Investment Board of Nepal approves investment worth Rs 8.84 billion

Investment Board of Nepal (IBN) has approved an investment of Rs 8.84 billion for the development of the 54 megawatt (MW) Lower Apsuwa Hydropower Project.

A Board meeting held today took the decision to approve the investment, IBN spokesperson Pradhumna Prasad Upadhyay confirmed.

Likewise, the IBN has decided to form a dialogue committee under the leadership of the CEO to table a proposal on project development agreement (PDA), financing modality and other issues regarding the West Seti Hydropower Project. 

The meeting chaired by the chairman of the IBN Prime Minister KP Sharma Oli has also entrusted the Board's CEO to submit the feasibility study report of Kathmandu-Hetauda-Birgunj podway project and development and operation of Panchkhal Special Economic Zone (SEZ) as well as provide the survey license for the projects.

The IBN meeting also provided approval to the developer company Karnali Transmission Company for the Environmental Impact Assessment (EIA) and feasibility study of the new route alignment for the development of transmission line for the Upper Karnali Hydropower Project of 900 MW.

Deputy Prime Minister and Finance Minister Bishnu Prasad Paudel, Physical Infrastructure and Transport Minister Devendra Dahal, National Planning Commission (NPC) vice chairman Prof Dr Shivaraj Adhikari, chief secretary Eaknarayan Aryal, central bank governor Dr Bishwo Nath Paudel and other top ranking officials attended the meeting.

Nepal eager to welcome private sector investment in energy: NICCI President

Nepal-India Chamber of Commerce and Industry (NICC) led by president Sunil KC met with the visiting Indian Minister for Power, Housing and Urban Affairs Manohar Lal Khattar on Wednesday and appraised him of energy cooperation possibilities between the private sectors of two neighbouring countries.

During the meeting, NICCI president KC appraised him of immense possibilities of energy cooperation between the private sectors of both the countries as the Power Trade Agreement has already been signed by two governments. “NICCI will help facilitate the investment in energy from Indian private sector to take maximum benefit from recently signed Power Trade Agreement,” KC said, adding that the Business-to-Business (B2B) collaboration is key to expand the horizon of the trade and investment between the two South Asian neighbours. “The recent Nepal-India power deal followed by Tuesday’s signing of memorandum of understanding on cross border transmission line has opened new avenues for both the countries to join hands in economic development.”

Nepal and India signed a crucial memorandum of understanding (MoU) on cross border transmission line on Tuesday in the presence of Minister for Energy, Water Resource and Irrigation Deepak Khadka and visiting Indian Minister for Power, Housing and Urban Affairs Khattar. The MoU, signed as per the agreement made by the 12th meeting of the Nepal-India Secretary Level Joint Directive Committee held in New Delhi two months ago, will help establish a joint company for the construction of 400 KV Inaruwa-New Poorniya and Dodhara-Bareli Transmission Line.

The Indian Minister arrived Kathmandu on Tuesday at the invitation of Minister for Energy, Water Resources and Irrigation Khadka, and is leaving for New Delhi Wednesday evening. 

Immediately after arriving Kathmandu, the visiting India Minister Khattar along with Minister Khadka jointly inspected the Arun III Hydropower Project in Sankhuwasabha also.

The visiting Minister Khattar said that Nepal is a country with immense hydropower potential and that prosperity can be achieved through the energy sector. Stressing that the Arun III Hydropower Project should be completed on time as it would benefit both the countries, he said Indian government is ready to invest more in Nepal's hydropower sector.

Earlier, the Governments of India and Nepal signed a long-term Power Trade Agreement on January 4, 2024. The 25-year long deal aims to export 10,000 megawatts (MW) of electricity to India in the next ten years.

NICCI has been facilitating trade and economic ties between Nepal and India. “NICCI will be happy to welcome more private sector power players in Nepal,” KC added. On the occasion, KC presented visiting Minister Khattar, the token of love on behalf of NIICI, and the ‘Business Climate Survey for Indian Companies in Nepal’ done by NICCI to promote Indian investment in Nepal.

Basant Chaudhary's BLC Holdings and Hiranandani Group's Yotta to build a Tier 3 data center in Nepal

Basant K Chaudhary led BLC Holdings and India's Yotta Data Services Pvt Ltd today signed an agreement to build the first-ever super cloud data center in Ramkot.

BLC managing director (MD) Megha Chaudhary and chief executive officer (CEO) of Yotta Sunil Gupta signed the agreement on behalf of their respective companies during the opening session of the Nepal Investment Summit 2024.

Under the agreement, the two will jointly build a data center in Ramkot at the estimated cost of around Rs 3 billion.

This is a crucial forward leap for Nepal in the data center space, according to the information of the BLC Holdings. "It also presents a solid opportunity for the Indian company to tap into the Nepali market."

BLC Holdings is owned by Basant K Chaudhary whereas Yotta Digital Services is a subsidiary of Indian conglomerate Hiranandani Group.

Hiranandani Group -- owned by billionaire brothers Surendra Hiranandani and Niranajan Hiranandani -- is one of the reputed real estate company in India, who has investments in health and service sectors also. 

Both the companies called the collaboration an important milestone.

According to Yotta, it will leverage local resources, regulatory capacity and local relationships, as well as BLC’s customer network, apart from strengthening Nepal’s access to its major platform, which will enable Nepal to access global expertise, international standards, and advanced technologies.

The data center will spread over 11 ropani of land in Ramkot, according to the BLC Holdings. "It produces an IT load of up to 4 megawatts. It will be a modern and advanced infrastructure, equipped with modern safety protocols."

In addition, it will also offer services to both enterprise and hyperscale customers, the company added.

Nepal’s first-ever 'super cloud' tier 3 data center is named 'K One'.

BLC MD Chaudhary, after signing the agreement, said that the K one data center in Ramkot will develop an IT ecosystem in Nepal. "It will be designed by Global Hyper Scalers," she said, adding that it will significantly boost Nepal’s profile in the data center industry and help create employment opportunities in the construction and IT industries.

The agreement includes cooperation for the establishment of world-class data centers, cloud services and artificial intelligence platform services in Nepal, Chaudhary added.

Yotta has two operational data centers, Yotta NM1 in Navi Mumbai and Yotta D1 in Greater Noida, Delhi.

Nepal-Qatar Joint Business Council formed

A Joint Business Council between Nepal and Qatar has been established, which includes the private sectors of both the nations.

An agreement was reached between the two chambers today (on Wednesday) for the establishment of a council headed by president of Federation of Nepalese Chambers of Commerce and Industry Chandra Prasad Dhakal and president of Qatar Chamber Sheikh Khalifa bin Jassim Al Thani, in Kathmandu.

The agreement was signed by FNCCI president Chandra Prasad Dhakal and Qatar Chamber president Sheikh Khalifa bin Jassim Al Thani in the presence of Emir Sheikh Tamim bin Hamad Al Thani of Qatar and Prime Minister Pushpa Kamal Dahal.

The council will work in the areas of business expansion, investment promotion, technology transfer and tourism promotion, according to a press note issued by the FNCCI.

The Joint Business Council will be a permanent mechanism for dialogue with Qatar, a Gulf country experiencing rapid economic growth, the press note reads adding that the purpose of the Joint Business Council is to increase cooperation and understanding between the private sectors of Nepal and Qatar.

The council will play an effective role in attracting investments from Qatar and also expanding trade with the Gulf nation, which is known as a work destination for Nepalis. There is a high demand for agricultural products, water, herbs, spices and spice products in the Gulf countries. As Qatar is an investment destination due to its rapid economic expansion, the Joint Business Council will play an effective role in attracting investments in Nepal. The council will also work in the field of tourism promotion, it adds.

After the establishment of the council, cooperation between the two chambers is expected to further intensify and presidents of both the chambers are of the opinion that it will help in investment and business expansion.

"This agreement will further increase cooperation in the coming days," president of the Qatar Chamber Sheikh Khalifa bin Jassim Al Thani said, after signing the agreement.

Likewise, FNCCI president Chandra Prasad Dhakal said that there will be more initiatives taken through the council to increase cooperation between Nepal and Qatar. "The council will continue to work to benefit Nepal from Qatar's rapid economic development," he said adding that the establishment of the Joint Business Council will help in attracting more investments in hydropower, tourism infrastructure, agro-processing and information and communication technology sectors.

In addition, the agreement between FNCCI and Qatar Chamber has also been renewed. The new agreement was signed by FNCCI president Dhakal and Qatar Chamber president Al Thani.

The agreement was also signed in the presence of Sheikh Tamim bin Hamad Al Thani, Emir of Qatar and prime minister of Nepal Pushpa Kamal Dahal.

The first agreement between FNCCI and Qatar Chamber was signed in 2005. Since then, the two chambers have been cooperating in various ways for investment and business promotion.

लगानी सम्मेलनलाई फास्ट ट्रयाकमा कानुन संशोधन गर्ने तयारीमा सरकार

 काठमाडौं । सरकारले लगानी सम्मेलन अगावै नेपालमा लगानीका लागि अवरोध मानिएका कानुन संशोधन गर्ने जनाएको छ ।

कानुन संशोधनको लागी निजी क्षेत्र समेतको सहभागितामा गठित नीतिगत, संरचनागत एवं प्रक्रियागत सुधारका लागि सुझाव कार्यदलले सूची बुझाइसके पनि सरकारको तर्फबाट ती कानुन संशोधनका लागि प्रतिनिधि सभामा लैजान बाँकी छ ।

आउँदाे वैशाख १६ र १७ गते (अप्रिल २८ र २९) गते आयोजना गर्न लागिएको लगानी सम्मेलन आयोजक समितिअन्तर्गत मौजुदा नीतिगत, संरचनागत एवं प्रक्रियागत सुधारका लागि सुझाव कार्यदलले दिएको संशोधन सुझावलाई प्रतिनिधि सभामा लगेर छलफल गरि पारित गर्न सरकारसँग दुई महिना पनि बाँकी छैन ।

लगानी सम्मेलनको अघिल्लो दिन कानुन संशोधन गरेर लगानीकर्ता कन्भिन्स हुन नसक्ने भएका कारण समयको दबाब बढ्दै छ। त्यसैले सरकारले ‘लगानी सहजीकरण गर्न केही नेपाल ऐन संशोधन गर्न बनेको विधेयक, २०८०’ मन्त्रिपरिषदबाट प्रतिनिधि सभामा लैजाने तयारी गरेकाे हाे ।

नेपाल उद्योग वाणिज्य महासंघका अध्यक्ष तथा नीतिगत, संरचनागत एवं प्रक्रियागत सुधारका लागि सुझाव कार्यदलमा निजी क्षेत्रका प्रतिनीधि चन्द्र ढकाल सरकारले फास्ट ट्रयाकमा कानुन संशोधन प्रकृया अगाडि बढाउने प्रतिबद्धता जनाएको बताउँछन्।

उनका अनुसार निर्देशक समितिले छलफल गरेर कानुन सुधारका सुझाव मन्त्रीपरिषदमा पठाइने छ । मन्त्री परिषदले प्रतिनिधि सभामा पेश गर्ने तयारी गरेको छ ।

कुनै पनि देशका लगानीकर्ताले लगानी गर्दा आफ्ना वस्तु तथा सेवाको सम्भाव्य बजार, बजारमा प्रवेश तथा नाफा फिर्ता लैजान सहजीकरण, कानुनी र प्रशाशनिक झंझट भए नभएको तथा राजनीतिक जोखिम हो । प्रतिस्पर्धी वस्ताु तथा सेवाको लागि नेपालमा नेपालको मात्रै नभएर छिमेकी देश भारत तथा चीनको बजार पनि छ । तर, कानुनी तथा प्रशासनिक झमेला भने नेपालमा बढि भएको स्वदेशी र विदेशी लगानीकर्ताको ठम्याइ छ ।

त्यसैले सबैभन्दा पहिला कानुन संशोधनमा जोड दिनु पर्ने लगानीकर्ताहरु बताउँछन् । त्यसैले नेपालमा लगानी प्रवर्द्धनका लागि लगानी बोर्डको कार्यालयलाई कानुनी र संरचनागत अधिकारसहित स्वायत्त तथा अधिकारसम्पन्न बनाउने र हाल अन्तर मन्त्रालय तथा निकायमा छरिएर रहेका लगानीका कानुनलाई एकीकृत बनाएर वा विन्डो पोलिसी (एक प्रवेशद्धार) को नीति चाहिने हाल नेपालमा लगानी गरिरहेका लगानीकर्ताहरु बताउँछन् । उनीहरुका अनुसार प्रतिफलको हिसाबले नेपाल लगानीको लागि उपयुक्त मुलुक भएपनि कानुनी तथा प्रशाशनिक झंझट तथा त्यसले सिर्जना गरेको अनिश्चयको वातावरणमा नयाँ लगानीकर्ता नेपाल आउन हच्केका हुन् ।

त्यसैले कानुनमा सुधारका लागि सिफारिस गर्न गठिन कार्यदलले एक दर्जन ऐन तथा नियमावली संशोधन गर्न सिफारिस गरेको छ । कार्यदलले औद्योगिक व्यवसाय ऐन २०७६, विदेशी लगानी तथा प्रविधि हस्तान्तरण ऐन २०७५, विशेष आर्थिक क्षेत्र ऐन २०७३, वन ऐन २०७६, राष्ट्रिय निकुञ्ज तथा वन्यजन्तु संरक्षण ऐन, २०२९ लगायत ऐनका व्यवस्था संशोधनको सुझाव दिएको छ ।

यसका साथै, भूमिसम्बन्धी ऐन २०२१, जग्गा प्राप्ति ऐन २०३४, वातावरण संरक्षण ऐन २०७६, विद्युतीय कारोबार ऐन २०६३, नागरिक उड्डयन ऐन, २०५३ का व्यवस्थामा पनि संशोधन गर्न सुझाव दिएको छ । विदेशी लगानी तथा प्रविधि हस्तान्तरण नियमावली, २०७७ र वन नियमावली, २०७९ मा समेत संशोधन तथा विद्यमान अन्य केहि ऐन कानुन परिमार्जनका लागि कार्यदलले सुझाव दिएको छ ।

लगानी सम्मेलन निर्देशक समितिको विहीबार बसेको तेस्रो बैठकले नीति, कानून तथा संरचनागत सुधार कार्यदलका संयोजक एवं प्रधानमन्त्री तथा मन्त्रिपरिषद् कार्यालयका सचिव अर्यालको समितिले बुझाएका ती कानूनी तथा नीतिगत सुधारको प्रतिवेदनका बारेमा छलफल गरेको थियो ।

विभिन्न देशका लगानीकर्तालाई नेपालमा बोलाएर लगानी गर्नका लागि आश्वस्त पार्न सरकारले देखाउने पत्यारिता आधार तयार गर्नेक्रममा पहिलो आवश्यकता मौजुदा कानुनमा सुधार नै भएको निर्देशक समितिको पनि निक्र्यौल छ ।

त्यसैले बैठकमा अर्थमन्त्री तथा निर्देशक समितिका संयोजक डा. प्रकाशशरण महतले नेपालमा लगानी गर्न अन्तरराष्ट्रिय लगानीकर्ताबाट चासो प्राप्त भइरहेको बताउँदै नेपाली लगानीकर्ता एवं गैरआवासीय नेपालीलाई समेत आकर्षित गर्न कानूनी र नीतिगत सुधारमा सरकारले कुनै कसर बाँकी नराख्ने बताए ।

सचिव अर्यालले निर्देशक समितिमा प्रस्तुत गरेको कानूनी तथा नीतिगत सुधारका सम्बन्धमा तयार भएको प्रतिवेदनमा समितिका केहि सुझाव भए समावेश गरेर ‘लगानी सहजीकरण गर्न केही नेपाल ऐन संशोधन गर्न बनेको विधेयक, २०८०’ मन्त्रिपरिषद्को स्वीकृतिपश्चात् अनुमोदनका लागि संसद पठाउने तयारी गरिएको महासंघका अध्यक्ष ढकालले जानकारी दिए ।

कार्यदलले औद्योगिक व्यवसाय ऐन, २०७६ मा स्टार्टअप उद्यम तथा व्यवसायको परिभाषा थप गर्न आवश्यक रहेको, थप प्रोत्साहन, छुट, सुविधा, सहुलियत प्रदान गर्न सक्ने व्यवस्था ऐनमा राख्न सुझाव दिएको छ भने विदेशी लगानी तथा प्रविधि हस्तान्तरण ऐन, २०७५ को दफा २ को खण्ड (ग) मा संशोधन गरी गैरआवासीय नेपालीको परिभाषा संशोधन गर्न सुझाव दिएको छ ।

यसैगरि, विशेष आर्थिक क्षेत्र ऐन, २०७३ संशोधन गरि विशेष आर्थिक क्षेत्रमा स्थापना भएका उद्योगले उत्पादन सुरु गरेको तीन वर्षसम्म कम्तीमा १५ प्रतिशत र छ वर्षभित्र कम्तीमा ३० प्रतिशत उत्पादित वस्तु वा सेवा निर्यात गर्नुपर्ने सुझाव कार्यदलले दिएको छ ।

नेपालमा लगानकिा लागि वन ऐन ठुलो तगारोको रुपमा रहेको स्विकार्दै वन ऐन, २०७६ मा ‘वन पैदावार’को परिभाषामा संशोधन गर्न पनि कार्यदलले सुझाव दिएको छ । वनसँगै जोडिएर आउने राष्ट्रिय निकुन्ज तथा वन्यजन्तु संरक्षण ऐन, २०२९ मा पनि विकास निर्माणलाई सहजीकरण गर्न तथा भूमिसम्बन्धी ऐन, २०२१मा रहेको हदबन्दी छुटलाई नियमन गर्नेसम्बन्धी विशेष व्यवस्थामा संशोधन गर्न पनि कार्यदलको सुझाव छ ।

वातावरण सरंक्षण ऐन, २०७६, विद्युतीय कारोबार ऐन, २०६३, नेपाल नागरिक उड्डयन प्राधिकरण ऐन, २०५३ लगायतमा शंसोधन गर्न कार्यदलको सुझाव छ ।

यसअघि पनि निजी क्षेत्रले यसअघि नै २८ कानुन संशोधन, ५ खारेज तथा ३ वटा नयाँ बनाउन सरकारसँग माग गरेको थियो । नेपाल उद्योग परिसंघ (सीएनआई)ले कानुनी समस्या र त्यसले पारेको नकारात्मक प्रभावका कारण जम्मा ३६ वटा कानुन संशोधन, खारेज र नयाँ बनाउने विषयमा सरकारलाई औपचारिक प्रस्ताव गरेको थियो ।

सरकारले कनुनमा सुधार गर्दा अर्थतन्त्र समृद्ध हुने र आर्थिक गतिविधि बढ्ने अनि नेपालमा रोजगारी सिर्जना हुने निजी क्षेत्रको ठम्याइ छ । अन्यथा नेपालले तीव्र आर्थिक वृद्धिको लक्ष्य हासिल गर्न नसक्ने, लगानीको वातावरण नबन्ने र औद्योगिकीकरण हुन नसक्ने ठहर निजी क्षेत्रको छ ।

लामो समयदेखि थाँती रहेका कानुन सुभारको विषयलाई सरकारले बेवास्ता गर्दा स्वदेशी एवं विदेशी लगानीकर्ता नेपालमा लगानी गर्न आत्मविश्वास गुमाउँदै गएको निजी क्षेत्रको ठम्याइ छ ।

के नेपालमा उद्योग नचाहिने नै हो ?

पछिल्लो दुई सातामा नेपाल विद्युत् प्राधिकरणले २३ उद्योगको अर्बौं बिजुली महशुल बक्यौता रहेको भन्दै लाइन काट्यो । तर न त उद्योगमन्त्री बोले न, ऊर्जामन्त्री ।

अर्थमन्त्री डा. प्रकाश शरण महतले उद्योगको बिजुली काट्नु हुँदैन भनेर के भनेका थिए, प्रधानमन्त्रीविरुद्ध बोलेजस्तै गरि प्रचार भयो ।

यसको सिधा-सिधा अर्थ प्रधानमन्त्री नै उद्योग नचलुन् भन्ने चाहन्छन् भन्ने बुझिन्छ । राजनीतिक क्रान्तिमा अग्रगामी छलाङ मारेर तेस्रोपटक सिंहदरबार पुगेका प्रधानमन्त्री पुष्पकमल दाहाल साँच्चै आर्थिक क्रान्ति गर्न चाहँदैनन् त ?

एकथरीको बुझाइ छ कि उद्योगी व्यवसायीहरुले देश लुटे पनि, कर छले पनि समर्थन गर्नुपर्छ । अर्कोथरीको बुझाइमा सबै उद्योगी व्यवसायीहरु देश लुट्ने र कर छल्ने गर्छन् । यी दुबै अतिवादमध्ये हाल प्रधानमन्त्री दाहाल दोस्रोथरीको बुझाइ भएकाहरुको संगतमा रहेको देखिन्छ ।

किनकि, सबै उद्योगी व्यवसायीहरुले देश लुटेका पनि छैनन्, सबैले कर छलेका पनि छैनन् । हरेक पेशा-व्यवसायमा राम्रा अनि नराम्रा पेशाकर्मी हुन्छन् । त्यसको अर्थ त्यो पेशा व्यवसाय नै गलत मान्ने हो भने आज नेपालमा सबैभन्दा बदनाम पेशा राजनीति हो । के सबै नेता भ्रष्टाचारी हुन् त ?

के त्यसोभए प्रधानमन्त्री दाहालदेखि सबै राजनीतिक दलका शीर्षस्थ नेतालाई जेल हालेपछि नेपाल सुध्रन्छ त ? यस्तो भाष्य बनाउनुको अन्तर्य र सबै उद्योगी ब्यावसायी ठग हुन्, कर छल्छन्, ठोक्नुपर्छ भन्ने भाष्य एउटै होइन र ? र यो भाष्य बनाउन प्रधानमन्त्री आफैँ कसरी प्रयोग हुन पुगे ?

हरेक पेशा ब्यवासायीलाई उनीहरुको कर्मको आधारमा मुल्यांकन गर्ने, गलतलाई गलत र सहिलाई सहि भन्ने वा गैरकानुनी काम गरेको भए सजाए दिने कानुनी राज्यको परिकल्पना गरिएको हो भने नेपाल कस्तो राज्य हो, प्रधानमन्त्री दाहालले कस्तो राज्यको परिकल्पना गरेका हुन्, यो गम्भिर प्रश्न हो ।

यसले भोलिको नेपाल कस्तो हुने पनि निर्क्योल गर्छ ।

त्यतिमात्र होइन पराधीन अर्थतन्त्र भएको कुनै पनि मुलुकले विश्वमा आफनो स्वतन्त्र अस्मिता रक्षा गर्न सकेको छैन । नेपाल पनि यदि स्वतन्त्र रहिरहन चाहने हो भने स्वाधीन अर्थतन्त्र बनाउन र देशभित्रै रोजगारी सिर्जना गर्ने वातावरण बनाउनु आवश्यक छ । तर, तथ्यांक कार्यालयका अनुसार आर्थिक वर्ष २०६९/७० मा कुल गार्हस्थ उत्पादनमा उत्पादनमूलक उद्योगको योगदान ६.३५ प्रतिशत रहेकोमा आव २०७९/८० मा खुम्चेर ५.३ प्रतिशत रहने अनुमान छ ।

नेपालमा उद्यम गर्नु, उद्योग खोल्नु अपराध हो भन्ने भाष्य बनाएर नेपालको सार्वभौमिक स्वतन्त्रता जोगिन्छ भन्ने भ्रम छ भने रामराम भन्न मात्र सकिन्छ । यस्तै भाष्यको निर्माणमा सत्तारुढ दलहरु रमाएका कारण पनि संघीय गणतन्त्रको विरोध पनि बढेको हो । राजनीतिक दल तथा नेतृत्वले आफनो अकर्मण्यताको विरोधलाई संघीय गणतन्त्रको विरोध भनेर जति ढाकछोप गरेपनि नेपालीहरु सचेत भैसकेका छन्, अब झुक्किनन् ।

तर, प्रधानमन्त्रीलाई एउटा सरकारी संस्थाको हाकिमले गलत सुचना दिइरहँदा तालुकवाला मन्त्रालयका मन्त्रीहरुको भने चाइँचुइँ पनि छैन । त्यसैले प्रधानमन्त्रीसँगै मन्त्रीहरुको पनि मुल्यांकन हुन्छ नै । डेडिकेटेट तथा ट्रंक लाइनको विजुलीको विवादमा विगत एक सातादेखि बिजुली काटिँदा २३ उद्योग बन्द छन् । तर, यसप्रकरणमा प्रत्यक्ष सरोकार राख्ने मन्त्रालयका मन्त्रीहरु चुपचाप छन्, मानौं केहि भएकै छैन ।

न उद्योग हेर्ने उद्योगमन्त्री रमेश रिजाल बोल्छन् न प्राधिकरणको तालुकवाला मन्त्री ऊर्जामन्त्री शक्ति बस्नेत बोल्छन्, यस प्रकरणमा । मानौं केहि भएकै छैन ।

‘प्राधिकरणको नेतृत्व सिधै प्रधानमन्त्रीबाट परिचालित छ,’ उद्योगीहरु भन्छन् ।

यसको सिधा अर्थ, प्रधानमन्त्री चाहँदैनन् नेपालमा उद्योग चलुन्, नेपालमा रोजगारी सिर्जना होस्, नेपालमा आर्थिक विकास होस् । एउटा सरकारी कार्यालयको हाकिमको इगो तुष्टि गर्न प्रधानमन्त्री नै साथ दिन्छन् भने उद्योगीले लगाएको आरोप सहि नै होला।

नेपालमा उद्योग खोल्नु अपराध नै हो त ?

तर, पूर्वऊर्जामन्त्री समेत रहेका नेकपा माओवादीका नेता जनार्दन शर्मा भने बोलेका छन् । प्राधिकरणले फर्जी बिल काटेको आरोपको खण्डन गर्न सक्नुपर्ने उनले बताएका छन् । आफ्नो सामाजिक सञ्जाल फेसबुकमार्फत पूर्वऊर्जामन्त्री शर्माले टाइम अफ द डे (टीओडी) मिटरमा भएको रेकर्ड सार्वजनिक गर्दै प्राधिकरणले फर्जी बिल काटेको आरोपको खण्डन गर्नुपर्ने बताएका हुन् ।

‘प्रयोग गरेको बिजुलीको बिल तिर्नुपर्छ, प्रयोग नगरेको तिर्नुपर्दैन,’ शर्माले लेखेका छन्, ‘प्राधिकरणले फर्जी बिल काटेको भन्ने आरोपको खण्डन गर्न सक्नुपर्छ । टीओडी मिटरमा रेकर्ड सार्वजनिक गर्नुपर्छ ।’

शर्माले टीओडी मिटरको रेकर्ड सार्वजनिक गर्न नसके प्राधिकरणले दाबी गर्दै आएको वक्यौता झुटो हुने पनि उल्लेख गरेका छन्। उनले नभएको बिल बनाइ, नभएको आम्दानीको आत्मरतिमा रमाउनु गलत भएको बताएका छन् । उनको इसारा उद्योगीले प्रयोग नै नगरेको विजुलीको बिल थमाएर प्राधिकरण नाफामा गरेको देखाएको कुलमानको बठ्याईमा हो ।

देशलाई औद्योगिकीकरण गर्दै विद्युत खपत बढाउने काम गर्नुपर्ने बेलामा उद्योगमा बिद्युत लाइन काट्ने निर्णय ठीक कि बेठीक भनेर बहस चल्नु दुर्भाग्यपूर्ण भएको उनको भनाइ छ । ‘उद्योगको लाइन काटेर महिनौंसम्म छलफल, बहस,अड्डा अदालत गरेर उद्योग बन्द गर्ने/गराउने कार्यले निकासी भइरहेका सिमेन्ट, जस्तापाता लगायतका सामग्रीको उत्पादन बन्द हुदाँ उद्योगीलाई मात्र हैन देशलाई नै घाटा हुन्छ,’ शर्माले लेखेका छन्, ‘तत्काल टीओडी मिटरको रेकर्ड सार्वजनिक गरियोस् , त्यसले नै तिर्नु पर्ने र नपर्ने कुराको छिनोफानो गर्छ ।’

तत्कालीन ऊर्जामन्त्री शर्माकै पालामा प्राधिकरणको प्रवन्ध निर्देशकमा पहिलो पटक कुलमान घिसिङ नियुक्त भएका थिए । घिसिङ यसपाली दोस्रो पटक प्राधिकरणको प्रवन्ध निर्देशकमा नियुक्त भएका हुन् ।

यो समस्या रातारात आएको होइन । लामो समयको विवाद पछि सरकारले नै तत्कालीन ऊर्जासचिव दिनेश घिमिरे संयोजकत्वमा गठित ५ सदस्यीय समिति बनाएको थियो ।

घिमिरेको संयोजकत्वमा गठित ५ सदस्यीय समितिले २०७३ जेठदेखि २०७५ वैशाखमसान्तसम्मको महसुल उठाउँदा उपयुक्त हुने सुझावसहितको प्रतिवेदन दिएको थियो । उद्योगीले करिब ६ अर्ब रुपैयाँ तिरे पुग्ने सिफारिस गरेको उक्त प्रतिवेदन तत्कालीन मन्त्रिपरिषदबाट स्वीकृत भए पनि अहिलेसम्म कार्यान्वयन गरिएको छैन ।

मन्त्रीपरिषद्ले स्विकृत गरेको प्रतिवेदन कार्यान्वयन गर्ने काम कस्को हो ? खोइ मलाइ थाहा छैन । कुनै समय एउटा मकवानपुरे रुदाने थिए, थाहा चाहियो भन्ने । निरंकुशतन्त्रमा थाहा चाहियो भन्ने आँट कमैमा हुन्थ्यो तर गणतन्त्रमा पनि थाहा चाहियो भन्नु परेपछि निरंकुशतन्त्र र गणतन्त्रमा फरक नहुने रहेछ र । प्रधानमन्त्री दाहाल बालकुमारी दुर्घटनामा गणतन्त्रविरुद्ध षणयन्त्र देख्छन् तर देशका रोजगार सिर्जना गर्ने २३ उद्योग बन्द गर्दा षणयन्त्र देख्दैनन् ।

घिमिरेको प्रतिवेदनमा तीनवटा अवधिको कुरा गरिएको छ । विद्युत नियमन आयोगले शुल्क तोक्नु अगाडि २०७२ साउनदेखि पुससम्म बाहेक विद्युत नियमन आयोगले शुल्क तोकेपछिको २०७३ माघदेखि प्राधिकरण आफैले सार्वजनिकरुपमा लोडसेडिंगको अन्त्य भएको घोषणा गरेको २०७५ वैशाखसम्मको बिचको अबधिको मात्र महशुल उठाउँदा उपयुक्त हुने प्रतिवेदनमा उल्लेख छ ।

तर, नेपाल उद्योग वाणिज्य महासंघका पूर्वअध्यक्ष पशुपती मुरारकाका अनुसार त्यस अवधिको पनि टीओडीको डेटाबिना उठाउ भनेर घिमिरेको प्रतिवेदनमा भनेको छैन । ‘हामीले टीओडी डेटाअनुसार तिर्छौं भनेका छौं,’ मुरारका भन्छन्, ‘टीओडीको तथ्यांक हरेक वर्ष डाउनलोड गरेर राख्ने प्राधिकरणकै विनियामावलीमा छ । त्यो देखाइदिएपछि हामी तिर्छौं ।’

यता, प्रतिवेदनमा तीन अवधि भने पनि यस प्रकारणमा पाँच वटा अवस्था रहेको नेपाल उद्योग वाणिज्य महासंघका वरिष्ठ उपाध्यक्ष अन्जन श्रेष्ठ बताउँछन् ।

श्रेष्ठका अनुसार पहिलो (नियमन आयोगले शुल्क तोक्नु अगाडि अर्थात् २०७३ पुस अगाडि), जसलाई घिमिरे संयोजकत्वको आयोगले महशुल उठाउन उपयुक्त देखेन । दोस्रो विद्युत नियमन आयोगले शुल्क तोकेपछि २०७३ माघदेखि प्राधिकरण आफैँले सार्वजनिकरुपमा लोडसेडिंगको अन्त्य भएको घोषणा गरेको २०७५ वैशाखसम्मको मात्र महशुल उठाउँदा उपयुक्त हुने आयोगको सिफरिस भएको अबधि हो ।

तेस्रोमा प्राधिकरण आफैले सार्वजनिकरुपमा लोडसेडिंगको अन्त्य भएको घोषणा गरेको २०७५ वैशाखभन्दा पछि प्राधिकरणले २०७७ साल असारसम्म विलिंग गरेको अवस्थालाई पनि घिमिरे आयोगले शुल्क उठाउन उपयुक्त ठानेको छैन ।

तर, श्रेष्ठका अनुसार तेस्रो मानिएको अवधि अर्थात् प्राधिकरण आफैँले सार्वजनिकरुपमा लोडसेडिंगको अन्त्य भएको घोषणा गरेको २०७५ वैशाखभन्दा पछि विजुलीको नयाँ लाइन लिएकालाई पनि प्राधिकरणले प्रिमियमसहितको बिल पठाएको छ ।

वर्षामान पुन ऊर्जामन्त्री भएको बखत २०७५ वैशाख ३१ मा प्राधिकरणलाई देशका सबै क्षेत्रको लोडसेडिङ अन्त्य भएको सार्वजनिक सूचना जारी भएकोले त्यसैलाई ‘कटअफ डेट’ मानेर यो विवाद समाधान समाधान गर्नुपर्ने उनको भनाइ छ ।

तर, सबै क्षेत्रको लोडसेडिङ अन्त्य भएको सार्वजनिक सूचना जारी भएको पाँच महिना पछि अर्थात् २०७५ भदौ महिनादेखि विजुली जडान भएको सिद्धि लक्ष्मी उद्योगलाई पनि डेडिकेटेड लाइनसरह प्राधिकरणले बिल पठाएको छ । प्राधिकरणले २०७७ असारसम्मको बिल काटेर त्यसबेलाको पनि पैसा तिर्नुपर्छ भनेको छ ।

यस विषयमा विद्युत नियमन आयोगले सोमबार बैठक बसेर फेरि एकपटक गोलमटोल निर्णय गरेको छ । नियामक निकायको अकर्मण्यताले पनि यो विवाद झन् लम्बिने देखिन्छ । किनकि यसलाई प्राधिकरणले महशुल उठाउ भनेको हो भनेर कुलमानले ब्याख्या गर्नेछन् ।

लोडसेडिंगकै बिचमा भैरहवामा चामल मिलजस्ता २४सै घन्टा विजुली नभएपनि र विजुली आउँदमा मात्र चलाएका चामल मिल, मैदा मिलजस्तालाई पनि डेडिकेडेट लाइनको नाममा बिल पठाएको छ । प्राधिकरणले भैरहवाका विभिन्न २२ वटा उद्योगहरुलाई माग्दै नमागि डेडिकेटेड तथा ट्रंक लाइनमार्फत विजुली दिएर भुक्तानीका लागि बिल काटेको सिद्धार्थनगर उद्योग वाणिज्य संघका अध्यक्ष ठाकुर श्रेष्ठ बताउँछन् ।

उनका अनुसार प्राधिकरणले बिजुलीको आवश्यकता नै नभएको उद्योगहरुलाई पनि डेडिकेटेड तथा ट्रंक लाइनबाट विद्युत आपूर्ति दिएको भन्दै बिल काटेको थियो । किनकि तत्कालीन विद्युत् महसुल निर्धारण आयोगले डेडिकेटेड लाइन हुन २४ सै घण्टा निरन्तर विद्युत् आपूर्ति हुनुपर्ने र ट्रंक लाइन हुन ६ घण्टाभन्दा लोडसेडिङ भएको बेलामा २० घण्टाभन्दा बढी विद्युत् उपभोग गरेको हुनुपर्ने निर्णय गरेको थियो ।

‘धान मिल, मैदा मिललगायतका उद्योगहरुलाई पनि प्राधिकरणले डेडिकेटेड तथा ट्रंक लाइनबाट विद्युत आपूर्ति दिएको भन्दै बिल पठाएको छ,’ उनी क्लिकमान्डुसँग भन्छन्, ‘डेडिकेटेड र ट्रंक लाइन माग्दै नमागेको उद्योगलाई पनि छुट बिल भनेर २०७५ पछि दिइएको छ, जुन अन्यायपूर्ण छ ।’

उनका अनुसार धान मिल, मैदा मिललाई डेडिकेटेड लाइन आवश्यक नै थिएन । तर, उनीहरुले पनि तिर्दै पर्छ भनेर बिल पठाइएको छ । उद्योगको प्रकृत्तिअनुसार उनीहरुको उद्योग विजुली आउँदा चल्ने र नआउँदा नचलाउने उनको भनाइ छ ।

श्रेष्ठकाअनुसार प्राधिकरणले २०७२ सालदेखि डेडिकेटेड तथा ट्रंक लाइनको विद्युत प्रयोग गरेको भन्दै चार वर्षपछि बिल पठाएर अन्याय गरेको छ । ‘२०७२ सालको बिल दुई चार महिनापछि आउनुपर्ने हो । तर, चार वर्षपछि आउँछ त बिल,’ उनी भन्छन्, ‘प्राधिककरणले २०७७ सालमा बिल पठाएको थियो ।’

भैरहवाका स्थानीय उद्योगी चन्द्रमान श्रेष्ठका अनुसार पनि नियमितरुपमा बिल तिर्दै आएका उद्योगहरुलाई पनि छुट बिल भन्दै ट्रंक लाइनको भुक्तानीका लागि प्राधिकरणले पत्र पठाएको थियो । २०६५/०६६ मा स्थापना भएको उनको भलवारी स्वचालित चामल कारखाना बुटवलबाट लुम्बिनी औद्योगिक कोरिडोरसम्म रहेको औद्योगिक लाइन भनेर प्राधिकरणसँग ३३ केभीको लाइनबाट सञ्चालन गरिएको थियो ।

नियमति रुपमा विद्युत महसुल भुक्तानी गरिरहेका चन्द्रमान श्रेष्ठ २०७६ मा भने प्राधिकरणले छुट बिल ४७ लाखको बिल पठाएको बताउँछन् । ‘हामीलाई एक्कासी २०७६ सालमा आएर २०७२ सालदेखि ट्रंक लाइनमा पर्यो भनेर त्यो बेलामा ४७ लाख जति बुझाउनुपर्छ भनेर बिल आएको थियो,’ उनी भन्छन् ।

आफूले माग नै नगरेको र प्रयोग नै नगरेको ट्रंक तथा डेडिकेटेड लाइनको बिल पनि तिर्न भन्दै प्राधिकरणले पत्राचार गरेपछि भैरहवाका उद्योगीहरुले ऊर्जामन्त्रीदेखि अन्य सम्बन्धित निकायमा पनि धाएका थिए ।

तर, विद्युत प्राधिकरणका प्रबन्ध निर्देशन कुलमान घिसिङ्गले भने मन्त्रीमार्फत यो बिल आएको भन्दै यो विषय आफ्नो हातबाट छुटिसकेकाले केही गर्न नसक्ने भन्दै जवाफ पठाएर पन्छिएका छन् । यस्तै, प्राधिकरणको प्रादेशिक तथा क्षेत्रीय कार्यालयमा सम्पर्क गर्दा भने त्यस विषय माथिबाटै निर्णय भएको भन्दै उनीहरु पन्छिएको पनि उनले बताए ।

नयाँ मिल क्षेत्रमा रहेको १९ उद्योगहरुले प्राधिकरणले पठाएको बिलको विषयलाई लिएर स्थानीय प्रादेशिक र क्षेत्रिय कार्यालयमा निवेदन दिँदा केहि नभएपछि उद्योगीहरुले तत्कालिन उर्जा मन्त्री वर्षमान पुनलाई भेटेको बताउँछन् श्रेष्ठ ।

त्यस्तै, विष्णु पौडेल ऊर्जामन्त्री रहेको बेला उनलाई पनि भेटेर आफ्नो समस्या समाधान गर्नका लागि सहयोग मागिएको श्रेष्ठले सुनाए । ‘ऊर्जामन्त्री विष्णु पौडेलले उद्योगी मर्कामा परे मिलाउनु पर्यो भनेर कुलमान जीलाई भन्दा यो त मेरो हातबाट छुट्यो, गोली छुटिसक्यो । मैले पत्र लेखिसकें । सम्पूर्ण कुरा निर्णय भइसक्यो । अब यसमा तपाईंहरुले क्याबिनेटबाट निर्णय गर्नुपर्यो, म त सक्दिनँ भनेर कुलमानले भन्नु भयो भन्दै विष्णु पौडेलले सुनाउनु भयो,’ उनले भने ।

‘प्राधिकरणका कर्मचारीहरुले नै पनि उद्योगीलाई मर्का चाहिँ परेको हो तर, हामीले केही पनि गर्न सक्दैनौं भन्छन्,’ उनले भने, ‘तपाईंलाई हामीले पत्र काटिसक्यौं । अब मैले लिन हुँदैन भन्यो भने मलाई गल्ती देखिन्छ । म कारबाहीमा पर्ने काम गर्दिन भनेर त्यहाँको हाकिमले भनेपछि हामी निराशा भयौं ।’

हाल प्राधिकरणले थप छुट बिल भन्दै पठाएको विषय उच्च अदालतमा रहेको श्रेष्ठले बताए ।

यता प्रमाणका आधारमा मात्रै बक्यौता उठाउनुपर्ने पूर्व ऊर्जामन्त्रीहरुले भन्दै गर्दा उता प्रधानमन्त्रीको आड पाएका प्राधिकरणका प्रबन्ध निर्देशक भने झन् उग्र बन्दै गएका छन् । प्रधानमन्त्रीसँग उद्योगीले भेटेकै राती उनले १४ वटा उद्योगको थप लाइन काटेर २३ पुर्याए ।

तर, किन कुलमान उग्र भइरहेका छन् भन्ने प्रश्नको उत्तर सहज भएको पनि उद्योगीहरु बताउँछन् । आइतबार पत्रकार सम्मेलनमा कुलमानमाथि पनि छानबिन गर्नु पर्ने बताउँदै उनीहरुले कुलमानले उद्योगीहरुलाई काटेको बिलको रकम प्राधिकरणको हिसाबमा नाफामा देखाइसकेको पनि जानकारी दिए । यदि अब यो रकम उठाउन सकेनन् भने प्राधिकरणको वासलातमा नाफा देखाइएको रकमको जिम्मेवारी लिने मात्र होइन कानुनको कठघरामा उभिनु पर्ने निश्चित छ ।

अचानक प्राधिकरणलाई नाफामा लगेको भनेर वाहवाहि पाएका कुलमानलाई कानुनको कठघराभन्दा प्रधानमन्त्रीको साथ पाउँदा केहि दिन सहज त होला तर नेपाल कानुनी राज्य हो भने एकदिन उनी कानुनको कठघरामा उभिनु नै पर्छ ।

उद्योगीका अनुसार उद्योगीले पनि कानुन मान्नु पर्छ, प्राधिकरणले पनि नेपालको कानुन मान्नु पर्छ । ‘हामी प्राधिकरणलाई कानुन मान्नुहोस् आफनै विनियमावली अनुसार काम गर्नु होस् भनिरहेका छौं, प्राधिकरणको विनियमावली हामीले बनाएको होइन नी !’ उनीहरु प्रश्न गर्छन् , ‘तर, प्राधिकरणले आफ्नै विनियमावली विपरित कानुनभन्दा माथि भएर काम गर्दा नेपालमा औद्योगिक वातावरण विगार्न उद्योगीको मानमर्दन गर्दा कसरी लगानी बढ्छ ?’

उनीहरुले भने झैं के नेपालमा उद्योग नचाहिने नै हो त ? 

के नेपालमा उद्योग खोल्नु अपराध नै हो त ?

सधैं अनावश्यक किचलो झिकेर रमिता देखाउने गैर आवासीय नेपाली संघ खारेज पो गर्ने कि !

सन् २००९ मा ६ घन्टाका लागि जर्मनीका रामप्रताप थापा गैर आवासीय नेपाली संघका (एनआरएनए) अध्यक्ष भए तर देवमान हिराचनले स्वीकार नगरेर चुनावमा नै जाने जिद्दी गरेपछि थापाले छोडिदिए, अनि हिराचन सर्बसम्मत अध्यक्ष भए । त्यतिबेलासम्म एनआरएनएमा चुनाव गर्ने प्रचलन सुरु भैसकेको थिएन । अझ भनौं एनआरएन संस्थागत नभएर एउटा अभियानकै रुपमा थियो । संगठित हुँदै थियो ।

यसबीच लन्डनको थेम्सदेखि न्यूयोर्कको हड्सन नदीमा धेरै पानी बगिसकेको छ । भन्न त बागमतिमा पनि धेरै पानी बगिसकेको छ भन्छन् । तर, बागमतिमा पानीमात्र बग्दैन । साप्ताहिक बागमति सफाइका नारा पनि सुनिन अब छोडिसके । किनकि, नेपालमा सरसफाइ गर्नु धेरै कठिन छ, चाहे नदी होस् वा संघसंस्था ।

वितेका वर्षहरुमा एनआरएनए नेपालमा दर्ता भयो, वालुवाटारमा आफ्नै भवन पनि बनायो, तर संस्थागत हुन सकेन । किनकि, नेतृत्वमा आउन होडबाजी बढ्यो । हरेक चुनाव विवादित हुँदै गए । केहि विवाद बाहिर आए, धेरै आएनन् किनकि गैर आवासीय नेपालीले नेपालमा गरेको लगानी पनि बढ्दै थियो, नेपालभित्र उनीहरुप्रतिको धारणा सकारात्मक थियो । सरकारले एनआरएनका मागहरु पनि पूरा गर्दै गयो ।

नेपालका अन्य सबै संघ संस्था झैं अग्रजहरुका त्याग तथा नियमित संघर्षले संस्थागत भएको एनआरएनए संस्था त बन्न सकेन नै, अभियान पनि आफ्नो मूल बाटोबाट भड्किन थाल्यो । एक पटकका नेपाली सधैंको नेपाली भन्ने नारा जस्तै विदेशका ज्ञान, सीप, प्रविधि तथा पुँजी नेपाल भित्र्याउलान् भनेका गैर आवासीय नेपालीहरु आफ्नै ‘जेनेटिक’ संक्रमणमा परे।

संसारभर छरिएर रहेका एनआरएनएबाट नेपाली समाजले उनीहरुले त्यहाँ सिकेको सीप, संस्कार र देखेको विकासको ज्ञान मातृभूमिमा बाँडेर फेरि काममै फर्केलान् भन्ने हो । तर, उनीहरुले झनै झैझगडा, संकुचित मानसिकता र असभ्यता सिकाएपछि त्यस्तो संस्थाको औचित्यमाथि जनस्तरबाटै प्रश्न उठ्न थालेको छ । जुन स्वाभाविक पनि हो ।

आजका मितिमा एनआरएनए उद्देश्यविहीन नै भएको हो कि झैं पनि देखिन्छ । एनआरएनएमा आफ्नो जीवनको लामो कालखण्ड अर्पण गरेका जुगल भुर्तेल पनि अब एनआरएनए उद्देश्यविहीन भएको स्वीकार्छन् ।

‘जुन उद्देश्यका लागि एनआरएनए संगठन बनाइएको थियो, नेपाल सरकारले कानूनीरुपमा दिन मिल्ने ती करिब करिब सबै पूरा गर्दिसकेका कारण अब एनआरएनएले आफनो उद्देश्यमा पुन:विचार गर्नु आवश्यक छ,’ भुर्तेल भन्छन् ।

नेपाली समाजको मनोविज्ञान किन यति धेरै आत्मपीडक छ, त्यो त समाजशास्त्री र मनोविद्ले बताउलान् । तर, पढेलेखेका विदेशमा बसेका, नेपाल बाहेकका देशको समाज सुनेका मात्र होइन, देखे, भोगेका नेपालीहरु पनि आत्मपीडक हुनु नेपालको विकासमा उनीहरुबाट गरिएको आड भरोसाको पनि अवसान हो ।

संस्था उद्देश्यविहीन भएकै कारण सन् २००९ मा जर्मनीका रामप्रताप थापा एनआरएनएका ६ घन्टे अध्यक्ष भएको त्यहि सोल्टी होटेलमा करिब एक दशक आधापछि सन् २०२३ मा एनआरएनएको नेतृत्वको लागि डा बद्री केसी, आरके शर्मा अनि महेश श्रेष्ठबीच त्रिपक्षीय चुनाव भयो ।

पहिलो पटक भएको भनिएको अनलाइन भोटिङमा केसीले चुनाव जिते । तर, अनलाइन भोटिङमा धाँधली भएको भन्दै आरके शर्मा र महेश श्रेष्ठले समानान्तर समिति बनाए । त्यतिमात्र होइन गैरआवासीय नेपाली संघको घर झगडा बढेर हात हालाहालसम्म पुग्यो ।

संघको कार्यालयमा निर्वाचित अध्यक्ष केसीले युवासंघलाई बोलाएर कब्जा गर्न खोजेको भन्दै आरके शर्मालगायतले विरोध गरेपछि दुईपक्षीय विवादका क्रममा हात हालाहाल भयो । संघको कार्यालयभित्र भएको कुटपिटको घटनामा संलग्न रहेको आरोपमा प्रहरीले उदयपुर घर भएका युवा संघका कार्यकर्ता दीपेन्द्र तामाङलाई गिरफ्तार पनि गर्यो ।

दशौं विश्व सम्मेलनदेखि नै विश्वभरका गैर आवासीय नेपालीको विश्वास गुमाएको एनआरएनएले ११औंमा आइपुग्दा एनआरएनए हुँ भन्न पनि लाज लाग्ने स्थिति सिर्जना भएको धेरै प्रवासी नेपालीको गुनासो छ । तर, आठौं विश्व सम्मेलनमा क्रममा होटल हयातमा भएको सम्मेलनमा होटल प्रशासनले गैर आवासीय नेपालीलाई गरेको ब्यवहार देख्ने तथा भोग्नेहरु विकृति अघि नै सुरु भएर लगातार झाँगिंदै आएको बताउँछन् ।

अब एनआरएनएले आफ्नो उद्देश्यमा पुन:विचार गर्नु आवश्यक भै सकेको छ । किनकि २० वर्षेपछि एउटा संस्थाले स्वाभाविकरुपमा परिवर्तन खोज्छ नै । त्यसमाथि विश्वभर फैलिएको ठूलो संगठनको समयानुकूल संरचनागत तथा सिद्धान्तगतरुपमा परिवर्तन हुन सकेन भने, त्यो स्वत: अप्रासांगिक हुँदै जान्छ ।

पार्श्वभागमा रहेका राजनीतिक दल खुल्लम खुल्ला एनआरएनएको कार्यसमितिमाथि हाबी हुने अवस्था आउनुमा एनआरएनएमा पदका आकांक्षीको महत्वाकांक्षा नै हो । पहिला राजनीतिक दलमात्र हाबी थिए, अब विभिन्न स्वार्थी समूह पनि हाबी हुन थाले, भुर्तेल पनि गुनासो गर्छन् ।

जसरी पनि अध्यक्ष हुनै पर्ने के छ त्यस्तो आकर्षण संघमा भन्दै एनआरएनए विघटनको संघारमा पुगेको धेरै एनआरएनहरुको भनाइ सामाजिक सञ्जालमा छरपष्ट छन् । आफ्नै घरभित्र आफैं सुरिक्षत नहुने संस्था बनाएको भन्दै एनआरएनहरुको आलोचना भए, केसी र शर्मा दुबैलाई संस्थाको शाख गुमेकोमा चिन्ता देखिन्न पनि भन्न भ्याए, एनआरएनएका विश्वभर फैलिएका सदस्य र गैर सदस्यहरुले ।

संघमा राजनीति यति हाबी भयो कि एनआरएनएमा अघिल्लो कार्यकाल कुल आचार्य, बद्री केसी र रबिना थापा तीन जनाले पालैपालो अध्यक्षता गरे ।

ठयाक्कै नैपाली राजनीतिक दलको गलत परम्परा सिको गरेर बनेका तीनै अध्यक्षले पनि संस्थालाई एक बनाएर राख्न सकेनन् । किनकि त्यहि समय पूर्वअध्यक्ष शेष घलेको समर्थनमा विनोद कुँवर अध्यक्ष भएको अर्को एनआरएनए आफनो आधिकारिकता दाबी गर्दै अदालत गएको छ, मुद्दा अझै विचाराधीन नै छ, फैसला भएको छैन ।

एनआरएनएको ११औं विश्व सम्मेलन उद्घाटन सत्रमा गत असोज ३० गते होटेल सोल्टीमा संस्थापक अध्यक्ष डा उपेन्द्र महतोले संघमा तीन अध्यक्ष भएपनि झगडा नभएको भन्दै लाज जोगाउने प्रयत्न त गरे । उनको आशय राजनीतिक दलका नेताजस्तो एनआरएनएका तीन अध्यक्षबिच झगडा नभएको भन्ने थियो ।

तर, संस्थापक अध्यक्ष डा उपेन्द्र महतोको बोली भुईमा खसेको तीनदिनभित्रै कात्तिक २ गते एनआरएनबीच होटेल सोल्टीमा भाँडभैलो भयो । मतदानपछि नतिजा प्रकाशनका प्रकृयाले सुरु गरेको विवादले एनआरएनए भन्ने संस्थाको औचित्य तथा यसको स्थापनकालदेखि हालसम्मका नेतृत्वमात्र नभएर सम्पूर्ण प्रवासी नेपालीको अन्तर्राष्ट्रियरुपमा नै बदनाम भयो ।

नेपालको आर्थिक सामाजिक विकासमा योगदान दिन संगठन नै चहिन्न । किनकि सामुहिकरुपमा वा एक्ला एक्लै प्रवासी नेपालीले नेपालमा लागनी गरिरहेका छन् । सरकारले लागनी गर्ने वातावरण बनाइदिँदा उनीहरुको पहिलो रोजाइ नेपालमा नै लगानी गर्ने रहन्छ ।

त्यसैले एकथरी गैर आवासीय नेपाली भन्छन्, एनआरएनए न त संस्थागत हुन सक्यो, न त अभियान नै रहन सक्ने भयो । संस्थागत किन हुन सकेन भन्दा ललितानिवासको विवादीत जग्गामा बनेको एनआरएनएको विशाल भवनमा बस्ने विशाल ह्रदय भएको नेतृत्व संघले पाउनै सकेन । अभियान किन हुन सकेन भन्दा यसले विश्वभर छरिएका गैर आवसीय नेपालीको प्रतिनीधित्व पनि गर्न सकेन । विश्वभर आफनो पेशा ब्यवसायमा प्रसिद्धि कमाएका तथा गर्विलो जीवन बाँचेका गैर आवासीय नेपालीलाई यसले आकर्षण गर्न सकेन ।

साथै, एनआरएनए ८० लाख नेपालीको साझा संस्था पनि बन्न सकेन, धाँधली गरेर चुनाव हराएको आरोप लागेपछि स्वघोषित अध्यक्ष आर के शर्मा भन्छन् । उनका अनुसार धाँधली भएको अनुसन्धान गरिरहेको नेपाल प्रहरीको केन्द्रीय अनुसन्धान ब्यूरो (सीआईबी)ले समेत चुनावको निष्पक्षतामा प्रश्न उठाएको छ ।

चुनावसम्बन्धी विवादमा बद्री केसीको नेतृत्वको संस्थापन समूहले धाँधली नभएको बरु आर के शर्मा तथा महेश्वर श्रेष्ठको पराजित समूहले अनावश्यक बखेडा मात्रै झिकेको जिकिर गर्दै आएको थियो । तर, शर्माले क्लिकमान्डुलाई भने, ‘सीआईबीले झन्डै एक महिना लगाएर गरेको अनुसन्धानका क्रममा चुनाव निष्पक्ष नदेखिएकाले अनलाइन भोटिङ गराउने कम्पनी भेरो इन्गेजमेन्ट एन्ड भोटिङ सोलुसन’बाट मतदान गरेको स्थान निक्योल गर्नुपर्ने आवश्यकता औँल्याउँदै निर्वाचनमा स्पस्ट धाँधली भएको प्रस्ट पारेको छ ।’

चुनावको मत परिणाम सार्वजनिक भएसँगै होहल्ला र नाराबाजीका कारण तनावमय बनेको एनआरएनएको ११औँ महाधिवेशन स्थल होटेल सोल्टीमा महाधिवेशनका बाँकी प्रक्रिया समेत पूरा हुन सकेको थिएन । विवादकै बीच बद्री केसीले कात्तिक ४ गते उनकै पक्षधर निर्वाचन समितिका सदस्य टीबी कार्कीबाट अध्यक्ष पदको शपथ जवर्जस्ती लिएको आरोप शर्मा पक्षको छ ।

त्यसैले श्रेष्ठ र आफू मिलेर सोही दिन नयाँ कमिटी घोषणा गर्न बाध्य भएको पनि शर्माको दाबी छ ।

होटेल हिमालयमा महाधिवेशनको बाँकी प्रक्रिया पूरा गरेको दाबीसहित शर्माको नेतृत्वमा नयाँ कमिटी घोषणा गरेको असन्तुष्ट पक्षले सोही दिन प्रधानमन्त्री कार्यालय, परराष्ट्र मन्त्रालयका साथै सीआईबीमा निवेदन दिएको थियो ।

दोषीमाथि साइबर अपराधको मुद्दा चलाउनसमेत माग गरेर सीआईबीमा दिइएको निवेदनका आधारमा एक महिनासम्म अनुसन्धान गरेको सीआईबीको प्रतिवेदन प्रधानमन्त्री कार्यालयका साथै सम्बन्धति निकायमा पनि पुगेको शर्माको दाबी छ ।

उनले निर्वाचनमा योजनाबद्ध धाँधली गरिएका प्रमाणहरू पाइएपछि सोल्टी होटेलमा कात्तिक ३ मा तत्कालीन तीन जना अध्यक्षहरू कुल आचार्य, रबीना थापा तथा बद्री केसीले हस्ताक्षर गरी महाधिवेशनको सम्पूर्ण कार्यक्रम तत्कालका लागि स्थगित गर्ने र निर्वाचनमा भएका अनियमितताको दुई साताभित्र छानबनि गर्ने सहमति भएकोमा केसीले हतार हतार सपथ ग्रहण गरेको आरोप लगाए ।

तर, संस्थापन पक्षका अध्यक्ष बद्री केसीले निर्वाचनमा धाँधली नभएको दोहोर्‍याउँदै आरोप पुष्टी भएमा आफूले पदमा नबस्ने बताउँदै आएका छन् ।

‘यदि सीआईबीले केहि कैफियत भेट्टाएको भए, मुद्दामा चलाइहाल्थ्यो नि’, केसीले क्लिकमान्डुसँग भने, ‘चुनावमा आएका विवादमा सहमतीमा नै सबै निर्णय भएका छन् ।’

तर, विवादका बीच परराष्ट्र मन्त्रालयले संस्था नवीकरणलाई होल्डमा राखेको छ ।

केहि गैर आवासीय नेपालीको भनाइमा विश्वास गर्ने हो भने बालुवाटारको त्यो भवनमा बस्न पाए, सरकारसँग सहज पहुँच बनाउन सकिन्छ । सरकारसँगको पहुँचले भ्रष्टाचारजन्य कालो धनलाई सेतो बनाउन मद्दत गर्ने, हुन्डीको कारोबार गर्ने अनि मानव तस्करी गर्ने जस्ता नितान्त ब्यक्तिगत स्वार्थ पुरा गर्न पाइन्छ । त्यसैले यो सबै मारमुंग्री हो । जसमा भुर्तेलले भने झैं स्वार्थी समूह लागी पर्नु स्वाभाविक हो ।

तर, गैर आवासीय नेपाली संघको स्थापनाको कथा बेग्लै छ ।

सन् २००३ मा केहि उत्साही गैर आवासीय नेपालीले आफूले विदेशमा सिकेका सीप तथा प्रविधि नेपालमा हस्तान्तरण गर्ने तथा आफू जन्मेको मुलुकमा केहि लगानी पनि गर्ने असल उद्देश्यका साथ संघ गठन भएको हो । तर, स्थापनाको दुई दशकमा नै गैर आवासीय नेपाली संघ अप्रासांगिक तथा बदनाम हुँदा पूर्वअध्यक्षहरु दु:खी छन् । तर कोहि पनि मुख खोलेर केहि भन्न चाहन्नन् ।

‘वास्तवमा एनआरएनए यति ठूलो संस्था भयो एउटा अध्यक्षले संस्था धान्न नसक्ने भयो’, भुर्तेल भन्छन् ।

सन् २००३ को अक्टोबरदेखि हरेक दुई वर्षमा गैरआवासीय नेपालीहरूको सम्मेलन काठमाडौँमा हुँदै आएको छ । यसबीच संस्थाले १० जना अध्यक्ष पाइसकेको छ ।

सुरूका वर्षमा सम्मेलनलाई सम्पूर्ण प्रवासी नेपालीले मात्र होइन सरकारले पनि निकै महत्वका साथ हेर्ने यो संस्थाको सम्मेलनले एउटा पृथक तरंग ल्याउँथ्यो । प्रवासी नेपालीले समृद्ध नेपाल बनाउन कसरी हातेमालो गर्ने, नेपालमा लगानी गर्ने, प्रवासी नेपालीहरूको मातृभूमिसँगको सम्बन्धलाई प्रगाढ बनाउने तथा उनीहरूको नेपालसँगको नातालाई जोडिराख्ने एउटा कडी थियो, एनआरएनए ।

स्थापनाकाल सन् २००३ देखि तीन कार्यकालसम्म संस्थापक अध्यक्ष डा उपेन्द्र महतो नै अध्यक्ष रहे । त्यसपछि सन् २००९ देखि २०११को कार्यकालका लागी देबमान हिराचन अध्यक्ष भए भने २०११ देखि २०१३को कार्यकालका लागी जीवा लामिछाने अध्यक्ष भए ।

सन् २०१३देखि २०१५सम्मको कार्यकालका लागी अष्ट्रेलियाका शेष घले अध्यक्ष भए । सन् २०१५मा नेपालमा महाभूकम्प गएको अनि आफ्ना योजना अलपत्र परेको भन्दै उनले अर्को कार्यकाल पनि दोहोराएका कारण सन् २०१७देखि २०१९ को कार्यकालमा भवन भट्ट अध्यक्ष भए ।

त्यसपछि २०१९देखि २०२१ को कार्यकालका लागी कुमार पन्त अध्यक्ष भए । सन् २०२१ मा विवादका कारण तीन अध्यक्ष भए पनि कुँवरको नेतृत्वको अर्को संस्था पनि जन्मेका कारण एनआरएनए फुटतिर गयो । संघमा पूर्वअध्यक्ष हाबी भएको गुनासो गर्ने शेष घलेले नै कुँवरलाई अध्यक्ष बनाएर अर्को एनआरएनए बनाए ।

संसारभर छरिएर रहेका एनआरएनएबाट नेपाली समाजले उनीहरुले त्यहाँ सिकेको सीप, संस्कार र देखेको विकासको ज्ञान मातृभूमिमा बाँडेर फेरि काममै फर्केलान् भन्ने हो । तर, उनीहरुले झनै झैझगडा, संकुचित मानसिकता र असभ्यता सिकाएपछि त्यस्तो संस्थाको औचित्यमाथि जनस्तरबाटै प्रश्न उठ्न थालेको छ । जुन स्वाभाविक पनि हो ।

सन् २०२३ को चुनावपछि अब दुई दशक लामो इतिहास बोकेको संस्थाको औचित्य प्रमाणित गर्न पूर्व अध्यक्षहरुलाई पनि धौ-धौ परेको छ । पछिल्ला वर्षहरूमा संघको चुनावी माहोल र त्यसमा नेपाली राजनीतिक दलहरूमात्र नभएर विभिन्न स्वार्थी समूहको निरन्तर हस्तक्षेपका कारण पनि उनीहरू बोल्ने अवस्थामा छैनन् ।

विश्वभरका प्रवासी नेपालीको अगाडिमात्र नभएर नेपालभित्रै पनि अब कसरी मुख देखाउने भन्ने समस्यामा संघको नेतृत्व पुग्नु निश्चय नै राम्रो संकेत होइन ।

एउटा नेपाली विदेशमा बसुन्जेल त्यो देशको कानुन मान्दछ, हरेक पाइलामा सतर्क भएर हिँड्छ अझ चकलेट खाएपछि त्यसको खोल पनि बाटोमा नफ्यालिकन गोजीमै राख्छ । निश्चित स्थानमा मात्र फ्याल्दछ । तर, त्यहि नेपाली नेपाल आएपछि कानुन नमाने पनि हुन्छ, चकलेटको खोल मात्र होइन, भएभरका सबै फोहोर जहाँ मनलाग्यो त्यहि फयाल्छ ।

नेपाली समाजको मनोविज्ञान किन यति धेरै आत्मपीडक छ, त्यो त समाजशास्त्री र मनोविद्ले बताउलान् । तर, पढेलेखेका विदेशमा बसेका, नेपाल बाहेकका देशको समाज सुनेका मात्र होइन, देखे, भोगेका नेपालीहरु पनि आत्मपीडक हुनु नेपालको विकासमा उनीहरुबाट गरिएको आड भरोसाको पनि अवसान हो ।

त्रिभुवन विमानस्थलबाट बाहिर निस्कनासाथ विदेशमा सिकेका ज्ञान, सीप, बुद्धिविवेक अनि सामाजिक मर्यादा छोडेर पक्का ‘नेपालीबाबु’ बन्न के ले अभिप्रेरित गर्दछ, यस बारेमा पनि गहन अध्ययन आवश्यक भैसकेको छ । किनकि एनआरएनएले माने पनि नमाने पनि यो अब एउटा संगठनमात्र भएर रहन सक्दैन ।

यसका लागि भुर्तेलको विचारमा संगठनमा एउटा ठूलो ‘अपरेसन’ आवश्यक छ । कसले त्यसको नेतृत्व गर्दछ, त्यो त समयले बताउला ।

त्यतिमात्र होइन, अब एनआरएनएले आफ्नो उद्देश्यमा पुन:विचार गर्नु आवश्यक भै सकेको छ । किनकि २० वर्षेपछि एउटा संस्थाले स्वाभाविकरुपमा परिवर्तन खोज्छ नै । त्यसमाथि विश्वभर फैलिएको ठूलो संगठनको समयानुकूल संरचनागत तथा सिद्धान्तगतरुपमा परिवर्तन हुन सकेन भने, त्यो स्वत: अप्रासांगिक हुँदै जान्छ ।

त्यसैले एनआरएनए भित्रको अहिलेको संघर्षलाई सकारात्मकरुपमा लिएर अब विश्वभरका नयाँ सोच भएका दोस्रो पुस्ताका गैरआवासीय नेपालीलाई जोड्दै संस्थाको उद्देश्यमा पुन:विचार गर्ने यो उपयुक्त समय हो ।

नेपालको आर्थिक सामाजिक विकासमा योगदान दिन संगठन नै चहिन्न । किनकि सामुहिकरुपमा वा एक्ला एक्लै प्रवासी नेपालीले नेपालमा लागनी गरिरहेका छन् । सरकारले लागनी गर्ने वातावरण बनाइदिँदा उनीहरुको पहिलो रोजाइ नेपालमा नै लगानी गर्ने रहन्छ । तर, संस्था हुँदा विश्वभरका नेपालीहरुलाई बाँधिरहन सक्छ ।

Dabur Nepal set to inject additional Rs 9.68 billion investment

The Investment Board Nepal (IBN) and Dabur Nepal signed a Memorandum of Understanding (MoU) today for reinvestment on projects for construction, operation and management of projects for capacity enhancement and diversification of goods on the private investment model.

IBN chief executive officer Sushil Bhatta and Dabur Nepal business head Harkirat Singh Bedi signed the agreement in the presence of the industry minister Ramesh Rijal, who is also a member of the investment board.

Earlier on February 8, the 49th meeting of the board approved the investment for the capacity enhancement and product diversification of Dabur Nepal. There will be an additional investment of Rs 9.68 billion according to the Capacity Enhancement and Diversification Project presented by Dabur Nepal. Dabur Nepal is planning to expand its capacity mainly in production of beverages including fruit juice.

On the occasion, Rijal said that foreign investors curious to invest in Nepal can make decisions by listening to those, who have been investing in the country. 

Dabur Nepal holds 97.5 per cent share of Dabur International Ltd, while the remaining 2.5 per cent share is held by Nepali investor Rukma Shumsher Rana.

The products of Dabur Nepal contributes some 5.34 per cent in total export earnings.

JICA, Dolma Impact sign $10 million investment pact to aid growth

Japan International Cooperation Agency (JICA) today signed a $10 million investment agreement with Dolma Impact Fund II, focusing investments in renewable energy, technology and healthcare in Nepal.

The fund also contributes to gender equality and fulfills the criteria in the ‘2X Challenge: Financing for Women’, an initiative adopted by the G7 development finance institutions, including JICA, on the occasion of the G7 Leaders' Summit in June 2018, according to a press note issued by JICA and Dolma Impact Fund, jointly. 

According to Dolma Impact Fund, the project will contribute to sustainable development goals – Goal 5 (Gender equality), Goal 7 (Affordable and clean energy), and Goal 8 (Decent work and economic growth).

Chief executive officer of Dolma Impact Fund Tim Gocher, while addressing the signing ceremony in Kathmandu through the virtual medium, said Nepal would see a huge increase in foreign direct investments in the coming future that would create more jobs, prosperity and stronger industrial development.

The Dolma Impact Fund has $100 million under management and has invested in 12 companies across energy, healthcare and technology.

“Nepal needs more aid in hospitals, trained doctors and nurses and medicines manufactured domestically, so that the country can support itself in a future crisis,” Gocher said, adding that Dolma is further investing in renewable energy apart from the existing 46.5 megawatt project (MW), with JICA. “We just do not promote and build renewable energy, we promote the capital markets too, so that more investors come into the sector.”

The Fund has invested in companies like CloudFactory, Fusemachines, Sastodeal, Upaya City Cargo, and Foodmandu. “About 15,000 employees have been created in companies that the Fund has invested in,” said Gocher.

“This is our first partnership with an investment partner in Nepal,” senior deputy director-general of the Private Sector Partnership and Finance Department of JICA Jin Wakabayashi said, adding that Dolma Impact Fund is a leading private equity fund and JICA is excited to partner with such a fund and contribute to the development of Nepal.

JICA has been supporting the Investment Board of Nepal to strengthen sources for investments, he said, adding that JICA has also been in technical cooperation for hydropower projects. “Recently, JICA has started a new technical cooperation project to support entrepreneurs in Nepal.”

JICA's investment will be mainly utilised for equity investment in healthcare companies, IT and digital companies, and renewable energy projects in Nepal. JICA’s investment is part of the final close of Dolma Impact Fund II, which brings the fund corpus to $71.96 million.

“Nepal is facing the challenge of a hollowing out of industry caused by the increased number of migrant workers, which, in turn, is due to a lack of promising domestic industries and job opportunities in Nepal,” the press note reads, adding that the fosterage of promising industries such as healthcare and the IT and digital sector, therefore, is urgently needed in Nepal. 

Dolma Fund Management contributes to the development of the stock market and the private equity fund market in Nepal.

Although Nepal experienced a temporary economic downturn due to the earthquake in 2015, the economy has revived since then and the country is now expected to graduate from the Least Developed Countries (LDC) category by 2026. On the other hand, Nepal is facing the

challenge of a hollowing out of industry caused by the increased number of migrant workers, which in turn is due to the lack of promising domestic industries and job opportunities in Nepal.

Therefore, the fosterage of promising industries such as healthcare and the IT/digital sector is urgently needed in Nepal, the press note reads. “In some areas, however, Nepal has a natural advantage, being blessed with abundant water resources and an economically viable hydropower generation potential estimated at around 42,000 MW. Hence, Nepal is expected to expand its renewable generation capacity to contribute to the reduction of greenhouse gas emissions in South Asia.”

DFM manages impact investment funds that promote industrial development, employment creation, and renewable energy development.

एक साताअगाडि शिक्षामन्त्री देवेन्द्र पौडेलले आफ्नी अमेरिकामा अध्ययनरत छोरीलाई त्रिभुवन अन्तर्राष्ट्रिय विमानस्थलमा बिदाइ गरेको फोटोमा धेरैले धेरै थरी टिप्पणी गरेको पाइयो, जसमा सकारात्मकभन्दा नकारात्मक टिप्पणी बढी थिए । यसले नेपाली समाज कता जाँदै छ र कस्तो मानसिकतामा बाँचिरहेको छ भन्ने स्पष्ट हुन्छ । साथै, यसले नेपालमा लोकतान्त्रिक चरित्र तथा वैयक्तिक स्वतन्त्रताको कस्तो भाष्य निर्माण गर्ने प्रयास भइरहेको छ भन्ने पनि स्पष्ट हुन्छ । हुन त बहुमत टिप्पणीकर्ताको रोष छोरीप्रतिभन्दा पनि बाबुको दोहोरो चरित्रप्रति लक्षित थियो । तर, शिक्षामन्त्रीको राजनीतिक दर्शन तथा त्यसको व्यावहारिक पाटोलाई जोड्दा एउटी बालिकाको आफ्नो स्वतन्त्रताको विषय गौण हुन सक्दैन । यस्तै प्रश्न बेलाबेलामा अन्य राजनीतिक दलका अन्य नेतासँग पनि जोडिएर आउँछ ।

यस्ता घटनाक्रमले नेपाली नागरिकले दशकौंदेखि रैतीबाट सार्वभौमसत्तासम्पन्न मुलुकका नागरिक बन्न गरेको लडाइँ जित्दै गर्दा वैयक्तित स्वतन्त्रताको दायरा झन् खुम्चँदै गइरहेको देखाउँछ । राजनीतिक दर्शन तथा व्यावहारिक पाटोको तुलना गर्न एउटी बालिकाको सहारा लिनु नितान्त गलत हो र यस्तो वैयक्तिक स्वतन्त्रतामा भइरहेका प्रहारले कालान्तरमा नेपाललाई सार्वभौमसत्तासम्पन्न मुलुकका रूपमा रहिरहन दिँदैन । किनकि सामाजिक सञ्जालमार्फत निर्माण गर्न खोजिएको नयाँ भाष्यले स्वतन्त्र नागरिकको ठाउँमा कुनै अमुक राजनीतिक दलको कार्यकर्ता बनाउन मात्रै उत्प्रेरित गर्छ । मेरो नेताले गरे ठीक, तेरो नेताले गरे बेठीक भन्ने भाष्यले लोकतान्त्रिक चरित्र दर्साउँदैन । पञ्चायतकालमा पनि यस्तै भाष्य निर्माण गर्न खोजिएको थियो, ‘सबै नेपाली पञ्च, सबै पञ्च नेपाली’ । त्यो टिकेन । तर, ठ्याक्कै त्यही पारामा निर्माण गर्न खोजिएको नयाँ भाष्यले पनि मुलुक अग्रगमनतिर होइन पश्चगमनतिर मात्र लैजान्छ ।

हालका वर्षहरूमा सामाजिक सञ्जालले अभिव्यक्ति स्वतन्त्रतामा ठूलै क्रान्ति ल्याइदिएको छ, जसले जसका बारेमा तत्काल जे टिप्पणी गर्न पनि स्वतन्त्र बनाइदिएको छ । तर, आफ्नो वैयक्तिक स्वतन्त्रताको प्रयोग गरेर सामाजिक सञ्जालमा टिप्पणी गर्दा अरूको वैयक्तिक स्वतन्त्रताको हनन गर्न पाइन्न भन्ने हेक्का धेरैमा छैन । फलस्वरूप बेलाबेलामा सामाजिक सञ्जाल नियमनदेखि नियन्त्रणसम्मका कुरा समाजका विभिन्न क्षेत्रबाट आइरहेको छ, जुन सर्वथा गलत हो । तर, अरूको स्वतन्त्रताको ख्याल नराख्ने केहीको मानसिकताका कारण उठेका यी स्वरले बिस्तारै नेपाली समाजमा गलत भाष्य निर्माण गर्न सघाइरहेको छ । यो दुर्भाग्य हो । संघीय लोकतान्त्रिक गणतन्त्रको भविष्यलाई सुरक्षित गर्न यस्ता भाष्यले सघाउ पु-याउँदैनन् ।

दोस्रो संविधानसभाले २०७२ असोज ३ गते संघीय लोकतान्त्रिक गणतन्त्र नेपालको संविधान दियो । त्यसपछि संविधानको संस्थागत विकास गर्न राजनीतिक दलहरूले लोकतान्त्रिक संस्थाहरूलाई बलियो बनाउने आशा गरिएको थियो । तर, राजनीतिक दलहरूले न त आफ्नै राजनीतिक दललाई संस्थागत एवं लोकतान्त्रिक बनाउने चेष्टा गरे, न त मुलुकका कुनै पनि संस्थालाई । उनीहरूले आफ्नै राजनीतिक दल एवं मुलुकका संस्थाहरूलाई महेन्द्रीय पथमा समाहित गरे, चुनाव जित्न बढीभन्दा बढी स्रोत दोहन गरेर शक्ति सञ्चय गरे, जसका कारण नीतिगत भ्रष्टाचार मौलाएको छ । जोखिम लिएर उद्योग व्यवसाय गर्नेभन्दा राजनीति गर्ने धेरै शक्तिशाली तथा धनी भए । पटकपटक सरकारको नेतृत्व गर्ने राजनीतिक दलका नेताको सम्पत्ति बढिरह्यो, मुलुकका कानुन उनैका हातमा भएका कारण उनीहरूले कतै जवाफदेही पनि हुनु परेन । अनि आयस्रोत पनि देखाउनु परेन । तर, जोखिम लिएर बैंक तथा वित्तीय संस्थाबाट ऋण लिएर उद्योग, व्यवसाय गर्नेलाई भने सधैं आफ्नो घरबार डुब्ला भन्ने डर रहिरहने कारणले एउटा न एउटा नेताको सुरुवालको फेरो समाउनुपर्ने बाध्यता सिर्जना भयो । यस्तो परिस्थिति सिर्जना गरेर राजनीतिक दलले आफैंले ल्याएको संविधानको उल्लंघन गरिरहेका छन् । किनकि समाज रूपान्तरणको नारा दिने राजनीतिक दलको छहारी नपाइ कसैले पनि नेपालमा आफूले चाहेको पेसा व्यवसाय गर्न स्वतन्त्र नहुनु भनेको पनि संविधानको उल्लंघन हो । संविधानमा स्पष्ट लेखिएको छ, ‘हरेक नागरिक आफ्नो पेसा–व्यवसाय गरेर खान स्वतन्त्र छ ।’ तर त्यस वाक्यलाई तोडमरोड गरेर ‘हरेक नागरिक कुनै न कुनै राजनीतिक दलको आडमा मात्रै आफ्नो पेसा–व्यवसाय गरेर खान स्वतन्त्र छ’ भन्ने भाष्य निर्माण हुनु दुःखद हो । नेपालको आर्थिक सामाजिक विकासलाई बन्ध्याकरण गर्ने दुष्प्रयास हो ।

यसरी गलत भाष्य निर्माण गर्दै जाने क्रममा हरेक पेसा–व्यवसायलाई बदनाम गरियो । नेपालमा राजनीतिबाहेक कुनै पनि पेसा–व्यवसायमा आफ्नो भविष्य नदेखेपछि युवा मुलुकमा बस्न चाहेन । शिक्षामन्त्री देवेन्द्र पौडेल पनि यसैको उदाहरण हुन् । जब मुलुक जर्जर बनाइसकेपछि आफ्ना सन्तानको भविष्य नदेखेपछि भविष्य सुनिश्चित गर्न अमेरिका होस् कि खाडी होस्, सबै अभिभावकले आफ्ना सन्तान बाहिरै पठाउने हो । शक्ति र राज्यस्रोतमा हालीमुहाली गर्नेले पुँजीवादी अमेरिकामा अनि शक्ति र राज्यस्रोत पहुँच नहुने देवेन्द्र सुनारले वा देवेन्द्र कुर्मीले खाडी नै पठाउने हो आफ्ना सन्तानलाई । त्यसैले सामाजिक सञ्जालमा दलाल पुँजीवाद वा दलाल समाजवादलाई गाली गर्ने सबैका सन्तान मुलुकमा बस्न नचाहनु नेपालको राजनीतिक प्रणाली वा आर्थिक प्रणालीका असफलता होइनन्, भविष्यको आशा तथा भरोसा आफ्नै राजनीतिक दल, नेतृत्व तथा दर्शनमा विश्वास नभएर हो । जसलाई ढाकछोप गर्न सामाजिक सञ्जालमार्फत नयाँ–नयाँ भाष्य निर्माण गर्न उक्साइएको छ ।

नेपालमा बसेर आफ्नो पुँजी तथा श्रमशक्तिको उत्पादकत्व ह्रास हुने देखेपछि कुनै पनि युवा मुलुकमा बस्न नचाहेका हुन्, जसका लागि राजनीतिक दल पूर्ण जिम्मेवार छन् । किनकि राजनीतिकल दलले संस्थाहरूलाई ध्वस्त पारे । अन्यथा प्रजातन्त्रको उत्कृष्ट अभ्यास मानिएको संघीय लोकतान्त्रिक गणतन्त्र नेपालमा असफल बनाउन अरू कसैले षड्यन्त्र गरेको होइन, राजनीतिक दलका नेताका व्यवहारले नै गरेको हो ।

२०७२ मा मुलुक संघीय गणतन्त्रमा गइसकेपछि पछि पनि सरकारी संरचनामा परिवर्तन त आएन नै, लोकतन्त्र पनि तरल नै रह्यो । जसका कारण अर्थतन्त्रमा राजनीतिक दलका दौराका फेर समातेकाहरूको हालीमुहाली बढ्यो, जसको उद्देश्य मुलुकको आथिक समृद्धि थिएन । भगत, राजनीतिक दलको सहयोगमा आफू कमाउने र नेता पाल्नेमात्र थियो । त्यसैले पछिल्ला समयमा सतहमा आएका काण्डहरू केही उदाहरणहरू मात्र हुन् । मुलुकको समृद्धिका लागि राजनीतिक दलको दौराको फेरो नसमाती उद्यम गर्छु भन्नेका लागि स्पेस नभएपछिका दुर्घटना हुन्, पछिल्ला घटना ।

संघीय गणतन्त्र नेपालमा न त लोकतान्त्रिक विचारका लागि स्पेस छ, न त स्वतन्त्र पेसा–व्यवसाय गरेर खानेका लागि स्पेस छ । भएका सामाजिक सञ्जाल पनि उनैको कब्जामा छन्, जो गलत भाष्य बनाएर समाजलाई दुर्घटनातर्फ उन्मुख गराइरहेका छन्, निजी क्षेत्र पनि त्यसैको सिकार भएको हो । यो ती राजनीतिक दलका दर्शन, सिद्धान्त र व्यवहारको असफलता हो, जसले नयाँ नेपाल बनाउने वाचा गरेका थिए । तर, व्यवहारमा पुरानै नेपालको प्रवृत्ति पछ्याइरहेका छन् । होइन भने २०७२ पछिका कुनै पनि सरकारले किन बदलिँदो समयअनुरूप अर्थतन्त्रको संरचनागत सुधारमा काम गरेनन्, उल्टै सुधारवादलाई निषेध गर्ने प्रकारका भाष्य निर्माण गर्दै मुलुकलाई पूर्व सोभियताकालीन अर्थतन्त्रतिर घचेट्दै छन् ? के दलाल पुँजीवाद भनेर गाली गरेपछि आफ्ना सन्तानको भविष्य सुरक्षित हुन्छ भन्ने भ्रम अझै पनि राजनीतिक दलका नेतृत्व वर्गमा छ ?

जबसम्म राजनीतिक दलले तथा यसका नेतृत्वले भावी पुस्तालाई उसको स्वतन्त्र छनोटको अधिकारसहित नेपालमा नै मेरो भविष्य छ भन्ने सुनिश्चित गर्न सफल हुँदैन, तबसम्म पुँजीवादलाई सराप्ने र दलाल समाजवादको अभ्यास गर्नेबाहेक कुनै उपलब्धि हुँदैन । जबर्जस्त नयाँ भाष्य निर्माण गरेर केही समय केहीलाई मुर्ख बनाउन सकिन्छ तर सधैं सबैलाई मुर्ख बनाउन सकिन्न । आफ्नै जीवनकालमा समृद्ध नेपाल बनाउने वाचा गर्ने राजनीतिक दल तथा तिनका नेतृत्व वर्गले आफ्नो शुतुर्मुग प्रवृत्ति जति छिटो परिवर्तन गर्छन्, त्यति नै छिटो नेपालको भविष्य सुनिश्चित गर्न सकिन्छ ।

अन्यथा व्यावसायिक रूपमा प्रतिस्पर्धी निजी क्षेत्र बनाउन सघाउनुको साटो निजी क्षेत्रलाई छोरा, ज्वाइँ बनाउनु खोज्दा दुर्घटना त हुन्छ नै । यसले निजी क्षेत्रको प्रवद्र्धन पनि हुँदैन । साथै, यस्ता क्रियाकलापले निजी क्षेत्रलाई पनि दलालीकरण गर्नमात्र मद्दत मिल्छ । नीतिगत रूपमा सम्बोधन गर्नुपर्ने निजी क्षेत्रलाई व्यक्तिगत रूपमा सम्बोधन गर्न थालेपछि निजी क्षेत्र बदनाम हुने हो, जसले मुलुकको दिगो आर्थिक विकासमा मद्दत गर्दैन । स्वदेशी निजी क्षेत्र बदनाम हुँदा वैदेशिक निजी क्षेत्र पनि नेपालमा लगानी गर्न आउन्नन् । लगानी नभएपछि नेपालमा रोजगारी सिर्जना हुँदैन अनि जाने विदेश नै हो चाहे देवेन्द्र पौडेलका सन्तान हुन् वा देवेन्द्र सुनारका वा देवेन्द्र कुर्मीका । आआफ्ना हैसियतअनुसार गन्तव्यमात्र फरक हो ।

त्यसैले मुहान सफा नभईकन मुलुकका कुनै पनि क्षेत्र सफा हँुदैनन्, मात्र बदनाम हुन्छन् । राजनीति सफा गरौं, मुहान सफा गरौं, सबै क्षेत्र आफ्नो लयमा आउँछन् । अन्यथा दिगो आर्थिक विकास, उच्च आय र उत्पादन सबै सधैं नारामा मात्र रहन्छ ।

Government to have 5 per cent share in Rs 10 billion NRNA Investment Fund

 The government has promised to join hands with the Non-Resident Nepalis (NRNs) in setting up Rs 10 billion infrastructure fund.

In a meeting at the Finance Ministry today, the government announced its plan to invest five per cent in the fund according to its earlier agreement. On the occasion, finance minister Bishnu Prasad Poudel asked the NRNs to complete the registration process within a week. He also assured to provide necessary assistance, including additional financial support, so that the fund can be brought into operation immediately. 

The Non-Resident Nepali Association (NRNA) has been pushing the idea of setting up of a fund of Rs 10 billion to invest in the infrastructure sector. The Nepali diaspora has also started process of registering a separate company in Nepal for the purpose.

On the occasion, president of the NRNA Kumar Pant said that the process of registration of the company is underway. “The fund will start operating after the registration,” he said, adding said the NRNA will have 10 per cent share in the company and individual Nepalis living abroad will have 85 per cent. “The public offering will be floated for investment by NRNs.”

The NRNsA has started getting proposals for the investment sectors, Pant added.

The idea of investment fund was, though not the new one, the immediate past president (IPP) Bhawan Bhatta has pushed the process of registering the fund, and incumbent president Pant is completing the process.

The meeting was attended by minister for Industry, Commerce and Supplies Lekhraj Bhatt, finance secretary Shishir Kumar Dhungana, revenue secretary Ram Sharan Pudasaini, central bank governor Maha Prasad Adhikari, economic adviser to the finance minister Prakash Kumar Shrestha, chief executive officer (CEO) of the Investment Board-Nepal (IBN) Sushil Bhatt and others.

Nepal-UK conclude fifth Bilateral Consultation Mechanism meeting

 Nepal and UK today concluded the fifth Bilateral Consultation Mechanism (BCM).

The fifth meeting of Nepal-United Kingdom Bilateral Consultation Mechanism (BCM) concluded today by discussing a wide range of matters relating to bilateral relations and issues of mutual interest, according to a press note issued by the Foreign Ministry. “The meeting took stock of overall state of cooperation between Nepal and the United Kingdom ata cordial and participatory atmosphere.”

The delegations of both the governments exchanged views on over two centuries-old friendship and cooperation, and reviewed the progress made in various aspects of the bilateral ties, including development cooperation, the British Gurkha matters, cultural relations, people-to-people contactsand educational cooperation, the press note reads, adding that developments on political and economic fronts in both the countries as well as their national experiences in fight against the Covid-19 pandemic were also shared during the meeting. “In the context, Nepal thanked the British government for its cooperation in Nepal’s fight against the pandemic, while appreciating the progress made in the development of vaccine.”

The two sides also agreed to work closely towards further consolidating and widening cooperation and engagements in productive sectors such as trade, investment, energy and tourism, among others, the press note further reads. “Matters of regional and global importance also figured in the meeting.”

The two governments renewed their commitment to collaborating on various matters of common interest at multilateral forums. Both sides will work together to advance the agenda of addressing the impacts of climate change with their substantive engagements in the COP26 as well as in Sagarmatha Sambaad, a Nepali initiative for dialogue.

The Foreign Ministry – the convener of the Nepali side – was joined by senior officials of the Office of Prime Minister and Council of Ministers and relevant line ministries, the press note reads, adding that the British delegation was led by the Foreign, Commonwealth and Development Office. “The ambassador of Nepal to the UK and the British ambassador to Nepal were also part of their respective country delegations.”

Nepal, Denmark held bilateral consultation mechanism meeting

 The second meeting of Nepal-Denmark Bilateral Consultation Mechanism (BCM) is held through video conferencing today.

According to the Foreign Ministry, the meeting dwelt on matters relating to bilateral relations and cooperation at the regional and multilateral levels between Nepal and Denmark.

“The two sides exchanged views on recent developments in both the countries,” a press note reads, adding that both the countries stressed the importance of the exchange of high-level visits, while encouraging economic partnerships including in trade, investment, technology transfer, renewable energy and tourism sectors. “The two sides will continue to enhance cooperation in culture, education and people to people contacts.”

Both sides underscored the importance of cooperation on matters of common interest such as climate change, the press note reads. “During the meeting, they also shared views on the challenges posed by Covid-19 and on the measures adopted by the two governments to mitigate them.”

Joint Secretary of Europe and the Americas Division at the Foreign Ministry Nirmal Raj Kafle and director for Asia, Latin America and Oceania at the Ministry of Foreign Affairs of Denmark Thomas Lehmann led their respective delegations to the meeting. “Ambassador of Nepal to Denmark Yuba Nath Lamsal also took part in the meeting from the Nepali side.”

Nepal-China celebrate 65th anniversary

Nepal and China today celebrated the 65th anniversary of establishment of diplomatic relations between Nepal and the People’s Republic of China.
Nepal and China established diplomatic relations on 1 August 1955. The first envoy of China to Nepal used to be the non-resident ambassador, who used to be stationed in New Delhi. But soon, China sent a separate envoy to Nepal and Nepal reciprocated.
On the occasion, Presidents, Prime Ministers and Foreign Ministers of Nepal and the People’s Republic of China exchange the congratulatory messages to mark the special day. President Mrs Bidya Devi Bhandari sent a congratulatory message to President of China Xi Jinping.
President Bhandari – in the message – said that strong bond of friendship between the two countries will be further strengthened in the days ahead. She also recalled the historic state visit of President Xi to Nepal last October during which Nepal and China decided to elevate their relations to Strategic Partnership of Cooperation Featuring Ever-lasting Friendship for Development and Prosperity. The President also recalled her state visit to China in April 2019 during which important agreements and understandings were concluded between the two countries. She has commended the progress and prosperity attained by China and wished for the success in realizing two centennial goals of China. The President has also appreciated Chinese cooperation to Nepal in its socio-economic development and the assistance to fight against Covid-19 pandemic through the support of essential medical supplies and sharing of knowledge and experiences.
Likewise, Prime Minister KP Sharma Oli has also sent congratulatory messages to President of China Xi Jinping and Premier of the State Council of China Li Keqiang. The Prime Minister – in the messages – has extended warm congratulations and best wishes to the Chinese President and Premier and through them to the government and the people of China on the occasion of the 65th anniversary of establishment of diplomatic relations between the two countries.
Highlighting the deep-rooted cordial friendship since ages, the Prime Minister underlined that Nepal has consistently maintained ‘One China Policy’ and China has always respected Nepal’s sovereignty, territorial integrity and political independence. He has also recalled the historic state visit of the Chinese President to Nepal in October 2019, and his two official visits to China in 2016 and 2018. The Prime has also expressed commitment to translate the consensus reached during the visits into action. “The bilateral agreements concluded during these visits on promoting infrastructure development and connectivity, including the Transit Transport Agreement and its Protocol and feasibility study of Nepal-China Cross-border Railway project are significant in enhancing the bilateral cooperation,” his message reads, appreciating the Belt and Road initiative. “It will offer an important platform to Nepal to pursue its development agenda, including those components falling under Trans-Himalayan Multi-dimensional Connectivity Network.”
Similarly, President of China Xi Jinping – in his congratulatory message to President Mrs Bidya Devi Bhandari – stated that the two countries have respected and treated each other as equals, strengthened political mutual trust and deepened mutually beneficial cooperation since the establishment of diplomatic relations 65 years ago. He also expressed his readiness to work with Nepal to push China-Nepal relations forward, deliver greater benefits to the two peoples and make positive contribution to the stability and development of the region.
Premier of the State Council of China Li Keqiang – in his message – to Prime Minister KP Sharma Oli has stated that China and Nepal are close neighbours linked by mountains and rivers and added that in 65 years China-Nepal relations and cooperation have advanced stably and continuously. He has expressed desire to work with Nepali side in strengthening multi-dimensional cooperation in various areas, promote Belt and Road cooperation and push bilateral relations to a new stage.
Likewise, foreign minister Pradeep Kumar Gyawali has sent congratulatory message to State Councilor and Minister of Foreign Affairs of China Wang Yi. In his congratulatory message, Wang Yi has also expressed his willingness to work together with foreign minister Gyawali to strengthen communication and cooperation, implement the important consensus reached between the leaders and make positive contribution to the development of China-Nepal Strategic Partnership of Cooperation Featuring Ever-lasting Friendship for Development and Prosperity.

Nepal Army plans to expand investment portfolio

Despite criticism for being involved in commercial activities, Nepal Army seems to have been expanding business more without any hesitation.
According to a draft bill for the revision to the Nepal Army Act, it wants to get legal clearance to invest money from its welfare fund in business activities ‘as a promoter’ as it has been lobbying for last few years. “We have submitted the draft to revise the Nepal Army Act (2006) to the government on July 16,” confirmed Judge Advocate General Ranta Prakash Thapa, who is in charge of the Army’s legal department.
“We are expecting that their draft bill soon gets government approval before it goes for parliamentary ratification,” he said, adding that the current Act bars Nepal Army from investing in business enterprises, companies and infrastructure projects like hydropower. “After receiving the draft bill, the Defence Ministry has formed a committee comprising officials from Defence and Law ministries and the Army to study it.”
The Defence Ministry will take a decision about the bill – that seeks revisions to different clauses including the one related to the investment of money from the welfare fund – based on the recommendations from the committee. The draft bill needs an approval from the cabinet before it is tabled in the federal parliament for endorsement.
Nepal Army has been eyeing investments in hydro projects and in the Treasury Bill, which will provide more returns than the interest that banks pay. Though, the bill is yet to be approved, Nepal Army has already approached the Department of Electricity Development, seeking to invest in the 25 MW Dudh Khola and 32 MW Bhimdang Khola hydropower projects.
Currently, Nepal Army has invested is in gas stations, schools, medical colleges and emulsion plants, apart from selling bottled water, but it wants to spread its wing, despite criticism from the different quarters of society.
Though, its primary role is to ensure the national security, the Nepal Army has been increasing interested in commercial activities, which has time and again, tarnished its image, according to the security experts, who are much worried about the Nepal Army’s inclination to business rather than limiting itself to its primary role of ensuring national security, gathering intelligence, protecting national parks and natural reserves and saving people during the times of disaster. “The more the Army is involved in non-military activities, the more it will get weakened professionally.”
Nepal Army was used in development activities by the then king Birendra Bir Bikram Shah, as he thought that the Army has become idle due to his ‘Zone of Peace’ proposal for Nepal. Birendra had proposed Nepal be declared ‘Zone of Peace’, which means the country would not need a big Army.
Likewise, the Army was involved in building roads during the conflict. Slowly, Nepal Army then started to getting involved in contracts for various projects. Currently, the incumbent government has also contracted Nepal Army for constructing the Kathmandu-Tarai expressway, which has also been criticised. 
The Army, however, denies that its involvement in several projects is ‘commercial venture’. But the Nepal Army ‘welfare fund’ has to invest on various projects to give good returns to the depositors.
Constituted in 1975, the Army’s welfare fund currently has cash deposits of Rs 45.86 billion in different banks and financial institutions, apart from an investment of Rs 5.74 billion in different ventures. Every year, it has been adding billions, as the interest and the contribution from those, who are deployed in United Nations (UN) peacekeeping missions, to its coffers. It witnessed an increment of Rs 7.29 billion in its welfare fund in the last fiscal year alone, according to the Nepal Army press note issued today.
The Army wants to expand the business also to ‘expand its welfare fund’, claimed Thapa, in the press meet. “Bank interest is not a sustainable source of income,” he said, adding that the Army wants an investment in the projects that give high return. “The draft bill proposes provisions that would allow the Nepal Army to invest in projects ‘only after the government’s approval.’
Nepal Army has also been criticised, recently, for leasing out a new building it has constructed in Mahakal, in the prime location, to replace the earthquake-damaged Tri-Chandra Military Hospital that was constructed with the help of Britain in 1925 in memory of 20,000 Nepalis, who were killed in Europe in the First World War. The Army had demolished the 85-year-old neoclassical structure to rebuild a new hospital, and leased out for commercial purpose, which has been criticised by almost everyone blaming Nepal Army that it is turning into ‘corporate army’, and the combination of ‘gun and money’ is going to be more lethal weapon against democracy and federalism in the long run.

Dolma Impact Fund invests $1 million in Sastodeal

Dolma Impact Fund has made an additional investment of one million dollars in Sastodeal.com.
Founded in 2011, Sastodeal – one of the leading local e-commerce companies in Nepal – has raised $1 million from Dolma Impact Fund alongside other existing shareholders as part of an ongoing fundraising round. The growth investment will be used towards reaching Sastodeal’s milestone target of achieving Rs 1 billion in annual revenues within the next 18 months, according to a press note issued by the company.
One of Nepal’s biggest and most popular online shopping platforms, the company was growing at near-about 300 per cent before Co -19 hit Nepal, the press note reads, adding that during the lockdown, Sastodeal saw new customer numbers spike with e-commerce booming.
“We worked as part of a government taskforce, along with other e-commerce providers, to deliver essentials during lockdown,” said chief executive officer (CEO) Amun Thapa. “Now that the lockdown is easing gradually, we can see there is more demand than ever as new customers are now familiar with online shopping.”
Dolma Impact Fund – the first international private equity fund investing in Nepal – is already a shareholder in Sastodeal. They have now approved a significant fresh investment, alongside some existing local shareholders, to fund the next stage of growth. This will include an expansion of product categories, talent acquisition, core operations, vendor empowerment, and an expansion to other regions in Nepal.
“One thing that was obvious during lockdown was the limitation of catering to customers outside the Kathmandu Valley,” Thapa said, adding that the investment will enable us bring the benefits of e-commerce to both consumers and businesses to a much wider audience.
“This is a high growth industry which performed a vital task during lockdown,” chief executive officer of Dolma Impact Fund Tim Gocher said, adding that the new investment reflects the company’s belief in the Sastodeal team and the company continued investment in Nepal’s technology sector, alongside healthcare and renewable energy investments. “We are delighted to lead this round of financing alongside local partners.”

Sagoon announces its Reg A + 'Mini-IPO' for public investment

Sagoon (www.sagoon.com) – the social commerce start-up – is has announced the launch of a new round of investment opportunity to a massive pool of potential investors around the world, who already form a large part of its 5 million users, fans and supporters.
The US Securities and Exchange Commission (SEC) recently qualified Sagoon’s offering statement, a press note issued by the Sagoon reads, adding that the company plans to sell more than 300,000 shares of Class C Common Stock to the general public at $30 per share, with the minimum investment being $900. “The investment opportunity is being offered for a limited span of time, on first-come first-serve criteria.”
In 2017, the company launched its first Reg A + (Mini-IPO) offering at $23 per share and raised $4.6 million from 4,000 investors globally. “Since this fundraising round, Sagoon has made a lot of progress that includes launching Sagoon full-version app on Android, Sagoon Lite, and Social Smart Card on iPhone, Android, and a web app for browsers; acquiring more than 5 million users on the platform,” the press note reads.

Reg A+ ‘Mini-IPO’ offering provides an opportunity for non-accredited general public to invest and own the stock in the company. Sagoon has partnered with the Fund America and Prime Trust, who support to maintain the US government compliance and regulation for smooth investment processes.
The company is currently accepting investment from public and institutional investors, which is open only for a limited time, the press note reads, “With the money raised from this funding round, the company plans to expand the user-base, scale the platform and continue to release new product features.”

Government seeks UK investment in energy, roads

Appraising the newly appointed British envoy on Nepal’s development agendas, state of country’s economy, improved tax and revenue administration and the country’s trade status with the international market, finance minister Dr Yuba Raj Khatiwada today urged the United Kingdom to invest in Nepal.
During a meeting with the newly-appointed ambassador of UK to Nepal Nicola Pollitt today at the ministry, he also sought UK investment in Nepal in hydropower, tourism and road projects. “Nepal could be a good place for the UK government and British investors to invest as Nepal has seen improvement in business environment,” he said, adding that the UK is a good market for Nepali products. “Nepal intends to expand trade relationship with the country.”
The two countries will soon ink a pact on double taxation avoidance on goods,” he said, adding that the government will facilitate trade and investment to and from the UK.
He also mentioned that tourism, hydropower and roads sectors in Nepal had high investment potential and urged the British government to help Nepal enhance its trade sector. Khatiwada also urged the UK government to help Nepal promote tourism and increase the inflow of tourists from the UK to Nepal.
Pollitt, on the occasion, said that her priority during her tenure will be to further enhance bilateral and trade relationship between Nepal and the UK.
Claiming that Nepal has achieved political stability, she said promised to extend support to Nepal in the coming days based on Nepal’s priority and development goals.

Nepal improves prosperity ranking over a decade

The 2019 Legatum Prosperity Index shows that Nepal is currently ranked 115th in the world for overall prosperity, a rise of 13 places since 2009 when it was ranked 128th. “Nepal is 22nd out of the 29 countries in Asia Pacific, which is the most improved region of all seven regions of the world,” reads the report released today globally.
“Over the last one decade, Nepal has seen the biggest improvement in safety and security, in which it rose from 158th to 78th globally, and it has also seen improvements across the other institutional pillars of Personal Freedom and Social Capital,” it reads, adding that despite an improvement in its economic quality, the openness of the economy in Nepal has stagnated, and consequently it has fallen from 117th to 130th in the world rankings in the last 10 years. “Likewise, Nepal is ranked 142nd – the lowest – in the market access and infrastructure category among the eight pillars that ranks the economies.”
The London-based Legatum Institute’s 2019 Prosperity Index released today analyses 167 countries around the world on 12 different measures of prosperity from economic metrics to safety and security, personal freedom, health, education and living conditions.
“Nepal’s peace process, and freedoms guaranteed in the new constitution have positive factors, but Nepal needs to work on improving its investment climate and protecting its environment, “said director of the Metrics Team at The Legatum Prosperity Index Shaun Flanagan.
As personal freedom is important for a country to be prosperous, Nepal improves its ranking to 67th in the world. “The Personal Freedom pillar incorporates elements like freedom of assembly and association, freedom of speech, absence of legal discrimination, and social tolerance,” he said, adding that Personal Freedom is Nepal’s strongest pillar.
The 2019 Legatum Prosperity Index also reveals that global prosperity is at its highest ever level, with 148 out of 167 countries experiencing higher levels of prosperity than a decade ago, mostly in the Asia-Pacific. This increase has been driven by more open economies and improved lived experiences due to better health, education, and living conditions around the world. However, weaker personal freedom and deteriorating governance are holding back further improvements in prosperity.
The Index also reveals that global prosperity continues to improve, but the gap between the strongest and weakest performing countries continues to widen, economies are more open due to improvement in the investment environment and digital connectivity, as well as a reduction in administrative burdens. “Stagnating institutions are holding back further improvements to global prosperity,” it reads, adding that people are more tolerant, but there is less freedom to speak, associate, and assemble.

आर्थिक इतिहासका केहि तिथी मिति र नेपालको अर्थतन्त्र

नेपालको आर्थिक इतिहासमा केहि मितिहरु सदैव स्मरणमा रहिरहनेछन् । यस आलेखमा ती मध्ये केहि मिति तथा अर्थतन्त्रको वर्तमान अवस्था एकपटक सर्सर्ती केलाउने प्रयास गरिएको छ ।

२०७४ फागुन ३ :  पछिल्ला ४ दशकदेखिको राजनीतिक अस्थिरतालाई पाखा लगाएर नेपालको इतिहासकै बलियो तथा स्थीर सरकार बनेको दिन । यसै दिन नेपालले लामो राजनीतिक अस्थिरताले थिलोथिलो भएको अर्थतन्त्रले सधै आशा गरेको राजनीतिक स्थिरता प्राप्त गरेको थियो ।
लामो समयदेखि ’पर्ख र हेर’ को मनोभावमा रहेका निजीक्षेत्रले राजनीतिक स्थायित्व सहितको नयाँ सरकार बनेकोले देशले समृद्धिको यात्राको बाटो समातेको खुसियालीमा दीपावलि गरेको थियो । राजनीतिक दलहरूले सधंै भन्ने गरेको राजनीतिक लडाइँको पटाक्षेप भएको र राजनीतिक दलकै भाषामा आर्थिक क्रान्तीको सूत्रपात भएको दिन भएकोले यस दिनको इतिहसमा आफ्नै महत्व रहेको छ । निर्वाचनको परिणामपछि कार्यान्वयनमा आएको नयाँ संविधानअनुसार बनेको नयाँ सरकारलाई कम्तीमा २ वर्षसम्म हटाउन पाइने छैन भन्ने संबैधानिक सुनिश्चितताले विगतमा राजनीतिक स्थिरता नभएर लगानीयोग्य वातावरण भएन भन्ने निजी क्षेत्रको गुनासो हटेको हुनाले लगातारको अस्थिरता तथा अनिश्चयका कारण हच्किएको निजीक्षेत्रमाझ अब अर्थतन्त्रमा सुधार हुन्छ भन्ने विश्वास पलाएको यस दिनलाई निजीक्षेत्रले वर्षौदेखि कुरिरहेका थिए ।
तर, वितेका २ वर्षमा राजनीतिक स्थिरता आर्थिक उन्नतीको लागि पहिलो शर्त त हो तर अन्तिम र अत्यावश्यक शर्त होइन रहेछ भन्ने प्रमाणित गरिदिएको छ । हो, राजनीतिक स्थिरता पहिलो शर्त हो तर यो नै सम्पूर्ण सत्य भने होइन रहेछ । १०५ वर्षे राणाकाल वा ३० वर्षे पंचायतकालमा पनि नेपालमा राजनीतिक स्थिरता त थियो । तर, राजनीतिक स्थिरतासंगै उपयुक्त आर्थिक नीति तथा कानुन नभएकोले नेपालको आर्थतन्त्र कहिल्यै पनि उच्च आर्थिक बृद्धिका साथ अगाडि बढ्न सकेन । नेपालको इतिहासमा २०१७ सालदेखि २०४६ सम्म पञ्चायत कालमा राजनीतिक स्थिरता त थियो तर, पंचायतकालीन ३० वर्षमा नेपालको औषद् आर्थिक वृद्धि दर भने ३.१३ प्रतिशतमात्र रह्यो । साथै, स्थिरताका उक्त तीन दशकमा ६ पटक आर्थिक वृद्धिदर नकारात्मक पनि रहेको थियो । तर, २०४६ सालपछि प्रजातन्त्रको आगमन तथा विश्वमा चलेको आर्थिक स्वतन्त्रताको लहर नेपालमा पनि भित्रियो । जसका कारण निजीक्षेत्रले खुलेर उद्योगधन्दा चलाउन पाए । नेपालमा विदेशी लगानी भित्रियो, यसले रोजगारीमात्र सिर्जना गरेन नेपालको प्रतिव्यक्ति आय पनि ह्वात्तै बढाउन मद्दत गर्यो ।
विश्व बैकका अनुसार २०१७ सालमा नेपालीको प्रतिव्यक्ति आय ५० अमेरिकी डलर हाराहारीमा थियो । तर राजनीतिक स्थिरता भएपनि उपयुक्त आर्थिक नीति नहुँदा ३० वर्षमा नेपालीको प्रतिव्यक्ति आय जम्मा १९३ अमेरिकी डलर रह्यो । तर, २०४६ सालदेखिको करिब ३ दशकमा अर्थात् २७ वर्षमा नेपालीको प्रतिव्यक्ति आम्दानी बढेर ८५३ अमेरिकी डलर पुग्यो । २०४६ सालको परिवर्तनपछि नेपालमा औद्योगिकीकरण भएका कारण रोजागारीमात्र बढेन २०४७ सालदेखिको पछिल्ला वर्षहरुको औषत आर्थिक वृद्धि ४.५ प्रतिशत रह्यो । अर्थात्, २०४६ सालपछिको सरकारले लिएको आर्थिक नीतिका कारण नेपालले १० वर्षे माओवादी विद्रोह, हरेक ९(९ महिनामा फेरिइरहने सरकार, रोजगारदाता तथा कामदारबीचको अप्रिय सम्बन्ध र उद्योगका लागि चाहिने न्यूनतम बिजुलीको चरम अभावका बाबजुद पनि आर्थिक वृद्धिको जग हल्लिन सकेन । भलै, पछिल्ला वर्षहरुमा अपेक्षितरुपको आर्थिक वृद्धि तथा रोजगारी निर्माण भने हुन सकेन । जसको सम्पूर्ण दोष राजनीतिक अस्थिरतालाई लगाइयो ।
यसैबिच २०७४ फागुन ३ गते बनेको सरकारले राजनीतिक स्थिरताको ग्यारेन्टि गरेको थियो । तर सही आर्थिक नीति लिएर आर्थिक वृद्धिपछिमात्रै वितरणमा ध्यान दिनुको सट्टा सरकारले लोकप्रिय बन्ने नाममा बिना स्रोत वितरणतिर ध्यान दिन थालेपछि अर्थतन्त्र ओरालो लाग्नु अस्वभाविक होइन । भलै पछिल्ला दुई वर्षमा आर्थिक बृद्धिदर बढेको देखाइएको छ, तर आर्थिक बृद्धिदर बढ्दा आयकर राजश्व बृद्धि भएको छैन, अर्थतन्त्रको ऐना मानिने शेयर बजार दुई वर्षदेखि लगातार घटेको घटयै छ, सरकारले सदाझैं बजेट खर्च गर्न सकेको छैन, झन् त्यसमाथि वर्तमान सरकारले गत आर्थिक वर्ष तथा चालु आर्थिक वषको हालसम्मका महिनामा राजश्वको लक्ष्य पनि हासिल गर्न सकेको छैन । महालेखा नियन्त्रकको कार्यालयका अनुसार गत आर्थिक वर्षमा सरकारले २५ अर्बको हाराहारीमा राजश्वको लक्ष्य भेट्न सकेन भने चालु आर्थिक वर्षको प्रथम त्रैमासमा लक्ष्यको १६.४३ प्रतिशतमात्र राजश्व उठाउन सकेको छ । यहि गतिमा राजश्वको परिचालन हुने हो भने चालु आर्थिक वर्षको लक्ष्य ९ खर्ब ८१ अर्बको लक्ष्य भेट्न मुश्किल छ । राजश्व बढ्न नसक्दा सरकारले विकास कार्यमा खर्च गर्न सक्दैन र विकास खर्च नहुँदा पूजी निर्माणमात्र नहुने नभै अबको एक दशकमा मध्यम आयको मुलुकमा स्तरोन्नती हुने, दीगो विकासका लक्ष्य प्राप्ती गर्न गर्नुपर्ने लगानी कम हुने तथा समृद्ध नेपाल बनाउने सरकारको संकल्प नै धरापमा पर्ने देखिन्छ । 
विश्वका हरेक विकसित तथा समृद्ध देशका विचमा केहि समानता छ । उनीहरु रातारात आजको स्तरमा पुगेका हैनन् । दृढ राजनीतिक इच्छाशक्ति, कठोर आर्थिक अनुशासन, भ्रष्टाचारमुक्त समाज, कानूनको परिपालना, सम्पत्तिको अधिकार, दुई पक्षबीच करारको पालना, स्वतन्त्र न्यायपालिका तथा सुरक्षाको प्रत्याभूतिको कारण स्वतन्त्रतापूर्वक हिँडडुल गर्न पाउने अधिकार, स्वतन्त्रतापूर्वक पुँजी निर्माण गर्न पाउने अधिकार तथा स्वतन्त्रतापूर्वक व्यापार गर्न पाउने अधिकारजस्ता आधारभूत आर्थिक स्वतन्त्रताका कारण नै उनीहरू आज विश्वका समृद्ध एवं विकसित मुलुकको सूचीमा रहेका छन् ।
राजनीतिक स्थिरतासहितको दुईतिहाइको बलियो सरकारसंग नेपालीले पनि त्यहि आर्थिक स्वतन्त्रताको प्रत्याभूति गर्ने आशा राखेका थिए । समृद्ध नेपाल सुखी नेपालीको सपना नारामा होइन जीवनमा भोग्न चाहेका थिए । संविधानसभामार्फत बनेको संविधानको कार्यान्वयन सुरु भएसँगै नेपालका विकास साझेदार, विदेशी तथा स्वदेशी लगानीकर्तामा छाएको उत्साह कायम राख्न पनि निर्वाचनपछि जुनसुकै दलको सरकार आएपनि निजीक्षेत्रलाई प्रतिस्पर्धी वातावरणमा काम गर्न दिनेमा नीजि क्षेत्र विश्वस्त रहेको थियो । तर पछिल्ला दुई वर्षको निजीक्षेत्रको अनुभवमा जिम्मेवार राजनीति, सुशासन तथा नीतिगत र कानुनी सुधार, पूर्वाधार विकास र दृढ अठोट नभइ राजनीतिक स्थायित्वलेमात्र आर्थिक वृद्धि तथा समृद्धि प्राप्त नहुने रहेछ भन्ने देखिएको छ । सदैव स्थायी सरकार चाहने निजीक्षेत्रकालागी त्यहि स्थायी तथा बलियो सरकार अब भरपर्दो होइन, डरलाग्दो भएको छ । निजीक्षेत्र चुप छ, बिरोध पनि गर्दैन, लगानी पनि बढाउँदैन । तर, निजीक्षेत्रकै खोल ओढेका केहिकोलागी भने स्वर्ण युग आएको छ किनकि सरकारको चाकडी गर्दै विभिन्न बहानामा पुजी पलायन गराउने मौका पाएको छ ।
अन्ततः नेपालको आर्थिक इतिहासमा २०७४ फागुन ३ एउटा हुन नसकेको प्रस्थान विन्दुको रुपमा चित्रित नहोस् किनकि इतिहास निर्मम हुन्छ । नेपालीले गुमाएका यो २ वर्षलाई इतिहासले निर्मम समिक्षा गर्ने नै छ । करिब ७ दशक लगाएर प्राप्त भएको राजनीतिको स्थिरताको जगमा आर्थिक क्रान्ती गर्ने सपना तुषारापात नहोस् समय घर्कि सकेको छैन ।

२०७२ साल असोज ३ : करिब ७ दशकदेखिको राजनीतिक संक्रमणको अन्त्य गर्दै नेपाली जनताले आफैले चुनेका प्रतिनीधिले संबिधान सभामार्फत संबिधान जारी गरेको दिन । लामो रस्साकस्सीपछि अन्ततः नेपाल संघीय संरचनामा जाने कसरतमा संविधानसभामा सुरु भएको बहसको पटाक्षेप गर्दै नेपाल संघीयतामा प्रवेश यस दिनले प्रत्येक नेपालीलाई आर्थिक स्वतन्त्रता प्रदान गरेको छ ।
संबिधानसभामार्फत २०७२ साल असोज ३ मा जारी संघीय गणतन्त्र नेपालको संबिधानले वर्षौदेखिको नेपाली अर्थतन्त्रको केन्द्रिकरणलाई विकेन्द्रित गर्दै पूर्व मेचीदेखि पश्चिम महाकालीसम्म एउटै बजार निर्माण गर्ने अवसर पनि दिएको छ ।
संघीयताका कारण काठमाडौंकेन्द्रित अर्थतन्त्र विस्तारित भएर पक्कै प्रदेशमा धेरै नै रोजगारी सिर्जना हुनेछ भन्ने आशा गर्ने ठाउँ अझै छ ।
संयुक्त राष्ट्रसंघीय विकास कार्यक्रमले प्रकाशित गरेको नेपाल मानव विकास सूचकांक २०१४ अनुसार कुल गार्हस्थ्य उत्पादनमा जिल्लागत रूपमा हेर्दा काठमाडौंको योगदान १५.८ प्रतिशत छ । काठमाडौंपछि समग्र अर्थतन्त्रमा दोस्रो धेरै मोरङको ३.९ प्रतिशत, बाराको ३.३ प्रतिशत, झापा र रुपन्देहीको ३.२ प्रतिशत योगदान छ । यस्तै, सबैभन्दा कम मुगुले ०.२ प्रतिशत एवं हुम्ला, डोल्पा, मुस्ताङ र मनाङको बराबरी ०.१ प्रतिशत योगदान गरेको छ । अर्थतन्त्रको विस्तार भएर सबल प्रदेश निर्माण भए संघीयताले अर्थतन्त्रका चमत्कार गर्ने कुरामा शंका छैन ।
तर, प्रदेशको विभाजन गर्दा आर्थिकभन्दा राजनीतिक विषयलाई बढी महत्व दिइएकाले सबै प्रदेश र प्रदेशभित्रका एकाइहरूबीच समान आर्थिक अवस्था छैन । त्यसैले, देश अव संघीयतामा गइसकेपछि आर्थिक रूपमा सबल प्रदेश निर्माण गर्नुपर्ने दायित्व पनि राजनीतिक दललाई थपिएको छ ।
यस्तै, सरकार एकातिर देशमै रोजगारी सिर्जना गर्ने वाचा गर्दछ भने अर्कोतिर फ्रि भिषा फ्रि टिकटको नाममा नेपाली श्रमिकलाई आफनै प्रदेशबाट सिधै विभिन्न मुलुकमा पठाउन श्रम सम्झौता पनि गर्दैछ । यस्ता द्धैध दर्शन तथा चिन्तनले देशलाई कता लैजाने निश्चित छैन ।
लम्बिँदो राजनीतिक संक्रमणकाल र अनिश्चितताबाट मुक्ति पाएपछि निजीक्षेत्रले पनि देशमा केही गरेर देखाउने संकल्प गरेका बेला सरकारले देशमा लगानीको वातावरण तयार गर्न सकेको भए देशभित्रै लगानी बढ्ने थियो । निजी क्षेत्रले लगानी बढाउनासाथ देशमा रोजगारी बढ्ने र नेपाली युवाहरू वैदेशिक रोजागरीमा जाने क्रम घट्ने थियो । संयुक्त राष्ट्रसंघको प्रतिवेदनअनुसार नेपालको बढ्दो बेरोजगारी सम्बोधन गर्न सरकारले देशभित्रै प्रत्येक वर्ष ५ लाख ५० हजार रोजगारीको अवसर सिर्जना गर्न आवश्यक छ । त्यो क्रम बढ्दै गएर सन् २०२० सम्म प्रत्येक वर्ष ६ लाख ३३ हजार युवा बेरोजार हुने अवस्था रहेको प्रतिवेदनले जनाएको छ । रोजगारी सिर्जनाका लागि मुलुकभर समानुपातिक रूपमा विकास निर्माण तथा आर्थिक गतिविधि सिर्जना गरिनुपर्छ भने लगानीका लागि निजीक्षेत्रलाई उत्प्रेरित पनि गरिनुपर्दछ ।
तर, २०७४ फागुन ३ गते नेपालको इतिहासकै सबैभन्दा बलियो तथा संबिधानद्धारा संरक्षित प्रधानमन्त्री केपी शर्मा ओलीको नेतृत्वको सरकारले सपथ ग्रहण गर्दा निजीक्षेत्रमा जुन प्रकारको उत्साह थियो । नेपाली जनताको दशकौंदेखिको समृद्धिको सपनाको जगमा बनेको सरकारले दृढ इच्छाशक्तिसहितको राजनीतिक संकल्पका साथ नीतिगत सुधार गरेर देशको कायापलट गर्ने जुन आशा थियो । ती सबै आशामा बितेका वर्षका आर्थिक परिसूचकले चिसो पानी खन्याएको छ । निष्पक्ष भएर हेर्ने हो भने बितेका वर्षका आर्थिक परिसूचकले सरकारले विकासको तथा समृद्धिको गतीले लय समात्न सकेको देखिदैन ।
२०४६ को राजनीतिक परिवर्तनपछिको सरकारले ल्याएको आर्थिक सुधारले जसरी नेपालको अर्थतन्त्रको आयतन विस्तारमा ठूलो भूमिका खेल्यो र अर्थतन्त्रलाई चलायमान बनाउने काम गर्यो । त्यस्तै समृद्धिको सपनालाई यथार्थमा परिणत गर्ने अवसर यसपटक राजनीतिक स्थिरताको प्रत्याभूतिसहित झन्डै दुईतिहाई बहुमतप्राप्त प्रधानमन्त्री केपी शर्मा ओली सरकारलाई जुटाइदिएको छ ।
अर्थतन्त्रको वृद्धिलाई चलायमान गराउन पूर्वाधार र कानुनी सुधार आवश्यक छ, सबैलाई थाहा छ । तर, नीतिगत तथा कानुनी सुधारमार्फत आर्थिक क्रान्तिको जग नबसाल्ने हो भने ओली सरकारको अवसर खेर जानेछ । साथै यसको पीडा वर्तमान पुस्ताका नेपाली मात्रै होइन, आगामी पुस्ताले पनि भोग्नुपर्ने देखिन्छ । 
ओली सरकारलाई केन्द्रमा मात्रै होइन स्थानीय, प्रदेश र संघ तीनवटै सरकारमा करिब करिब दुईतिहाइको म्यान्डेट छ । त्यो म्यान्डेट जनताले राजनीतिक स्थिरतासहितको विकास तथा समृद्धिका लागि दिएका हुन् । त्यसैले नै अहिले अर्थतन्त्रको विकासका लागि अत्यन्त अनुकूल समय पनि हो । समयले ओली सरकारलाई एउटा अवसर जुटाइदिएको छ । ओली सरकारले राष्ट्रको हितमा केहि अप्रिय निर्णय गरेरै भएपनि तीव्र आर्थिक विकासका लागि प्राप्त यो अवसरलाई सदुपयोग गर्छन् कि खेर फाल्छन्, इतिहासले समिक्षा गर्ने नै छ ।
मनौवैज्ञानिकरुपमा कर्मचारीतन्त्रदेखि नेताहरुसम्म भ्रष्ट भन्ने निराशाको वातावरण भएको बेला प्रचन्ड बहुमतको ओली सरकारले जनताका निराशालाई आशामा परिणत गरेर समृद्धिको जग बसाल्न सक्छ कि सक्दैन, इतिहासले पक्के पनि निर्मम समिक्षा गर्ने नै छ ।

१९९४ कार्तिक ३० : वि.सं.१९९४ कार्तिक ३० गते तत्कालीन राजा त्रिभुवनले नेपाल बैंकको उद्घ्घाटन गर्दा उनले सोचेकै थिएनन् होला, नेपालको आर्थिक इतिहासमा औपचारिक अर्थतन्त्रको पनि उनी शिलन्यास गर्दैछन् ।
नेपाल बैंकमार्फत् नेपालमा संस्थागत रूपमा बैंकिङ्ग सेवाको शुरुवात हुनुअघिसम्म सम्पूर्ण मौद्रिक कारोवारहरू निजी डिलर तथा व्यापारिक केन्द्रहरूबाट हुने गर्दथ्यो । आज पनि नेपालको सबैभन्दा ठुलो चुनौती भनेको अनौपचारिक अर्थतन्त्र नै हो ।
संघीय गणतन्त्र नेपालको ठूलो चुनौती वित्तीय संघीयतामा साधन तथा स्रोतको परिचालन र व्यवस्थापन त हो नै । नेपालको संविधान २०७२ ले संघीय, प्रादेशिक र स्थानीय सरकार गरी तीनैवटा सरकार संवैधानिक हकको अधिकार प्रयोग गर्न सक्ने बनाइ दिएको छ । साधन तथा स्रोतको परिचालन र ब्यवस्थापनमा नेपालको कुनै राम्रो इतिहास छैन । बैक तथा वित्तीय संस्था बिना साधन तथा स्रोतको परिचालन र ब्यवस्थापन सहज पनि छैन । किनकि कुनै पनि संघीय मुलुकको सफल कार्यान्वयन गर्न सरकारका विभिन्न तहबीच स्वस्थ, पारदर्शी तथा सन्तुलित वित्तीय व्यवस्था आवश्यक छ । तर, नेपालमा वित्तीय विकेन्द्रीकरणको पक्ष सहज देखिँदैन । स्रोतसाधन र विकासका गतिको हिसाबले विभिन्न सरकारमा ठूलो भिन्नता पाइन्छ । त्यसमाथि अनौपचारिक अर्थतन्त्र, बढ्दो भ्रष्टाचारजन्य कृयाकलाप तथा निश्चित आयस्रोतविहीन आम्दानीले लामो समयसम्म देशको वित्तीय स्थायित्वलाई कायम राख्न सक्दैन ।
एकातिर नेपालका बैंकमा लगानीयोग्य रकमको अभाव प्रत्येक वर्ष दोहोरिइरहँदा निक्षेपकर्ताका परिचय नखुलेको रकम स्वीस बैंकका खातामा बढ्दै जानेक्रम जारी छ । स्वीस बैंकका खातामा बढ्दै गएका पैसाले गैरकानुनी आर्जनको स्रोत नघटेको तथा देशको अर्थतन्त्रमा अझै कालोधनको मात्रा बढ्दै गएको देखिन्छ । अवैध सम्पत्तिको त कुरै छोडौं, नेपाली कानुनअनुसार वैध रकम पनि नेपाली नागरिकले नेपाल राष्ट्र बैंकलाई जानकारी नगराई विदेशी बैंकमा राखेको प्रमाणित भए जरिवानासहित कैद सजाय हुने कानुनी व्यवस्था छ । तर पनि स्विट्जरल्यान्डको केन्द्रीय बैंकका अनुसार स्वीस बैंकमा अवैध ढंगले आर्जित गरि लुकाएर पैसा राख्ने विश्वका २०० मुलुकमा नेपाल १०९ औं नम्बरमा छ ।
पञ्चायतकालका अन्तिम वर्षहरुमा नेपालका सडकमा पम्फादेवीको नामका धेरै नारा लगाइन्थे । तत्कालीन राज्यशक्तिको केन्द्रमा रहेकी एक महिला पात्रलाई नेपालीको सम्पत्ति अवैध रूपमा स्वीस बैंकमा लगेर आफ्नो नाममा राखेको भन्दै सडकदेखि सदनसम्म नारा लगाउनेहरुमध्ये धेरैजना हाल मन्त्री भैसकेका छन्, तर ती महिलापात्र विस्मृतिमा पुगिसकेको अवस्थामा आज सत्ता जनताको हातमा छ र स्वीस बैंकमा बर्षेनी अबैध सम्पत्ति बढिरहेको छ । कसको हो त त्यो सम्पत्ति ? प्रश्न सरल छ, तर उत्तर जटिल ।
निजीक्षेत्रका नाममा केहि अनाम ब्यवसायी नेताका कमिसन तथा भ्रष्टाचारजन्य क्रियाकलापबाट आर्जित धन देशबाहिर लाने मतियार बनिरहेको वर्तमान परिप्रेक्ष्यमा १९९४ मा नै नेपाल बैकको स्थापना हुनु दूरदर्शी कदम नै मान्नु पर्दछ । जुन देशमा भ्रष्टाचार धेरै छ, लगानीको वातावरण छैन र सत्ताको आडमा अकुत सम्पत्ति कमाउन सकिन्छ त्यस्ता गैरकानुनी आर्जन सहजै नक्कली कम्पनीको नामबाट ट्याक्स हेभेन देशका कम्पनीमार्फत स्वीस बैंकमा जम्मा गरिन्छ । यस्ता गैर कानूनी कृयाकलाप बन्द गर्न अर्थतन्त्रको औपचारिकीकरण अत्यन्त आवश्यक हो । जुन नेपाल बैकको स्थापनाले दिएको सन्देश हो ।
यस्तै, देशभित्रै पनि कालो धनलाई सेतो बनाउन सम्पत्ति शुद्धीकरणमार्फत दायर भएका मुद्दामा सरकार धमाधम हार्दै जानु र सानादेखि ठूला डन फटाफट अदालतबाट शुद्धीकरण हुँदै निस्किनुले नेपालको अर्थतन्त्रको कालोचित्र प्रस्तुत गर्दछ ।

अन्त्यमा,
विश्व बैंकले सन् २०२० का लागि सार्वजनिक गरेको ‘डुइङ विजनेस’ प्रतिवेदनले समग्रतामा नेपालको उल्लेख्य प्रगति देखाएको छ । सन् २०१९ मा डुइङ विजनेस सुचीको १ सय १० औं स्थानमा रहेको नेपाल अहिले ९४ औं स्थानमा पुगेको छ ।
२०१८ को प्रतिवेदनमा नेपाल दक्षिण एसियामा तेस्रो ब्यवसाय गर्न सहज देश भएकोमा सन् २०१९मा चौथो भएको थियो । यसपटक अर्थात् २०२० को प्रतिवेदनले फेरी नेपाललाई दक्षिण एसियामा ब्यवसाय गर्न तेस्रो सहज देश देखाएको छ, खुसिको कुरा हो । तर गत वर्षको प्रतिवेदनमा जुन–जुन पक्षमा नेपाल कमजोर थियो, ती पक्षमा अझै सुधार देखिएको छैन ।
प्रतिवेदनअनुसार नेपालले कर प्रशासन र लगानीमैत्री वातावरणमा धेरै सुधार गर्नुपर्ने आवश्यकता अझै छ । प्रक्रिया, समय, मूल्य, व्यवसाय सुरुवात गर्न आवश्यक न्यूनतम पूँजीकै सन्दर्भमा पनि नेपाल कमजोर देखिएको छ । डुइङ विजनेशमा नेपालको समग्र स्थान ९४ रहे पनि कर भुक्तानीसम्बन्धी सूचकांकमा नेपालको स्थान १ सय ७५ औं रहेको छ भने व्यवसायको सुरुवातसम्बन्धी सूचकांकमा नेपाल १ सय ३५ औं स्थानमा रहेको छ ।
त्यसबाहेक पनि भ्रष्टाचार, ढिलासुस्ती, बाह्य लगानी, व्यवसायिक लागतजस्ता महत्वपूर्ण कुरा डुईङ विजनेशले समेट्दैन । त्यसैले नेपालले सुधार गर्नु पर्ने प्रसस्त ठाउँ छन् । अन्यथा इतिहासले मुल्यांकन गर्ने नै छ ।
र इतिहास निर्मम हुन्छ ।
