हजारको नोट छाप्न बन्द गरौं, अर्थतन्त्र सफा गरौं

भनिन्छ, हरेक समस्या तथा चुनौतीमा विज्ञ तथा व्यावसायिक मानिसले समाधान देख्छ, तर राजनीतिज्ञले हरेक समाधानमा समस्या देख्छ । नेपालमा यो भनाइ हुबहु मिल्छ, किनकि हरेक विषयलाई नेपालमा राजनीतीकरण गरिन्छ । नागरिकका दैनिन्दिनी समस्यामा पनि राजनीति हुने भएकाले मुलुकले राजनीतिक प्रणाली फेरिसके पनि आर्थिक क्रान्तिको जग बसाउन सकेन । यसबीच प्रचण्ड बहुमतको स्थिर सरकारले पनि अर्थतन्त्रलाई सुधार गर्नुको साटो झन् बढी बिचौलियाकरण गरेर छोड्यो । वर्तमान सरकारले अर्थतन्त्रको समस्या बुझ्ने मेसो नपाउँदै मुलुक विकराल समस्यातर्फ उन्मुख देखिन्छ । त्यसैले सरकारले आफ्नो दृढ इच्छाशक्तिको प्रदर्शन नगर्ने र यथास्थितिमा नै चल्ने हो भने अर्थतन्त्रको बिचौलियाकरण बढ्नेमात्र देखिन्छ । यसका समाधान खोज्न आवश्यक भइसकेको छ । सरकारी तथ्यांक तथा बजारको तालमेल छैन । सरकारी बेवास्ताका कारण उपभोक्ता बजारमा हरेक दिन लाखौं रुपैयाँ ठगिन्छन् । किनकि महँगी बढ्नुमा लाचार उपभोक्ताहरू जिम्मेवार छन् नै, तर प्रमुख जिम्मेवार भने बिचौलिया हुन् र उनीहरूको पहुँच सरकारसम्म छ । मूल्यवृद्धि नियन्त्रण नहुँदा मुलुक असफल राष्ट्रतर्फ उन्मुख हुन्छ । तसर्थ, सरकारले उपभोक्ताको हित गर्ने तथा अर्थतन्त्रको सुधार गर्ने, कालोधनलाई नियन्त्रण गर्ने, भ्रष्टाचार अनि कालोबजारी नियन्त्रण गर्न पनि डिजिटल अर्थतन्त्र कार्यान्वयनमा ढिलाइ गर्नु हुँदैन ।

हजारजस्ता ठूला दरका नोट छाप्न बन्द गरेर ठूला कारोबार बैंकिङ च्यानलमार्फत मात्र गर्ने तथा साना कारोबारमा मात्र नोटको प्रचलनमा ल्याउन प्रोत्साहन गर्ने हो भने एकातिर उपभोक्ता हित संरक्षण हुन्छ भने अर्कातिर यसले डिजिटल अर्थतन्त्रमा फड्को मार्न मद्दत गर्छ । कोरोना महामारीले विश्वभर पढाएको पाठ नेपालले सिक्दै डिजिटल अर्थतन्त्रलाई कार्यान्वयनमा ल्याउन ढिलाइ गर्नु हुँदैन । यो अवसरको सदुपयोग गरौं । यसबाट मुलुकको दीर्घरोग भइसकेको भ्रष्टाचार तथा कालोबजारी एवं कालोधनको ओसारपसार एवं अनौपचारिक अर्थतन्त्रलाई पनि औपचारिक अर्थतन्त्रभित्र ल्याउन सहज हुन्छ ।

पछिल्ला चार वर्षमा नेपाली अर्थतन्त्र झन् बढी अनौपचारिक तथा छाया अर्थतन्त्रमा रूपान्तरण हुँदै गइरहेको छ । सरकारले नै नीतिगत रूपमा अर्थतन्त्रलाई अनौपचारिक तथा छाया अर्थतन्त्रमा रूपान्तरण गर्ने भूमिका खेलेको छ । त्यसैले अब सरकारले आफ्नो नीतिगत गल्तीलाई सुधार गरी अर्थतन्त्र सफा गर्ने अवसर आएको छ । यो मौका किन पनि महŒवपूर्ण छ भने कालोधनविरुद्धको नेपालको आफ्नो प्रतिबद्धताको अब आउने केही महिनामा नै परीक्षण हुँदै छ । त्यसमा नेपालले आफ्ना कानुनी तथा नीतिगत सुधारका फेहरिस्त प्रस्तुत गर्नुपर्नेछ । क्षेत्रीय सञ्जाल एसिया प्रशान्त समूह (एपीजी) मार्फत नेपाल पनि एफएटीएफको सदस्य रहेकाले सम्पत्ति शुद्धीकरणका विषयमा उसले नेपालको मूल्यांकन सार्वजनिक गर्नेछ । त्यसमा नेपालको कानुनी, प्राविधिक र संस्थागत संरचनाका विषयहरूमा मूल्यांकन हुनेछ, जसमा नेपाल अझै खैरो सूचीमा पर्ने सम्भावना रहेको छ । यसअघि पनि नेपाल निगरानीमा परिसकेको हुनाले नेपालले कालोधनविरुद्धको आफ्नो प्रतिबद्धता यसपटक व्यवहारमा पनि देखाउन आवश्यक छ । तसर्थ ठूला नोट छाप्न बन्द गर्ने, ठूला कारोबारलाई बैंकिङ प्रणालीमार्फत मात्र प्रोत्साहित गर्ने जस्ता कार्यले नेपालको कालोधनविरुद्धको अभियानमा विश्वले विश्वास गर्ने वातावरण बन्छ । घरजग्गालगायत विविध कारोबारमा न्यून मूल्य देखाएर गरिने करछलीलगायतका सरकारलाई राजस्वमा भइरहेको नोक्सानलाई पनि यसले सम्बोधन गर्न सक्छ । अझ महत्वपूर्ण विषय त नेपाल डिजिटल अर्थतन्त्रको युगमा प्रवेश गर्नेछ । साथै, एक तथा दुई रुपैयाँका साना नोट प्रशस्त छाप्दा बजारमा भइरहेको खुद्रा मूल्यवृद्धिलाई पनि नियन्त्रण गर्न सकिन्छ । हाल बजारमा अनुभव भइरहेको मूल्यवृद्धि र नेपाल राष्ट्र बैंकको तथ्यांकमा आउने मूल्यवृद्धिको फरक पनि घटाउन मद्दत गर्नेछ । तसर्थ, हजारको नोट छाप्न बन्द गरौं र एक, दुई, पाँच, दस, बीस, पचास, सय र पाँच सयको नोट मात्रै छापौं ।

स्वीस बैंक, कालो धन र लगानीको वातावरण

स्विट्जरल्यान्डका बैंकहरूमा नेपालीको निक्षेप बढेको छ । स्वीस नेसनल बैंक (एसएनबी) ले गत साता सार्वजनिक गरेको २०१७ को वार्षिक प्रतिवेदनका अनुसार सन् २००८ मा त्यहाँका बैंकमा करिब ९ अर्ब (८ करोड ६२ लाख स्वीस फ्य्रांक) बराबरको नेपाली रुपैयाँ रहेकोमा १० वर्षमा चार गुनाजति बढेर करिब ३३ अर्ब (३२ करोड २८ लाख स्वीस फ्य्रांक) पुगेको छ । नेपालमा स्वीस बैंकको प्रसंग आउनासाथ कालोधनसँग जोडेर चर्चा गरिए पनि स्वीस बैंकमा रहेको सबै निक्षेप कालो धन भने हुँदैन ।
एकातिर नेपालका बैंकमा लगानीयोग्य रकमको अभाव प्रत्येक वर्ष दोहोरिइरहँदा निक्षेपकर्ताका परिचय नखुलेको स्वीस बैंकको पैसाले गैरकानुनी आर्जनको रकम हुन सक्ने प्रशस्त आधार भने दिएको छ । गोपनीयताकै कारण स्वीस बैंक संसारभरको कालोधन जम्मा हुने बैंकको रूपमा परिचित भएकाले पनि विश्वभरबाट कमिसन तथा भ्रष्टाचारजन्य क्रियाकलापलगायतबाट आर्जित गैरकानुनी आर्जन तथा कर छल्नका लागि स्वीस बैंकमा रकम जम्मा गर्ने होड चल्ने गर्छ ।
अवैध सम्पत्तिको त कुरै छोडौं, नेपाली कानुनअनुसार वैध रकम पनि नेपाली नागरिकले नेपाल राष्ट्र बैंकलाई जानकारी नगराई विदेशी बैंकमा राखेको प्रमाणित भए जरिवानासहित कैद सजाय हुने कानुनी व्यवस्था छ, तर पनि स्विट्जरल्यान्डको केन्द्रीय बैंकका अनुसार स्वीस बैंकमा अवैध ढंगले आर्जित गरि लुकाएर पैसा राख्ने विश्वका २०० मुलुकमा नेपाल १०९ औं नम्बरमा छ ।
पञ्चायतकालका अन्तिम वर्षहरूमा नेपालका सडकमा पम्फादेवीको नामका धेरै नारा लगाइन्थे । तत्कालीन राज्यशक्तिको केन्द्रमा रहेकी एक महिला पात्रलाई नेपालीको सम्पत्ति अवैध रूपमा स्वीस बैंकमा लगेर आफ्नो नाममा राखेको भन्दै सडकदेखि सदनसम्म नारा लगाउनेहरूमध्ये धेरैजना हाल मन्त्री भैसकेका छन्, तर ती महिलापात्र विस्मृतिमा पुगिसकेको अवस्थामा आज सत्ता जनताको हातमा छ र स्वीस बैंकमा बर्सेनि अबैध सम्पत्ति बढिरहेको छ । कसको हो त त्यो सम्पत्ति ? प्रश्न सरल छ तर उत्तर जटिल ।
नेपालजस्ता अति कम विकसित मुलुकदेखि अमेरिकाजस्ता विकसित राष्ट्रहरूका विशेषतः विभिन्न नेता, व्यवसायी, कलाकारलगायतकाले अकुत सम्पत्ति स्वीस बैंकमा थुपार्ने विषय नौलो नभए पनि पछिल्ला दिनमा यस्ता अकुत सम्पत्ति स्वीस बैंकमा थुपार्ने क्रम बढिरहेको तथ्यांकले देखाएकाले अवैध सम्पत्ति कानुनी रूपमा लुकाउन स्वीस बैंक प्रयोग बढिरहेको स्पष्ट छ । झन् नेपालजस्ता अल्पविकसित तथा कानुनलाई बटारेर आफ्नो स्वार्थमा प्रयोग गरिने सकिने देशहरूबाट अकुत सम्पत्ति थुपारिनु नौलो विषय नभए पनि यसले देशमा व्यावसायिक वातावरण नभएको तथा राजनीतिक दलका नेता भ्रष्टाचारको आहालमा चुर्लुम्म डुबेको सहजै अनुमान लगाउन सकिन्छ ।
कमिसन तथा भ्रष्टाचारजन्य क्रियाकलापबाट आर्जित धन देशभित्रै राख्दा कुनै असल र स्वच्छ छविको नेताको उदयले कानुनी रूपमै जफत हुने र कारबाहीमा परिने खतरा मोल्न नचाहेर स्वाभाविक रूपमा गोपनीयता कायम रहने विदेशी बैंकमा थुपार्नु नौलो कुरा रहेन । तर, एक दृढ निश्चयी तथा साँचो अर्थमा राष्ट्रवादी नेतृत्वको सरकार कुनै दिन यस देशमा बनेछ भने संविधान र कानुनअनुसार कारबाही त हुन्छ नै । विदेशको त कुरै छोडौं, पछिल्ला एक दशकमा नेपालभित्रै पनि धेरै असम्भवझैं लाग्ने घटनाहरू सम्भव भइसकेका छन् । यस्तै, गत साताको मलेसियाको घटना नेपालको सन्दर्भमा एउटा गतिलो उदाहरण हुनसक्छ । मलेसियाका पूर्वप्रधानमन्त्री नाजिव रज्जाक गत साता पक्राउ परे । भ्रष्टाचार अनुसन्धान गर्ने निकायले उनलाई मंगलबार पक्राउ गरेको थियो । सरकार भ्रष्टाचारमा लिप्त भएपछि गत महिनामात्र मलेसियामा ९२ वर्षीय महाथिर महोम्मद फेरि प्रधानमन्त्री चुनिएका थिए । महाथिरले निर्वाचनमा आफ्नै पार्टीका नाजिवलाई पराजित गर्दै प्रधानमन्त्रीमा निर्वाचित भएका हुन् । मलेसियामा बढ्दो भ्रष्टाचारसँगै महाथिरले आफ्नै पार्टीका नाजिवविरुद्ध नयाँ पार्टी स्थापना गरी आन्दोलन छेडेका थिए ।
मलेसिया स्वीस बैंकमा धेरै रकम जम्मा गर्ने देशको सूचीमा पाँचौ स्थानमा रहेको छ । यस्तै, स्वीस बैंकमा धेरै रकम आउने देशमा पहिलो नम्बरमा चीन पर्छ । चीनपछि रूसबाट धेरै रकम आउने गरेको स्वीस बैंकको प्रतिवेदनले देखाएको छ । त्यसपछि धेरै रकम आउने देशमा मेक्सिको तेस्रो र छिमेकी भारत चौथो स्थानमा छ ।
संयुक्त राष्ट्रसंघको तथ्यांकअनुसार विकासशील देशबाट मात्रै वार्षिक १ खर्ब डलर रकम स्वीस बैंकमा जम्मा हुने गर्छ । पछिल्ला १० वर्षमा विकासशील देशबाट बाहिरिएको रकम ती देशहरूले प्राप्त गर्ने आर्थिक सहयोग र प्रत्यक्ष वैदेशिक लगानी भन्दा धेरै रहेको पनि राष्ट्रसंघले जनाएको छ ।
अर्थात्, जुन देशमा भ्रष्टाचार धेरै छ, लगानीको वातावरण छैन र सत्ताको आडमा अकुत सम्पत्ति कमाउन सकिन्छ त्यस्ता गैरकानुनी आर्जन सहजै नक्कली कम्पनीको नामबाट ट्याक्स हेभेन देशका कम्पनीमार्फत स्वीस बैंकमा जम्मा गरिन्छ । यसको अर्थ विकसित देशबाट स्वीस बैंकमा पैसा जम्मा हुँदै न भन्न खोजिएको होइन, तर प्रतिवेदन सरसर्ती हेर्दा अविकसित अवस्थामा रहेका देशहरूबाट यस्तो अवैध रकम गैरकानुनी रूपमा बाहिरिने क्रम बढिरहेको देखिन्छ ।
नेपाललगायतका विकासशील देशहरूमा स्वीस बैंकमा पैसा पुर्याउन ‘हवाला कन्ट्र्याक्टर’ अर्थात् ‘मध्यस्थ ठेकेदार’ रहेका हुन्छन् । भारतीय पत्रिकाहरूका अनुसार, भारतमा यस्ता ठेकेदारहरूले केही कमिशन लिएर जुन देशमा जुन व्यक्तिको बैंक खातामा पैसा पठाउन चाहेको हो त्यस खातामा पैसा पुर्याउने काम गर्छन् । यस्ता ‘मध्यस्थ ठेकेदार’हरू नेपालजस्ता देशमा पनि जोसुकै सत्तामा रहे पनि निरन्तर सत्ताकै वरिपरि भेटिनु अचम्म होइन ।
यसरी अवैध रूपमा कालोधनलाई लुकाउन वा सेतो बनाउन धेरैजसो राजनीतिक व्यक्तिलाई आवश्यक पर्छ । किनकि स्रोत नखुलेका कमिसन वा भ्रष्टाचारजन्य क्रियाकलापबाट आर्जित अकुत धन देशभित्रै राख्दा कुनै पनि दिन सत्ताको उलटफेरमा गुम्न सक्ने खतरा रहेकोले पछिल्ला वर्षहरूमा अकुत सम्पत्ति देश बाहिर राख्ने चलन चलेको बढेको देखिन्छ ।
अर्को, व्यवसायीहरू पनि स्वीस बैंकमा अकुत सम्पत्ति राख्ने गरेको बताउँछन्, तर जसरी २०४६ सालपछि बनेका कुनै पनि सरकारले पम्फादेवीको स्वीस बैंकको सम्पत्तिका बारेमा कुनै प्रमाण प्रस्तुत गर्न सकेनन्, त्यस्तै व्यवसायीले स्वीस बैंकमा पैसा राख्ने बजार हल्ला पनि जनतालाई झुक्याउन वा पपुलिस्ट हुन मात्रै चलाइएका हुन् भनेर किन नभन्ने ।
२०५२ सालदेखि नेपालमा सुरु भएको माओवादी द्वन्द्वले सयौंको संख्यामा नेपाली उद्योगमा मजदुरलाई शोषण गरेको नाममा आफ्नो राजनीतिक स्वार्थ पूरा गर्न ताला लगाउनेदेखि आगो लगाउनेसम्म गरे । उद्योगी–व्यवसायीहरू त्यसपछि कम जोखिम भएको व्यापारतिर लागे, उद्योग खोल्न छोडे । हैन भने नेपालमा कुनै समय प्रतिष्ठित घरानाबीच उद्योग खोल्ने होडबाजी नै चलेको थियो । केही उग्र विचारधारा बोक्ने दलका कार्यकर्ताहरूले दोषरोपण गरेझैं उद्योगी–व्यवसायीले मानौं कर छलेका नै रहेछन् भने पनि यदि देशमा औद्योगिक वातावारण छ भने उक्त पैसाबाट उद्योगीले फेरि अर्को उद्योग खोल्छ र रोजगारी सिर्जना गर्छ ।
तर राजनीतिक प्राणीले भने अवैध रूपमा कमाएको सम्पत्ति देखाउन पनि नमिल्ने र नेपालभित्रका बैंक तथा वित्तीय संस्थामा राख्न पनि नमिल्ने कारणले विदेश पलायन गर्ने गर्छ । नियमित लोडसेडिड, लगातारको मजदुरको आन्दोलन, महँगो तर चाहिएझैं योग्यता तथा सीपविहीन कामदार, नियमितझैं नेपालबन्दजस्ता कारणले पछिल्लो एक दशकमा नेपालमा औद्योगिक वातावरण थिएन, उद्योगधन्दा बढेका थिएनन्, युवाहरू रोजगारीको लागि खाडी तथा मलेसिया पलायन भइरहेको थिए, तर उच्च राजनीतिक नेतृत्वको सम्पत्ति भने बढि नै रहेको थियो र बढिरहेको थियो— स्वीस बैंकमा पछिल्लो एक दशकमा नेपालीको निक्षेप चार गुनाले, घामझैं झर्लङ्ग छैन र ?
यस्तै, देशभित्रै पनि कालो धनलाई सेतो बनाउन सम्पत्ति शुद्धीकरणमार्फत दायर भएका मुद्दामा सरकार धमाधम हार्दै गइरहेको छ र सानादेखि ठूला डन फटाफट अदालतबाट शुद्धीकरण हुँदै निस्किरहेका छन् । अन्तर्राष्ट्रिय दबाबले गर्दा नेपालले जबर्जस्ती ल्याउनुपरेको सम्पत्ति शुद्धीकरण ऐन, कानुन तथा विभागको हालत के छ, त्यो पनि सबैलाई थाहा छ ।
यसै सन्दर्भमा, केही वर्षअघि कालो धनबारे संसद्को अर्थसमितिले यसबारेमा छलफल पनि चलाएको थियो । तत्कालीन संसदीय समितिका सदस्यहरू हाल मन्त्री भइसक्नुभएको छ ।
नेपालमा आजका प्रगतिशील तथा प्रजातन्त्रप्रेमी सबै राजनीतिक दलका कार्यकर्ताले पञ्चायतलाई गाली गर्दा भन्ने सबैभन्दा प्रचलित एउटा शब्द थियो, ‘प्रतिक्रियावादी राज्यसत्ता’ । करिब ७ दशक लामो राजनीतिक संक्रमण सकिएर स्थिर सरकार बनेपछि नेपालीको आशा अब आर्थिक क्रान्ति हुन्छ र समृद्ध नेपाल बन्छ भन्ने अझै छ । तर, सरकारका पछिल्ला गतिविधि हेर्दा प्रगतिशील राजनीतिक दलको सरकार पनि प्रतिक्रियावादी हुन लागेको त होइन भन्ने ठूलो आशंका उठेको छ । दशकौंदेखि बालुवाटारको प्रतिक्रियामात्र सुनेका र भोगेका तर क्रिया नदेखेका नेपालीका लागि करिब दुईतिहाइको बहुमतको सरकारले केही क्रिया गर्ला, देशमा काम गरेर खाने वातावरण बन्ला, देशभित्रै रोजगारी सिर्जना होला भन्ने आस गर्नु अपराध त होइन होला । तर, सरकार समृद्धिका गफ मात्रै गर्ने, समृद्धिका लागि गर्नुपर्ने अत्यावश्यक व्यावाायिक वातावरण बनाउन चाहिने कानुन निर्माणजस्ता क्रिया गर्न छोडेर समाज तथा बजारमा भएका क्रियाकलापमा प्रतिक्रिया मात्रै गरिबस्दा नेपाल कसरी समृद्ध हुन्छ, प्रश्न सोध्न त पाइन्छ नि ?

PM Oli claims government poised for double-digit economic growth

Prime Minister KP Sharma Oli has claimed that the government is going to achieve a double-digit economic growth within the first quarter of next fiscal year.
Meeting with representatives of Nepal Chamber of Commerce (NCC) at his official residence in Baluwatar today, the Prime Minister said that his government is going to surpass fiscal year 2016-17's economic growth of 6.9 per cent to hit a double-digit growth rate.
The Chamber has – submitting a proposal – also emphasised on the need of making the next decade as the 'decade of double-digit economic growth'.
NCC president Rajesh Kazi Shrestha, submitting the 18-point proposal to the Prime Minister Oli said that the private sector and the government should joing hands to achieve economic development.
The proposal submitted by the NCC has prescribed pills for the economic ills including development of the agriculture, energy and the tourism sectors. It has also recommended the government to guarantee the rule of law and promotion of industrial development, apart from promotion of foreign investment, efficient revenue administration, support to share market, well-managed transportation, communication and infrastructure development and importation of petroleum products.
Shrestha, on the occasion, also suggested the government to make the public holidays community specific as the country has too many public holidays that has had a negative impact on the economy.
The private sector has also urged the government to amend the age-old acts, regulations and guidelines to suit the current business environment. They also asked the government to resolve the challenges of federalism, foreign trade and the banking sector that is fighting to manage the lonable fund.
On the occasion, finance minister Dr Yubaraj Khatiwada assured that the government would move ahead by taking the private sector into confidence to achieve the economic prosperity. The finance minister also expressed commitment that the government would do the needful to implement all logical suggestions.
Making a commitment that the private sector will join hands with the government to meet the economic growth target, the Chamber also urged the premier to declare the next decade as ‘Decade of double-digit economic growth’.
The Chamber has also suggested the government to adopt various measures to reduce the cost of doing business in the country, provide assurance of rule of law, improve industrial environment and attract investment in various sectors.
Likewise, the Chamber also drew the government’s attention to solve problems of double taxation, prepare an inventory of property lacking sources and create an environment for investing them.
"The provision requiring a Nepali citizen to disclose their source of income has been a hindrance for enough investment," the Chamber president Shrestha said, adding that the provision is the key reason for the failure to create an environment for investment.
The Money Laundering Prevention Act makes it mandatory to disclose the source of income and government investment. Banks are required to report every transaction of over Rs 1 million to the Financial Intelligence Unit (FIU) of the central bank. Hinting that the provision of the Act has been a factor deterring investment, the NCC prodded the government to list property lacking sources.
The Chamber has urged to archive the domestic property lacking source and to create an environment to invest them.
"It requires a huge investment in order to achieve 7.2 per cent growth," the report reads, adding that the provision of legal source has deterred domestic investment. "The environment for domestic investment will improve a lot, if the existing domestic sources could be recorded."

Government committed to fight flow of dirty money

The government is fully committed to combating the flow of dirty money that propagates financial crime, according to a central bank official.
Speaking at a learning event ‘Anti-Money Laundering and Terrorist Financing (AML/TF) in Nepal’ for young entrepreneurs, organised by the Entrepreneurs’ Organisation (EO) Nepal in Kathmandu today, deputy director of Financial Information Unit under the central bank Hari Kumar Nepal said that government was fully committed to control any form of financial crime including money laundering and tax evasion.
The government is mulling over introducing more stringent rules in the near future to minimise chances of money laundering, he said, adding that the central bank will soon have regulations like prohibition of cash transaction higher than Rs 1 million and prohibit use of savings account for business transactions. "We hope that this will contribute in controlling money laundering."
Money Laundering and Terrorist Financing is no longer the issue of Nepal only, it has drawn attention of governments all over the world and other international organisations,” he said, adding that the government was serious on the issue and that it will leave no stone unturned to eradicate such practices.
He also said that money laundering has worsened not only the business sector, but also politics and administration. The event basically focused on demarcation between money laundering and tax evasion, legal frameworks and contribution of business sector to control it.
“Surveys show that more than 3.6 per cent of global GDP is earned through criminal activities,” Nepal said, adding, "If we add amount of tax evasion to it, the result is shockingly high. But one has to be aware of the fact that each and every business started with black money is a crime. And, one cannot get peace of mind with black money."
He also said that tax evasion supported by corruption is the biggest challenge of Nepal.
“It starts right from a general landlord to show low rental charge to evade tax," Nepal added. "So, it is very much difficult to bring this all in track."
Stating that though the country still lacks stringent rules to tackle financial crimes, Nepal said it is unlikely for anyone engaged in such illegal activities to go scot-free.
The event was followed by an interaction session where young entrepreneurs and EO members shared their view on how business sector can work together with government to implement the measures to control financial crimes.

२ वर्षमा ५० विषयगत कानुनको मस्यौदा संशोधन आवश्यक

नेपालले कालो धन ओसारपसार तथा सम्पत्ति शुद्धीकरण निवारणका विभिन्न विश्वस्तरीय मञ्चमा गरेका वाचा पूरा गर्न अनुमानित ५० वटा विषयगत कानुनको मस्यौदा स्वःमूल्यांकनले औंल्याए बमोजिम आगामी २ वर्षभित्र संशोधन गर्नु आवश्यक रहेको छ ।
मंगलबार सम्पत्ति शुद्धीकरण निवारणका सम्बन्धमा नेपालको विद्यमान अवस्था, सम्पत्ति शुद्धीकरण निवारणको प्रभावकारिताका लागि अवलम्बन गर्नुपर्ने कदमहरु र आगामी सन् २०१९–२० मा सम्पन्न हुन गइरहेको नेपालको मूल्यांकनका लागि आवश्यक पर्ने तयारीका विषयमा अर्थसचिव तथा सम्पत्ति शुद्धीकरण निवारण सम्बन्धमा गठित राष्ट्रिय समन्वय समितिका संयोजक शान्तराज सुवेदीको अध्यक्षतामा नियमनकारी निकाय लगायत सरोकारवाला पदाधिकारीको सहभागितामा अर्थ मन्त्रालयमा मंगलबार एक छलफल सम्पन्न भएको छ । छलफलमा कालोधन छानबिन तथा सजायको लागि कानुन निर्माण आवश्यक रहेकोले अनुमानित ५० वटा विषयगत कानुनको मस्यौदा स्वःमूल्यांकनले औंल्याए बमोजिम संशोधन  गर्नुपर्ने जनाइयो ।
वित्तीय क्षेत्रको स्थायित्व, पारदर्शिता र वित्तीय अपराध नियन्त्रणमा सम्पत्ति शुद्धीकरण निवारण प्रणालीको भूमिका विश्वमा प्रखर बन्दै गइरहेको बेला नेपालमा पनि पछिल्ला वर्षमा सम्पत्ति शुद्धीकरण निवारणका क्षेत्रमा कानुनी तथा संस्थागत संरचना निर्माण भइसके पनि वर्तमान अवस्थामा यस प्रणालीलाई मजबुत बनाउनुपर्ने अझै खाँचो रहेको बैठकको ठहर छ ।
यस प्रणालीको प्रभावकारितासँगै आपराधिक गतिविधि कम हुँदै जाने, राजस्व परिचालनमा उत्साहजनक वृद्धि हुनुका साथै वित्तीय क्षेत्रसमेत सबल भई समृद्ध अर्थतन्त्र निर्माणका आधार खडा हुने हुनाले बढ्दो आतंकवाद, वित्तीय प्रणाली र व्यापार व्यवसायको विश्वव्यापीकरणसँगै विस्तार हुँदै आएको वित्तीय अपराधका गतिविधि वृद्धिले यसको आवश्यकता बढेको हो ।
सम्पत्ति शुद्धीकरण निवारण प्रणाली सदृढ बनाउन सके मुलुकको वित्तीय क्षेत्रमा मात्र नभई समग्र अपराध नियन्त्रणमा प्रभावकारिता सुनिश्चित गर्न सकिने भन्दै सुवेदीले उक्त अवसरमा विश्वका धेरै मुलुकले सम्पत्ति शुद्धीकरण निवारणको असल अभ्यासबाट मुलुक निर्माणको अभियानमा सकारात्मक नतिजा हासिल गरेको बताए । मुलकको सर्वांगीण विकास र वित्तीय अपराध नियन्त्रण एकै सिक्काका दुई अभिन्न पाटाका रुपमा रहन्छन् भन्ने मान्यता विश्वव्यापी गएको परिप्रेक्ष्यमा सम्पत्ति शुद्धीकरण निवारण प्रणालीका आधार ४० मापदण्डमध्ये २० मापदण्डको हाराहारी वित्तीय क्षेत्रले पालना गर्ने र गराउने रहेका, वित्तीय क्षेत्रले काम गरेमात्र अन्य निकायले काम गर्न सक्ने भएको र सोको पूर्णता नभएका कारण अनुसन्धानमा समेत समस्या पर्न थालेको र अन्तर्राष्ट्रिय मूल्यांकनमा प्रत्येक ४० मापदण्डमा प्रत्येकको छुट्टाछुट्टै मूल्यांकन हुने भएकाले वित्तीय क्षेत्रमा नै समस्या देखिएमा समग्र प्रणालीका साथै मुलुक नै समस्यामा पर्नेतर्फ सरोकारवाला सबैको विशेष ध्यानाकर्षण गराइएको उनले जनाए ।
सन् २०१९ देखि सन् २०२० बीचमा सम्पन्न हुने नेपालको तेस्रो पारस्परिक मूल्यांकन सन् २०१२ मा प्रतिपादित नयाँ मापदण्ड र २०१३ को मूल्यांकन विधिमा आधारित हुने भएकाले उक्त मूल्यांकन विगत जस्तो प्राविधिक पक्षमा मात्र सीमित नभएर कार्यान्वयनको प्रभावकारिताका सम्बन्धमा छुट्टाछुट्टै मूल्यांकन भई सोही बमोजिम रेटिङसमेत हुने भएकाले उक्त पारस्परिक मूल्यांकनमा हालसम्मको प्रगतिले प्राविधिक पक्षमा बाहेक अन्य कुरामा खासै सहयोग गर्न सक्ने अवस्था छैन । यसर्थ हाल अगाडि बढाइएको स्वःमूल्यांकनको कार्यलाई तीव्रता दिई वास्तविक कमी–कमजोरीलाई समयमै सच्याउन आवश्यक रहेको पनि बैठकको ठहर छ ।
राष्ट्रिय तथा अन्तर्राष्ट्रिय महŒवको यस विषयमा छलफलका क्रममा उठेका विषयलाई समेटेर अर्थ सचिव सुवेदीले सम्पत्ति शुद्धीकरण निवारणका विषयमा स्वःमूल्याकंन प्रतिवेदनबाट बृहत् अवस्थाको चित्र नआउञ्जेल हालका लागि वित्तीय क्षेत्र लगायत नियमनकारी निकायहरुले एफएटिएफ विधिका आधारमा  रणनीतिक महŒवका काममा जोखिममा आधारित सूचना पद्धतिको विकास गरी खासगरी देहायका कार्यहरु गर्न निर्देशन दिए ।
वित्तीय क्षेत्रका नियमनकारी निकायले सम्पत्ति शुद्धीकरण निवारणका विषयमा नतिजामूलक नियमन तथा सुपरिवेक्षण गरी कमजोर व्यवस्था भएका बैंक तथा वित्तीय संस्था लगायत सूचक संस्थालाई उच्चतम स्तरको प्रदर्शनीय कारबाही गर्ने तथा सम्पत्ति शुद्धीकरण अनुसन्धान विभाग लगायतका अनुसन्धानकारी निकायले रणनीतिक महŒव भएका मुद्दाहरुको अनुसन्धान तीव्रताका साथ अगाडि बढाई अधिकांश ठूला केसको अनुसन्धान शीघ्र सम्पन्न गर्न सक्ने गरी संस्थागत सबलीकरण गर्ने विषयमा पनि बैठकले छलफल गरेको छ ।
साथै, यस प्रणालीको वर्तमान अवस्थाको यथार्थ चित्र स्वःमूल्यांकनबाट आउने भएकोले सो कार्यलाई तीव्रता दिई देखिएका कमी–कमजोरीलाई तत्काल सुधार गर्दै जाने व्यवस्था गर्ने र सोही प्रतिवेदन बमोजिम दोस्रो राष्ट्रिय रणनीति बनाई लागू गर्ने पनि बैठकले निर्णय गरेको अर्थ सचिवले जानकारी दिए ।

अर्थतन्त्रको सामान्यीकरण नयाँ अर्थमन्त्रीका चुनौती

भूकम्पले हल्लाएको र नाकाबन्दीले थिलथिलो पारेको अर्थतन्त्रलाई सामान्य अवस्थामा फर्काउनु नवनियुक्त अर्थमन्त्री कृष्णबहादुर महराको लागि ठूलो चुनौती हुने देखिएको छ।
वरिष्ठ अर्थविद मदनकुमार दाहालका अनुसार कालोबजारी र तस्करीले चलाएको समानान्तर अर्थतन्त्र अर्थात कालो अर्थतन्त्रलाई सामान्य स्थितिमा फर्काउनु महराको लागि ठूलो चुनौती हो।
केपी शर्मा ओली नेतृत्वको पूर्ववर्ती सरकारमा माफियातन्त्र र कालोबजारी हाबी भएकोले सामान्य नागरिकले धान्न नसक्ने गरी बजार भाउ उकालो मात्र लागेन भूकम्प पीडितले अझै खुला आकासमुनि जीवन निर्वाह गर्नुपरेको छ। दाहालका अनुसार सरकारी उदासीनताको कारण पुनर्निर्माण तथा भूकम्प पीडितको पुनर्बासमा भूकम्पको १६ महिनापछि पनि केही भएको छैन।
कालो अर्थतन्त्रको कुचक्रमा फसेको औपचारिक अर्थतन्त्र, सरकारसँग निकटताको फाइदा लिँदै नीतिगत भ्रष्टाचार गरी रातारात अकुत सम्पत्ति कमाएर जन्मेका नयाँ उद्यमी, बढ्दो महँगी, बेरोजगारी तर न्यून आर्थिक वृद्धिले महराको ९ महिने कार्यकाल सहज हुन दिने लक्षण देखाउँदैन।
'त्यसमाथि रोजगारी सिर्जना तथा आर्थिक वृद्धिको लागि निर्यात प्रवर्द्धन गर्न छिमेकी, क्षेत्रीय तथा विश्व बजारमा पहुँच बढाउनु पनि महराको चुनौती हो,' उनले भने। गत आर्थिक वर्षका लागि सरकारले ६ प्रतिशत आर्थिक वृद्धिको लक्ष्य राखे पनि अन्त्यमा ०.७७ प्रतिशतमा सीमित हुने अनुमान केन्द्रीय तथ्यांक विभागले सार्वजनिक गरिसकेको छ।
यसका साथै बजेटसँग आश्रित ३ विधयेकलाई संसदबाट पास गराउनु अनि सरकार र निजी क्षेत्रको भूमिकामा सन्तुलन ल्याउनु उनको लागि ठूलो चुनौती हो।
महराको आफ्नै र नेकपा (माओवादी केन्द्र) को निजी क्षेत्रप्रतिको दृष्टिकोणले पनि बजारले उनलाई कसरी लिन्छ?, त्यो अर्को चुनौती हो।
राष्ट्रिय योजना आयोगका पूर्वउपाध्यक्ष दीपेन्द्रबहादुर क्षेत्रीका अनुसार नेकपा माओवादी केन्द्र संसदीय व्यवस्थामा निर्मलीकरण भइसकेको भने तापनि आफ्नो स्कुलिङ विपरीत खुला बजार र उदार अर्थतन्त्रको वकालत गर्ने व्यवसायीसँग सहकार्य गर्नु महराको लागि चुनौतीपूर्ण नै छ। मुखले खुला बजार मान्ने र निजी क्षेत्रसँग सहकार्य गरेर अगाडि बढ्ने रट लगाए पनि व्यवसायी कि त दलका लागि चन्दा दिने दाता हुन् कि सबै कालाबजारी हुन् भन्ने संकीर्ण विचारबाट आएका अर्थमन्त्रीहरु भोगिसकेको नेपाली अर्थतन्त्रले महरालाई रुचाउला वा नरुचाउला त्यो हेर्न बाँकी नै छ। महरासँग समयको सुविधा छैन। उनले बाँकी ९ महिनामै चमत्कार देखाउनु पर्नेछ।
निरन्तर अस्थिरताको राजनीति भएको नेपालमा उनको दिनगन्ती आजैबाट सुरु भइसकेको छ। क्षेत्रीका अनुसार आफैं संलग्न सरकारले ल्याएको बजेट महराले कति बुझेका छन्, त्यो पनि सबैभन्दा ठूलो समस्या हो। क्षेत्रीका अनुसार पुँजीगत खर्च बढाएर नतिजा निकाल्ने कस्तो जादुको फर्मुला उनले निकाल्लान्, त्यो अर्को जिज्ञासाको कुरा हो।
गत अर्थिक वर्षमा ओली सरकारका अर्थमन्त्री विष्णुप्रसाद पौडेलले जबर्जस्ती विविध शीर्षकबाट तानेर राजस्वको लक्ष्य पुर्‍याएका थिए। तर, चालु आर्थिक वर्षमा वितरणमुखी बजेटको खर्च धान्न अर्थमन्त्री पौडेलले गरेको राजस्वको अनुमान कति सान्दर्भिक छ, त्यो अर्को अहम् चुनौती हो।
आफैंले असफल गराएको बजेटमा आश्रित ३ विधयेक फेरि ल्याउनु पनि महराको लागि प्रमुख चुनौती हो। विनियोजन विधेयक संसदले पास गरिसकेको हुनाले खर्च गर्ने बाटो खुलेको छ। तर, राजस्वको लागि बजेटका ३ अश्रित विधयेक फेरि पास गर्नु अत्यन्त जरुरी छ।
महरा आफैं अर्थविद नभएकोले बुझ्न मेहनत गर्नै पर्छ भन्दै क्षेत्रीले विकास खर्च बढाउँदै जाँदा महँगी बढे केन्द्रीय बैकसँगको सहकार्यमा महँगी नियन्त्रण गर्न कम्मर कस्नुपर्ने सुझाए।
यस्तै, निवर्तमान प्रधानमन्त्री केपी ओलीले लोकप्रिय दाबी गर्दै आएको बजेटलाई कार्यान्वयन गर्नु र अत्यन्तै वितरणमुखी हुँदाहुँदै पनि पुजिगत खर्च बढाएर ६.५ प्रतिशत आर्थिक वृद्धि भेट्नु अर्को चुनौती हो। 'तर, खर्चको वृद्धिसँगै महँगी पनि बढ्ने भएकोले पनि आर्थिक वृद्धि बढाउने तर महँगी नियन्त्रणमै अर्थात ७.५ प्रतिशतभित्रै राख्नु कठिन छ,' उनी भन्छन्।
नागरिकको आम्दानी बढे आर्थिक वृद्धि हुन्छ र आम्दानी बढे खर्च अर्थात मूल्यवृद्धि भए पनि धान्न सकिन्छ। तर महराको लागि रोजगारी सिर्जना गरेर नागरिकको आम्दानी बढी बनाउनु चानचुने चुनौती होइन।
आफैं संलग्न भएको केपी ओली सरकारले गत जेठ १५ गते नै महँगी बढाउने खालको १० खर्ब ४८ अर्ब रुपैयाँको विस्तारकारी बजेट ल्याइसकेको छ। जसले आर्थिक वृद्धि ६.५ प्रतिशत र मूल्यवृद्धि ७.५ प्रतिशतको लक्ष्य राखेको छ। तर, बढेको बजेटको आकारले महँगीमात्र बढाउने र आर्थिक वृद्धिदर भने झन् खुम्चिने ठूलो चुनौती पनि रहेको छ।

Blockade institutionalised ‘black economy’: Experts

Experts said that the five month long blockade not only fueled the black economy and corruption but also institutionalised them.
Speaking at an interaction on ‘Post Disaster Assessment: Blockade 2015-16’ organised jointly by Nepal Economic Forum (NEF) and Alliance for Social Dialogue in Kathmandu today, they also said that the society has accepted black economy and corruption as the government was seen to support the black market activities during the period.
Journalists and political commentator Chandrakishore Jha, who is based in Birgunj, pointed that protection provided by the state to key players of the black market was a reason for the uncontrolled flourishing of the black market. He said the state had been Kathmandu-centric and indifferent to the concerns of the bordering areas, which were exemplified by the fact that during the blockade, getting supplies to Kathmandu was viewed as the priority, ignoring the people along the border towns who were also suffering as a result of the supply shock.
On the social front, he said social relations should be viewed as a key capital in the economy but dissatisfaction in the Tarai-Madhes, which gave rise to the blockade as a by-product, has heightened the discord in social relations.
Likewise, Janakpur-based social researcher and political commentator Surendra Labh said the social acceptance of the black economy exposed the society to dangers of that becoming the dominant norm. He talked about how corrupt attitude is celebrated in our society and our socialization process congratulates people geared toward materialism. Labh also talked about how different categories of people perceived the blockade differently and how it was important to view the blockade as a by-product of the discord brewing in the Tarai-Madhes.
On the occasion, NEF advisory board-member and professor at the South Asian University Mallika Shakya talked about the importance of understanding the difference in perception of the blockade from the capital and the border towns. In the context of the blockade and the black market that emerged during this period, she noted that the corrupt elite had captured and adapted the informal economy’s ways of operation to extract financial gains out of crisis situations. She also stressed on the need to view the blockade ordeal through the lenses of ‘South Asianness’.
The impact of the embargo that continued from September to February was felt across the economy as essential imports were stuck on the Indian side of the border and crippling fuel shortages badly hit the production, distribution and consumption processes of the economy, according to a report 'Post Disaster Assessment: Blockade 2015-16' prepared by the NEF and Alliance for Social Dialogue. "The private sector suffered losses totaling a staggering Rs 202.5 billion ($1.96 billion) – equivalent to almost a quarter of the current fiscal year’s budget – as a result of the blockade," it added.
For more than a year now, the Nepali economy has been gasping for breath as multiple challenges choked the country one after the other. The devastating earthquakes of 2015 claimed close to 9,000 lives and injured more than 22,000 inflicted enormous costs – estimated at $7 billion – on the economy and is expected to push close to 700,000 people below the poverty line.
Just months later, constitution-related protests in the Tarai-Madhesh region which culminated with the border blockade came as another major shock to the economy and the society at large. As the trade blockade continued, with vital supplies to the landlocked country virtually cut-off, the resultant energy crisis made its impact felt across all sectors of the economy.
On one hand, essential imports like medicines and fuel was not allowed to enter the country, and on the other hand, the crippling shortage of fuel adversely affected production, distribution, and consumption processes of the economy.
On the occasion, member of parliament and the chairman of the Parliamentary Development Committee Rabindra Adhikari stressed the importance of trade and transit diversification. He said the country cannot be truly sovereign till the day it diversifies trade and transit and moves away from excessive dependence on a single trading partner for essential commodities. Sharing his experiences of travelling across the postal highway in the Tarai, he identified it as a lifeline for national integration, highlighting that infrastructural connectivity should play a key role for integrating different geographic regions and thereby promoting overall national integration.
The key themes that emerged during the course of the discussions revolved around the need for social transformation in order to prevent corrupt attitudes becoming the new normal, moving toward a self-reliant economy through diversification of trade and transit, and demanding accountability from the government.
The longer term implications of the blockade could be much more complex and adverse, the speakers said, brainstorming in an attempt to trace the blockade’s ramifications and provide a fresh pair of lenses to the discourse.

कालोधन ओसारपसार : शंकास्पद कारोबार तीव्र

विभिन्न छाया कम्पनीमार्फत कालोधन ओसारपसार बढेपछि त्यसलाई रोक्न नीतिगत एकरूपता र अन्तर सरकारी समन्वयको खाँचो देखिएको छ। चर्चित 'पनामा पेपर्स लिक' प्रकरण सार्वजनिक भएसँगै उक्त प्रकरणमा संलग्न भनिएको विश्वका केही नेताले पदबाट राजीनामा दिइसकेका र बाँकीलाई पनि राजीनामाको दबाब बढ्दै गर्दा नेपालमा पनि बहस चुलिएको छ।
नेपालमा ठूला विदेशी लगानीका आयोजना लगानी बोर्डले स्वीकृत गर्ने भएकाले स्वीकृति दिनुअघि उसले नै राम्ररी अनुसन्धान गर्नुपर्ने सम्पत्ति शुद्धीकरण अनुसन्धान विभाग स्रोतले जनाएको छ। बैंक तथा वित्तीय संस्थाले पनि ठूलो निक्षेप तथा कारोबार गर्दा विशेष सतर्कता अपनाउनुपर्ने स्रोतको दाबी छ।
सम्पत्ति शुद्धीकरण निवारण ऐन २०६४ को दफा ६ ले 'सेल कम्पनी' सँग कारोबार तथा उक्त कम्पनीको खाता सञ्चालनसमेत गर्न नहुने व्यवस्था गरेको विभागस्रोतले जनाएको छ। 'सेल भन्नाले भौतिक उपस्थितिबिनाको छाया कम्पनी बुझिन्छ, यस्ता कम्पनीको कुनै व्यापार–व्यवसाय हुँदैन तर कानुनी प्रक्रिया पूरा गरी दर्ता भएका हुन्छन्,' स्रोतले भन्यो, 'त्यही कानुनी प्रमाणका आधारमा एकबाट अर्को देशमा अवैध सम्पत्ति ऋण वा लगानीका नाममा ओसारपसार गरिरहेका हुन्छन्।' तर, नेपालको कानुनले यस्ता कम्पनीको कारोबार वा खाता सञ्चालनलाई गैरकानुनी मानेकाले बैंक तथा वित्तीय संस्था पनि कारबाहीमा पर्न सक्ने स्रोतको दाबी छ।
यसै कानुनअन्तर्गत नेपाल राष्ट्र बैंकले सेल कम्पनीसँग कारोबार नगर्न र गरेको भए विवरण उपलब्ध गराउन वाणिज्य बैंकलाई निर्देशनसमेत दिइसकेको छ।
यसअघि पनि बैंक तथा वित्तीय संस्थाले शंकास्पद वा १० लाखभन्दा बढीको कारोबार गर्नुपर्दा राष्ट्र बैंकअन्तर्गतको वित्तीय जानकारी इकाइलाई जानकारी गराउनुपर्ने व्यवस्था छँदै छ।
इकाइको वार्षिक प्रतिवेदनअनुसार पछिल्ला वर्ष बैंक तथा वित्तीय संस्थामार्फत शंकास्पद कारोबार संख्या बढेको देखिएको छ। अघिल्लो आर्थिक वर्ष २०७०–७१ मा ५ सय ७१ वटा यस्ता कारोबार भएको 'रिपोर्टिङ' थियो।
मुलुकमा राजनीतिक संक्रमण लम्बिँदै जाँदा नीतिगत अस्थिरता र कमजोर सरकारका कारण पछिल्ला तीन वर्षमा शंकास्पद कारोबार बढेको प्रतिवेदनले औंल्याएको छ। आर्थिक वर्ष २०६९–७० मा ३ सय ३३ वटा शंकास्पद कारोबार 'रिपोर्टिङ' भएकोमा आव २०७०–७१मा ४ सय २५ र गत आवमा ५ सय ७१ पुगेको हो। प्रतिवेदनअनुसार आर्थिक वर्ष २०६६–६७ मा यस्ता १ सय ७७ वटा कारोबार दर्ता थिए।
वित्तीय जानकारी इकाइप्रमुख हृषीकेश भट्टका अनुसार शंकास्पद मानिएका सबै कारोबार अवैध वा कालोधन नै रहेका ठोकुवा गर्न नसकिए पनि शंका लाग्नासाथ राजस्व अनुसन्धान विभाग वा अन्य सम्बन्धित निकाय पठाउने गरिन्छ।

यस्तै, सम्पत्ति शुद्धीकरण अनुसन्धान विभागले विभिन्न सरोकारवाला निकायबीच छलफल गरी यस्ता कारोबारको लगत राख्न सुरु गरेको विभाग महानिर्देशक दामोदर रेग्मीले बताए। राष्ट्र बैंकको वित्तीय जानकारी इकाइ, प्रहरीको केन्द्रीय अनुसन्धान ब्युरो (सिआइबी), राजस्व अनुसन्धान विभाग, अर्थ मन्त्रालयका अधिकारीबीच छलफलपछि 'पनामा पेपर्स लिक' प्रकरणमा नेपालीको सम्बन्ध र कारोबारका आधारमा रणनीति तय गरिने उनको भनाइ छ। 'यसमा वित्तीय संलग्नता, कर छली, आपराधिक गतिविधिमा संलग्न भएको वा अन्य कारोबार जे पनि हुन सक्छ,' रेग्मीले भने।
अघिल्लो वर्ष पनि स्विस बैंकमा खाता रहेका १३ नेपालीबारे खुलासा भएको थियो। विभागले सम्बन्धित व्यक्तिको 'प्रोभाइलिङ' सुरु गरे पनि पछि रोकिएको थियो। अब उक्त प्रक्रिया फेरि सुरु हुने रेग्मीले बताए।

Panama papers finger seven Nepalis, identity still unknown

There has been no end to illegal outflow of money accumulated through tax evasion and corruption, according to international investigations.
The International Consortium of Investigative Journalists (ICIJ) yesterday disclosed that there are seven Nepalis, who are shareholders in offshore firms in tax havens. The ICIJ investigation has, however, not revealed any names, though the documents do name a company, Nepal Ventures Limited. Details about the company – either it is a real Nepali company or the name only is Nepal Ventures – have not been provided.
The prolonged political transition in Nepal has made it easier for domestic and foreign firms operating in Nepal to swindle money out of the country, according to an investor, who does not wish to be named. "They have been evading tax and sending the illegal funds to offshore firms," he said. He, however, claimed that detailed investigations by the Department of Money Laundering Investigation (DMLI) could expose the outflow of money accumulated through tax evasion and massive corruption, if the government has the political will to investigate. "The probe will expose the nexus between politicians, bureaucrats and business people."
Unstable governments and policies due to political transition and weak governance, coupled with a lack of political will to crack the whip on corruption have encouraged the illegal outflow of money, according to him.
ICIJ, a nonprofit based in Washington DC, has published a report on the offshore financial dealings of 128 of the world's rich and famous. The report has been prepared after long and extensive investigations by an international coalition of media outlets is based on documents provided by an anonymous source.
According to the ICIJ, as many as 72 world leaders from Russian president Vladimir Putin to Pakistani prime minister Nawaz Sharif and Indian actor Amitabh Bachchan have hidden their assets in the offshore companies.
The German newspaper Süddeutsche Zeitung received 11.5 million encrypted internal documents of a Panama-based law firm, Mossack Fonseca, spanning between 1970s and 2016, and shared them with the ICIJ. The leak thus dubbed the 'Panama Papers' contains mostly emails, PDF files, and photo files belonging to Mossack Fonseca, one of the largest providers of offshore financial services.
A global network with 600 people working in 42 countries, the law firm operates in tax havens including Switzerland, Cyprus and the British Virgin Islands, and in the British crown dependencies of Guernsey, Jersey and the Isle of Man.
British Virgin Islands is one of three key investment sources - after India and China - for Nepal, according to latest data.
The central bank had freezed Rs 3.5 billion that entered Nepal in the name of Mukti Shree Group, suspecting back channeling of black money.
Earnings from corruption and tax evasion is sent to offshore firms and back channeled to the country in the name of loans, according to business people.
Most of the services the offshore industry provides can be used for legal purposes and by law-abiding customers. "But the documents show that banks, law firms and other offshore players often fail to follow legal requirements to make sure clients are not involved in criminal enterprises, tax dodging or political corruption," the papers read, adding that the files show how these fixers and middlemen protect themselves and their clients by concealing suspect transactions. "In some instances, they work to head off official investigations by backdating and destroying documents."
Last year also, the central bank, the Revenue Investigation Department (RID) and the Department of Money Laundering Investigation tried to investigate suspects, after yet another revelation of illegal outflow of money in a Swiss Bank.
However, we could not find any authentic information, said one of the investigation officer not wanting to be named.
The central bank wrote to RID to look into the matter, the official said, adding that the countries where such bogus companies have been registered are not compelled to provide information, nor can the banks be forced to share their clients' details.
Likewise, the Department of Money Laundering Investigation had also started to profile names that were under suspicion. "But due to lack of Double Taxation Avoidance Agreements (DTAA) and bilateral agreements to share banking information, our investigation reached nowhere," the investigating official shared.

A year of disaster and depression

Massive disasters, lop-sided development strategy and economic depression are the buzz words for remembering the year 2015. The year will go down in history as the year that exposed policy makers, politicians and bureaucrats for their incompetency and visionlessness. The year again proved that Nepali political parties are 'economically illiterate', despite their tall talk of economic revolution.
The year 2015 was punctuated by the devastating earthquakes of April 25 and May 12 – that flattened over a million houses, including public and private – and the subsequent aftershocks.
The government prepared a Post-Disaster Needs Assessment (PDNA) and organised the International Conference on Nepal's Reconstruction (ICNR), where development partners generously committed Rs 401 billion for the country's reconstruction. The PDNA estimated a need of Rs 669.5 billion for funding reconstruction of damaged public infrastructure, including roads, health posts, government schools and utilities; historical and cultural heritage sites; and private sector infrastructure; and for compensation and other forms of support to the public. The devastating earthquake damaged Rs 517 billion worth of assets, the report stated, projecting economic growth to drop to around half the government's target of 6 per cent.
Though the formation of Nepal Reconstruction Authority (NRA) was expected to create huge employment and kick-start the economy through massive capital expenditure, political wrangling delayed the formation. Nine months after the quakes, the year is going to end without having seen a single physical infrastructure being reconstructed.
Moreover, the economy that was slowly recuperating from the earthquakes started crumbling again after the promulgation of the new Constitution on September 20. Against the popular expectation that the Constitution would pave the way for a prosperous Nepal, unrest in the Tarai-Madhes – supported by the Indian blockade – shook the economy to its foundations.
Agitations by the Tarai-Madhes centric political parties and the fallout on the economy not only exposed the successive governments and the political parties for their lop-sided development planning and lack of vision but also pulled economic growth down into negative territory.
The central bank, in its report, 'Impact of India's unofficial blockade on Nepal's economy', projected that economic growth would be negative or at best remain below 2 per cent. The Finance Ministry, in its White Paper on the current economic status, seconded the central bank's projection.
Likewise, the central bank also warned of stagflation, as consumer prices shot up by more than 10 per cent in the fourth month of the current fiscal year of 2015-16, while economic growth is expected to drop to its lowest in around one-and-a-half decades, coupled with a high level of unemployment.
But, according to senior economist Prof Dr Bishwhambher Pyakuryal, the country is heading towards hyperinflation. "Hyperinflation occurs when a country experiences very high and usually accelerating rates of inflation, like the current market prices, rapidly eroding the real value of the local currency and causing the populace to minimise their holdings of local money," he said, adding that people normally switch to holding relatively stable foreign currencies. "Under such conditions, the general price level within an economy increases rapidly as the official currency quickly loses real value."
Similarly, the Tarai-Madhes unrest has forced some 2,200 industries to close and some 220,000 people have become unemployment, according to the Federation of Nepalese Chambers of Commerce and Industry (FNCCI). People lost their incomes in the last four months – which is severe – due to the Tarai-Madhes unrest, unlike the earthquakes that has destroyed assets.
The prolonged strikes in the Tarai-Madhes supported by the Indian embargo have not only created shortages of essential supplies including petroleum products but also encouraged the black market and hoarding, making the lives of the people more difficult still. The central bank has already admitted that it cannot crack the whip on inflation as this is not increasing due to any monetary cause.
Low production and falling imports have pushed the market prices up to double digit, exposing weak governance, he added.
Government inefficiency has also been exposed in the failure to spend the development budget. According to the Finance Ministry, the government has been able to spend only 6 percent of the capital expenditure in five months of the current fiscal year, which is going to hit the performance of the national pride projects not only because they are going to be delayed but costs also will escalate, according to Pyakuryal.
Time and cost overruns will hit the social sectors like health and education, he said, adding that the resource allocations for these sectors will also decline due to low revenue generation. "It will also hit the government's target of graduating Nepal from the current status of Least Developed Country (LDC) to a developing country by 2020."
According to the Finance Ministry, the government has lost Rs 50 billion in revenue in the last three months.
The government has also made the year 2015 more memorable as the poverty head count is going to increase and the government-promoted black economy will further expands weakening democracy in the coming years.

Black economy expands
The year 2015 will also be remembered for the black economy and market distortion with the direct involvement of the government. Weak governance and lack of willpower to enforce the law are encouraging the black economy. There is growing criminalisation in society since almost the entire official machinery is involved in illegalities. Businessmen and politicians use the police and the bureaucracy to engage in illegality. When the latter get the license to commit illegality, they do it for their own ends also, that is, for making money. The result is that the force responsible for maintaining law and order, i.e., the police, is often a party to the illegality. The nexus among entrepreneurs, bureaucrats and politicians has promoted the black economy in recent months.
Police arrested Nepal Oil Corporation (NOC) Thankot depot chief Rabin Sharma and joint secretary at the Ministry of Environment Ram Adhar Shah – who is also former chief of Nepal Bureau of Standards and Metrology – for their involvement in the black market in fuel. This is only the tip of the iceberg. The controversial firm Birat Petroleum has openly sold petrol at inflated prices, without the government's approval. The government fixes the price and quality of fuel before it is sold to consumers. But Birat Petroleum sold petrol directly from its tanker at Dilli Bazaar, Kalikasthan without fulfilling the legal procedures. This would not have been possible without high-level political patronage. The current market-distorting scenario is a clear indication that the black economy is going to cause wide-ranging damage to not only economy but also to the democracy in the long run.
Likewise, corruption is yet another plague that is pushing the country towards an underground economy. The public has little choice in the matter since almost all the political parties have been caught indulging in corruption. According to a Transparency International (TI) report, Nepal is ranked 139th out of 174 nations in the Corruption Perceptions Index (CPI). The TI report has also exposed the increasing inefficiency of the bureaucracy, something that is costing the country dear.
An economy that has the potential of growing at 7 percent per annum has been crawling at an average of 3 percent per annum in the last decade due to black economy. The year 2015 will, thus be remembered as the year that promoted black economy as the Prime Minister KP OLi and his cabinet is full of ministers of suspicious back-ground. The 40-member cabinet is also adding more pressure on state coffer for their salaries, when the revenue generation is going down.
Likewise, the year 2015 is going to pull down economic growth to almost negative but people are making money through smuggling and black marketing. The unemployed youths of Tarai-Madhes are earning handsome money selling fuel they bring from across the border. The impact of drop in fuel import from India could not be seen as the people are riding on fuel bought in black in inflated price. The government is losing Rs 3 billion – in revenue per month – that it could have earned from Nepal Oil Corporation (NOC) – if NOC had been able to import fuel through the formal channel.
The black economy has pervaded life at the social, political, economic and cultural levels alike and individuals are overnight able to buy houses, land or cars with their ill-gotten gains.

Increasing poverty
The increase in poverty in a very short span of time – eight months from April to December in 2015 – is going to render the country the poorest in the South Asian region.
According to the PDNA report, the devastating earthquakes of April and May will end up pushing an additional 2.5 per cent to 3.5 per cent into poverty trap. It translates into at least 700,000 additional poor in the country of 16.5 million population.
Similarly, the Tarai-Madhes unrest and the Indian blockade have pushed another 4 per cent of Nepalis into the poverty trap, which translates into some 800,000 additional poor due to losses in agriculture, industry and service sector. The protracted political transition in the last four months made people in Tarai-Madhesh lose their employment and incomes.
Currently, one in four Nepalis is under the extreme poverty line, according to the Central Bureau of Statistics (CBS). But the number will rise and one in every three Nepalis will be poor, thanks to 2015.
