Global progress in reducing extreme poverty grinds to a halt

The world is unlikely to meet the goal of ending extreme poverty by 2030 absent history-defying rates of economic growth over the remainder of this decade, according to a new World Bank study.

The study finds that Covid-19 dealt the biggest setback to global poverty-reduction efforts since 1990 and the war in Ukraine threatens to make matters worse. 

The Bank’s latest ‘Poverty and Shared Prosperity Report’ provides the first comprehensive look at the global landscape of poverty in the aftermath of the extraordinary series of shocks to the global economy over the past few years. It estimates that the pandemic pushed about 70 million people into extreme poverty in 2020, the largest one-year increase since global poverty monitoring began in 1990. As a result, an estimated 719 million people subsisted on less than $2.15-a-day by the end of 2020.

“Progress in reducing extreme poverty has essentially halted in tandem with subdued global economic growth,” said World Bank Group President David Malpass. “Of concern to our mission is the rise in extreme poverty and decline of shared prosperity brought by inflation, currency depreciations, and broader overlapping crises facing development. It means a grim outlook for billions of people globally. Adjustments of macroeconomic policies are needed to improve the allocation of global capital, foster currency stability, reduce inflation, and restart growth in median income. The alternative is the status quo—slowing global growth, higher interest rates, greater risk aversion, and fragility in many developing countries.”

The report also indicates 2020 marked a historic turning point—when the era of global income convergence yielded to divergence. The poorest people bore the steepest costs of the pandemic: income losses averaged 4 per cent for the poorest 40 per cent, double the losses of the wealthiest 20 per cent of the income distribution. Global inequality rose, as a result, for the first time in decades.

Strong fiscal policy measures made a notable difference in reducing Covid-19’s impact on poverty, the report reads, adding that in fact, the average poverty rate in developing economies would have been 2.4 percentage points higher without a fiscal response. “Yet government spending proved far more beneficial to poverty reduction in the wealthiest countries, which generally managed to fully offset Covid-19’s impact on poverty through fiscal policy and other emergency support measures.”

Developing economies had fewer resources and therefore spent less and achieved less: upper-middle-income economies offset just 50 per cent of the poverty impact, and low- and lower-middle income economies offset barely a quarter of the impact.

“Over the next decade, investing in better health and education will be crucial for developing economies, given the severe learning losses and health-related setbacks they suffered during the pandemic,” the World Bank’s chief economist and senior vice president for Development Economics Indermit Gill said, adding that in a time of record debt and depleted fiscal resources, this will not be easy. “Governments will need to concentrate their resources on building human capital and maximizing growth.”

The new report is the first to provide current and historical data on the new global extreme-poverty line, which has been adjusted upward to $2.15 a day to reflect the latest 2017 purchasing-power-parity data. Extreme poverty fell dramatically across the world from 1990 through 2019, the latest year for which official data are available. But progress slowed after 2014, and policymakers now confront a tougher environment: Extreme poverty is concentrated in parts of the world where it will be hardest to eradicate—in Sub-Saharan Africa, in conflict-affected areas, and in rural areas.

Sub-Saharan Africa now accounts for 60 per cent of all people in extreme poverty—389 million, more than any other region. The region’s poverty rate is about 35 per cent, the world’s highest. To achieve the 2030 poverty goal, each country in the region would need to achieve per-capita GDP growth of 9 per cent per year for the remainder of this decade. That’s an exceptionally high hurdle for countries whose per-capita GDP growth averaged by 1.2 per cent in the decade before Covid-19.

National policy reforms can help restart progress in reducing poverty, the report finds. Stepped-up global cooperation will also be necessary. In fiscal policy, governments should act promptly on three fronts:

    • Avoid broad subsidies, increase targeted cash transfers: Half of all spending on energy subsidies in low- and middle- income economies goes to the richest 20 percent of the population who consume more energy. Cash transfers are a far more effective mechanism for supporting poor and vulnerable groups.

    • Focus on long-term growth: High-return investments in education, research and development, and infrastructure projects need to be made today. In a time of scarce resources, more efficient spending and improved preparation for the next crisis will be key.

    • Mobilise domestic revenues without hurting the poor: Property taxes and carbon taxes can help raise revenue without hurting the poorest. So can broadening the base of personal and corporate income taxes. If sales and excise taxes do need to be raised, governments should minimize economic distortions and negative distributional impacts by simultaneously using targeted cash transfers to offset their effects on the most vulnerable households.

Nepal ranks 114 in 2020 Prosperity Index

Of the total 167 countries, Nepal ranks 114th – with 50.4 score – in the overall Prosperity Index rankings of this year.

Since 2010, Nepal has moved up the rankings table by 15 places, and one spot up compared to last year's ranking, according to the Global Prosperity Index 2020 published by London-based Legatum Institute. “Nepal performs most strongly in Personal Freedom and Safety & Security but is weakest in Natural Environment.”

Though, the biggest improvement compared to a decade ago came in Safety and Security has improved Nepal's ranking by one spot, some of the pillars including Natural Environment (with 45.97 score and at 145th position), market access and infrastructure (with 35.54 score and at 134th position) and living condition (51.08 score and at 128th position) are the poor performers.

The indicators used in the Index are organised into 12 pillars, which are grouped into three domains essential to prosperity including Inclusive Societies – Safety and Security, Personal Freedom, Governance, and Social Capital – Open Economies which has Investment Environment, Enterprise Conditions, Market Access and Infrastructure, and Economic Quality; and finally Empowered People that includes Living Conditions, Health, Education, and Natural Environment. “Using the Prosperity Index framework, nations around the world can assess their strengths and weaknesses in order to determine the economic and strategic choices that need to be made to drive greater levels of prosperity,” a press note from the London-based Legatum Institute reads. 

The Legatum Prosperity Index analyses the performance of 167 nations across 66 policy-focused elements, measured by almost 300 country-level indicators, it reads, adding that the Index enables to construct a thoroughly comprehensive picture of prosperity, across its institutional, economic, and social dimensions. “It is the ambition that leaders around the world will use the Index to help set their agendas for growth and development, and that it will enable others to hold them to account.”

Last year, Nepal ranked 115 and was the 22nd poorest out of the 29 countries in Asia-Pacific ranking, according to the Legatum Institute’s 2019 Prosperity Index. 

Decisions that build prosperity and respect freedom and responsibility crucial to lead World through Covid

 The Legatum Institute – in its 2020 Prosperity Index report – is urging leaders around the world to hold firm to a holistic view of prosperity and the core principles of freedom and responsibility as they respond to the ongoing Covid-19 pandemic.

The report notes that China was the first country to be impacted by Covid-19, and its response framed the context for how the rest of the world responded. The approach it took was to withhold information about the virus, restrict people’s freedoms, and lock down the country’s economic engine, and subsequently many other countries responded to the pandemic by severely curtailing civil rights and economic freedoms, a press note issued by the Legutum Institute reads. “The report highlights that these actions are consistent with China’s ranking of 90th for governance and 159th for personal freedom, but they are actions that weaken, rather than build, prosperity.”

The Institute highlights that prosperity is built when governments make decisions in such a way that engenders trust and with integrity, respecting the freedom of their citizens; prosperous nations are ones where governments govern with the agreement of the people, and where citizens take responsibility.

Likewise, economic decisions are taken responsibly to sustain an enabling environment for productive employment, sustained economic growth and personal development, and the principles of personal responsibility and freedom go hand in hand; citizens are free and order their lives taking responsibility for their own families and communities, it reads, adding that people take care of their own physical health and mental wellbeing and healthcare is accessible to all; they do not make decisions that threaten the health of others.

The Index reveals that, prior to the pandemic, global prosperity stood at a record high, with 147 out of 167 countries seeing prosperity rise over the last decade, driven by improved health, education, and living conditions, and more open economies. However, the improvement seen in the last 12 months had not kept pace with the progress of the previous two years, as Asia-Pacific and Western Europe stalled and North America deteriorated slightly. In addition, stagnating personal freedom and governance around the world is holding back further improvement in prosperity.

“The coronavirus pandemic is highlighting the holistic nature of true prosperity and testing all nations’ institutional, economic, and social resilience,” chief executive officer (CEO) of the Legatum Institute Philippa Stroud said, adding that the virus, and national efforts to contain it, is impacting not just health, but also jobs, children’s educations, and relationships with each other and with the state. “As each nation navigates its way through and out of the pandemic, good governance and the full involvement of a society where personal freedoms are protected will be crucial.”

 “There are significant challenges ahead, but the good news is that the Index shows that global prosperity was at its highest ever level when Covid-19 struck,” Stroud added. “However, there are also warnings in the Index, especially for more developed nations.”

The 2020 Legatum Prosperity Index reveals that, prior to the coronavirus pandemic, global prosperity had risen continuously over the previous decade, driven by improved health, education, and living conditions, and more open economies around the world.

Health improved across the globe since 2010, with all but 12 countries seeing an improvement. Expansions in immunisation programmes for diphtheria, measles, and hepatitis had resulted in a greater percentage of the population being inoculated against these life-threatening diseases. This, together with antenatal care now covering over 90 per cent of women around the world, had led to an improvement in preventative interventions.

All regions had seen an improvement in education in the last 10 years, with people starting education earlier and continuing later in life. Tertiary education, in particular, saw a big improvement in enrolment rates, from 31 per cent in 2010 to 42 per cent in 2020. The improvements across the global education system meant that the adult population was more skilled than a decade ago. 

Living conditions had also improved in all but 15 countries over the last decade, with four of the five most improved countries located in Asia-Pacific. This had been driven in particular by reductions in poverty, greater access to water and sanitation services, and increased digital connectedness. 

Economies around the world had become more open due to improvements to digital and transport infrastructure. Likewise, mobile network coverage had expanded, with nearly 90 per cent of the global population having access to 2G, 3G or 4G networks and over 50 per cent of the global population using the internet. In addition, many of the financial protections that are necessary to provide investors with confidence – property rights, investor protections, contract enforcement – had strengthened around the world. 

However, the Index highlights that the rate of improvement in global prosperity had slowed in the last 12 months. While 86 per cent of the global population lived in countries that experienced an increase in their prosperity between 2017 and 2018, and 81 per cent lived in countries that saw increased prosperity between2018 and 2019, only 61 per cent of people lived in countries that saw an improvement between 2019 and 2020. This was particularly driven by stagnation in Asia-Pacific, as safety and security, personal freedom, economic quality, and education had all deteriorated over the last year, and the rate of improvement in enterprise conditions and market access and infrastructure had slowed.

In addition, prosperity had deteriorated in North America and Western Europe over the last 12 months, with these historically successful regions starting to see a potential turning point in the quality of their investment environment and enterprise conditions. There had also been a deterioration in education across North America over the past year.

The Index also shows that further growth in global prosperity is being held back by stagnating personal freedom and governance. Globally 121 countries had seen a decline in the freedom to speak and access information and 116 had seen a reduction in the freedom to assemble and associate over the past 10 years, and political accountability and executive constraints – which measures the checks and balances on elected governments and their officials – had both weakened. 

“The Covid-19 pandemic has placed enormous constraints on prosperity at a time when we had been seeing a general trend of improvements across health, education, and living conditions, and more open economies,” director of Policy at the Legatum Institute Dr Stephen Brien said, adding that the emergence of the coronavirus has put all these areas under considerable strain, and the historic improvements are now at risk. “In addition, recent deteriorations in prosperity, particularly in developed regions, highlight that progress cannot be taken for granted and we must not become complacent.”

The Index, now in its 14th year, measures prosperity in 167 countries representing over 99 per cent of the world’s population, and how it has changed in the last decade. It comprises three domains – Inclusive Societies, Open Economies, and Empowered People – underpinned by 12 pillars, consisting of 66 different policy-focused elements. A rich dataset of nearly 300 individual country-level indicators, drawn from a wide range of international sources, provides the detailed measurement of national performance.

Nepal improves prosperity ranking over a decade

The 2019 Legatum Prosperity Index shows that Nepal is currently ranked 115th in the world for overall prosperity, a rise of 13 places since 2009 when it was ranked 128th. “Nepal is 22nd out of the 29 countries in Asia Pacific, which is the most improved region of all seven regions of the world,” reads the report released today globally.
“Over the last one decade, Nepal has seen the biggest improvement in safety and security, in which it rose from 158th to 78th globally, and it has also seen improvements across the other institutional pillars of Personal Freedom and Social Capital,” it reads, adding that despite an improvement in its economic quality, the openness of the economy in Nepal has stagnated, and consequently it has fallen from 117th to 130th in the world rankings in the last 10 years. “Likewise, Nepal is ranked 142nd – the lowest – in the market access and infrastructure category among the eight pillars that ranks the economies.”
The London-based Legatum Institute’s 2019 Prosperity Index released today analyses 167 countries around the world on 12 different measures of prosperity from economic metrics to safety and security, personal freedom, health, education and living conditions.
“Nepal’s peace process, and freedoms guaranteed in the new constitution have positive factors, but Nepal needs to work on improving its investment climate and protecting its environment, “said director of the Metrics Team at The Legatum Prosperity Index Shaun Flanagan.
As personal freedom is important for a country to be prosperous, Nepal improves its ranking to 67th in the world. “The Personal Freedom pillar incorporates elements like freedom of assembly and association, freedom of speech, absence of legal discrimination, and social tolerance,” he said, adding that Personal Freedom is Nepal’s strongest pillar.
The 2019 Legatum Prosperity Index also reveals that global prosperity is at its highest ever level, with 148 out of 167 countries experiencing higher levels of prosperity than a decade ago, mostly in the Asia-Pacific. This increase has been driven by more open economies and improved lived experiences due to better health, education, and living conditions around the world. However, weaker personal freedom and deteriorating governance are holding back further improvements in prosperity.
The Index also reveals that global prosperity continues to improve, but the gap between the strongest and weakest performing countries continues to widen, economies are more open due to improvement in the investment environment and digital connectivity, as well as a reduction in administrative burdens. “Stagnating institutions are holding back further improvements to global prosperity,” it reads, adding that people are more tolerant, but there is less freedom to speak, associate, and assemble.

Prosperity is growing, but not equally

Global prosperity continues to rise and is at its highest ever point, the median score has moved up the equivalent of 15 places since 2007, according to a report.
"Since 2013, some 113 countries have improved their Prosperity Score, and since last year 95 countries improved their score," according to The Legatum Prosperity Index 2018 published today.
"However, this improvement is not shared equally," it reads, adding that the gap between the largest and smallest scores has been growing steadily since 2013, and this year the gap is the largest it has ever been.
Business Environment has seen the largest one year gain at a global level, having risen in every region. The greatest 10 year gains have been in Asia, Sub-Saharan Africa and Eastern Europe, and one of the main drivers is an improvement in the entrepreneurial environment in these regions.
North America was the strongest region this year, and improved primarily due to improved Personal Freedom, Governance and Economic Quality. MENA experienced the largest fall, due largely to worsening Personal Freedom and Social Capital. In particular, MENA has seen worsening basic legal rights this year, due to a fall in the civil liberties indicator.
Safety and Security continues to fall globally, and in five out of seven regions. This is driven primarily by falls in the security of people’s living conditions, with the largest falls in Latin America and the Caribbean due to fewer people reporting that they could afford sufficient food and shelter.
"The number of women in national legislatures around the world has been increasing steadily over the last decade, increasing from 15 per cent representation in 2007 to 20.7 per cent in 2018," it reads.
Likewise, Asia-Pacific is the fifth most prosperous of the world’s seven regions. Prosperity in the region has grown faster than any other in 2016-17, and is now close to the world average. "Some 12 countries rose, and 12 fell," it states, adding, " The Asia-Pacific top ten has not changed since last year."
The countries within Asia-Pacific have the broadest spread of prosperity – New Zealand sits at number two and Afghanistan at 146.
The pillar that has improved the most across the region since 2007 is Business Environment, particularly in East Asian countries such as China and Indonesia. Governance across the region has also seen positive change. A notable example is legislation in India that increased the ability to challenge regulation in the legal system.
Asia-Pacific is the weakest performer of any region on the Natural Environment pillar, mainly due to air pollution and access to clean drinking water. Asia-Pacific countries occupy the bottom eight places of the Index for air quality, with China at the very bottom.

रेल, तेल र समृद्धि सपना

प्रधानमन्त्री केपी ओली मंगलबारदेखि चीन भ्रमणमा छन् । धेरैलाई लाग्ला, ओलीले चीनबाट रेलमा समृद्धि बोकेर ल्याउँछन् । तर, कटु सत्य के हो भने चीन वा भारत वा अन्य कुनै मुलुकले पनि नेपाललाई समृद्ध बनाउन सक्दैनन्, सिर्फ र सिर्फ नेपालीले मात्रै नेपाललाई समृद्ध बनाउने सामथ्र्य राख्छन् । चीन, भारत वा अन्य मुलुक नेपालको समृद्धि यात्राका विकास साझेदार मात्र हुन् । त्यसो भए ओलीको चीन भ्रमणले के दिन्छ त, प्रश्न उठ्न सक्छ ? ओलीको चीन भ्रमणलाई नेपालले पूर्वाधार विकासमा चाहिने सहयोग जुटाउने अवसरका रूपमा प्रयोग गर्न सक्छ । बिनापूर्वाधार विकास समृद्धिको बाटोमा ओली सरकारको विकासका सपना नागढुंगा कट्न नपाई मृत भइसक्छन् र नेपाल भनेको काठमाडौं मात्र होइन, त्यसैले नेपाल साढे ६ दशकको राजनीतिक लडाइँपछि संघीयतामा गएको छ । त्यसको अर्थ पूर्व नेपालदेखि पश्चिमसम्म समाजिक न्यायसहितको विकास हुनुपर्छ भन्ने नै हो, अन्यथा संविधानमा उल्लिखित समाजवादउन्मुख अर्र्थतन्त्र झूटो नारा मात्र हुन जान्छ । हुन त पञ्चायती संविधानले पनि नेपालीलाई गरिबीको कुचक्रभित्रै राख्ने र अल्पविकसित अवस्थामै राख्ने भन्ने लेखेको त थिएन, तर पञ्चायती संविधान राजाले बनाएको र त्यसमा जनताको कुनै भूमिका नभएकाले स्वामित्व पनि नभएको भनेरै दशकौंको ‘सशस्त्र’ तथा निशस्त्र लडाइँपछि संविधानसभामार्फत जनाताले आफैंले संविधान लेखेका हौं । त्यसैले संविधानलाई पाखा लगाएर कुनै अधिनायकवाद नेपालमा फेरि जन्मन सम्भव छैन, २०१७ सालदेखि हालसम्म बाग्मतीमा धेरै पानी बगिसक्यो र एकतन्त्रीय, केन्द्रीकृत तथा अधिनायकवादी शासनका पितृहरूले पनि वैतरणी तरिसके । कानुनी राज्य, प्रतिस्पर्धी व्यावसायिक वातावरण तथा आर्थिक सुधारबाट मात्रै समृद्धि सम्भव छ । तर, आफैंले बनाएको संविधान र कानुनको स्वामित्व नलिने र सुरुबाटै मिच्दै जाने हो भने प्रधानमन्त्री ओलीका समृद्धिका सपनाको मार्गचित्र के हुन्छ त ?

रेल
वास्तवमा रेल प्रधानमन्त्री ओलीको समृद्धि सपनाको विम्ब हो भने, केरुङ काठमाडौं, वीरगन्ज काठमाडौं रेलले नेपालको आर्थिक विकासमा मद्दत गर्छ त ? एकपल्ट सोचौं । ओलीको वर्तमान चीन भ्रमणमा नेपालले रेलको विस्तृत अध्यायन प्रतिवेदन बनाउने सहमति गर्ने प्रस्ताव राखेको छ । तर, चीनले सम्पूर्ण अनुदानमा बनाउन अनिच्छा देखाएपछि अब रेलको भविष्य हाल चिनियाँहरूले गरिरहेको सर्भेको प्रतिवेदनमा भर पर्ने परराष्ट्र मामलाका जानकारहर बताउँछन् । तर, चीनले अनुदानमा रेल त्यसदिन बनाइदिन्छ, जुन दिन भारतले वीरगन्ज काठमाडौं रेल बनाउने पक्का हुन्छ । अर्थात् चीनले नेपालको समृद्धिका लागि काठमाडौं रेल ल्याउने होइन, उसको भारतसँगको व्यापार विस्तारका लागि पुलका रूपमा नेपाललाई प्रयोग गर्ने हो । भलै ओलीका लागि रेल समृद्धि सपनाको विम्ब होला, चीनका लागि विशाल भारतीय बजारसम्मको पहुँच तथा विस्तार हो । नेकपाका केन्द्रीय सदस्य देबेन्द्र पौडेलका अनुसार पनि ‘मेलम्चीको पानीले काठमाडौं धुने कृष्णप्रसाद भट्टराईको भाषण सुनेर हामी सानोमा हाँस्थ्यौं, आखिर २५ वर्षपछि भए पनि मेलम्ची त आउने भयो नि ।’ अर्थात् उनको भनाइको तात्पर्य सपना देखेपछि भलै २५–३० वर्ष लागोस्, नेपाल चीन तथा भारतबीचमा रेल बन्छ । तर यसो भनिरहँदा के कुरा भुल्नु हुन्न भने, फेरि पनि नेपालको समृद्धिका लागि सपना चीन वा भारत वा अन्य कुनै मुलुकले होइन, सिर्फ र सिर्फ नेपालीले मात्रै देख्ने हो, किनकि नेपालीले मात्रै त्यो सपना पूरा गर्ने सामथ्र्य राख्छन् ।

नेपालले कुल वस्तु निर्यातबाट प्राप्त गरेको आम्दानीभन्दा दोब्बर रकम बराबरको पेट्रोलियम पदार्थ आयात गर्छ । नेपाल राष्ट्र बैंकका अनुसार नेपालले पछिल्लो १० महिनामा जम्मा ६६ अर्ब ६५ करोड रुपैयाँ बराबरको वस्तु निर्यात गर्दा १ खर्ब ३२ अर्ब रुपैयाँ बराबरको पेट्रोलियम पदार्थ मात्रै भारतबाट आयात गरेको छ । अर्थमन्त्रालयले १ सय अर्बको वस्तु निकासी गर्ने लक्ष्य राखेको आधा दर्जन वर्षभन्दा बढी वर्ष भयो? तर प्रतिवर्ष वस्तु निर्यात भने घट्दो छ भने आयात बढ्दो छ । यसअघि पनि १ सय अर्बको वस्तु निर्यात गर्न निर्यात योग्य प्रतिस्पर्धी तथा तुलनात्मक लाभका वस्तुको सूची बनाउने, प्राथमिकीकरण गर्ने, अनुदान दिने अझ नगद अनुदान नै दिने काम पनि भएका हुन् । तर निर्यात बढ्दै बढेन, झन् घट्यो । कसरी बढ्छ त वस्तु निर्यात ? वस्तु निर्यात बढ्न वा आयात प्रतिस्थापन गर्न पनि नेपालमा बन्ने त्यही वस्तु आयातित वस्तुका तुलनामा मूल्यमा सस्तो, गुणस्तरीय तथा सहजै उपलब्ध हुने व्यवस्था हुनुप¥यो । तर, भन्सार मूल्य हेर्ने हो भने वस्तु आयातमा लाग्ने भन्सारभन्दा त्यो वस्तु उत्पादन गर्न चाहिने कच्चापदार्थमा लाग्ने भन्सार बढी छ । यो त एउटा उदाहरण मात्रै हो— कसरी सरकार नै नेपाललाई आयातमुखी अर्थतन्त्र बनाउन चाहन्छ भन्ने । यस्ता उदाहरणहरूको सूची लामो छ । त्यसमाथि अस्पष्ट कानुनको बुई चढेर कर्मचारीतन्त्रले दिने दुःख र प्रशासनिक झन्झटको त कुरै नगरौं । राष्ट्रंसेवक तथा सेवाप्रवाह भन्ने शब्द नेपालमा शब्दकोषमा मात्रै भेटिन्छ झैं लाग्छ, सरकारी कार्यालयको कामकाजको तरिका भोग्नेलाई थाहा छ । नेपाल तेल मात्र होइन, आज हरेक चिजवस्तु आयात गर्छ र सरकार आयातमा आधारित भन्सारलाई नै देशको ठूलो आयस्रोत भन्न गर्व पनि गर्छ । यी र यस्ता व्यवस्था चीन, भारत वा कुनै तेस्रो मुलुकले नेपालमाथि लादेका हैनन्, नेपाल सरकारले नै गरेको व्यवस्था हो । त्यसो भए प्रधानमन्त्री ओलीको आत्मनिर्भर अर्थतन्त्रको गीत किन उनकै मन्त्रीमण्डलले सुन्दैन त ? व्यापारघाटा कम गर्न कहिले भारतका प्रधानमन्त्री नरेन्द्र मोदी त कहिले चीनका राष्ट्रपति सीसँग छलफल भइरहन्छ । वास्तवमा नेपालको व्यापारघाटा बढ्नमा न त मोदीको हात छ, नत सीको । दुवै छिमेकी देशले नेपाललाई बिनाभन्सार निर्यात गर्ने वस्तुको लामा सूची नै दिएका छन् । त्यसैले नेपालको समृद्धिका लागि हाम्रा पुराना तथा अव्यावहारिक कानुन संशोधन गरेर लगानीमैत्री, निर्यातमुखी औद्योगिक वातावरण बनाउने जिम्मा फेरि पनि चीन वा भारत वा अन्य कुनै मुलुकले होइन, सिर्फ र सिर्फ नेपालीकै हो ।

समृद्धि सपना
अर्थमन्त्री डा. युवराज खतिवडा, काठमाडौं तथा ललितपुर महानगरका मेयर विद्यासुन्दर शाक्य तथा चिरिबाबु महर्जनलाई राजधानी आस्तानाको २० औं वार्षिकोत्सव तथा आस्तानास्थित फाइनान्सियल टावरको उद्घाटन समारोहमा निमन्त्रणा दिन गत साता काठमाडौं आएका गणतन्त्र काजाकिस्ताका भारत तथा नेपालका लागि राजदूत बुलट सार्सनबएभका अनुसार पूर्वसोभियत संघबाट छुट्टिएका अन्य धेरै राष्ट्रमा अझै राजनीतिक संक्रमण काल सकिएको छैन । तर, काजाकिस्तान पूर्व सोभियत संघ टुक्रिएर बनेका देशहरूमध्ये हाल आर्थिक रूपमा सबैभन्दा सम्पन्न तथा समृद्धिको शिखरमा रहेको छ । काजाकिस्तानको प्रतिव्यक्ति आय करिब ३४ सय अमेरिकी डलर रहेको बताउँदा उनको अनुहार गर्वले धपक्क बलेको थियो । उनका अनुसार सोभियत संघबाट छुट्टिँदा कजाकिस्तान आर्थिक रूपमा ध्वस्त थियो । उनी मेयर रहेको तत्कालीन नगरपरिषद् चारै महिनामा बजेट सकिएर टाट पल्टेको उनलाई अझै स्मरण छ । तर अन्य राष्ट्र अझै राजनीतिक संक्रमणसँग लड्दै गर्दा कजाकिस्तानमा के चमत्कार भयो र आर्थिक रूपमा नै कायापलट भयो त ? ‘अन्य मुलुकले राजनीतिमा ध्यान दिए काजाकिस्तानले आर्थिक सुधारमा ध्यान दियो,’ उनले बिस्तारै रहस्य खोले, ‘जो पहिला राजनीति ठीक पार्नुपर्छ भन्दै थिए ती अझै अस्तव्यस्त छन्, हामीले आर्थिक सुधार सुरु गर्यौं र आज पूर्वी सोभियत संघबाट टुक्रिएका देशहरूबीच मात्र होइन, विश्वका अन्य सम्पन्न मुलुकसँग पनि धेरै कुरामा दाँजिन सक्ने सामथ्र्य राख्छौं ।’
नेपालले त्यसो भए समृद्धिको मार्ग तय गर्न प्रतिस्पर्धात्मक व्यावसायिक वातावरण निर्माणका लागि आर्थिक सुधार गर्नुप¥यो । तर, विद्वान् अर्थमन्त्री डा. युवराज खतिवडाले ऐतिहासिक अवसरलाई उपयोग गरेर आर्थिक सुधारमार्फत आफ्नै प्रधानमन्त्रीले भन्ने गरेको आत्मनिर्भर अर्थतन्त्र बनाउने एउटा सुवर्ण मौका खेर फालेका छन् ।
आर्थिक सुधारपछि अर्को महŒवपूर्ण पक्ष निजी क्षेत्रलाई उत्पादनमा सहभागी गराउनु हो । भन्न त प्रधानमन्त्री ओली बारम्बार निजी क्षेत्रलाई ‘म रेल ल्याउँछु, तपाईहरू त्यसलाई खाली फिर्ता जान नदिनु होला, के भरेर पठाउने हो तपाईंहरू उत्पादन गर्नुहोस्’ भन्छन्, तर उनका कुरा सही भए पनि सारमा भने उद्योग चलाउने तथा उत्पादन बढाएर आत्मनिर्भर अर्थतन्त्र बनाउने वातावरण सिर्जना गर्ने मन्त्रालयहरूचाहिँ निजी क्षेत्रलाई पुलिस लगाएर समाउँछन् र अपराधीलाई झैं व्यवहार गर्छन् । कानुन सबैलाई लाग्छ र लाग्नुपर्छ तर किन निर्माण व्यवसायी मात्र समातिन्छन् ? उनीहरूलाई ठेक्का दिनेदेखि अनुगमनसम्मको जिम्मेवारी पाएका कर्मचारीवर्ग उन्मुक्ति पाउँछन्, यसको जवाफ छैन । त्यसैले एउटा सरल तथा सबैले बुझ्नुपर्ने कुरा के हो भने, निजी क्षेत्रको बन्ध्याकरण गरेर समृद्धि आउने भए पञ्चायतकालमै नेपाल एसियाली मापदण्डमा पुगिसक्ने थियो ।
प्रधानमन्त्री ओली भारत जाँदा होस् वा चीन जाँदा उद्योगी–व्यवसायीलाई अगाडि–पछाडि लगाएर लैजान्छन् र निजी क्षेत्र नै विकासको संवाहक हो पनि भन्छन्, उनको नियतमा कुनै खोट छैन होला । तर, व्यवहारमा उद्योगी–व्यापारीहरू आज त्रस्त छन् र बोल्नै चाहन्नन् । जब बोल्न समेत हिचकिचाउँछन् भने लगानी गर्न पक्कै हिचकिचाउने नै भए । स्वदेशी लगानीकर्ताहरूले लगानी नगरेपछि विदेशी लगानीकर्ताहरूले त लगानी गर्ने कुरै आएन ।
यसको अर्थ नेपालको निजी क्षेत्र एकदम प्रतिस्पर्धी छ र गल्ती नै गर्दैन भन्न पनि खोजिएको होइन, तर गल्ती गर्ने उद्योगी–व्यवसायीलाई सीधै पुलिस लगाउनुअगाडि उनीहरू सम्बद्ध आधिकारिक सरकारी नियामक निकायले कारबाही प्रक्रिया अगाडि बढाउनुपर्ने होला । नियामक निकायलाई सक्रिय एवं शक्तिशाली बनाउनु साटो गृह मन्त्रालय आफैंले सबै क्षेत्रमा हात हाल्दा नेपाल ‘पुलिस स्टेट’ बन्दै त छैन भन्ने शंका गर्ने प्रशस्त आधार छन् ।
पञ्चायती व्यवस्थामा एक परिवार, एक समूह वा एक वर्गलाई कानुन नलाग्ने र सर्वसाधारणलाई मात्र कानुन लाग्ने भएकाले ‘सानालाई ऐन ठूलालाई चैन’ भन्ने उक्ति प्रख्यात थियो । तर, संघीय गणतन्त्र नेपालमा पनि छानी–छानी केही समूह, संस्था तथा व्यक्तिलाई विभिन्न बहानामा कारबाही गर्ने परम्परा सुरु भएपछि प्रधानमन्त्री केपी ओलीको समृद्धि सपनामा कतै सरकारभित्रैबाट षड्यन्त्र त भइरहेको छैन ? प्रश्न सोध्न त पाइन्छ नि !
अन्त्यमा, नेपालमा कुनै पनि दल सत्तामा पुग्दा सत्ता वरिपरि घुम्ने एउटा वर्ग छ । फेरि तिनै वर्ग प्रधानमन्त्रीको वरिपरि देखिनु समृद्धि सपनाका लागि शुभ संकेत होइन । दलाल पुँजीवादका पृष्ठपोषकहरूले घेरिएको नेतृत्वले न त समाजवादउन्मुख अर्थतन्त्र बनाउन सक्छ, न त समृद्धि यात्राको मार्गचित्र तय गर्न नै । यसले त मात्र दलाल पुँजीवादलाई बढावा दिने काम गर्छ र कानुनी राज्यको मान्यतामा पञ्चायती शैलीको ‘मेरालाई चैन, अन्यलाई ऐन’ हुन थालेपछि जनतामा कानुनी राज्यप्रतिको वितृष्णा सिर्जना हुन्छ, जुन हाल बिस्तारै सतहमा प्रकट हुन थालेको छ । त्यसैले समृद्धि सपना सार्थक पार्न समयमै सचेत हुनु राम्रो । किनकि विश्वमा कानुनी राज्य भएका देश मात्रै आर्थिक समृद्धिको बाटोमा अगाडि बढेका छन् ।

समृद्धिको आधार वर्ष : नयाँ वर्ष २०७५

राजनीतिक क्रान्तिको पटाक्षेपपछि आर्थिक क्रान्ति सफल पार्न अर्थतन्त्रले ठूलै नीतिगत सुधार र दृढ इच्छाशक्तिसहितको राजनीतिक संकल्प र सुशासनको प्रतिक्षा गरिरहेको छ । बितेको वर्ष २०७४ मा नेपालको अर्थतन्त्रले एउटा लय भने समातेको छ । आर्थिक परिसूचकका आधारमा निष्पक्ष भएर हेर्ने हो भने भलै त्यो गति सुस्त छ, तर लयविहिन भने छैन ।
राजनीतिक स्थिरताको प्रत्याभूतिसहित झन्डै दुईतिहाई बहुमतप्राप्त प्रधानमन्त्री केपी शर्मा ओलीको सरकारले साँच्चिकै समृद्धिको जग बसाल्ने हो भने २०७५ ऐतिहासिक वर्षको रूपमा इतिहासमा लेखिनेछ । २०४६ को राजनीतिक परिवर्तनपछिको सरकारले ल्याएको आर्थिक सुधारले जसरी नेपालको अर्थतन्त्रको आयतन विस्तारमा ठूलो भूमिका खेल्यो र अर्थतन्त्रलाई चलायमान बनाउने काम गर्यो, त्यसैगरि समृद्धिको सपनालाई यथार्थमा परिणत गर्ने अवसर यसपटक ओली सरकारलाई जुटाइदिएको छ ।
अर्थतन्त्रको वृद्धिलाई चलायमान गराउन सबैलाई थाहा भएकै हो, पूर्वाधार र कानुनी सुधार आवश्यक छ । तर, नीतिगत तथा कानुनी सुधारमार्फत आर्थिक क्राान्तिको जग बसाल्नलाई वर्तमान सरकारले के गर्नु पर्छ त रु वरिष्ठ अर्थविद् रामेश्वर खनाल भन्छन्, “यो सरकारले तीनवटा काम गरिदिए हुन्थ्यो, सार्वजनिक निकायहरूमा हाम्रो नजिकको मान्छे चाहिन्छ नभनेर असल, इमानदार मान्छे खटाउने र परिणाम प्रति उत्तरदायी बनाउने, दोस्रो रणनीतिक महत्वका सड़क, प्रसारणलाइन र अन्तर्राष्ट्रिय विमानस्थल निर्माणमा लगानी बढाउने तथा तेस्रो, व्यवसाय प्रारम्भ र बिघटन गर्दा लाग्ने समय तथा लागत कम गर्न कानुनी तथा प्रक्रियागत सुधार गर्ने ।”
सुन्दा सरल लाग्ने यी सुझाव कार्यान्वयनमा वर्तमान सरकार कत्तिको गम्भीरताका साथ खट्छ त्यसले ओली सरकारकोमात्र होइन नेपालकै भविष्य निर्धारण गर्नेछ । तर, समयले ओली सरकारलाई एउटा अवसर भने जुटाइदिएको छ, कठोरतापूर्वक सार्वजनिक निकायहरूमा हाम्रो नजिकको मान्छे चाहिन्छ नभनेर असल, इमानदार मान्छे खटाउने र परिणाम प्रति उत्तरदायी बनाउने ।
राष्ट्रिय योजना आयोगका पूर्वउपाध्यक्ष डा। स्वर्णीम वाग्ले भन्छन्, “ओली सरकार राष्ट्रको हितमा अप्रिय निर्णय गर्न तयार हुनुपर्छ ।” उनका अनुसार अहिले सरकारसँग जुन जनमत छ, त्यो तीव्र आर्थिक विकासका लागि अति राम्रो उपयुक्त अवसर पनि हो । एउटा अवसर नेपाल अति पिछडिएको अवस्थामा तत्कालिन प्रधानमन्त्री वीपी कोइरालालाई आएको थियो । “१७ महिनाको छोटो समयमा वीपीले जुन काम गरे, हालसम्मको कुनै सरकारले दोहोराउन सकेका छैनन्,” वाग्ले भन्छन् ।
त्यसपछि राजा महेन्द्रले अवसर पाए । वीपी कोइरालाकै पूर्वाधारको एजेन्डालाई निरन्तरता दिएर महेन्द्र अघि बढेको वाग्लेको विश्लेषण छ । तर, त्यो राजनीतिक रूपमा अलोकतान्त्रिक व्यवस्था भएकाले उनले पाउनेसम्मको जस भने पाएनन् । त्यसपछि २०४८ सालमा सीमित म्यान्डेटमा गिरिजाप्रसाद कोइरालाले एउटा अवसर पाए । गिरिजाप्रसादको तीन वर्षे कार्यकालमा उनले नेपाललाई आर्थिक सुधारको बाटोमा लगे । वाग्ले २०४८ सालको आर्थिक सुधारले नै मुलुकलाई आजसम्म धानेको दावी गर्दछन् ।
अहिले ओलीको सरकारलाई केन्द्रमा मात्रै होइन स्थानीय, प्रदेश र संघ तीनवटै सरकारमा करिबकरिब दुईतिहाइको म्यान्डेट छ । त्यो म्यान्डेट जनताले राजनीतिक स्थिरतासहितको विकास तथा समृद्धिका लागि दिएका हुन् । त्यसैले नै अहिले अर्थतन्त्रको विकासका लागि अत्यन्त अनुकूल समय पनि भनिएको हो । यस्तो हेभी म्यान्डेट भएका बेला सरकारको पहिलो काम जनतामा सरकारप्रतिको विश्वासको पुनर्जागरण गर्नु हो भन्ने वाग्लेको बुझाइ छ ।
मनौवैज्ञानिक रूपमा कर्मचारीतन्त्र पनि खत्तम, नेताहरू पनि भ्रष्ट भन्ने निराशाको वातावरण भएको बेला हेभी म्यान्डेटसहितका ओलीको पहिलो काम जनताका निराशालाई आशामा परिणत गरेर समृद्धिको जग बसाल्नु हो ।
जब समाजमा आशाको संचार हुन्छ त्यसपछि जोखिम मोलेर लगानी गर्न आएका सही लगानीकर्तालाई प्रतिफल दिने गरी सुधारका काम अघि बढाउनु दोस्रो काम सरकारको हुने उनी बताउँछन् । वाग्लेका अनुसार तत्काल चुनाव पनि नहुने र जनमत पनि पाइसकेको अवस्थामा ओली सरकारले केही अप्रिय निर्णय लिएर कठोरतापूर्वक अर्थतन्त्रलाई सही दिशातिर डोराउन आवश्यक छ । पहिला ८÷९ महिना आयु भएका सरकाका लागि अप्रिय निर्णय लिन गाह्रो थियो तर अब संरचनागत परिवर्तनजस्ता निर्णय, जुन अप्रिय पनि हुन सक्छन्, लिन वर्ष २०७५ उपयुक्त वर्ष भएर आएको छ ।
अस्थिर सरकार हुँदा नियमनकानुनहरूमा खेल्ने स्वार्थी समूहलाई पन्छाएर साँच्चिकै राष्ट्रहित र अर्थतन्त्रलाई दिगो वृद्धि गर्ने गरी रिफर्मलाई अघि बढाउनुपर्ने वाग्लेको धारणा छ ।
उनी पनि खनाल झैं पूर्वाधार, सार्वजनिक वित्तका साथै नियमनकारी नियमहरूमा आफ्नो पार्टीका कार्यकर्ता तथा व्यवसायीको हितभन्दा निर्मततापूर्वक राष्ट्रलाई हित हुने गरी रिफर्म गर्नुपर्ने बताउँछन् । कोही रिसाउलान् भनेर नडराइ ओली सरकारले राष्ट्रको हितमा पूर्वाधार, सार्वजनिक वित्त र नियमनकारी कानुनहरूमा निर्ममतापूर्वक संरचनागत सुधार गर्ने आशा पनि वाग्लेको छ ।
प्रादेशिक सम्भावनाका दृष्टिले सबै नै प्रदेशहरूका आआफ्ना विशेषताहरूमात्र छैनन् अथाह सम्भावनाका खानी पनि छन् । त्यसैले वर्ष २०७५मा साँच्चिकै संघीय नेपालको आर्थिक समृद्धिको आधार वर्ष बनाउने हो भने पूर्वाधार तथा नीतिगत सुधारपछि शिक्षा र स्वास्थ्य तथा क्षमता, रोजगारी र सामाजिक सुरक्षालाई एकीकृत ढाँचाबाट अघि बढाउनु आवश्यक छ ।
सुदूर पश्चिमको हजारौं बिघा खेतियोग्य जमिन सिंचित गर्ने सिक्टा सिंचाई आयोजना लगभग सम्पन्न हुने स्थितीमा छ, मेलाम्चीको पानी दशैंसम्ममा काठमाडौं आउने पक्का भइसक्यो, माथिल्लो तामाकोशि पनि २०७५भित्रै राष्ट्रिय प्रशारणमा जोडिदै छ, अर्थात अर्थतन्त्रमा केहि त भइरहेको छ, निराशा तथा कुण्ठामात्र देख्न र बोल्न छोडेर २०७५लाई आशा र समृद्धिको आधार वर्ष मान्ने धेरै कारण छन् ।
त्यसैले यो वर्ष संघीय समृद्धिको अनन्त यात्राले शिखर चुमोस्, नयाँ वर्षको शुभकामना ।।।

राजनीतिक स्थायित्वले समृद्धि देला ?

अन्ततः संघीय संरचनामा जाने कसरतमा संविधानसभामा सुरु भएको बहसको पटाक्षेप गर्दै नेपाल संघीयतामा प्रवेश गरेको छ । बिहीबारको प्रतिनिधिसभा तथा प्रदेशसभाको निर्वाचनले करिब ७ दशकदेखिको राजनीतिक संक्रमणको अन्त्य पनि गरेको छ । यसबाट लामो समयदेखि ’पर्ख र हेर’ को मनोभावमा रहेका निजी क्षेत्र अब राजनीतिक स्थायित्वले समृद्धिको यात्राको बाटो कोरेको बताउँछन् । राजनीतिक दलहरूले भनेझैं अब राजनीतिक लडाइँको पटाक्षेप भएको त छ, तर आर्थिक क्रान्तीको बाटो पनि सहज भने छैन । विगतमा राजनीतिक स्थिरता नभएर लगानीयोग्य वातावरण भएन भन्ने निजी क्षेत्रको गुनासो केही हदसम्म अब हट्नेछ । निर्वाचनको परिणामपछि नयाँ संविधानअनुसार बन्ने नयाँ सरकारलाई कम्तीमा २ वर्षसम्म हटाउन पाइने छैन । यसबाट पछिल्ला करिब २ दशक लगातार अस्थिरता तथा अनिश्चयका कारण हच्किएको निजी क्षेत्रमा अर्थतन्त्रमा केही सुधार हुन्छ भन्ने विश्वास छ ।
तर, के राजनीतिक स्थिरतामात्र आर्थिक उन्नतीको लागि आवश्यक शर्त हो त ? अर्थविद् विश्व पौडेल भन्छन्, “हैन, राजनीतिक स्थिरता एउटा शर्त हो तर यो नै सम्पूर्ण सत्य भने होइन ।” उनका अनुसार नेपालमा राजनीतिक स्थिरता पहिले पनि थियो । तर, राजनीतिक स्थिरतासंगै उपयुक्त आर्थिक नीति तथा कानुन नभएकोले नेपालको आर्थतन्त्र घिटिघिटि गरेर अगाडि बढ्यो ।
नेपालको इतिहासमा धेरै स्थिर राजनीतिक समय थिए । जस्तै, २०१७ सालदेखि २०४६ सम्म पञ्चायत कालमा राजनीतिक स्थिरता त थियो तर, पंचायतकालीन ३० वर्षमा नेपालको आर्थिक वृद्धि भने औषत ३.१३ प्रतिशतमात्र थियो । साथै तीन दशकमा ६ पटक आर्थिक वृद्धिदर नकारात्मक रहेको थियो । २०४६ सालपछि प्रजातन्त्रको आगमन तथा विश्वमा चलेको आर्थिक स्वतन्त्रताको लहर नेपालमा पनि भित्रियो । जसका कारण निजी क्षेत्रले खुलेर उद्योगधन्दा चलाउन पाए । नेपालमा विदेशी लगानी भित्रियो र यसले रोजगारीमात्र सिर्जना गरेन नेपालको प्रतिव्यक्ति आय पनि ह्वात्तै बढाउन मद्दत गर्यो ।
विश्व बैकका अनुसार २०१७ सालमा ५० अमेरिकी डलर हाराहारीमा रहेको नेपालीको प्रतिव्यक्ति आय ३० वर्षमा बढेर जम्मा १९३ अमेरिकी डलर बढ्यो । तर, २०४६ सालदेखिको पछिल्लो २७ वर्षमा नेपालीको प्रतिव्यक्ति आम्दानी बढेर ८५३ अमेरिकी डलर भएको छ । २०४६ सालको परिवर्तनपछि देशमा औद्योगिकीकरण भएका कारण रोजागरीमात्र बढेन २०४७ सालदेखिको पछिल्ला वर्षहरूको औषत आर्थिक वृद्धि ४.५ प्रतिशत रह्यो । अर्थात्, २०४६ सालपछिको सरकारले लिएको आर्थिक नीतिका कारण नेपालले १० वर्षे माओवादी विद्रोह, ९-९ महिनामा फेरिइरहने सरकार, रोजगारदाता तथा कामदारबीचको अप्रिय सम्बन्ध र उद्योगका लागि चाहिने न्यूनतम बिजुलीको चरम अभावका बाबजुद पनि आर्थिक वृद्धिको जग हल्लिन सकेन । भलै, अपेक्षित रूपको आर्थिक वृद्धि तथा रोजगारी निर्माण भने हुन सकेन ।
अब, देश संघीयतामा गइसकेपछिको अवस्थामा सही आर्थिक नीति लिएर आर्थिक वृद्धिपछिमात्रै वितरणमा ध्यान दिनुपर्ने पौडेलको भनाइ छ । “यदि लोकप्रिय बन्ने नाममा अब बन्ने सरकारले बिनास्रोत वितरणतिरमात्रै लाग्यो भने फेरि अर्को दुर्घटना हुने निश्चित छ,” उनी भन्छन् ।
यसका लागि अब बन्ने सरकारले नागरिकको आर्थिक स्वतन्त्रताको प्रत्याभूति गर्नु आवश्यक छ । जहाँ मानिस पुँजी निर्माण गर्ने स्वतन्त्र हुन्छन्, त्यो देशको आर्थिक उन्नति हुने हुनाले सम्पत्तिको अधिकार, दुई पक्षबीच करारको पालना, स्वतन्त्र न्यायपालिका तथा सुरक्षाको प्रत्याभूतिको कारण स्वतन्त्रतापूर्वक हिँडडुल गर्न पाउने अधिकार, स्वतन्त्रतापूर्वक पुँजी निर्माण गर्न पाउने अधिकार तथा स्वतन्त्रतापूर्वक व्यापार गर्न पाउने अधिकारको प्रत्याभूति हुन नसके करिब ७ दशक लगाएर प्राप्त भएको राजनीतिको स्थिरताको जगमा आर्थिक क्रान्ती गर्ने सपना तुषारापात हुन बेर लाग्दैन ।
आर्थिक स्वतन्त्रताअन्तर्गत सरकारले सबै नागरिकलाई बराबरको व्यवहार नगरी कसैलाई छुट वा सुविधा दिनेवित्तिकै त्यसले बजारमा एकाधिकारको सिर्जना गर्दछ र प्रतिस्पर्धाको घाँंटी निमोठ्छ । त्यसबाट सरकारले ‘क्रोनी क्यापिटलिज्म’ बढाउँछ र बजारमा नयाँ खेलाडी आउने वातावरण बन्दैन । पुरानामात्र बजारमा रहिरहने तर नयाँं सिर्जना र नवीन सोच स्थापित हुने वातावरण नबन्नासाथ लगानीकर्ता हतास हुन्छन् । त्यसैले संविधानसभामार्फत बनेको संविधानको कार्यान्वयन सुरु भएसँगै नेपालका विकास साझेदार, विदेशी तथा स्वदेशी लगानीकर्तामा छाएको उत्साह कायम राख्न पनि निर्वाचनपछि जुनसुकै दलको सरकार आएपनि निजी क्षेत्रलाई प्रतिस्पर्धी वातावरणमा काम गर्न दिनेमा नेपाल उद्योग परिसंघका अध्यक्ष हरिभक्त शर्मा आशाबादी छन् । जिम्मेवार राजनीति, सुशासन तथा नीतिगत र कानुनी सुधार, पूर्वाधार विकास र दृढ अठोट नभइ राजनीतिक स्थायित्वलेमात्र आर्थिक वृद्धि तथा समृद्धि प्राप्त नहुने उनको विचार छ ।
“अहिले हाम्रा छिमेकी देश औद्योगिकीकरणको दिशामा अगाडि बढिसकेका छन्, अब हाम्रो पालो,” उनी भन्छन्, “लम्बिँदो राजनीतिक संक्रमणकाल र अनिश्चितताबाट मुक्ति पाएपछि निजी क्षेत्रले पनि देशमा केही गरेर देखाउने छ ।”
निजी क्षेत्रले लगानी बढाउनासाथ देशमा रोजगारी बढ्ने र नेपाली युवाहरू वैदेशिक रोजागरीमा जाने क्रम घट्ने पनि उनको भनाइ छ । संयुक्त राष्ट्रसंघको प्रतिवेदनअनुसार देशको बढ्दो बेरोजगारी सम्बोधन गर्न नेपालले प्रत्येक वर्ष ५ लाख ५० हजार रोजगारीको अवसर सिर्जना गर्न आवश्यक छ । त्यो क्रम बढ्दै गएर सन् २०२० सम्म प्रत्येक वर्ष ६ लाख ३३ हजार युवा बेरोजार हुने अवस्था रहेको प्रतिवेदनले जनाएको छ । रोजगारी सिर्जनाका लागि मुलुकभर समानुपातिक रूपमा विकास निर्माण तथा आर्थिक गतिविधि सिर्जना गरिनुपर्छ भने लगानीका लागि निजी क्षेत्रलाई उत्प्रेरित पनि गरिनुपर्दछ ।
संघीयताका कारण काठमाडौंकेन्द्रित अर्थतन्त्र विस्तारित भएर पक्कै प्रदेशमा धेरै नै रोजगारी सिर्जना हुनेछ । संयुक्त राष्ट्रसंघीय विकास कार्यक्रमले प्रकाशित गरेको नेपाल मानव विकास सूचकांक २०१४ अनुसार कुल गार्हस्थ्य उत्पादनमा जिल्लागत रूपमा हेर्दा काठमाडौंको योगदान १५.८ प्रतिशत छ । काठमाडौंपछि समग्र अर्थतन्त्रमा दोस्रो धेरै मोरङको ३.९ प्रतिशत, बाराको ३.३ प्रतिशत, झापा र रुपन्देहीको ३.२ प्रतिशत योगदान छ । यस्तै, कुल गार्हस्थ्य उत्पादनमा ललितपुरले २.९ प्रतिशत, सुनसरीले २.७ प्रतिशत, कास्कीले २.५ प्रतिशत, नवलपरासी र पर्सा जिल्लाले २.४ प्रतिशत र सबैभन्दा कम मुगुले ०.२ प्रतिशत एवं हुम्ला, डोल्पा, मुस्ताङ र मनाङको बराबरी ०.१ प्रतिशत योगदान छ । प्रादेशिक विभाजन गर्दा आर्थिकभन्दा राजनीतिक विषयलाई बढी महत्व दिइएकाले सबै प्रदेश र प्रदेशभित्रका एकाइहरूबीच समान आर्थिक अवस्था छैन । त्यसैले, देश अव संघीयतामा गइसकेपछि आर्थिक रूपमा सबल प्रदेश निर्माण गर्नुपर्ने दायित्व पनि राजनीतिक दललाई थपिएको छ ।

काठमाडौंलाई पछि पार्दै समृद्ध बन्यो कास्की

कास्की देशभरिमै सबैभन्दा कम गरिबी भएको जिल्ला भएको छ। केन्द्रीय तथ्यांक विभागको लघु क्षेत्र गरिबी अनुमान प्रतिवेदनका अनुसार कास्की नेपालभरिमै उच्च समृद्धिस्तर भएका जिल्लामा प्रथम स्थानमा परेको हो।
२०५८ सालको प्रतिवेदनमा काठमाडौं प्रथम, भक्त पुर दोस्रो, ललितपुर तेस्रो, कास्की चौथो र चितवन पाँंचौं भएका थिए। एक दशकपछि २०६८ सालको प्रतिवेदनमा राजधानी काठमाडौंलाई उछिन्दै कास्की देशभरिमा नै सबैभन्दा कम गरिबी भएको जिल्ला हुन पुगेको छ।
यस्तै बाजुरा सबैभन्दा न्यून समृद्धिस्तर भएको जिल्लाका रूपमा देखिएको छ। १० वर्षअघिको सिन्धुलीको स्थान लिँदै यो पुछारमा पुगेको हो। राष्ट्रिय योजना आयोगका पूर्वउपाध्यक्ष्य दीपेन्द्रबहादुर क्षेत्रीका अनुसार देशभरिबाट मानिसको चाप काठमाडौंमा बढेकोले सहरी गरिबी बढेको हो। ‘पर्यटन क्षेत्रको आम्दानी र रेमिटान्सको वृद्धिले पनि कास्कीमा गरिबी घटेको हो’, उनले भने।
केन्द्रीय तथ्यांक विभागले दोस्रोपटक विश्व ब्यांकको प्राविधिक सहयोगमा स्थानीयस्तरको गरिबीको दर, गरिबीको विषमता र गरिबीको गहनता अध्ययन गरी प्रतिवेदन तयार गरेको हो। प्रतिवेदनले गरिबीको दरको आधारमा जिल्लालाई २५-२५ वटाका तीनवटा समूहमा वर्गीकरण गरी विगत १० वर्षको अन्तरालमा भएको समृद्धिस्तर निर्धारण गरेको हो।
एक दशकअघिको अनुमानको आधारमा उच्च समृद्धिस्तरमा परेका २५ जिल्लामध्ये अहिले मनाङ, मुस्ताङ, पर्सा, म्याग्दी, धनुषा, सप्तरी, सिरहा, बारा, रौतहट, दोलखा र जुम्ला गरी ११ जिल्ला यो समूहबाट बाहिरिएका छन्।
यी जिल्लाले आफ्नो साबिकको स्थान कायम राख्न सकेनन् तर १० वर्षमा मध्यम वा निम्न समृद्धिस्तरमा रहेका इलाम, पाँचथर, स्याङ्जा, काभ्रेपलान्चोक, तेह्रथुम, धनकुटा, नवलपरासी, धादिङ, नुवाकोट, गोरखा र ओखलढुंगाले समृद्धिको खुड्किलो उक्लेर नयाँ उचाइ हासिल गरेका छन्।
यस्तै नेपालका ७५ जिल्लामध्ये गरिबीको दर सबैभन्दा बढी बाजुरामा (६४ प्रतिशत) र सबैभन्दा न्यून कास्कीमा (चार प्रतिशत) रहेको छ। गरिबीको विषमता र गरिबीको गहनता पनि सबैभन्दा बढी बाजुरामा क्रमश: १९.९ प्रतिशत र ८.२ प्रतिशत छ भने सबैभन्दा कम कास्कीमा क्रमश: ०.८ प्रतिशत र ०.३ प्रतिशत छ। गरिबीको विषमता भन्नाले गरिबबीचको खाडल हो भने गरिबीको गहनता भन्नाले गरिबीको रेखादेखि तल्लो स्तरसम्मको गरिबी हो।
नेपालका ५८ वटा नगरपालिकामध्ये बर्दियाको गुलरिया नगरपालिका (४९.६ प्रतिशत) मा गरिबीको दर सबैभन्दा बढी र पोखरा उपमहानगरपालिका (१.३ प्रतिशत) मा सबै भन्दा कम रहेको छ।
केन्द्रीय तथ्यांक विभागले गरिबीसम्बन्धी सूचक को हिसाब गर्दा प्रतिव्यक्ति वार्षिक १९ हजार दुई सय ६१ रु पैयाँंभन्दा कमलाई गरिबीको रेखा मानेको छ। यसअनुसार दैनिक ५३ रु पैयाँंभन्दा कम आम्दानी हुने व्यक्ति गरिबीको रेखामुनि पर्छ।
लघुक्षेत्र गरिबी अनुमान प्रतिवेदनका अनुसार बाजुराका साथै कालीकोट (५८ प्रतिशत), बझाङ (५७ प्रतिशत), हुम्ला (५६ प्रतिशत), दार्चुला (५३ प्रतिशत) प्राप्त गरी तल्लो स्तरमा पुगेका छन्। तर, कास्की (चार प्रतिशत), इलाम (७.३ प्रतिशत), ललितपुर (७.६ प्रतिशत), काठमाडौं (७.६ प्रतिशत) र चितवन (८.९ प्रतिशत) जिल्लामा भने कुल जनसंख्याको १० प्रतिशतभन्दा कममात्र मानिस गरिबीको रेखामुनि रहेका छन्। क्षेत्रीका अनुसार दैनिक ५३ रुपैयाँले व्यक्ति बाँच्नमात्र पुग्छ।
प्रतिवेदन भन्छ- तराईमा सबैभन्दा गरिब जिल्ला सप्तरी हो। सप्तरीका बासिन्दामध्ये ४० प्रतिशत गरिबीको रेखामुनि छन्। सप्तरी जिल्ला पूर्वाञ्चल विकास क्षेत्रको पनि सबैभन्दा बढी गरिबी दर भएको जिल्लामा पर्छ।
नेपाल जीवनस्तर सर्वेक्षण २०६६/६७ अनुसार गरिबीको दर राष्ट्रिय औषत २५.२ प्रतिशतभन्दा बढी दर भएका जिल्लाको संख्या हाल ४२ छ।
यस्तै १० वर्षअघिको लघुक्षेत्र अनुमानको भन्दा पछि १० वर्षमा जम्मा ५६ जिल्लामा गरिबीको दर घटेको छ भने बाँकी १९ जिल्लामा भने यो दर झन् बढेको छ।
गरिबीको दर सबैभन्दा बढी पाँचथर जिल्लामा पहिलेको ५२.५ प्रतिशतबाट ४१.१ प्रतिशत विन्दुले घटेर ११.४ प्रतिशतमा झरेको छ। त्यसपछि रोल्पामा गरिबीको यो दर ५९ प्रतिशतबाट ३३ प्रतिशतले घटेर २६ प्रतिशतमात्रै भएको छ। इलाम जिल्लाको गरिबीको दरमा ३२ प्रतिशतले कमी आएको छ।
गोरखाको ल्हो र सामागाउँ गाविसमा गरिबीको दर सबैभन्दा उच्च छ भने काठमाडौंको इचंगुनारायण गाविसमा सबैभन्दा कम छ। केन्द्रीय तथ्यांक विभाग घरपरिवार सर्वेक्षण शाखाका निर्देशक डिल्लीराज जोशीले गरिबी न्यूनीकरणका कार्यक्रमलाई भौगोलिक रूपमा लक्षित गर्न गरिबीको लघुक्षेत्र अनुमानले सहयोग गर्ने बताए।
सरकारको नीतिहीनताको सिकार
कुनै नगरपालिकामा गरिबीको दर पहिलेभन्दा बढेको छ भने कतै घटेको छ। गरिबीको विषमता र गहनतामा पनि पहिलेको तुलनामा घटबढ भएको छ। अघिल्लो अनुमानको आधारमा उच्च समृद्धिस्तरमा परेका १९ नगरपालिकामध्ये अहिले भद्रपुर, काठमाडौं, ललितपुर, भक्त पुर, कीर्तिपुर, मध्यपुर ठिमी, रत्ननगर, सिद्धार्थनगर र नेपालगन्ज गरी नौवटा नगरपालिका सो मूहबाट तल झरेका छन्।
तीमध्ये आठवटा मध्यम स्तरमा झरे भने भक्तपुर निम्नस्तरको समूहमा परेको छ। यी नगरपालिकाले आफ्नो साविकको स्थान कायम राख्न सकेनन् र त्यहाँ पहिलेभन्दा गरिबीको दर झन् उच्च भएको छ। सो समूहमा पहिले मध्यम वा निम्न समृद्धिस्तरमा रहेका खाँदबारी, इटहरी, भीमेश्वर, धुलिखेल, पनौती, विदुर, गोरखा, व्यास र वालिङ नगरपालिकाले समृद्धिको खुडकिलो उक्लेर नयाँ उचाइ हासिल गरेका छन्।
यसरी अहिले पनि कास्की जिल्लाका दुईवटै नगरपालिका पहिलेझैं समृद्धिस्तरको सर्वोच्च पाँचभित्रै अडिग रहेका छन् भने काभ्रे जिल्लाका तीनवटै नगरपालिकाले उच्च समृद्धिस्तर हासिल गर्न सफल भएका छन्।
प्रतिवेदनअनुसार काठमाडौं उपत्यकाका पाँचवटै नगरपालिकाको समृद्धिस्तर पहिलेको तुलनामा खस्किएको छ।
त्यस्तै गरिबीको विषमता र गहनतासमेत वृद्धि भएका नगरपालिकामा भक्तपुर, अमरगढी, काठमाडौं, कीर्तिपुर, दिपायल, ललितपुर, मध्यपुर ठिमी, कपिलवस्तु र गुलरिया हुन्।
यसरी ४६ नगरपालिकाको गरिबीको दर राष्ट्रिय गरिबी दर (२५ प्रतिशत) भन्दा कम भए पनि ३५ वटा नगरपालिकामा पहिलेभन्दा गरिबीको रेखामुनि रहेका मानिसको संख्या थपिएको छ। हाल नेपालको सहरी क्षेत्रमा मात्रै पाँच लाख ७५ हजारभन्दा बढी गरिब बसोवास गर्छन्। पहिले २०६३ को लघुक्षेत्र अनुमानअनुसार ५८ नगरपालिकाभित्र करिब चार लाख मात्र गरिब थिए।
अहिलेका कुल सहरी गरिबमध्ये करिब एकचौथाइ काठमाडौं उपत्यकाका पाँचवटा नगरभित्रै बसेका छन्। बर्सेनि उपत्यकाको सहरी क्षेत्रमा १४ हजारभन्दा बढी गरिब थपिएका छन्। काठमाडौं महानगरका साथै विराटनगर, ललितपुर र वीरगन्ज उपमहानगरभित्र बस्ने गरिबको संख्या दुई लाखको हाराहारीमा छ।
यस लघुक्षेत्र अनुमानको आधारमा नेपालमा गरिबीको रेखामुनि रहेका मानिसको संख्या निकाल्ने हो भने जिल्लागत गरिबी दरको आधारमा ६१ लाख ४८ हजार, इलाकागत गरिबी दरको आधारमा ६१ लाख ५९ हजार र लक्षित क्षेत्रगत गरिबी दरको आधारमा नेपालमा गरिबीको रेखामुनि रहेका मानिसको संख्या ६१ लाख ६० हजार रहेको देखिन्छ।
