World Bank approves $257 million to improve electricity and irrigation services

The World Bank’s Board of Executive Directors approved two projects for Nepal on May 29 totaling $257 million aimed at enhancing electricity distribution services and improving irrigation services to boost agricultural productivity.

The Electricity Supply Reliability Improvement Project ($120 million) will strengthen the electricity distribution network and enhance electricity supply to users in Koshi, Bagmati, Karnali, and Sudurpashchim provinces. The project, led by Nepal Electricity Authority (NEA), will focus on constructing new distribution substations, upgrading existing networks, and implementing an automated system for real-time monitoring of distribution networks to enhance operational efficiency, a press note issued by the multilateral lending institution reads.

The Modernisation of Rani Jamara Kulariya Irrigation Project - Phase 3 ($137 million) aims to improve irrigation services and agricultural productivity by expanding access to year-round irrigation services, increasing farm productivity, and enhancing climate resilience in Kailali district, Sudurpaschim Province, it reads, adding "Jointly implemented by Department of Water Resources and Irrigation and Department of Agriculture, this project will scale year-round irrigation to an additional 17,500 hectares benefiting 160,000 people."

“An uninterrupted electricity supply and adequate, year-round irrigation services are fundamental inputs for Nepal’s sustainable development,” said Country Division Director for Maldives, Nepal, and Sri Lanka David Sislen. “The projects emphasise improved connectivity and the promotion of clean electricity generated from hydropower, alongside integrated agricultural support services to farmers to help build resilience against climate and disaster risks.”

The projects also include capacity-building initiatives for the Nepal Electricity Authority and the Water Users Association to promote innovative solutions and strengthen institutional systems for the effective management and sustainability of infrastructure.

India to import additional 251 MW of power from 12 Nepali hydropower projects

India’s designated authority for cross border trade has approved an additional 251 MW of power exports from 12 hydropower projects in Nepal.

"For the first time Nepal would be exporting power to Bihar through a medium term power sales agreement," according to a press note issued by the Indian Embassy in Kathmandu.

This takes the total allowed quantum from 690 MW from 16 projects to 941 MW from 28 projects, it reads, adding that even before this 251 MW approval, Nepal had already become a net exporter of electricity and net revenue generator in the last fiscal year selling Rs 16.93 billion worth of electricity. "In October 2021, India had approved 39 MW power exports from Nepal to India for the first time."

In less than 3 years, this figure has grown by more than 24 times.

Nepal first began its power exports by selling in the Day Ahead Market of the Indian Energy Exchange (IEX). Since then, India has also granted access to the Real Time Market (RTM).

Nepal Electricity Authority (NEA) has also entered into medium term power sales agreements with discoms in Haryana and Bihar, the press note adds. 

India has also opened the provision of counting hydropower imports from Nepal as a part of Hydropower Purchase Obligation (HPO) for buyers in India, which further incentivises buyers to purchase power from Nepal.

The Agreement for Long Term Power between India and Nepal envisages the sale of up to 10,000 MW power from Nepal to India in the next 10 years. This is the first year of the agreement and around 1000 MW exports have already been reached.

With the new development, Nepal is on track to become the leading hydropower exporter of the South Asia region. An agreement for sale of 40 MW power to Bangladesh has also been finalised and was planned to be signed on 28 July 2024 but got postponed due to recent political developments in Bangladesh.

MCA-Nepal completes signing of all three 400 kV substations

MCA-Nepal today signed the final substation contract with Techno Electric and Engineering Company Ltd (TEECL), India to construct a  $38.89 million 400 kV substation in Damauli, Tanahun district. "With this, MCA-Nepal has completed the award of contracts for the construction of all three 400 kV substations as part of implementing the Millennium Challenge Corporation (MCC) Nepal Compact," according to a press note issued by the MCA-Nepal, today. 

Once completed, the New Damauli Substation will have a capacity of 1000 Mega Volt Ampere, making it one of the largest substations in the country along with the Ratmate Substation for which the MCA-Nepal signed a contract with the same company in June 2024, it reads, adding that the New Damauli Substation will serve as a critical point of connection for power flow with the Ratmate, Lekhnath and New Butwal Substations. 

Executive Director at MCA-Nepal Khadga Bahadur Bisht and Director- Commercial at TEECL, India Rajiv Agarwal signed and exchanged the contract in the presence of Minister for Energy, Water Resources and Irrigation Deepak Khadka, US ambassador to Nepal Dean R Thompson, MCA-Nepal Board Members, TEECL Managing Director Padam Prakash Gupta and officials from NEA along with MCC and MCA-Nepal officials.

Addressing the event, Minister for Energy, Water Resources and Irrigation Khadka expressed his belief that the substations would significantly contribute in strengthening the electricity distribution system in Nepal to pave the way for economic prosperity. He also urged all concerned stakeholders to strengthen efforts for the timely completion of the project. 

“The progress is a good indication of MCA-Nepal’s ongoing efforts to implement the MCC Nepal Compact," finance secretary and MCA-Nepal board chair Dr Ram Prasad Ghimire said, adding that the three substations are essential to Nepal’s growing energy sector and will help ensure a reliable power sector to enhance industrial and commercial activities for the economic growth in Nepal.

Speaking on the occasion, US ambassador Thompson thanked everyone involved in the project. "Today, standing together with the Government of Nepal, Ministry of Finance, Ministry of Energy, Water Resources and Irrigation, the Nepal Electricity Authority, and MCA-Nepal, I’d like to acknowledge the important role each of you has played in the progress of this project and shaping a brighter future for Nepal," he said, and further added, “The MCC Nepal Compact is going to be an important part of our shared success story, working with Nepal to power Nepali homes, power the Nepali economy, create jobs, and reduce poverty through inclusive and sustainable economic growth." 

"It is indeed a remarkable milestone to sign all three substation contracts while approaching the one-year anniversary of the launch of the Compact," MCA-Nepal executive director Khadga Bahadur Bisht, on the occasion, said acknowledging the support of the government and key stakeholders – Ministry of Finance, the MCA Nepal Board, NEA and MCC. 

Along with the three substations, the MCC Nepal Compact will fund the construction of up to 315 km of transmission line from Lapsiphedi, Kathmandu to the Nepal-India border in Nawalparasi (Bardaghat Susta West) under the Electricity Transmission Project. The bids for the 18 km cross-border transmission line have been received for evaluation.

MCA-Nepal aims to award the contract in August. Likewise, preparations are on track to ensure the bids for the remaining 297 km of transmission lines are relaunched at the earliest possible this year. And, on the Roads Maintenance Project, MCA-Nepal is preparing to launch the Full Depth Reclamation procurement in August. 

एमसीए–नेपालद्वारा तीनवटै ४०० केभी सबस्टेशनको निर्माण सम्झौता सम्पन्न

एमसिए–नेपालले तनहुँ जिल्लाको दमौलीमा ४०० केभी क्षमताको नयाँ दमौली सबस्टेशन निर्माणका लागि भारतको टेक्नो इलेक्ट्रिक एण्ड इञ्जिनियरिङ लिमिटेडसँग ३.८८ करोड अमेरिकी डलरको ठेक्का सम्झौता गरेको छ । यो सम्झौता सँगै एमसीसी नेपाल कम्प्याक्ट अन्तर्गत निर्माण गर्न लागिएका तीनवटै ४०० केभी सबस्टेशन निर्माणसम्बन्धी सम्झौता सम्पन्न भएको छ ।

निर्माण सम्पन्न भएपछि नयाँ दमौली सबस्टेशन पनि सोही कम्पनीसँग २०८१ साल जेठमा निर्माणसम्बन्धी सम्झौतामा हस्ताक्षर गरिएको रातमाटे सबस्टेशन जस्तै एक हजार मेगा भोल्ट एम्पिएर क्षमताका नेपालकै ठुला सबस्टेशनमध्ये एउटा बन्नेछ । उक्त नयाँ दमौली सबस्टेशनले रातमाटे, लेखनाथ र नयाँ बुटवल सबस्टेशनबीच विद्युत् प्रसारणका लागि महत्वपूर्ण सेतुका रूपमा काम गर्नेछ ।

कार्यक्रमलाई सम्बोधन गर्दै ऊर्जा, जलस्रोत तथा सिँचाइ मन्त्री दिपक खड्काले तीनवटै सबस्टेशनले नेपालको विद्युत् वितरण प्रणालीको सशक्तीकरणमा महत्वपूर्ण योगदान गर्दै आर्थिक समृद्धिका लागि मार्गप्रशस्त गर्ने विश्वास व्यक्त गरे । साथै उनले आयोजना समयमै सम्पन्न गर्नका लागि सशक्त पहल गर्न पनि सम्बन्धित सम्पूर्ण सरोकारवालाहरूलाई आह्वान गरे ।

कार्यक्रममा आफ्नो मन्तव्य राख्दै अमेरिकी राजदूत थम्प्सनले नेपाल सरकार, अर्थ मन्त्रालय, ऊर्जा, जलस्रोत तथा सिँचाइ मन्त्रालय, नेपाल विद्युत् प्राधिकरण र एमसीए–नेपालसँग काँधमा काँध मिलाउँदै यो आयोजनाको प्रगति र नेपालको सुन्दर भविष्य निर्माणका लागि सबैले निर्वाह गरेको महत्वपूर्ण भूमिकाको प्रशंसा गरे । “समावेशी एवं दीगो आर्थिक विकासमार्फत नेपालको घर घरमा ऊर्जा पु¥याउन, नेपाली अर्थतन्त्रलाई थप ऊर्जा प्रदान गर्न, रोजगारी सिर्जना गर्न र गरिबी न्यूनीकरण गर्न नेपालसँग सहकार्य गर्दै एमसीसी नेपाल कम्प्याक्ट हाम्रो साझा सफलताको कथाको महत्वपूर्ण अङ्ग बन्दैछ,” उनले भने । 

यसैगरि, एमसीए–नेपालका कार्यकारी निर्देशक खड्ग बहादुर विष्टले एमसीसी नेपाल कम्प्याक्ट कार्यान्वयनमा गएको पहिलो वार्षिकोत्सवको पूर्वसन्ध्यामा तीनैवटा सबस्टेशन निर्माणसम्बन्धी सम्झौतामा हस्ताक्षर हुनु महत्वपूर्ण कोशेढुङ्गा भएको बताए । “यस अवसरमा म नेपाल सरकार, हाम्रा महत्वपूर्ण सरोकारवाला निकायहरू अर्थ मन्त्रालय, एमसिए–नेपाल सञ्चालक समिति, नेपाल विद्युत् प्राधिकरण तथा एमसीसीलाई निरन्तर सहयोगका लागि धन्यवाद ज्ञापन गर्दछु,” उनले भने । 

एमसीसी नेपाल कम्प्याक्टले विद्युत् प्रसारण आयोजना अन्तर्गत तीनवटा सबस्टेसनका अतिरिक्त काठमाडौँको लप्सीफेदीदेखि नवलपरासी (बर्दघाट सुस्ता पश्चिम) स्थित नेपाल–भारत सीमासम्म ३१५ किमि लामो प्रसारण लाइन निर्माण गर्न आर्थिक सहयोग गर्दैछ ।

अहिले १८ किमि लामो सीमापार प्रसारण लाइन निर्माणका लागि प्राप्त बोलपत्रहरूको मूल्याङ्कन कार्य भइरहेको छ । एमसिए–नेपालले यसको निर्माण सम्झौता यही साउनमा गर्ने लक्ष्य लिएको छ । त्यस्तै, बाँकी २९७ किमि प्रसारण लाइन निर्माणका लागि यसै वर्ष यथाशीघ्र पुनः बोलपत्र आह्वान गर्ने तयारी भइरहेको छ । एमसीए–नेपालले सडक मर्मत आयोजनातर्फ फूल डेप्थ रिक्लेमेसनसम्बन्धी खरिदका लागि यही वर्षको भदौभित्र बोलपत्र आह्वान गर्ने तयारी गरेको छ ।

NEA resumes power supply to six industries for three months, will the dispute between NEA and industries end ?

After four days of the Prime Minister's order, the government power monopoly Nepal Electricity Authority (NEA) today late evening connected the power supply to six industries.

Earlier in the afternoon, the NEA board has decided to resume power supplies to them with condition. According to the condition, the industries must pay their dues within 3 months, otherwise, the supply will again be disrupted, a board member informed. "The NEA has resumed power supply to the six industries on the condition that they will clear their pending dues within three months."

A meeting of the board of directors of the power utility held today afternoon has decided to resume the power supply also as according to the direction of the Prime Minister and energy minister.

The board meeting was, however, not cordial as two of the board members, Bhakta Bahadur Pun and Kapil Acharya, wrote note of decent. Pun, near to the dethroned Nepal Communist Party (NCP) Maoist Centre, and Acharya near to NCP-S claimed that there is no guarantee of dues collection within 3 months also, even after resumption of power.

The NEA board has energy minister Dipak Khadka as the chair, and energy secretary Sarita Dawadi, revenue secretary Dr Ram Prasad Ghimire, NEA managing director (MD) Kulman Ghising, representative from Consumer Group Bhakta Bahadur Pun, power sector representatives Kapil Acharya, and Ratan Bahadur Ayre, and prominent member from private sector Bharat Raj Acharya.

"Of them, two board members wrote note of decent, but the majority of the members endorsed the decision facilitating the NEA to resume power," another member of the NEA board said.

NEA had cut power supplies to six industries – Reliance Spinning Mills (753.68 million), Ghorahi Cement, Arghakhanchi Cement (448.60 million), Jagadamba Synthetic (205 million), Hulas Steel (141.20 million), and Jagadamba Steel (1.60 billion) dues including 25 per cent delay fine – between July 9 and 11 for not clearing their dues of dedicated and trunk lines.

Prime Minister KP Sharma Oli on Friday directed NEA managing director Kul Man Ghising to resume power supply to all industries at the earliest as the private sector has been suffering due to slow-down in economy.

However, Ghising told the Prime Minister Oli that he would take the proposal to the board of directors.

Oli also objected to NEA’s decision -- addressing the meeting of the House of Representatives on Sunday -- of not supplying the power to the industries and discouraging the private sector during the time of economic slow down.

“As of now surplus energy is going to be wasted in the rainy season, and NEA has cut power supply to big consumers for not clearing electricity dues,” Oli said in parliament. 

According to the NEA, a total of 61 industries have to pay cumulative dues of Rs 6.60 billion. 

The debate started a decade ago, when the NEA proposed the industries to supply uninterrupted power for extra charge. Those days, the industries were suffering due to irregular power supply. THus they accepted the NEA proposal to pay premium charge for using dedicated feeder and trunk line, during the load-shedding period.

Thus, the state power monopoly, citing power outage issues in 2015, enforced the rule to charge premium on industries that consume 24 hour uninterrupted energy through the dedicated feeder and 20 hour of uninterrupted power supply through the trunk lines, during the period of load shedding.

The NEA had charged 65 per cent as premium charge for the users of dedicated feeders and trunk lines on top of the normal tariff. The industries have been regularly paying their normal tariff. But the dispute started after the NEA sent the bills to the industries with premium charges, that also four years later.

Under the dedicated feeder service, a factory that needed high voltage lines was permitted to receive direct electricity from a nearby substation, while those using trunk lines were provided with regular electricity directly through two substations. 

There has been dispute about the period, and 24-hour and 20-hour uninterrupted power usage, according to the agreement between the NEA and industries. The buyer, industries, and seller, NEA, both must follow the agreement, as it is legal binding to follow contract.

But the NEA has charged the industries with premium without providing the Time of the Day (ToD) Meter, which the industries have been asking for, if the NEA charges premium.

They have been blaming the NEA for slapping the premium charge of period even after the load shedding was declared officially over, and before the premium charge approved the Electricity Regulatory Commission, which has the only authority of fixing the power charges, not NEA.

Former FNCCI president Pashupati Muraraka, who is also one of the industries that has been asking the NEA to show ToD meter, said that they are ready to pay the premium charge, if the NEA produces ToD.

"During the load-shedding period, a decade ago, NEA supplied power to some industries through dedicated feeder and trunk line, but with condition fixed by the NEA itself, not the industries," he said, adding that the industries have been asking the NEA to follow the condition, fixed by itself.

"There are two dispute; first time period and second condition fixed by the NEA itself, not the industries," he added. "The dispute of the time period has been, more or less, solved by Lal commission formed by the erstwhile government led by Puspa Kamal Dahal, and now the remaining dispute about the condition will also be solved once the NEA produces the ToD Meter, and the industries will pay accordingly."

After a long dispute, the Dahal-led government had on January 9 formed a committee under the former Supreme Court Justice Girish Chandra Lal, with joint secretaries of the Ministry of Water Resources and Irrigation and the Ministry of Commerce and Supplies (MoICS) as members.

However, after a while, the members were replaced by the water and irrigation secretary and commerce secretary.

The committee, after three months of long investigation, has suggested the power monopoly to take premium charges of electricity used during the period of February 2016 to April 2018, only, not before and after the date. Before February 2016, the tariff was not approved by the Electricity Regulation Commission, the power sector regulator, and after April 2018, the government and NEA declared no-load-shedding in the industries.

The Lal Commission has also recommended charging premium based on the consumption amount recorded by the Time of the Day (ToD) Meter.

But NEA managing director Ghising is adamant to collect the premium charges for the period not mention by the Lal Commission also. The Dahal-led cabinet has also directed the NEA to follow the Lal Commission report. But, Ghising and NEA are not ready to follow the Lal Commission report, as they fear of corruption charges.

The NEA has booked the dues and showed that as profit in the balance and distributed bonus as well, despite the acute shortage of cash flow. Now, if they collect less charge, following the Lal Commission report, they are in the soup.

Thus, the adamant NEA on June 23 issued a notice to the industries giving them a deadline of 15 days to clear their dues. However, the industrialists did not turn up to pay the dues within the stipulated timeline that ended last Monday. They instead asked for proof.

The NEA, refusing to implement the recommendation of Lal Commission, sent the excel sheet record of the electricity use to the industries. But the industries, again, asked for ToD Meter to pay premium dues.

In the meantime, the government has changed.

The NCP-Maoist Centre supremo Dahal-led NCP-Maoist Centre and CPN-UML coalition government has been replaced by CPN-UML chair KP Sharma Oli-led CPN-UML and Nepali Congress coalition government a week ago.

The incumbent Prime Minister Oli has been vocal on the NEA's treatment to the industries, which has put pressure on NEA, especially Ghising, who is near to CPN-Maoist Centre supremo Dahal.

After the pressure from the premier, energy minister, who is the NEA board chair, the NEA’s board meeting held yesterday has also decided to facilitate the industrialists to clear their dues on dedicated feeders in 28-month installments. But the industries did not give any ear to the NEA proposal.

According to the NEA, the flexibility it has adopted will relieve the industries to settle the dues at a time of business slowdown due to low demand in the market. But the industries claim that they want the proof, not the time period, to pay premium charge claimed by the NEA.

डेडिकेटेड ट्रंकलाइन विवादः गल्ती छोप्न अर्को गल्ती गर्दा गिजोलियो, किन सुल्झाउन चाहँदैनन् कुलमान ?

नेपाल विद्युत प्राधिकरणले मंगलबार राति रिलायन्स स्पिनिङ मिल्स, घोराही सिमेन्ट र अर्घाखाँची सिमेन्टको बिजुलीको लाइन काट्यो । प्राधिकरणले उद्योगहरुमा बिजुलीको लाइन काटेको यो पहिलो पटक होइन । यसअघि २०८० पुसमा पनि उद्योगहरुले प्रयोग गरेको डेडिकेटेड फिडर तथा ट्रंकलाइनको बक्यौता नबुझाएको भन्दै लाइन काटेको थियो ।

थप केहि उद्योगका लाइन काट्ने तयारीमा प्राधिकरण छ ।

प्राधिकरण र उद्योगीबीच विवाद बढेपछि प्रधानमन्त्री पुष्पकमल दाहाल ‘प्रचण्ड’को मन्त्रिपरिषदले पुस २४ गते सर्वोच्च अदालतका पूर्वन्यायाधीश गिरिशचन्द्र लालको संयोजकत्वमा जाँचबुझ आयोग बनायो । मन्त्रिपरिषद्ले बनाएको लाल संयोजकत्वको जाँचबुझ आयोगमा सिँचाइ सचिव र वाणिज्य सचिव सदस्य थिए ।

आयोगले ३ महिना १२ दिन लगाएर वैशाख २३ गते ऊर्जा, जलस्रोत तथा सिँचाइ मन्त्री शक्तिबहादुर बस्नेतलाई प्रतिवेदन बुझायो । उद्योगीहरु अब समस्या समाधान हुनेमा ढुक्क भए ।

किनभने, उनीहरु यो विवादले ‘परेसान’ भएका थिए । उद्योगको बिजुली काटे पनि सर्वसाधारणले भोग्दै आएको लोडसेडिङ अन्त्य गरेर कुलमानले लोकप्रियता कमाएका थिए । एक समय कुलमानको लोकप्रियता यति उचाइमा थियो कि उनले जे भने पनि आम जनताले पत्याउँथे । कतिपय उद्योगीले सडकमा हिँड्दा पनि सर्वसाधारणले बिजुलीको बिल नतिर्ने मान्छे आयो भनेको सुन्नु परेको थियो ।

आफ्नो लोकप्रियताको अहंले प्राधिकरण नेतृत्वले गलत अफवाह फैलाएर आफूहरुको इज्जत र प्रतिष्ठामा आँच पुर्‍याउने काम गरेको उद्योगीहरु बताउँछन् । किनकि कतिपयले त बिजुलीको बिल नतिर्ने भन्दै उद्योगीहरुको फोटो सामाजिक सञ्जालमा भाइरलसमेत बनाएका थिए । उद्योगीहरुले अहिलेसम्म देशमा सिर्जना गरेको रोजगारी र राज्यलाई तिरेको करका बारेमा कसैले बोल्दैनथे ।

कुलमानको लोकप्रियतासँग उद्योगीहरु पनि डराए । त्यसैले उनीहरु प्रक्रियागत र कानुनी उपचारको लडाइमा केन्द्रित भए ।

तर, कुलमान रोकिएनन् । सुरुमा गरेको गल्ती छोप्न एकमाथि अर्को गल्ती गर्दै गइरहे ।

जसरी उद्योगीहरुले कानुन मान्नु पर्छ त्यसैगरी प्राधिकरणले पनि कानुन मान्नु पर्छ । खरिदकर्ता तथा बिक्रीकर्ता दुबै एउटा करार कानुनमा बाँधिएका हुन्छन् । र त्यो पालना गर्नु दुबैको दायित्व हो

प्राधिकरण र उद्योगीबीच पहिलो विवाद थियो अतिरिक्त शुल्क लाग्ने समयावधिको । आयोगले २०७२ साउनदेखि २०७२ पुससम्म, २०७२ माघदेखि २०७५ वैशाखसम्म र २०७५ जेठदेखि २०७७ असारसम्मको फरक–फरक समयावधिको विस्तृत अध्ययन गरेको थियो । नियमित शुल्क त उद्योगीहरुले तिरिरहेकै थिए । त्यसैले प्रिमियम तिर्ने समयावधि गणना कहाँबाट हुन्छ भन्ने विवादमा लाल आयोगले स्पष्ट पारिदिएको हुनाले एउटा समस्या समाधान हुने बाटोमा थियो ।

समयावधिको समस्या के थियो, त्यसबारेमा केहि बेरमा चर्चा गरौंला ।

अर्को विवाद थियो, विशुद्ध कानुनी । विद्युत प्राधिकरणको आफ्नै अनि नियामक निकाय तत्कालीन विद्युत नियमन आयोगको कानुन अनुपालना र परिपालना बारे ।

जसरी उद्योगीहरुले कानुन मान्नु पर्छ त्यसैगरी प्राधिकरणले पनि कानुन मान्नु पर्छ । खरिदकर्ता तथा बिक्रीकर्ता दुबै एउटा करार कानुनमा बाँधिएका हुन्छन् । र त्यो पालना गर्नु दुबैको दायित्व हो । आफूले प्रयोग गरेको हरेक वस्तु तथा सेवाको बिल हेरेर, बिलअनुसार शुल्क तिर्नु हरेक उपभोक्ता वा सेवाग्राहीको कानुनी दायित्व हो । साथै, आफूले प्रयोग गरेको वस्तु वा सेवाको विस्तृत बिल हेर्न पाउनु प्रयोगकर्ताको हक हो ।

किनकि, सेवा दिने र सेवा लिने अनि वस्तु वा सेवा बिक्री गर्ने र खरिद गर्नेबीचको सम्बन्ध कानुनद्वारा स्पष्ट परिभाषित छ । र, यो कानुनी सम्झौता प्राधिकरण तथा उद्योगी वा सर्वसाधारणको हकमा पनि लागू हुन्छ ।

त्यसैले उद्योगीहरुले आफूले प्रयोग गरेको बिजुलीको बिलको टीओडी मिटर मागे । यो जान्न पाउनु सेवाग्राहीको कानुनी हक हो । त्यसमाथि टीओडीको तथ्यांक हरेक वर्ष डाउनलोड गरेर राख्नु पर्ने प्राधिकरणको आफ्नै विनियामावलीमा पनि उल्लेख छ ।

तर, प्राधिकरणले टीओडीको तथ्यांक नदिइकनै बिलमात्रै पठाइरह्यो ।

केही उद्योगीहरुका अनुसार त यो खुलेआम लुट हो । सरकारकै एउटा संयन्त्रले खुलेआम लुट्ने प्रपञ्च गर्दा प्रधानमन्त्री, मन्त्रिपरिषद् र सरकारले नै उद्योगीहरुलाई लुट्दैछ भन्न पाउने कि नपाउने ?, उद्योगीहरु प्रश्न गर्छन् ।

एकाथरिको भनाइमा विद्युत प्राधिकरणका प्रबन्ध निर्देशक कुलमान घिसिङको ब्यक्तिगत इगोकै कारण नेपालमा उद्योग बन्द गराइन लागेको हो भने अर्काथरिका अनुसार प्रधानमन्त्री पुष्पकमल दाहालको नेपालमा उद्योग चलाउन नदिने र औद्योगिकीकरणलाई मास्ने योजना नै प्राधिकरण नेतृत्वले लागू गरेको आशंका छ।

प्रचण्ड नेतृत्वको मन्त्रिपरिषद्ले आफैंले गठन गरेको आयोगको प्रतिवेदन कार्यान्वयन गर्नु भन्यो । उद्योगी खुसी भए । तर, त्यसमा प्राधिकरण र प्राधिकरणको नेतृत्वले खेलकुद गरेर समस्या समाधान गर्नुको साटो बल्झाएको आरोप उद्योगीहरुको छ

नेपाललाई आर्थिकरुपमा सबल तथा आत्मनिर्भर बन्न नदिने तथा पराधीन र पराश्रित बनाइराख्ने प्रधानमन्त्री प्रचण्डको षड्यन्त्रका गोटी बने कुलमान । त्यसमाथि नेपालको राज्य संयन्त्र अग्रगामी नभएर विकास बिरोधी तथा दोहनकारी छ भन्ने त प्रमाणित नै छ।

प्रचण्ड नेतृत्वको मन्त्रिपरिषद्ले आफैंले गठन गरेको आयोगको प्रतिवेदन कार्यान्वयन गर्नु भन्यो । उद्योगी खुसी भए । तर, त्यसमा प्राधिकरण र प्राधिकरणको नेतृत्वले खेलकुद गरेर समस्या समाधान गर्नुको साटो बल्झाएको आरोप उद्योगीहरुको छ ।

लाल नेतृत्वको आयोगको प्रतिवेदन कार्यान्वयन गर्दा आफैं अप्ठ्यारोमा पर्ने भएपछि ऊर्जामन्त्री शक्तिबहादुर बस्नेत र प्रधामन्त्री प्रचण्डलाई मनाएर प्राधिकरणका प्रबन्ध निर्देशक घिसिङले मन्त्रिपरिषद्को निर्णय नै उल्ट्याए ।

मन्त्रिपरिषद्ले प्रतिवेदन स्वीकार गरेर कार्यान्वयन गर्ने निर्णय गरेको भन्दै वैशाख २७ गते मुख्य सचिव बैकुण्ठ अर्यालले ऊर्जा मन्त्रालयका सचिवलाई जाँचबुझ आयोगको प्रतिवेदन कार्यान्वयन गर्न पत्र लेखेका थिए।

पत्रमा ‘डेडिकेटेडे फिडर तथा ट्रंकलाइनको विद्युत महसुलको विवाद समाधानका लागि नेपाल सरकार, मन्त्रिपरिषद्को मिति २०८०/९/२४ को निर्णय बमोजिम गठित जाँचबुझ आयोगले नेपाल सरकारसमक्ष पेस गरेको प्रतिवेदनमा उल्लेखित राय सुझावहरु कार्यान्वयनका लागि ऊर्जा, जलस्रोत तथा सिँचाइ मन्त्रालयमा पठाउने,’ भनिएको थियो ।

प्रतिवेदनमा स्पष्ट भनिएको छ, ‘विद्युत आपूर्ति भएका दिन तथा अवधिहरु एकिन गरी पुन: हिसाब गरी महसुल छुट लिनुपर्दछ । नियमित महसुलहरु ग्राहकहरुले बुझाइसकेकाले लोडसेडिङको विशेष परिस्थितिमा गरिएका विशेष अवस्थाका महसुलहरु लगानी जारी राख्न खोज्नु, कुनै कारणले पनि औचित्यपूर्ण एवं कानुनसम्मत हुन सक्दैन । तसर्थ यो अवधिका त्यस्ता महसुल लिनु मुनासिव देखिँदैन ।’

यो पत्रबारे जानकारी पाएका घिसिङले आफैं अफ्ठ्यारोमा पर्ने भएपछि पत्र मन्त्रालयमा नै होल्ड गर्न लगाए । ‘लाल आयोगको प्रतिवेदन एकतर्फी छ, जस्ताको त्यस्तै कार्यान्वयन गर्न सकिँदैन,’ भन्दै प्रधानमन्त्री प्रचण्डलाई ब्रिफिङ गरे ।

त्यसपछि मुख्यसचिव अर्यालले पहिलो पत्र पठाए पनि त्यसलाई फिर्ता गर्दै नयाँ पत्र पठाएर मन्त्रिपरिषदको निर्णयमाथि नै किर्ते गरे । एउटै मितिमा उनले दुईवटा फरक-फरक ब्यहोराको पत्र लेखे । पहिलो पत्रमा स्पष्टरुपमा जाँचबुझ आयोगको प्रतिवेदन कार्यान्वयन गर्ने उल्लेख छ भने दोस्रो पत्रमा जाँचबुझ आयोगको प्रतिवेदन उपेक्षा गर्दै २०७२ माघदेखि २०७५ वैशाखसम्मको थप महसुल लिने उल्लेख छ ।

मुख्य सचिवले क्याविनेटको निर्णय किर्ते गर्दा छाप नै छुटाए

दोस्रो पटक लेखिएको पत्रमा डेडिकेटेड फिडर र ट्रंकलाइनको २०७२ माघदेखि २०७५ वैशाखसम्मको बिजुलीको बिलमा प्रिमियम तत्काल उठाउन भनिएको छ । आयोगको प्रतिवेदन कार्यान्वयन गर्न छाडेर अर्को बाटो रोज्नु कुलमानले आफ्नो गल्ती छोप्न गरेको अर्को गल्ती हो ।

उद्योगीहरु भन्छन्, ‘हामी बक्यौता बुझाउन तयार छौं । तर, प्राधिकरणले कानुनतः डेडिकेटेड फिडर तथा ट्रंकलाइनको बिजुली प्रयोग गरेको प्रमाण दिनु पर्यो । अर्थात् प्राधिकरणले बिजुलीको तथ्यांक (टीओडी) दिनुपर्यो, हामी तिर्छौं ।’

तर, प्राधिकरण पटक पटक एउटै प्रश्न गर्छ, बिजुली प्रयोग गर्ने तर बिल नतिर्ने ?

सही हो, कुनै पनि वस्तु तथा सेवा कबोल गरेको मूल्यमा कबोल गरेको सम्झौताको आधारमा शुल्क तिर्नु पर्छ । बिजुली उपभोग गरेपछि त्यसको शुल्क तिर्नुपर्छ । सर्वसाधारणले सबैले तिरेका छन् । अनि उद्योगीले पनि तिर्नु पर्छ ।

हुन त मुलुकमा औद्योगिकीकरणलाई जोड दिन तथा रोजगारी सिर्जना गर्न निश्चित संख्याभन्दा बढी रोजगारी सिर्जना गर्ने र निश्चित रकमभन्दा बढी कर तिर्ने उद्योगलाई कम शुल्कमा बिजुली दिए पनि हुन्छ । किनकि, अब नेपालमा बिजुली उत्पादन बढ्दै छ र स्वदेशमा रोजगारी सिर्जना गर्नु अर्थतन्त्र चलायमान बनाउन आधारभुत आवश्यकता पनि हो ।

तर, उथलपुथलमात्र बोकेर बाँचेका नेतृत्वलाई यस्ता सिर्जनशील र विकासका कुरा सोच्ने फुर्सद कहाँ छ र ?

विवाद कसरी सुरु भयो ?

नेपालमा २०६२ सालदेखि बिजुली उत्पादन र मागबीच सन्तुलन हुन सकेन । माग बढ्दै गयो तर बिजुली उत्पादन भने बढेन । त्यसैले प्राधिकरणले सुरु सुरुमा बिनासूचना र पछि समय तालिकाको अग्रिम सूचनासहित लोडसेडिङ अर्थात् विद्युत कटौती गर्न थाल्यो ।

हरेक दिन वा साता कति घन्टा बिजुली आउने हो, तालिका प्रकाशित हुन्थ्यो । सर्वसाधारणको जीवन जेनतेन चलिरह्यो ।

तर, उद्योगमा भने फरक समस्या थियो । प्राधिकरणको तालिकाअनुसार उद्योग सञ्चालन गर्ने वा बजारमा माग अनुसार वस्तु तथा सेवा उपलब्ध गराउन डिजेल किनेर जेनरेटर चलाएर उद्योग चलाउने । यसरी डिजेल जेनरेटर चलाएर वस्तु उत्पादन गर्दा वा सेवा दिँदा डिजेल र जेनरेटरको मूल्य पनि जोडिने भयो । वस्तु तथा सेवा महँगो भयो ।

त्यसैबीच सरकारले २०६९ सालमा अत्यावश्यक सेवा सञ्चालकका लागि सुरक्षा निकाय, स्वास्थ्य संस्थाहरु, सिंहदरबार, सञ्चार तथा खानेपानी सेवा, विमानस्थललगायतका निकायमा नियमित बिजुली आपूर्ति दिने नीति ल्यायो । सरकारको नीतिअनुरुप प्राधिकरणले पनि ती निकायमा सब–स्टेसनबाट सिधै विद्युत् आपूर्ति दिने भयो ।

तर, लोडसेडिङले जनजीवन मात्र कष्टकर बनाएन, प्राधिकरणको नोक्सानी पनि बढायो । त्यसैले प्राधिकरणबाट लोडसेडिङको समयमा नियमित बिजुली लिने औद्योगिक, व्यापारिक तथा गैरव्यापारिक निकायका ग्राहकलाई प्रिमियम चार्ज अर्थात् अतिरिक्त शुल्क लिने अवधारणा ल्याइयो ।

प्राधिकरणले २०७१ माघ २५ गते ६९९औं बैठकमा निर्वाधरुपमा बिजुलीको सेवा लिन चाहने ग्राहकलाई विद्युत् आपूर्ति गर्ने मापदण्ड बनाउने अवधारणा ल्यायो । उक्त अवधारणअन्तर्गत डेडिकेटेड फिडरमार्फत् २४ घण्टा निरन्तर बिजुली आपूर्ति दिए ६५ देखि १०० प्रतिशतसम्म अतिरिक्त शुल्क लिने प्रतिवेदन बन्यो ।

उक्त प्रतिवेदनका आधारमा प्राधिकरणले २०७२ साल असार १२ गते डेडिकेडेड फिडरबाट निरन्तर बिजुली आपूर्ति सेवा लिने ग्राहकलाई साउन १ गतेबाट अतिरिक्त शुल्क लगाउने निर्णय गर्‍यो ।

तर, प्राधिकरणलाई शुल्क तोक्ने अधिकार छैन । उक्त निर्णय कार्यान्वयनका लागि तत्कालीन विद्युत् महशुल निर्धारण आयोगको निर्णय चाहिन्थ्यो । विद्युत् ऐनअनुसार महशुल तोक्ने अधिकार आयोगलाई भएकाले प्राधिकरणले आफू अनुकुल विनियमावली बनाउँदै शुल्क लिन सक्ने अवस्था थिएन ।

आफूसँग अधिकार नै नभएको विषयमा शुल्क निर्धारण गरेर प्राधिकरणले २०७२ साउन १ गतेबाट डेडिकेटेड लाइनमार्फत् सेवा लिएका ग्राहकलाई अतिरिक्त शुल्क लिन सुरु गर्‍यो ।

घिसिङले अनुमति नलिई बिजुली प्रयोग गर्नेलाई कानुनअनुसार विद्युत् चोरीमा कारबाही गर्नु पर्थ्यो । तर, त्यसो नगरी अतिरिक्त शुल्क थपेर बिल पठाइरहे । यो प्राधिकरणको तेस्रो गल्ती थियो

यो थियो, विवादको पहिलो खुड्किलो अनि प्राधिकरणको पहिलो गल्ती ।

त्यतिबेलासम्म ट्रंक लाइनमा के कति शुल्क लगाउने भन्ने नै थिएन । तर, प्राधिकरणले डेडिकेडेट लाइनबाट निरन्तर सेवा लिने ग्राहकबाट अतिरिक्त शुल्क लिने निर्णय गरेपछि ट्रंक लाइनमा जोडिएका ग्राहकले पनि निरन्तर बिजुली प्रयोग गरेका कारण प्रिमियम शुल्क तिर्नु पर्ने परिपत्र जारी गर्यो ।

यो प्राधिकरणको दोस्रो गल्ती थियो ।

किनकि, ट्रंक लाइनबाट नियमित विद्युत् आपूर्ति सेवा लिन उद्योगहरुले निवेदन दिनु पर्ने थियो । तर, उद्योगले लोडसेडिङको समयमा बिजुली प्रयोग गर्ने माग गर्दै अनुमति लिएका थिएनन् । यसरी अनुमति नलिइ बिजुली प्रयोग गर्नेलाई कानुनअनुसार विद्युत् चोरीमा कारबाही गर्नु पर्थ्यो। तर, घिसिङले प्रयोगै नगरेको बिजुलीको बिल उद्योगीलाई पठाए । र, प्राधिकरणको वित्तीय विवरण राम्रो देखाए । कर तिरे । बोनस खाए । किनभने उनी विधि र प्रक्रियाभन्दा पनि लोकप्रियतामै रमाइरहेका थिए ।

घिसिङले अनुमति नलिई बिजुली प्रयोग गर्नेलाई कानुनअनुसार विद्युत् चोरीमा कारबाही गर्नु पर्थ्यो । तर, त्यसो नगरी अतिरिक्त शुल्क थपेर बिल पठाइरहे । यो प्राधिकरणको तेस्रो गल्ती थियो ।

प्राधिकरणले शुल्क नै तोक्न नपाउने कानुनभन्दा बाहिर गएर झन् परिपत्र जारी गरेर बिजुलीको महशुल बढाएका कारण नियामक निकाय विद्युत् महशुल निर्धारण आयोगमा उजुरी पर्यो । आयोगले कानुनत विद्युत् प्राधिकरणले महशुल तोक्न नसक्ने भन्दै प्राधिकरणको निर्णय खारेज गरिदियो ।

उद्योगीहरुले संसदको लेखा समितिमा समेत उजुरी गरे । २०७२ साल कात्तिकमा लेखा समितिमा डेडिकेटेड र ट्रंक लाइन सम्बन्धी विवादमा उजुरी पर्दा समितिका सभापति जनार्दन शर्मा थिए । महशुल निर्धारण आयोगको स्वीकृतीबिना शुल्क समायोजना गर्न नमिल्ने हुनाले समितिले प्राधिकरणले प्रस्ताव गरेको शुल्कमा आयोगलाई स्वीकृत दिन सहमति दियो ।

यसरी लेखा समितिले सहजीकरण गरेपछि बल्ल २०७२ पुस २९ गते विद्युत् महशुल निर्धारण आयोगले सरकारी अस्पतालबाहेक अन्य ग्राहकलाई २४ घण्टा नियमित विद्युत् आपुर्ति सेवा लिएको अवस्थामा अतिरिक्त शुल्क लिन प्राधिकरणलाई अनुमति दियो ।

आयोगले रिटेल महशुल २०७३ साउन १ गतेदेखि लागु हुने र निरन्तर विद्युत् सेवा लिएका संस्थाले अतिरिक्त महशुल तिर्नु पर्ने निर्णय पुस २९ गतेबाट लागू हुने गरि स्वीकृति दियो ।

त्यसैले अतिरिक्त महशुल लाग्ने समयावधिको विषयमा विवाद भएको हो । कानुनतः आयोगले स्वीकृति दिएको मितिबाट नयाँ महशुल लाग्ने हो । तर, प्राधिकरणले आफैंले निर्णय गरेको मितिबाट नयाँ महशुलको बिल उद्योगहरुलाई पठाएका कारण विवाद भएको हो ।

यो प्राधिकरणको चौथो गल्ती थियो ।

तर, यस विवादमा शिवम् सिमेन्ट सर्वोच्च अदालत गयो । सर्वोच्चले २०७५ सालमा नै विद्युत् महशुल निर्धारण आयोगले निर्णय गरेका मितिबाट मात्रै वृद्धि भएको महशुल लागू हुने फैसला गरिसकेको छ । तर, प्राधिकरणको जिकिर छ कि सर्वोच्च अदालतले रिट निवेदकको हकमा मात्रै फैसला गरेकाले अन्य संस्थाले २०७२ साउन १ गतेबाट अतिरिक्त महशुल तिर्नु पर्छ ।

यसमा लाल आयोगले अतिरिक्त महशुल लाग्ने समयावधि तोकिदिएकाले विवाद समाधान हुनु पर्ने हो । तर, प्राधिकरण नेतृत्वले अझै आफ्नो अडान नछोडेका कारण विवाद जारी छ ।

यो प्राधिकरणको पाँचौ गल्ती हो ।

समयावधिको दोस्रो विवाद २०७२ फागुन ११ पछिको हो । किनकि डेडिकेटेड लाइनबाट बिजुली दिँदा अतिरिक्त शुल्क लिन पाउने गरि आयोगले अनुमति दिएको झण्डै डेढ महिनापछि २०७२ फागुन ९ गते प्राधिकरणले गोरखापत्रमा उद्योगमा अतिरिक्त बिजुली दिन नसक्ने सूचना निकाल्यो ।

तर, आफैंले गोरखापत्रमा सूचना निकालेर बिजुली दिन नसक्ने भने पनि प्राधिकरणले उद्योगलाई उक्त समयको पनि बिल काटेका कारण समयावधिको विवाद थपियो । यो विवाद पनि प्राधिकरण आफैंले सिर्जना गरेको थियो ।

यो प्राधिकरणको छैठौं गल्ती थियो ।

यतिबेलासम्म डेडिकेटेडमा मात्र अतिरिक्त शुल्क लगाएको प्राधिकरणले २०७३ जेठमा ट्रंक लाइनबाट नियमित विद्युत आपूर्ति लिएका संस्थाबाट पनि अतिरिक्त शुल्क लगाउनु पर्ने प्रस्ताव विद्युत् महशुल निर्धारण आयोगमा पठायो ।

तर, २०७३ साल असार १६ गतेको विद्युत् महशुल निर्धारण आयोगको १०८औं बैठकले ६ घण्टाभन्दा बढी लोडसेडिङ भएको अवस्थामा २० घण्टाभन्दा बढी बिजुली प्रयोग गर्ने ग्राहकबाट डेडिकेडेडसरह महशुल लिने सहमति प्राधिकरणलाई दियो । यसरी आयोगले शसर्त ट्रंक लाइनबाट बिजुली लिएका ग्राहकबाट प्रिमियम महशुल लिन स्वीकृति दिएको थियो ।

तर, प्राधिकरणको सातौं गल्ती के भयो भने, शर्त पूरा नभए पनि अतिरिक्त शुल्क लगायो भने ट्रंक लाइनबाट नियमित बिजुली आपूर्ति लिन उद्योगहरुले निवेदन दिनु पर्नेमा कुनै पनि उद्योगले लोडसेडिङ समयमा बिजुली प्रयोग गर्ने माग गर्दै निवेदन दिएका छैनन् ।

त्यसैले आज पनि उद्योगीहरु आफूहरुले २० घण्टा बिजुली प्रयोग नगरेको दावी गरिरहेका छन् । साथै, प्राधिकरणसँग टीओडी मिटर मागिरहेका छन् । किनकि नियामक आयोगले २०७३ साउनदेखि ६ घण्टा लोडसेडिङ भएको समयमा २० घण्टाभन्दा बढी बिजुली सेवा लिएका ग्राहकबाट अतिरिक्त शुल्क लिनसक्ने अनुमति दिएको हुनाले प्राधिकरणको बिद्युत् वितरण केन्द्रले टीओडी मिटरमा भएको तथ्यांकका आधारमा बिलिङ गर्नु पथ्र्यो ।

त्यसपछि २०७५ बैशाख ३१ गते सरकारले उद्योग क्षेत्रमा पनि लोडसेडिङमुक्त घोषणा गर्याे । तर, प्राधिकरणले लोडसेडिङ भएको समयमा प्रिमियम शुल्क लगाउने गरी कार्यान्वयनमा आएको विनियमावली अनुसार २०७७ जेठसम्म उद्योगहरुमा बिल पठायो । आफैंले उद्योग क्षेत्रमा पनि लोडसेडिङमुक्त घोषणा गरिसकेपछिको अवधीको पनि बिलको पैसा मागेका कारण समयावधीमा विवाद भएको हो । यो प्राधिकरणको आठौं गल्ती थियो ।

रमाइलो त के भयो भने प्राधिकरणले ४ वर्षपछि उद्योगीहरुलाई प्रिमियम लाग्ने बिल पठायो, तर शर्त पुरा नगरिकनै ।

२०८० पुस १२ गतेको पत्रकार सम्मेलनमै प्राधिकरणका कार्यकारी निर्देशक घिसिङले झुट बोले । एकातिर सर्वसाधारणलाई लोडसेडिंगमा राखेर उद्योगलाई बढी बिजुली दिएको झुटो दावी गरे भने अर्कातिर डेडिकेटेड र ट्रंक लाइनको उद्योगीहरु कानूनी प्रक्रियामा नगएको भन्दै झुट बोले । यो उनको नवौं गल्ती थियो ।

‘विद्युत प्राधिकरणमा पुनरावलोकन समिति छ, हामीले जारी गरेको बिलमा असहमत हुनेहरुले उक्त समितिमा निवेदन दिनसक्नुहुन्छ तर २२ अर्ब २४ करोड रुपैयाँ बक्यौता बाँकी रहेका ६१ उद्योगमध्ये कसैले पनि अहिलेसम्म पुनरावेदन दिएका छैनन्,’ घिसिङले भनेका थिए, ‘उद्योगी साथीहरु प्राधिकरणको पुनरावलोकनमा आउनै नहुने जस्तो गर्नुहुन्छ । पुनरावलोकनमा आएका अन्य कतिपय उद्योगका पक्षमा पनि निर्णय भएका प्रसस्तै उदाहारण छन् ।’

तर, प्राधिकरणको सञ्चालक नै अध्यक्ष रहेको पुनरावलोकन समितिमा प्रिमियम थपेको छुट बिलमा असहमति जनाउँदै अर्घाखाँची सिमेन्ट, डाबर नेपाल लगायतले निवेदन दिएका थिए ।

‘अर्घाखाँची सिमेन्टले धरौटी बुझाएको छैन, जसले गर्दा उसको निवेदन नै अवैध भयो,’ घिसिङले भनेका थिए । तर, अर्घाखाँची सिमेन्टले २०७६ असोज १५ गते प्राधिकरणमा २ करोड ३५ लाख ९९ हजार ८८९ रुपैयाँ धरौटी बुझाएर पुनरावलोकन समितिमा निवेदन दिएको प्रमाण क्लिकमान्डुले उसैबेला सार्वजनिक गरिसकेको छ ।

पत्रकार सम्मेलनमै कुलमानले ढाँटे, अर्घाखाँचीले २०७६ सालमै धरौटी बुझाएर दिएको थियो पुनरावेदन

विद्युत प्राधिकरण स्रोतले क्लिकमान्डुलाई अर्घाखाँची सिमेन्टको पुनरावेदन पत्र र चेक उपलब्ध गराएको छ । अर्घाखाँचीले २०७६ असोज १६ गते दिएको पुनरावेदन पत्रमा २०७६ असोज महिनाको बिलमा थप गरिएको २ करोड ४० लाख रुपैयाँ ९बिल पठाएको ७ दिनमै भुक्तानी गर्दा मिल्ने २ प्रतिशत छुट कटाउँदा हुन आउने २ करोड ३५ लाख ९९ हजार ८८९ रुपैयाँ धरौटी राखेको उल्लेख छ ।

अर्घाखाँची सिमेन्टले नेपाल विद्युत प्राधिकरणको विद्युत वितरण विनियमावली २०६९ को विनियम ४५ (१) अनुसार प्राधिकरणमा पुनरावेदन पेश गरेको पत्रमा उल्लेख छ। अर्घाखाँचीले ट्रंक लाइनबाट डेडिकेटेडसरह विद्युत आपूर्ति नलिएको दाबी गर्दै अतिरिक्त रकम छुट गरि सामान्य औद्योगिक ग्राहकसरह महशुल बुझाउने व्यवस्था मिलाउन समितिसँग माग गरेको थियो ।

तर, उक्त पुनरावेदनमा प्राधिकरणले अहिलेसम्म कुनै निर्णय दिएको छैन। जबकी, प्राधिकरणको विद्युत वितरण विनियमावली २०६९ मा पुनरावेदन परेको ३५ दिनभित्र निर्णय दिनुपर्ने उल्लेख छ ।

धरौटी बुझाएर पुनरावेदन दिने अर्घाखाँची सिमेन्टलाई पुनरावेदन दर्ता भएको मितिले ३५ दिनभित्र निर्णय दिनुपर्ने कानूनी व्यवस्थाको उल्लंघन गरेको ५१ महिनापछि कुलमानले धरौटी नै नबुझाएकाले उसको निवेदन अवैध भएको भन्दै झुटो बोलेर सर्वसाधारणमा भ्रम छरेर दसौं गल्ती गरे।

बिजुली प्रयोग गरे वापत ग्राहकले राज्यलाई महशुल तिर्नुपर्छ अनि बिजुली प्रयोग भएको प्रमाण राज्यले दिनु पर्छ । किनकि विद्युत नियमन आयागले शसर्त प्रिमियम शुल्क लगाउन अनुमति दिएको थियो । त्यसैले, प्राधिकरणले प्रिमियम शुल्क लगाउन नियामक निकायको शर्त पुरा गर्नै पर्छ ।

तर, उद्योगले कति समय बिजुली प्रयोग गरे भन्ने विश्लेषण नगरी छुट बिलको रकम तिर्न जबर्जस्ती गरेका कारण समयावधिमा विवाद बल्झिएको हो ।

किनकि, तीन समयावधि स्पष्ट भैसकेको छ । पहिलो अवधि (२०७२ साउनदेखि २०७२ पुस) शुल्क नलाग्ने, दोस्रो अवधि (२०७२ माघदेखि २०७५ वैशाख) को शुल्क लाग्ने तर टाइम्स अफ डे (टीओडी) मिटरका आधारमा, र तेस्रो अवधि (२०७५ जेठदेखि २०७७ असार) शुल्क नलाग्ने ।

तर, लाल आयोगले समयावधीको विषयमा स्पष्ट लेखिदिए पनि विद्युत प्राधिकरणका प्रबन्ध निर्देशक कुलमान घिसिङले पालना नगरेका कारण झन् विवाद बढेको छ । यो प्राधिकरणको एघारौं गल्ती हो ।

लाल आयोगको प्रतिवेदन कार्यान्वयन गर्न मन्त्रिपरिषदको पत्रपछि प्राधिकरणले ६ अर्ब ६० करोड ७८ लाख रुपैयाँ र त्यसमा २५ प्रतिशत जरिवाना तिर्न १५ दिनको अल्टिमेटम दिँदै पत्र पठायो । उद्योगीले प्रमाण माग्दै काउन्टर पत्र पठाए । त्यसपछि प्राधिकरणले प्रमाण भन्दै एक्सल सिट पठायो । तर, त्यो प्रष्ट प्रमाण नभएको भन्दै उद्योगीले फेरि पत्र पठाए । तर, प्राधिकरणले त्यो पत्रको जवाफ नदिइ लाइन काट्यो । त्यो पनि कसरी भने ज–जसले ठूलो स्वरमा प्रमाण मागे उनीहरुकै उद्योगको लाइन काटियो । यो प्राधिकरणको बाहौं गल्ती थियो ।

यसरी गल्तीमाथि गल्ती गर्दै जाँदा प्राधिकरणमात्र नभएर सरकारप्रति नै शंका गर्ने स्थिति उत्पन्न भएको छ । यसले नेपालको औद्योगिकीकरणमा गम्भीर समस्या ल्याउने देखिन्छ

प्राधिकरणले करिब ५ दर्जन उद्योगलाई बक्यौता दावी गर्दै बिल पठाएको छ । उद्योगीहरुले बिल फर्जी भएको भन्दै तिर्न अस्वीकार गरिरहेका छन् ।

सरकार परिवर्तनको संघारमा छ । आगामी साता एमाले अध्यक्ष केपी ओली नेतृत्वमा कांग्रेस-एमाले गठबन्धनको सरकार गठन हुने निश्चित छ । घिसिङलाई प्राधिकरणमा माओवादी अध्यक्ष प्रचण्डको सरकारले दोहोर्याएर ल्याएको हो । ओली सरकारले आफूलाई अफ्ठ्यारो पार्ला भन्ने पूर्वानुमान गरेर उद्योगको लाइन काटेका कारण मलाई अफ्ठ्यारोमा पारियो भन्ने पब्लिक सेन्टिमेन्ट लिने उदेश्यले केही दिन पनि पर्खिन नसकेर कुलमानले अर्को गल्ती गरेका छन् ।

उद्योगीहरुले वार्ता र छलफलमार्फत् यो विवाद समाधान गर्न सकिने बताउँदै आएका भएपनि प्राधिकरण समस्याको समाधान चाहँदैन । उद्योगीहरु भनेका प्राधिकरणका ग्राहक हुन्, ग्राहकलाई देवताको जस्तो व्यवहार नगरेर दानवीकरण गरेर कुलमानले थप गल्ती गरिरहेका छन् । कति ठूलाठूला विषय त वार्ता र छलफलमार्फत् समाधान भएका उदाहारण छन् भने यो विवाद ‘विन विन सिचुएशन’ मा समाधान नहुने भन्ने कुरै हुँदैन ।

यसरी गल्तीमाथि गल्ती गर्दै जाँदा प्राधिकरणमात्र नभएर सरकारप्रति नै शंका गर्ने स्थिति उत्पन्न भएको छ । यसले नेपालको औद्योगिकीकरणमा गम्भीर समस्या ल्याउने देखिन्छ । विगतमा सरकारमा बस्नेहरु संवेदनशील नहुँदा अहिले मुलुकको स्थिति जर्जर बनेको विदितै छ । अहिले प्राधिकरणले उद्योगीहरुमाथि गरेको व्यवहारले नेपालको भविष्य थप संकटपूर्ण हुने सहजै विश्लेषण गर्न सकिन्छ ।

MCA-Nepal signs contract to construct 400 kV New Butwal Substation at Nawalparasi

Though it took a long, Millennium Challenge Account-Nepal (MCA-Nepal) has awarded and signed a contract with Linxon India Pvt Ltd for the construction of the 400 kV New Butwal Substation in Nawalparasi (Bardaghat Susta West) district in Lumbini Province.

In a milestone achievement, the 400 kV Gas Insulated Switchgear (GIS) substation will be constructed within the contract duration of 39 months, according to a press note issued by the MCA Nepal.

Nepal Electricity Authority (NEA) managing director (MD) Kul Man Ghising and the US ambassador to Nepal Dean R Thompson, local authorities and elected representatives were also present at the signing ceremony in Bhumahi, Nawalparasi (Bardaghat Susta West) today.

"The US government is committed to working with the government of Nepal to ensure that the compact delivers on Nepal’s energy needs," ambassador Thompson said, addressing the event. "The 400 kV New Butwal Substation will improve Nepal’s transmission capacity contributing to reliable and affordable electricity for household consumption, expanded commercial and industrial enterprises and cross-border electricity trading."

“The 400 kV substation has been a priority for NEA and will supplement the existing 220 kV substation to significantly increase cross-border energy trade in the region,” NEA managing director Kulman Ghising said, on the occasion.

During the event, MCA-Nepal executive director Khadga Bahadur Bisht highlighted the overall progress being made in the implementation of the MCC Nepal Compact. "MCA-Nepal is expediting all works for the construction of the transmission lines and substations under the Electricity Transmission Project," he said, adding that the MCA-Nepal is at the final stages of the procurement process to sign the contract for the construction of the remaining two substations as well.

Along with this substation, MCA-Nepal is constructing two other substations in Ratmate, Nuwakot district and Damauli, Tanahun district under the Electricity Transmission Project funded by the US government’s Millennium Challenge Corporation (MCC) and the government of Nepal. The contractors for the remaining two substations are being selected.

The MCA-Nepal Board, chaired by the finance secretary, decided in its March board meeting to advance the 18-km Nepal portion of the New Butwal-Gorakhpur power transmission line to facilitate timely initiation of cross-border power trade as outlined in the agreement with India.

However, it took a long time due to technical problem in contract, and also tug-of-war between the NEA and MCA-Nepal. The tug of war has, according to the sources, created doubt on the successful completion of the MCC project within 5-year timeline, which is a fixed time period of the project.

Switzerland-Nepal fact-finding mission concludes unlocking trade opportunities

The Embassy of Switzerland, in collaboration with Switzerland Global Enterprise (S-GE) and the Nepal Swiss Chamber of Commerce and Industries (NSCCI), successfully conducted the second fact-finding mission with a Swiss business delegation's visit to Nepal from March 17 to 20.

The mission aimed to acquaint Swiss companies with the Nepali market and its key stakeholders, according to a press note issued by the Embassy of Switzerland in Nepal.

Participating were esteemed organisations such as Ferring, Roche, Stone Step, and Swiss Re, it reads, adding that the delegation engaged in high-level meetings with notable entities including the Ministry of Health, Kathmandu Metropolitan City, Department of Drug and Administration, Nepal Electricity Authority (NEA), National Public Health Laboratory, Department of Health Service, development partners, various public and private hospital and offices. “Additionally, the delegation interacted with various private sector companies primarily focused on health, Insurtech and infrastructure development.”

The ambassador of Switzerland to Nepal Dr Danielle Meuwly, highlighted the success of the first fact-finding mission, that took place in November 2022, citing achievements like the air service agreement between Nepal and Switzerland.

She expressed optimism that this second mission will contribute to similar outcomes, supporting Nepal's transition from aid to trade. 

The meaningful discussions held with government officials, experts, development partners, and private companies were well received by the Swiss delegation, significantly enriching their understanding of Nepal’s business sector and identifying potential investment areas.

के नेपालमा उद्योग नचाहिने नै हो ?

पछिल्लो दुई सातामा नेपाल विद्युत् प्राधिकरणले २३ उद्योगको अर्बौं बिजुली महशुल बक्यौता रहेको भन्दै लाइन काट्यो । तर न त उद्योगमन्त्री बोले न, ऊर्जामन्त्री ।

अर्थमन्त्री डा. प्रकाश शरण महतले उद्योगको बिजुली काट्नु हुँदैन भनेर के भनेका थिए, प्रधानमन्त्रीविरुद्ध बोलेजस्तै गरि प्रचार भयो ।

यसको सिधा-सिधा अर्थ प्रधानमन्त्री नै उद्योग नचलुन् भन्ने चाहन्छन् भन्ने बुझिन्छ । राजनीतिक क्रान्तिमा अग्रगामी छलाङ मारेर तेस्रोपटक सिंहदरबार पुगेका प्रधानमन्त्री पुष्पकमल दाहाल साँच्चै आर्थिक क्रान्ति गर्न चाहँदैनन् त ?

एकथरीको बुझाइ छ कि उद्योगी व्यवसायीहरुले देश लुटे पनि, कर छले पनि समर्थन गर्नुपर्छ । अर्कोथरीको बुझाइमा सबै उद्योगी व्यवसायीहरु देश लुट्ने र कर छल्ने गर्छन् । यी दुबै अतिवादमध्ये हाल प्रधानमन्त्री दाहाल दोस्रोथरीको बुझाइ भएकाहरुको संगतमा रहेको देखिन्छ ।

किनकि, सबै उद्योगी व्यवसायीहरुले देश लुटेका पनि छैनन्, सबैले कर छलेका पनि छैनन् । हरेक पेशा-व्यवसायमा राम्रा अनि नराम्रा पेशाकर्मी हुन्छन् । त्यसको अर्थ त्यो पेशा व्यवसाय नै गलत मान्ने हो भने आज नेपालमा सबैभन्दा बदनाम पेशा राजनीति हो । के सबै नेता भ्रष्टाचारी हुन् त ?

के त्यसोभए प्रधानमन्त्री दाहालदेखि सबै राजनीतिक दलका शीर्षस्थ नेतालाई जेल हालेपछि नेपाल सुध्रन्छ त ? यस्तो भाष्य बनाउनुको अन्तर्य र सबै उद्योगी ब्यावसायी ठग हुन्, कर छल्छन्, ठोक्नुपर्छ भन्ने भाष्य एउटै होइन र ? र यो भाष्य बनाउन प्रधानमन्त्री आफैँ कसरी प्रयोग हुन पुगे ?

हरेक पेशा ब्यवासायीलाई उनीहरुको कर्मको आधारमा मुल्यांकन गर्ने, गलतलाई गलत र सहिलाई सहि भन्ने वा गैरकानुनी काम गरेको भए सजाए दिने कानुनी राज्यको परिकल्पना गरिएको हो भने नेपाल कस्तो राज्य हो, प्रधानमन्त्री दाहालले कस्तो राज्यको परिकल्पना गरेका हुन्, यो गम्भिर प्रश्न हो ।

यसले भोलिको नेपाल कस्तो हुने पनि निर्क्योल गर्छ ।

त्यतिमात्र होइन पराधीन अर्थतन्त्र भएको कुनै पनि मुलुकले विश्वमा आफनो स्वतन्त्र अस्मिता रक्षा गर्न सकेको छैन । नेपाल पनि यदि स्वतन्त्र रहिरहन चाहने हो भने स्वाधीन अर्थतन्त्र बनाउन र देशभित्रै रोजगारी सिर्जना गर्ने वातावरण बनाउनु आवश्यक छ । तर, तथ्यांक कार्यालयका अनुसार आर्थिक वर्ष २०६९/७० मा कुल गार्हस्थ उत्पादनमा उत्पादनमूलक उद्योगको योगदान ६.३५ प्रतिशत रहेकोमा आव २०७९/८० मा खुम्चेर ५.३ प्रतिशत रहने अनुमान छ ।

नेपालमा उद्यम गर्नु, उद्योग खोल्नु अपराध हो भन्ने भाष्य बनाएर नेपालको सार्वभौमिक स्वतन्त्रता जोगिन्छ भन्ने भ्रम छ भने रामराम भन्न मात्र सकिन्छ । यस्तै भाष्यको निर्माणमा सत्तारुढ दलहरु रमाएका कारण पनि संघीय गणतन्त्रको विरोध पनि बढेको हो । राजनीतिक दल तथा नेतृत्वले आफनो अकर्मण्यताको विरोधलाई संघीय गणतन्त्रको विरोध भनेर जति ढाकछोप गरेपनि नेपालीहरु सचेत भैसकेका छन्, अब झुक्किनन् ।

तर, प्रधानमन्त्रीलाई एउटा सरकारी संस्थाको हाकिमले गलत सुचना दिइरहँदा तालुकवाला मन्त्रालयका मन्त्रीहरुको भने चाइँचुइँ पनि छैन । त्यसैले प्रधानमन्त्रीसँगै मन्त्रीहरुको पनि मुल्यांकन हुन्छ नै । डेडिकेटेट तथा ट्रंक लाइनको विजुलीको विवादमा विगत एक सातादेखि बिजुली काटिँदा २३ उद्योग बन्द छन् । तर, यसप्रकरणमा प्रत्यक्ष सरोकार राख्ने मन्त्रालयका मन्त्रीहरु चुपचाप छन्, मानौं केहि भएकै छैन ।

न उद्योग हेर्ने उद्योगमन्त्री रमेश रिजाल बोल्छन् न प्राधिकरणको तालुकवाला मन्त्री ऊर्जामन्त्री शक्ति बस्नेत बोल्छन्, यस प्रकरणमा । मानौं केहि भएकै छैन ।

‘प्राधिकरणको नेतृत्व सिधै प्रधानमन्त्रीबाट परिचालित छ,’ उद्योगीहरु भन्छन् ।

यसको सिधा अर्थ, प्रधानमन्त्री चाहँदैनन् नेपालमा उद्योग चलुन्, नेपालमा रोजगारी सिर्जना होस्, नेपालमा आर्थिक विकास होस् । एउटा सरकारी कार्यालयको हाकिमको इगो तुष्टि गर्न प्रधानमन्त्री नै साथ दिन्छन् भने उद्योगीले लगाएको आरोप सहि नै होला।

नेपालमा उद्योग खोल्नु अपराध नै हो त ?

तर, पूर्वऊर्जामन्त्री समेत रहेका नेकपा माओवादीका नेता जनार्दन शर्मा भने बोलेका छन् । प्राधिकरणले फर्जी बिल काटेको आरोपको खण्डन गर्न सक्नुपर्ने उनले बताएका छन् । आफ्नो सामाजिक सञ्जाल फेसबुकमार्फत पूर्वऊर्जामन्त्री शर्माले टाइम अफ द डे (टीओडी) मिटरमा भएको रेकर्ड सार्वजनिक गर्दै प्राधिकरणले फर्जी बिल काटेको आरोपको खण्डन गर्नुपर्ने बताएका हुन् ।

‘प्रयोग गरेको बिजुलीको बिल तिर्नुपर्छ, प्रयोग नगरेको तिर्नुपर्दैन,’ शर्माले लेखेका छन्, ‘प्राधिकरणले फर्जी बिल काटेको भन्ने आरोपको खण्डन गर्न सक्नुपर्छ । टीओडी मिटरमा रेकर्ड सार्वजनिक गर्नुपर्छ ।’

शर्माले टीओडी मिटरको रेकर्ड सार्वजनिक गर्न नसके प्राधिकरणले दाबी गर्दै आएको वक्यौता झुटो हुने पनि उल्लेख गरेका छन्। उनले नभएको बिल बनाइ, नभएको आम्दानीको आत्मरतिमा रमाउनु गलत भएको बताएका छन् । उनको इसारा उद्योगीले प्रयोग नै नगरेको विजुलीको बिल थमाएर प्राधिकरण नाफामा गरेको देखाएको कुलमानको बठ्याईमा हो ।

देशलाई औद्योगिकीकरण गर्दै विद्युत खपत बढाउने काम गर्नुपर्ने बेलामा उद्योगमा बिद्युत लाइन काट्ने निर्णय ठीक कि बेठीक भनेर बहस चल्नु दुर्भाग्यपूर्ण भएको उनको भनाइ छ । ‘उद्योगको लाइन काटेर महिनौंसम्म छलफल, बहस,अड्डा अदालत गरेर उद्योग बन्द गर्ने/गराउने कार्यले निकासी भइरहेका सिमेन्ट, जस्तापाता लगायतका सामग्रीको उत्पादन बन्द हुदाँ उद्योगीलाई मात्र हैन देशलाई नै घाटा हुन्छ,’ शर्माले लेखेका छन्, ‘तत्काल टीओडी मिटरको रेकर्ड सार्वजनिक गरियोस् , त्यसले नै तिर्नु पर्ने र नपर्ने कुराको छिनोफानो गर्छ ।’

तत्कालीन ऊर्जामन्त्री शर्माकै पालामा प्राधिकरणको प्रवन्ध निर्देशकमा पहिलो पटक कुलमान घिसिङ नियुक्त भएका थिए । घिसिङ यसपाली दोस्रो पटक प्राधिकरणको प्रवन्ध निर्देशकमा नियुक्त भएका हुन् ।

यो समस्या रातारात आएको होइन । लामो समयको विवाद पछि सरकारले नै तत्कालीन ऊर्जासचिव दिनेश घिमिरे संयोजकत्वमा गठित ५ सदस्यीय समिति बनाएको थियो ।

घिमिरेको संयोजकत्वमा गठित ५ सदस्यीय समितिले २०७३ जेठदेखि २०७५ वैशाखमसान्तसम्मको महसुल उठाउँदा उपयुक्त हुने सुझावसहितको प्रतिवेदन दिएको थियो । उद्योगीले करिब ६ अर्ब रुपैयाँ तिरे पुग्ने सिफारिस गरेको उक्त प्रतिवेदन तत्कालीन मन्त्रिपरिषदबाट स्वीकृत भए पनि अहिलेसम्म कार्यान्वयन गरिएको छैन ।

मन्त्रीपरिषद्ले स्विकृत गरेको प्रतिवेदन कार्यान्वयन गर्ने काम कस्को हो ? खोइ मलाइ थाहा छैन । कुनै समय एउटा मकवानपुरे रुदाने थिए, थाहा चाहियो भन्ने । निरंकुशतन्त्रमा थाहा चाहियो भन्ने आँट कमैमा हुन्थ्यो तर गणतन्त्रमा पनि थाहा चाहियो भन्नु परेपछि निरंकुशतन्त्र र गणतन्त्रमा फरक नहुने रहेछ र । प्रधानमन्त्री दाहाल बालकुमारी दुर्घटनामा गणतन्त्रविरुद्ध षणयन्त्र देख्छन् तर देशका रोजगार सिर्जना गर्ने २३ उद्योग बन्द गर्दा षणयन्त्र देख्दैनन् ।

घिमिरेको प्रतिवेदनमा तीनवटा अवधिको कुरा गरिएको छ । विद्युत नियमन आयोगले शुल्क तोक्नु अगाडि २०७२ साउनदेखि पुससम्म बाहेक विद्युत नियमन आयोगले शुल्क तोकेपछिको २०७३ माघदेखि प्राधिकरण आफैले सार्वजनिकरुपमा लोडसेडिंगको अन्त्य भएको घोषणा गरेको २०७५ वैशाखसम्मको बिचको अबधिको मात्र महशुल उठाउँदा उपयुक्त हुने प्रतिवेदनमा उल्लेख छ ।

तर, नेपाल उद्योग वाणिज्य महासंघका पूर्वअध्यक्ष पशुपती मुरारकाका अनुसार त्यस अवधिको पनि टीओडीको डेटाबिना उठाउ भनेर घिमिरेको प्रतिवेदनमा भनेको छैन । ‘हामीले टीओडी डेटाअनुसार तिर्छौं भनेका छौं,’ मुरारका भन्छन्, ‘टीओडीको तथ्यांक हरेक वर्ष डाउनलोड गरेर राख्ने प्राधिकरणकै विनियामावलीमा छ । त्यो देखाइदिएपछि हामी तिर्छौं ।’

यता, प्रतिवेदनमा तीन अवधि भने पनि यस प्रकारणमा पाँच वटा अवस्था रहेको नेपाल उद्योग वाणिज्य महासंघका वरिष्ठ उपाध्यक्ष अन्जन श्रेष्ठ बताउँछन् ।

श्रेष्ठका अनुसार पहिलो (नियमन आयोगले शुल्क तोक्नु अगाडि अर्थात् २०७३ पुस अगाडि), जसलाई घिमिरे संयोजकत्वको आयोगले महशुल उठाउन उपयुक्त देखेन । दोस्रो विद्युत नियमन आयोगले शुल्क तोकेपछि २०७३ माघदेखि प्राधिकरण आफैँले सार्वजनिकरुपमा लोडसेडिंगको अन्त्य भएको घोषणा गरेको २०७५ वैशाखसम्मको मात्र महशुल उठाउँदा उपयुक्त हुने आयोगको सिफरिस भएको अबधि हो ।

तेस्रोमा प्राधिकरण आफैले सार्वजनिकरुपमा लोडसेडिंगको अन्त्य भएको घोषणा गरेको २०७५ वैशाखभन्दा पछि प्राधिकरणले २०७७ साल असारसम्म विलिंग गरेको अवस्थालाई पनि घिमिरे आयोगले शुल्क उठाउन उपयुक्त ठानेको छैन ।

तर, श्रेष्ठका अनुसार तेस्रो मानिएको अवधि अर्थात् प्राधिकरण आफैँले सार्वजनिकरुपमा लोडसेडिंगको अन्त्य भएको घोषणा गरेको २०७५ वैशाखभन्दा पछि विजुलीको नयाँ लाइन लिएकालाई पनि प्राधिकरणले प्रिमियमसहितको बिल पठाएको छ ।

वर्षामान पुन ऊर्जामन्त्री भएको बखत २०७५ वैशाख ३१ मा प्राधिकरणलाई देशका सबै क्षेत्रको लोडसेडिङ अन्त्य भएको सार्वजनिक सूचना जारी भएकोले त्यसैलाई ‘कटअफ डेट’ मानेर यो विवाद समाधान समाधान गर्नुपर्ने उनको भनाइ छ ।

तर, सबै क्षेत्रको लोडसेडिङ अन्त्य भएको सार्वजनिक सूचना जारी भएको पाँच महिना पछि अर्थात् २०७५ भदौ महिनादेखि विजुली जडान भएको सिद्धि लक्ष्मी उद्योगलाई पनि डेडिकेटेड लाइनसरह प्राधिकरणले बिल पठाएको छ । प्राधिकरणले २०७७ असारसम्मको बिल काटेर त्यसबेलाको पनि पैसा तिर्नुपर्छ भनेको छ ।

यस विषयमा विद्युत नियमन आयोगले सोमबार बैठक बसेर फेरि एकपटक गोलमटोल निर्णय गरेको छ । नियामक निकायको अकर्मण्यताले पनि यो विवाद झन् लम्बिने देखिन्छ । किनकि यसलाई प्राधिकरणले महशुल उठाउ भनेको हो भनेर कुलमानले ब्याख्या गर्नेछन् ।

लोडसेडिंगकै बिचमा भैरहवामा चामल मिलजस्ता २४सै घन्टा विजुली नभएपनि र विजुली आउँदमा मात्र चलाएका चामल मिल, मैदा मिलजस्तालाई पनि डेडिकेडेट लाइनको नाममा बिल पठाएको छ । प्राधिकरणले भैरहवाका विभिन्न २२ वटा उद्योगहरुलाई माग्दै नमागि डेडिकेटेड तथा ट्रंक लाइनमार्फत विजुली दिएर भुक्तानीका लागि बिल काटेको सिद्धार्थनगर उद्योग वाणिज्य संघका अध्यक्ष ठाकुर श्रेष्ठ बताउँछन् ।

उनका अनुसार प्राधिकरणले बिजुलीको आवश्यकता नै नभएको उद्योगहरुलाई पनि डेडिकेटेड तथा ट्रंक लाइनबाट विद्युत आपूर्ति दिएको भन्दै बिल काटेको थियो । किनकि तत्कालीन विद्युत् महसुल निर्धारण आयोगले डेडिकेटेड लाइन हुन २४ सै घण्टा निरन्तर विद्युत् आपूर्ति हुनुपर्ने र ट्रंक लाइन हुन ६ घण्टाभन्दा लोडसेडिङ भएको बेलामा २० घण्टाभन्दा बढी विद्युत् उपभोग गरेको हुनुपर्ने निर्णय गरेको थियो ।

‘धान मिल, मैदा मिललगायतका उद्योगहरुलाई पनि प्राधिकरणले डेडिकेटेड तथा ट्रंक लाइनबाट विद्युत आपूर्ति दिएको भन्दै बिल पठाएको छ,’ उनी क्लिकमान्डुसँग भन्छन्, ‘डेडिकेटेड र ट्रंक लाइन माग्दै नमागेको उद्योगलाई पनि छुट बिल भनेर २०७५ पछि दिइएको छ, जुन अन्यायपूर्ण छ ।’

उनका अनुसार धान मिल, मैदा मिललाई डेडिकेटेड लाइन आवश्यक नै थिएन । तर, उनीहरुले पनि तिर्दै पर्छ भनेर बिल पठाइएको छ । उद्योगको प्रकृत्तिअनुसार उनीहरुको उद्योग विजुली आउँदा चल्ने र नआउँदा नचलाउने उनको भनाइ छ ।

श्रेष्ठकाअनुसार प्राधिकरणले २०७२ सालदेखि डेडिकेटेड तथा ट्रंक लाइनको विद्युत प्रयोग गरेको भन्दै चार वर्षपछि बिल पठाएर अन्याय गरेको छ । ‘२०७२ सालको बिल दुई चार महिनापछि आउनुपर्ने हो । तर, चार वर्षपछि आउँछ त बिल,’ उनी भन्छन्, ‘प्राधिककरणले २०७७ सालमा बिल पठाएको थियो ।’

भैरहवाका स्थानीय उद्योगी चन्द्रमान श्रेष्ठका अनुसार पनि नियमितरुपमा बिल तिर्दै आएका उद्योगहरुलाई पनि छुट बिल भन्दै ट्रंक लाइनको भुक्तानीका लागि प्राधिकरणले पत्र पठाएको थियो । २०६५/०६६ मा स्थापना भएको उनको भलवारी स्वचालित चामल कारखाना बुटवलबाट लुम्बिनी औद्योगिक कोरिडोरसम्म रहेको औद्योगिक लाइन भनेर प्राधिकरणसँग ३३ केभीको लाइनबाट सञ्चालन गरिएको थियो ।

नियमति रुपमा विद्युत महसुल भुक्तानी गरिरहेका चन्द्रमान श्रेष्ठ २०७६ मा भने प्राधिकरणले छुट बिल ४७ लाखको बिल पठाएको बताउँछन् । ‘हामीलाई एक्कासी २०७६ सालमा आएर २०७२ सालदेखि ट्रंक लाइनमा पर्यो भनेर त्यो बेलामा ४७ लाख जति बुझाउनुपर्छ भनेर बिल आएको थियो,’ उनी भन्छन् ।

आफूले माग नै नगरेको र प्रयोग नै नगरेको ट्रंक तथा डेडिकेटेड लाइनको बिल पनि तिर्न भन्दै प्राधिकरणले पत्राचार गरेपछि भैरहवाका उद्योगीहरुले ऊर्जामन्त्रीदेखि अन्य सम्बन्धित निकायमा पनि धाएका थिए ।

तर, विद्युत प्राधिकरणका प्रबन्ध निर्देशन कुलमान घिसिङ्गले भने मन्त्रीमार्फत यो बिल आएको भन्दै यो विषय आफ्नो हातबाट छुटिसकेकाले केही गर्न नसक्ने भन्दै जवाफ पठाएर पन्छिएका छन् । यस्तै, प्राधिकरणको प्रादेशिक तथा क्षेत्रीय कार्यालयमा सम्पर्क गर्दा भने त्यस विषय माथिबाटै निर्णय भएको भन्दै उनीहरु पन्छिएको पनि उनले बताए ।

नयाँ मिल क्षेत्रमा रहेको १९ उद्योगहरुले प्राधिकरणले पठाएको बिलको विषयलाई लिएर स्थानीय प्रादेशिक र क्षेत्रिय कार्यालयमा निवेदन दिँदा केहि नभएपछि उद्योगीहरुले तत्कालिन उर्जा मन्त्री वर्षमान पुनलाई भेटेको बताउँछन् श्रेष्ठ ।

त्यस्तै, विष्णु पौडेल ऊर्जामन्त्री रहेको बेला उनलाई पनि भेटेर आफ्नो समस्या समाधान गर्नका लागि सहयोग मागिएको श्रेष्ठले सुनाए । ‘ऊर्जामन्त्री विष्णु पौडेलले उद्योगी मर्कामा परे मिलाउनु पर्यो भनेर कुलमान जीलाई भन्दा यो त मेरो हातबाट छुट्यो, गोली छुटिसक्यो । मैले पत्र लेखिसकें । सम्पूर्ण कुरा निर्णय भइसक्यो । अब यसमा तपाईंहरुले क्याबिनेटबाट निर्णय गर्नुपर्यो, म त सक्दिनँ भनेर कुलमानले भन्नु भयो भन्दै विष्णु पौडेलले सुनाउनु भयो,’ उनले भने ।

‘प्राधिकरणका कर्मचारीहरुले नै पनि उद्योगीलाई मर्का चाहिँ परेको हो तर, हामीले केही पनि गर्न सक्दैनौं भन्छन्,’ उनले भने, ‘तपाईंलाई हामीले पत्र काटिसक्यौं । अब मैले लिन हुँदैन भन्यो भने मलाई गल्ती देखिन्छ । म कारबाहीमा पर्ने काम गर्दिन भनेर त्यहाँको हाकिमले भनेपछि हामी निराशा भयौं ।’

हाल प्राधिकरणले थप छुट बिल भन्दै पठाएको विषय उच्च अदालतमा रहेको श्रेष्ठले बताए ।

यता प्रमाणका आधारमा मात्रै बक्यौता उठाउनुपर्ने पूर्व ऊर्जामन्त्रीहरुले भन्दै गर्दा उता प्रधानमन्त्रीको आड पाएका प्राधिकरणका प्रबन्ध निर्देशक भने झन् उग्र बन्दै गएका छन् । प्रधानमन्त्रीसँग उद्योगीले भेटेकै राती उनले १४ वटा उद्योगको थप लाइन काटेर २३ पुर्याए ।

तर, किन कुलमान उग्र भइरहेका छन् भन्ने प्रश्नको उत्तर सहज भएको पनि उद्योगीहरु बताउँछन् । आइतबार पत्रकार सम्मेलनमा कुलमानमाथि पनि छानबिन गर्नु पर्ने बताउँदै उनीहरुले कुलमानले उद्योगीहरुलाई काटेको बिलको रकम प्राधिकरणको हिसाबमा नाफामा देखाइसकेको पनि जानकारी दिए । यदि अब यो रकम उठाउन सकेनन् भने प्राधिकरणको वासलातमा नाफा देखाइएको रकमको जिम्मेवारी लिने मात्र होइन कानुनको कठघरामा उभिनु पर्ने निश्चित छ ।

अचानक प्राधिकरणलाई नाफामा लगेको भनेर वाहवाहि पाएका कुलमानलाई कानुनको कठघराभन्दा प्रधानमन्त्रीको साथ पाउँदा केहि दिन सहज त होला तर नेपाल कानुनी राज्य हो भने एकदिन उनी कानुनको कठघरामा उभिनु नै पर्छ ।

उद्योगीका अनुसार उद्योगीले पनि कानुन मान्नु पर्छ, प्राधिकरणले पनि नेपालको कानुन मान्नु पर्छ । ‘हामी प्राधिकरणलाई कानुन मान्नुहोस् आफनै विनियमावली अनुसार काम गर्नु होस् भनिरहेका छौं, प्राधिकरणको विनियमावली हामीले बनाएको होइन नी !’ उनीहरु प्रश्न गर्छन् , ‘तर, प्राधिकरणले आफ्नै विनियमावली विपरित कानुनभन्दा माथि भएर काम गर्दा नेपालमा औद्योगिक वातावरण विगार्न उद्योगीको मानमर्दन गर्दा कसरी लगानी बढ्छ ?’

उनीहरुले भने झैं के नेपालमा उद्योग नचाहिने नै हो त ? 

के नेपालमा उद्योग खोल्नु अपराध नै हो त ?

PM assures of forming a powerful probe panel to resolve dispute between NEA and industries

Prime Minister Pushpa Kamal Dahal 'Prachanda', who last Thursday instructed the electricity authority to collect long-standing disputed electricity tariff dues from dedicated feeder and trunk line users, today assured the industrialists to resolve the issue by forming a powerful probe panel.

The Prime Minister is ready to form a powerful probe panel led by a judge of the Supreme Court," according to an industrialist, who went to meet the prime minister with 10-point memorandum.

The team led by senior vice president of Federation of Nepalese Chambers of Commerce and Industry (FNCCI) Anjan Shrestha, former FNCCI president Pashupati Muraraka, and Confederation of Nepalese Industries (CNI) president Rajesh Agrawal, after handing over the 10-point memorandum, requested the Prime Minister to form a powerful probe panel led by a judge of the Supreme Court under the Commissions of Inquiry Act, 2026 (1969).

The industrialists, on the occasion, also clarified the premier that they have been paying their normal electricity tariff regularly to Nepal Electricity Authority (NEA). But the NEA has been claiming that they should also pay premium tariff, which according to the industrialists, they have not used.

"If the NEA can produce the Time-of-Day (ToD) data we are also ready to pay the claimed due," they assured the Prime Minister, complaining of the power supply being disconnected without taking any initiatives for the resolution of disputes over NEA-claimed electricity tariff arrears of those with dedicated feeders and trunk lines.

The ToD meter keeps all the data that clarifies the usage of the electricity. "But the NEA has not been able to produce the ToD data and pressuring the industrialists to pay the dues, of premium bill, which they have not used."

The NEA executive director Kulman Ghising had, organising a press meet on Thursday, claimed that no exemptions could be granted, as directives were already issued to clear dues from dedicated feeder and trunk line users after disconnecting the electricity supply lines. "The affected consumers must either engage in the appeal process or settle their dues through installment payments," he said, adding that the NEA came into action from last Friday after the Prime Minister Dahal gave them instruction last Thursday to collect electricity tariff dues.

Ghising also blamed the industrialists for utilising electricity from dedicated feeders and trunk lines during the load-shedding times, and not paying the premium tariff, which according to him is unjust.

But the industrialists claimed that they have been paying electricity bill regularly. "There is a disagreement between the NEA and industries regarding the premium imposed on trunkline consumers," they said, adding that they have not paid the premium to the NEA. "We cannot afford to pay for electricity we have not consumed."

NEA has cut power supplies to nine industries that, it claims, have outstanding dues running over Rs 12 billion. But according the private sector, the NEA disconnected the lines without showing seriousness in addressing the dispute of payment of arrears of dedicated feeders and trunk lines, which has been in place for the past six years.

The issue of payment of electricity arrears of different industries using dedicated feeders and trunk lines surfaced six years ago.  The dispute has prolonged, as courts, parliamentary committees, Commission for the Investigation of Abuse of Authority (CIAA) had directed the NEA to collect the arrears, but NEA has no enough evidence to prove that these industries have actually consumed the electricity, which was a luxury during the load-shedding period. 

But after the Prime Minister Dahal instructed the NEA to collect electricity tariff dues last Thursday, the NEA disconnected the electricity of four industries, including Reliance Mills, Jagadamba Steel, Arghakanchi Cement and Sarbottam Cement. On Sunday, the NEA disconnected five more industries electricity, making it to a total of 9 industries.

What is dedicated and trunk line

A dedicated feeder involves the supply of electricity through a separate line directly from a substation. This feeder system ensures continuous power supply even during load shedding by allowing electricity to be provided from an alternative line when one is subject to load shedding. On the other hand, a trunk line delivers electricity from the transmission line to the industry by placing a transformer inside the industry itself.

NEA adds 86-MW electricity to national grid from Solukhola Dudhkoshi

Though, commercial production will start within 15 days, electricity generated from the Solukhola Dudhkoshi Hydropower Project – the third largest hydropower project of the country and the largest till date constructed by any private power developer – has been connected to the national grid.

Sahas Power Company – the promoter of the 86-megawatt (MW) Run-Of-The-River (RoR) confirmed that the company has added the electricity to the national grid from February 7 as the test.

Chairperson of Sahas Power Company Him Pathak today shared that the electricity generated by the company has been connected to the national transmission line of the Nepal Electricity Authority (NEA) after successful test operation.

The river flow-based power project is connected to the 132 kVA Solu Corridor at the Lammane substation. The project is connected to the 132 kV transmission line by constructing a 13-km grid from Sahas Energy's powerhouse to Lammane. According to the promoter, the gross head of the project is 613 meters.

The water of Solukhola located in Soluddhukanda Municipality-11 has been diverted to Makubesi in Thulung Dudhkoshi Rural Municipality-3 through a 4,679-meter long tunnel and 1,938-meter long pipeline to generate 86-MW of electricity.

In October 2016, the company, which obtained a generation license from the Electricity Development Department, was entrusted with the construction of the civil sector by the Italian company CMCD Rivenna. But a new contract was called for after breaking the contract with Italian for not working according to the contract. After that, CE Construction took the contract and completed the civil works on time and the project was completed.

The hydro-mechanical contract of the project was taken by Machapuchchhe and Metal Work Sup and the electro-mechanical contract was taken by Vyth Hydro.

The construction of the 86-MW power project was completed at a total cost of Rs 13 billion with a total of 25 per cent of the founders and shareholders and 75 per cent of the bank's investment, under the leadership of Nepal Investment Bank – currently Nepal Investment Mega Bank – with some 10 banks. A consortium of 11 commercial banks, led by then Nepal Investment Bank has provided loan facilities of 73 per cent of the expected cost – of Rs 11.86 billion – to construct the project. The remaining 27 per cent investment is in the form of equity, the company added.

According to the company, the project consists of a simple weir with undersluice, side intake, gravel trap, approach channel, desalting basin, headrace tunnel, surge shaft, inclined pressure shaft and horizontal penstock tunnel, surface powerhouse and a tailrace canal.

The project utilizes a design discharge of 17.05m³/s from Solu Khola and the elevation difference between the proposed intake at Solu Khola and powerhouse at Dudhkoshi River for power generation.

Estimated to complete within September 2020 Solukhola Dudhkoshi Hydropower Project, is delayed due to Covid-19 pandemic.

NEA stops exporting electricity to India

Nepal has stopped exporting electricity to India due to dry season.

Nepal Electricity Authority (NEA) has stopped export of electricity as it has stopped producing excess electricity due to the start of the dry season, confirmed NEA spokesperson Suresh Bahadur Bhattarai. 

“NEA is likely to stop exporting electricity until the 2023 monsoon” he said, adding that the NEA had been exporting electricity to India since May 15 through the Indian Energy Exchange Ltd. “NEA has sold electricity worth Rs 11 billion during this period.”

As the flow of water in the rivers is decreasing due to dry season, the production of electricity from hydropower stations – based on river flow – has also decreased forcing the state electricity monopoly to stop export. 

The NEA has, currently, received permission to export up to 409 megawatts (MW) of electricity produced by eight hydropower stations of Nepal to India.

Due to electricity exports to India Nepal has earned Rs 10.38 billion during the first five-and-a-half months. Nepal started exporting power to India this June. According to NEA, some 1.26 billion units of surplus electricity were exported to India, earning Rs 10.389 billion in revenue by mid-November.

Minister inaugurates Butwal-Lumbini transmission line and substation

Minister for Energy, Water Resources and Irrigation Pampha Bhusal today inaugurated the 132 kV double circuit transmission line that has already been in operation.

As the election code of conduct is coming in effect, Nepal Electricity Authority (NEA) has decided only yesterday to inaugurate the double circuit transmission line that runs from Yogikuti at Butwal to Mainahiya for reliable and quality power supply, increase transmission capacity and control technical leakage in Bhairahawa. The double circuit transmission line and the Mainahiya substation was constructed with the investment of the government and NEA.

“With the construction of transmission lines and substations, the infrastructure for supplying about 200 megawatts (MW) of electricity has been prepared in the Bhairahawa,” the NEA claimed, adding that the power supply in the Bhairahawa area has also improved.

The 132 kV double circuit transmission line is also being constructed from Manhia substation to Uttar Pradesh state of India. The construction of a transmission line connecting Mainhia substation with Asatiya (New Nautanuwa) substation in Uttar Pradesh, India is in the final stages. Currently, Uttar Pradesh has only 33 kV transmission infrastructure, after the construction of Manhiya-Samptiya, internal power trade between Nepal and India will be ease.

“We are working with the goal of building a self-sufficient economy by selling the surplus electricity,” she said, adding that Nepal will be electricity sufficient within two years, and is building infrastructures as well for quality and reliable electricity supply.  “Along with this, large hydropower projects like Budhi Gandaki will be built.”

On the occasion, managing director of NEA Kulman Ghising said that the power supply of Butwal-Bhairahawa area through the transmission line has improved. “The industries are also supplied with as much power,” he said.

The construction of the 18-km Butwal-Lumbini transmission line from the Butwal substation to the Mainahiya substation was started in the fiscal year 2014-15 but it took long time complete due to various reasons, informed project head Hari Pandey. “There was delay in the construction of the project due to diversion of route, Covid-19 pandemic, he said, adding that the estimated cost of the project is $9.5 million. “The 132/33/11 kV Mainahiya Substation was brought into operation and power was supplied to that area.”

On, the occasion, secretary at the Ministry of Energy, Water Resources and Irrigation Sushil Chandra Tiwari expressed confidence that the power supply in the region will improve after the construction of transmission lines and substations.

For local power supply, 10 feeders of 33 KV will be removed from Mainhia substation. Out of these 4 feeders are operational and 2 capacitor banks are placed to rectify the power voltage. Some 57 towers have been constructed with 18 km transmission line.

Industries warn of protest programme against power utility

 The unscheduled power cut has infuriated the industrialists, forcing them to announce the protest against the power monopoly.

They also warned to lock up Nepal Electricity Authority (NEA) office, if the authority could not supply uninterrupted electricity to the industries along Sunsari-Morang Industrial corridor by Tuesday. “The NEA has disrupted power supply to the industrial area for more than 12 hours daily for the past few days without any notice,” they said at a joint press conference today,

Morang Merchant Association, Industry Association and Confederation of Nepalese Industries (CNI)-Province 1, jointly organising a press meet, said that the industries along the Sunsari-Morang corridor have to be shut down as the power supply has been down for almost 24 hours since Wednesday.

“The industries have suffered huge losses due to unannounced power cuts,” President of Morang Merchant Association Nabin Rijal said, adding that the goods in the machine and in godown have become useless due to  unannounced load shedding. “If the government does not solve the problem by Tuesday, We will be forced to padlock NEA on Wednesday, and announce additional agitation programmes from Thursday onwards.

The industrialists have also demanded to publish the load-shedding schedule, exploit maximum potential of domestic power generation capacity, ensure equitable distribution of electricity, abolish demand charges and find a solution through diplomatic initiatives with India.

At least 500 industries along the Sunsari-Morang corridor have been hit hard due to the unscheduled power cut.

The NEA has been buying 300 MW electricity from India to match the domestic demand. But the demand of electricity has increased in India recently making the import of electricity expensive, which has forced the NEA to impose power cut in the industries. However, the industrialists along the Sunsari-Morang corridor have been asking the NEA to publish the schedule of power outage so that they can plan the operation of the industries. But the authority neither is able to import the electricity from India nor publishing the load-shedding schedule forcing the industries to go for protest programme. The industries hit by the Covid-19 since last two years were trying to operate as usual in full capacity like in the days prior to the pandemic.

Electricity leakage down to 14.45 per cent

Electricity leakage dropped down to 14.45 per cent in the first six months of the current fiscal year.

According to Nepal Electricity Authority (NEA), it has managed to reduce the electricity leakage of the system from 17.18 per cent in the last fiscal year by 2.73 percentage points in the first six months of the current fiscal year 2021-22 to 14.45 per cent.

It became possible through regular campaigning for power supply and control of technical and non-technical leakages, the sole power authority claimed, adding that the leakage has dropped to 14.45 per cent in the first six months of the current fiscal year, including power transmission and distribution. 

NEA also claimed that most of the leakage in the system is taking place during distribution. "The leakage during distribution in the first six months period is 9.23 per cent," the NEA claimed, adding that it has set a target of reducing electricity leakage to 15.5 per cent in the current fiscal year.

The drop in leakage has also helped increase profit of the NEA. According to NEA managing director Kulman Ghising, "NEA's profit has increased because of increase in revenue due to the reduction in leakage."

The leakage control campaign, according to him, has been carried out effectively, increasing the capacity of the substations, adding conductors, replacing overloaded transformers, and encouraging the use of three-phase meters.

The authority will take strict action against those who steal by bypassing and hooking up the meter, and those who resell the meters, replace the meter and tamper with the meter in order to control the non-technical leakage, he added.

PAC directs to recover dues of dedicated feeders and trunk lines

The parliamentary Public Accounts Committee (PAC) has directed the government to recover billions due of dedicated feeders and trunk lines -- from the industries -- after Nepal Electricity Authority (NEA) failed to take action against them.

A meeting of the mini parliament today, validating the study report of its sub-committee, also asked the government to recover the dues within a month.

In July 2019, the PAC had formed a five-member sub-committee led by Nepali Congress (NC) leader Minendra Rijal to study the issues of controversy on whether it is legitimate to charge the industries with the premium charges or not. The sub-committee has sorted out Rs 14.08 billion dues of the industries for the use of dedicated feeders and trunk lines.

The NEA supplied electricity to around 300 industries under the special facility -- as dedicated and trunk lines -- even when the country was reeling under up to 18 hours of load-shedding. The NEA had imposed 65 per cent as premium charge for the users of such dedicated and trunk lines. However, the industries refused the premium charge, after the NEA asked them to pay. The NEA has since then repeatedly sent notices to the industrialists asking to settle their electricity dues. Instead of paying their charges, the industrialists went to the Prime Minister asking for waiver of the charges. Due to the private sector's lobbying, a cabinet meeting, last year, even waived the premium charge for eight-and-a-half months of the total dues to minimize excess financial burden on the industrialists. After the cabinet decision, the industrialists now are supposed to settle the dues of only 28 months and 11 days.

But the industrialists have been reluctant to clear their dues, arguing that it is not appropriate for the NEA to levy additional fees even after the power utility announced the end of load-shedding in 2016.

Nepal becoming self-reliant in energy, claims Prime Minister

 Though, Nepal has been importing, more than half of the electricity it consumes, from India at present, Prime Minister KP Sharma Oli today claimed that the country is heading toward becoming self-reliant in the energy sector.

Inaugurating the 400 kV substation at Dhalkebar in Dhanusha today, Oli claimed that the infrastructure will serve as the main gateway to import and export electricity to India. The substation was constructed with joint investment by the government of Nepal and Nepal Electricity Authority (NEA), the sole government power utility.

“We are becoming self-reliant in the energy sector,” the prime minister said adding that Nepal will be able to export electricity with the completion of Dhalkebar substation. “At present, we are self-reliant only in the rainy season,” he said, showing confident that Nepal will be completely self-reliant in the energy sector round the year in a couple of years.

The substation – constructed under the ‘National Electricity Development Decade’ programme enables NEA to exchange 1,000 MW to 1,200 MW of electricity with India via the Dhalkebar-Muzaffarpur cross-border transmission line, according to the NEA.

On the occasion, energy minister Top Bahadur Rayamajhi and minister for Urban Development Prabhu Shah were also present 

The 400 kV Dhalkebar substation has officially come online from today. The government has targeted to increase the electricity production to 3,000 MW in the current fiscal year, though its not possible in practical. Given the existing domestic demand of around 1,400 MW, there will be a surplus energy, if the government’s target is met. However, Nepal is importing 680 MW electricity from India at present. Within a couple of weeks, Nepal will add 100 MW more import – making a total of 780 MW import – from India to meet the domestic consumption.

But according to the government, it has also planned to develop 10,000 MW of electricity by 2025. In this context, the Dhalkebar-Muzaffarpur cross-border transmission line is considered the most strategic infrastructure for power trade with neighboring countries. It is also expected to help materialise the proposed energy banking between Nepal and India, the NEA claimed, adding that it had charged the substation in November with the completion of its construction. “The infrastructure now enables the NEA to also send electricity produced from Upper Tamakoshi to east and west for domestic consumption, apart from exporting energy to India.”

ADB, government sign Rs 18.25 billion loan to improve electricity grid system

 Asian Development Bank (ADB) and government today signed a loan agreement worth Rs 18.25 billion ($156 million) for upgrading the electricity grid system in Nepal.

Joint secretary of the Finance Ministry Shreekrishna Nepal and officer-in-charge at Nepal Resident Mission of ADB Rudi Louis Hendrikus Van Dael signed an agreement on behalf of their respective institutions at a programme today, according to a press release issued by the Finance Ministry.

The development partner is providing loan to support the Electricity Grid Modernisation Project to be implemented by Nepal Electricity Authority (NEA). “Of the estimated total costs of Rs 22.81 billion, the government and the power utility will jointly invest the remaining Rs 4.56 billion of the project, it reads, adding that the project has targeted to improve electricity transmission and distribution systems and reduce power leakages.

“The objective is to improve the power transmission and distribution system of the Electric Grid Modernisation Project, to make the power supply sustainable and reliable by modernising the power grid and to develop and strengthen the capacity of NEA,” the press note adds.

The total cost of the Electric Grid Modernisation Project is about Rs. 22.81 billion and Rs 18.25 billion will be borne by the ADB and the remaining Rs. 4.56 billion will be invested by the Government and Nepal Electricity Authority.

The Finance Ministry has stated that the energy saved from the power grid modernisation project can be exported to the neighboring countries by minimizing the energy loss due to power leakage and this will also make a positive contribution to the economic activities.

Developers submit DPR of four major projects to investment board

 The developers of four major infrastructure projects today submitted detailed feasibility study report (DFSR) and detailed project report (DPR) of their projects to Investment Board Nepal (IBN) today.

A developer Flash Freight Logistics and International Cargo Pvt Ltd has submitted the DFSR for the Private Freight Terminal and Bulk Handling Facilities Project to be constructed in Birgunj and Bhairahawa. A memorandum of understanding (MoU) was signed between the developer and the board on November 29 last year, according to the board.

Likewise, CG Logistics Pvt Ltd and Sharaf Group – the developers of the Multi-model Logistics Park Project to be constructed in Biratnagar – have also submitted its DFSR to the board. The MoU was signed between the board and the developers on June 17 last year.

Developer of the Damak Clean Industrial Park China-Nepal Industrial Park has also submitted the DPR for the project to board. The 39th meeting of the board held on July 2 last year had approved an investment of $586.1 million for the construction of the project, the board confirmed. “The project is being constructed in Damak of Jhapa with the joint investment of Lhasa Economic and Technology Development Zone Jing Ping Joint Creation Construction Project Development Corporation Co Ltd and Damak Clean Industrial Park.”

The chief executive officer (CEO) of the board Sushil Bhatta – receiving the DPRs and DFSR, said that these projects will soon enter next phase of development.

Meanwhile, the board has also held discussions with Nepal Electricity Authority (NEA) and officials of Hongsi Shivam Cement to solve the problems in the construction of the power transmission line required for the project.

During the discussion, acting managing director of NEA Hitendra Dev Shakya expressed his commitment to arrange power supply by constructing transmission line for project within May. 

Likewise, CEO of the board Bhatta said that the big projects like this can make a significant contribution to the overall economic development of the country, including employment generation. “The board is making all possible efforts for the necessary facilitation in the implementation of such projects,” he added.

ADB approves loan to upgrade power grids in Nepal

 The Asian Development Bank (ADB) has approved a $156 million concessional loan to modernise power transmission and distribution systems in Nepal.

While majority of Nepali population has access to grid-supplied electricity, there is a need to increase the capacity and reach of power distribution networks to meet current and future demands, improve reliability and quality of supply, and reduce losses, according to a press note issued by the multilateral development partner. “The Electricity Grid Modernisation Project will finance the automation of grid substations throughout the country, modernise distribution and transmission systems in various areas, complete the installation of smart meters in the Kathmandu Valley, and support sector reform and institutional strengthening of the Nepal Electricity Authority (NEA), the press note reads.

“ADB has been actively involved in major policy and institutional reforms in the power sector, and this project is a continuation of our support to provide reliable and efficient electricity supply in the country,” ADB Principal Energy Specialist Jiwan Acharya said, adding that the project will, moreover, position Nepal to be better prepared in its post-pandemic economic rebuilding.

The project will, among others, automate 34 existing grid substations, install 220-kilovolt (kV) and 132-kV automated grid substations, construct a total of 113 kilometers (km) of new transmission lines, upgrade 144 km of existing transmission lines with efficient conductors, and expand the installation of smart meters for 350,000 electricity consumers in the Kathmandu Valley. An electricity distribution system command and control center in Kathmandu will also be constructed, reads the press note.

Awareness-raising activities on the safe and efficient use of electricity for electricity consumers, including women and disadvantaged groups, will be conducted. The project will strengthen the institutional capacity of NEA in implementing its comprehensive corporate development plan, train its staff in managing the automated grid substations, and improve financial sustainability and corporate financial reporting.
