the rebound in growth also hinges on stabilisation of the political process, effective mobilisation of post-earthquake rebuilding efforts and the full normalisation of supply of goods.
Nepal suffered devastating earthquakes in April and May of 2015, followed by a blockade along vital transit routes that brought trade and manufacturing to a near standstill between September 2015 and February 2016. “The overall impact of the trade disruptions has been nearly as large as the impact of the earthquakes resulting in the estimated growth rate for current fiscal year 2015-16 to be lowest in 14 years,” adds the report.
The trade disruptions have further affected poverty-reduction efforts which were already hampered by the earthquakes in 2015, the report notes. “Shortage of goods has pushed up prices with inflation inching into double-digit territory affecting welfare with significant impact on the poor in Nepal.”
Despite recovery in economic activity in the forecast period, the report highlights that fiscal and external environments are likely to be less favorable. Fiscal deficit is expected to widen, as reconstruction efforts take full shape.
The government’s expenditure is expected to grow substantially after fiscal year 2015-16 owing to increase in earthquake-related expenditures. Revenues, however, is expected to pick up, but at a slower pace, resulting higher fiscal deficit.

'Economic growth, job creation global issues'

Economic growth, reducing poverty and generating employment are the global issues at present, according to Federation of Nepalese Chambers of Commerce and Industry (FNCCI) vice president Shekhar Golchha.
Addressing the 105th meeting of the International Labour Organsation (ILO) plenary in Geneva today, Golchha said though the promulgation of new constitution in Nepal is a historic achievement, its implementation is the key to economic growth.
Though the devastating earthquakes of 2015 and border blockade has pulled down economic growth, private sector is committed to boost economy and generate employment, he said, adding that inclusive economic growth and creation of better jobs are the common concern and challenges of all. "To address these concerns, growth and expansion of economy is a must. High growth rate and generation of more jobs is possible only through additional investment. It is evident that attracting investment requires suitable policy and environment. Efficiency and competitiveness of enterprises can help them to provide improved working conditions," he added.
A Nepali delegation led by labour minister Deepak Bohara is participating in the ILO meeting in Geneva. Along with Golchha, FNCCI president Pashupati Muraraka and representatives of trade unions are also taking part in the meeting.
"Majority of least developed and developing countries have been suffering from the vicious cycle of low growth, low investment and unemployment. They lack appropriate policies and resources to increase economic growth," Golchha, who chairs the Employers' Council under FNCCI, said. "People's expectations have increased manifolds and it is not for countries like Nepal to respond to their expectations."
Golchha also said achieving social transformation is a complex task. "Besides, it requires sustainable growth of economy and appropriate policy measures to extend the coverage of social protection," he added.
Briefing the meeting about the latest development in Nepal, he also said that Nepal, for some years, has been experiencing the problem of low investment, low growth and low job creation. "Many factors like political instability, poor infrastructures and lack of suitable policy environment are some of the major factors that have been hindering economic development in Nepal," Golchha said, adding that the government has adopted the strategy of employment-led growth. "But due to many reasons, it has not been possible to achieve the goal."
On the occasion, he also highlighted the plight of Nepali migrant workers. "However, the repatriated remittance money into the country has contributed to the growth of economy significantly," he added. "Mobilisation of remitted money in productive sector and re-employment of returnees, now, has become a matter of debate."
Pitching for investment friendly environment, Golchha said formulation of suitable policy and environment are keys to attracting more investment.

Budget to declare next decade as 'Decade of Economic Growth'

The government is declaring the next decade as a 'Decade of Economic Growth' in the budget for the next fiscal year.
Tabling the government's principles and priorities of the budget for the next fiscal year in the parliament today, finance minister Bishnu Poudel said that the government will declare the next decade as the 'Decade of Economic Growth'.
"The next three fiscal years, starting from fiscal year 2016-17, will be called the 'courageous starting' phase for economic growth," he said, adding that another three fiscal years, from 2019-20 to 2021-22, will be called 'encouraging transformation phase' for economic growth.
"Likewise, Fiscal Year 2022-23 to 2024-25 will be called the 'phase for double digit economic growth', and 2025-26 will be called the 'sustainable economic growth phase'," Poudel said, adding that the next decade will spur upward spiral economic growth.
The finance minister also stressed that the government's focus will be on service sector, including agriculture, industry and tourism, claiming that these are the key drivers of economic growth. "The government will help increase production and productivity in these sectors to accelerate growth," he added.
However, the country has been reeling under low economic growth of around 3 per cent in the last decade due to political and policy instability, inefficient bureaucracy and eroding spending capacity of development projects that could have created wealth and helped redistribute the wealth.
Without increasing efficiency of bureaucracy, qualitative spending capacity of development projects, increasing economic growth is a distant dream. The budget for 2015-16 had also declared the current fiscal year as the budget implementation year. But the government has failed to spend capital budget in the current fiscal year.
According to the Financial Comptroller General's Office (FCGO), the government has spent only 20.46 per cent of the capital budget till May 4. Of the total capital budget of Rs 208.87 billion, the government has been able to spend only Rs 42.17 billion so far.
The government is sitting on a cash pile of Rs 100 billion due to its eroding spending capacity which has pulled the economic growth down to 0.77 per cent in the current fiscal year.
Nepal needs to post economic growth of around 8 per cent to achieve developing country status by 2022 from the current status of Least Developed Country (LDC), and also to upgrade to middle-income country by 2030 from the current low-income country.
But the slew of economic reforms programmes and age-old Acts have been blocking the economic growth rate, which had once in the 90's touched 8 per cent due to economic reforms of the 90s post democratic movement. The government has failed to start the second generation economic reform programmes that is the root cause for the low economic growth trajectory.

Government formally requests India to end cross border obstacle

The government has officially requested Indian government to ease supplies through India-Nepal border.
Nepal is reeling under acute shortage of petroleum products including cooking gas and medicine since last two months after India imposed blockade on major customs points at Nepal-India border chocking the supplies.
Passing a special resolution, the Cabinet meet also urged the southern neighbour to strengthen ties between Nepal and India, without mentioning the word 'blockade'. The Cabinet meeting has urged the southern neighbour to help clear obstruction of transit and supplies through border points. The Cabinet asked Indian government to contribute in strengthening bilateral relationship by easing operation at entry points as it has affected import of essentials including medicines and fuel, informed minister for Information and Communication Technology Sher Dhan Rai, after the meeting.
The government decision comes after 50 days of India imposed blockade at Nepal-India border points, which has been obstructed following the promulgation of new Constitution.
Likewise, the Cabinet also urged the agitating Tarai-Madhesh centric parties to end their protests stating that attempts are on to seek solution through talks, arrangements have been made for free treatment to injured, process has begun to withdraw false cases and decision to provide Rs 1 million to deceased families has been implemented.
"We requested the protestors to end blockade at border points as festivals like Tihar, Chhath and Lhosar are at the door, he said, adding that the government is saddened by the inconvenience caused to Nepali people at Tarai-Madhesh and across the country. "We express gratitude to the general public for their patience and harmony during this critical time."

Shadow economy expands thanks to government fecklessness

The shortage of essential goods in recent weeks and months, caused by the Tarai-Madhesh unrest and the Indian blockade, has spawned a shadow economy. The increasing reach of the shadow economy – also due to structural deficiencies and market anomalies – is going to bring about another catastrophe in the country, warn economists.
The spread of the shadow economy will hurt the country in the long run as the country will slip out of the government's hand, if the current situation continues, they said.
Former finance secretary Rameshwor Khanal said the economy is slipping out of the government's hands. "The economy is being hijacked by black-marketeers, smugglers and criminals," he said, adding that in the long run these elements will run the economy into the ground and that will also be bad for cross-border trade. "The economy in criminals' hands will eventually hit the cross-border trade too."
According to the Central Bureau of Statistics (CBS), Nepal's economy is worth around $21 billion.
"That is also about the size of the shadow economy," claimed economist Prof Dr Madan Kumar Dahal. "In economic parlance it is called the parallel economy," he said, adding that earnings from smuggling, corruption and black-marketteering are all part of this parallel or black economy, which will ruin the economy and country in the run long run.
Government fecklessness has not only left consumers helpless but also boosted the shadow economy.
Thus, suggesting that the government declare an emergency in view of the increasing shadow economy, Dahal said, "Nepal has turned into a banana republic." According to him, the country is suffering because of its complete dependency on one country and failure at trade diversification over the past few decades.
The prolonged Indian blockade has pushed the prices of essential commodities, includes petroleum products, to more than double. People are forced to pay anything between Rs 250 to Rs 500 per liter of petrol that costs only Rs 104 per liter. Consumers have been paying Rs 10,000 for a cylinder of cooking gas, which is priced at Rs 1,400. Likewise, the price of edible oil has increased to Rs 250 per liter from Rs 120 a month ago, whereas rice, lentils and pulses have also doubled in price. "But the government is nowhere to be seen," said president of Nepal Retailers Association (NRA) Pabitra Man Bajracharya, during an interaction with Nepal Republic Media today.
Admitting that the prices of some commodities have jumped, he said, wholesalers have been charging retailers high prices, citing supply constraints and increased transportation charges due to the fuel shortage.
The government has been doing nothing to control these market anamolies, he said, adding that officials at the Department of Commerce and Supply Management (DoCSM), who are responsible for controlling such malpractices in the market and maintaining uniformity in prices, are in no mood to intervene. "They just say that the need of the hour is to get supply of goods," he added.
President of Consumer Rights Investigation Forum Madhav Timalsina seconded Bajracharya's views. "Nepali consumers are probably going through the toughest time ever," he said, accusing traders of creating artificial shortages to push up price. "As the government has been doing nothing, unscrupulous traders are having a field day," he added.
Despite the open black-marketeering, the government has done nothing, Timalsina said suggesting the government to scrap the consumer laws altogether, if it cannot enforce them.
The shortage has created opportunity for corrupt bureaucrats, black-marketeers and smugglers to earn illegal money distorting the market.
"The distortion in the market could be corrected, if government could monitor and regulate market, and also normalise the supply system," Khanal said, however, adding that government should let the market function smoothly, without intervention.
Likewise, Finance Secretary Suman Prasad Sharma also accepted that high demand and low supply had encouraged black-marketeering. "But the government has to act fast to stop the economy from going to the dogs," Sharma said, claiming that the government is trying to build confidence in the market by regularising the supply-side.
