A Nepali spends Rs 176 a day: Household Survey

A Nepali spends an average of Rs 176 but earns Rs 205 per day, according to a survey.
The fifth Household Survey conducted by the central bank revealed that daily savings of Nepalis stand at only Rs 29.

The outcomes of survey unveiled in Kathmandu today shows a Nepali family spends an average of Rs 25,928 every month. Average monthly earning of Nepali family is Rs 30,121.
A Nepali family has an average of 4.9 members, according to the census.
The spending pattern of Nepalis also revealed that they spend more on consumption compared to non-consumption. "A family spends Rs 23,883 per month on consumption," the survey reported, adding that their spending on non-consumption comes to an average of Rs 2,045. "The spending pattern of the rural and urban populace is not very much different in non-consumption."
The rural populace spends Rs 2,024 per month on non-consumption, whereas the urban populace spends Rs 2,063, according to the survey. However, rural families spend Rs 20,904 per month on consumption, compared to Rs 26,411 by urban families. The total spending of an urban family comes to Rs 28,474 per month, whereas a rural family spends a total of only Rs 22,928, making a difference of Rs 5,546 per family spending per month between urban and rural family, the survey revealed.
The survey, which is conducted every 10 years – by the central bank – to study income and expenditure pattern, has used Acquisition Approach. It has also included domestic production, barter, and gifts and service under consumption of goods and services.
Both the urban and rural family spends the most on food and non-alcoholic drinks, whereas they spend the least on alcohol, cigarette, and tobacco. The spending on house rent, water, gas, electricity and other fuels comes second both for urban and rural families.
Meanwhile, the central bank has also changed the weightage of food and non-food items for the calculation of Consumer Price Index (CPI) that is used to reflect inflation. The new weightage calculation will come into effect from the current fiscal year, Nepal Rastra Bank (NRB) said.

End of transition could lead to prosperity

If things go as planned, Nepal will get a new constitution on September 20 since it has been endorsed by overwhelming majority of two-thirds in the Constituent Assembly (CA) today.
The much-awaited supreme law of the country is expected to pave the way for a prosperous Nepal, according to business leaders, who, however, are still cautious about the Tarai unrest.
After continuous efforts of eight years, the CA finally approved the Constitution of Nepal 2015 by two-third majority today late evening. The promulgation of the new constitution on September 20 at 5 in the evening is expected to end the prolonged political transition that has bled the economy blue.
"It is indeed a historical moment," Pashupati Murarka, president of Federation of Nepalese Chambers of Commerce (FNCCI) said. Stating that he was hopeful that the promulgation of new constitution will be the stepping stone for a prosperous Nepal, Muraraka said that the country will now move forward with economic agenda. "Political parties will now have no excuse to focus on economic agenda," he added.
Private sector, however, knows that constitution is not a magic wand. "But it can be a base for a stable and prosperous Nepal," Murarka said.
Business leaders also said constitution can be amended to address concerns of Madhes-based parties and other disgruntled forces. "The amendment process should be made easier," senior vice president of Confederation of Nepalese Industries (CNI) Hari Bhakta Sharma said. He further said the new constitution should be the stepping stone toward a stable and prosperous Nepal. "The political parties should make clear that constitution is not an end, but a means to achieve economic prosperity," he said, adding that everyone should get a chance to earn a living and right to economic activities.
The constitution has ensured the right to economic freedom that can ensure people's access to economic opportunity. "Most of the ills of the society is also due to lack of opportunity," Sharma opined.
Everyday around 1,500 youths leave the country searching for greener pastures abroad due to lack of employment opportunity at home. The youths are the precious human capital – one of the assets of the country for development, according to pundits of development theory that states human capital, natural resources and capital as prerequisites for development of a country – have been wasting their productivity in foreign land.
More than 50 per cent of the population is youth – from age 15 to 35 – according to the recent census. The country also has abundant natural resources.
With the promulgation of new constitution, foreign investors will be eager to put their money into different projects in Nepal. It would, in turn, create more jobs within the country. More investment mean naturally more employment opportunity. The end of political transition will therefore create employment opportunities at home making the best use of youths.
More investment in mega projects and infrastructures will not only create employment opportunity but also push economic growth upwards. With increased investment, historical growth rate of 3.5 percent will also get a boost, according to business leaders.
Likewise, Nepal, which has set a target of graduating to a league of developing countries by 2022 from the current status of Least Developed Country (LDC), needs growth rate of more than 6 per cent growth which will no more be a distant dream.
The constitution is certainly not a panacea for all ills, but it can solve most of our problems, a hopeful Murarka said.

बन्दैछ समृद्धिको आधार

आकाश खसेन भने असोज ३ गते साँझ ५ बजे देशले नयाँ संविधान पाउनेछ। लगातार ८ वर्षको आरोह–अवरोहपछि असोज ३ गते संविधानसभाले संविधान जारी गर्ने मिति तोकेको परिप्रेक्ष्यमा नेपाली राजनीतिको एउटा अत्यन्तै तरल कालखण्डको पटाक्षेप भएकोमा निजी क्षेत्र उत्साहित छ। तर उनीहरू अझै पनि ढुक्क भने देखिन्नन्। मधेस आन्दोलन कसरी सुरक्षित अवतरण (सेफ ल्यान्डिङ) गर्छ र नयाँ संविधानको मूल्य, मान्यता तथा भावना अनुरूप ऐन कानुन कहिले बन्छन्, निजी क्षेत्रको अबको चासोको विषय भएको छ।
राजनीतिक दलहरूले हरेक पल्ट बहाना बनाउने संविधान पारित भएकोमा नेपाल उद्योग वाणिज्य महासंघका अध्यक्ष पशुपति मुरारका खुसी व्यक्त गर्छन्। 'अब देश आर्थिक मुद्दामा प्रवेश गर्छ,' उनी आस गर्छन्। असोज ४ गतेको विहान विगतका विहानभन्दा कुनै फरक नहोला तर, असोज ३ गते ५ बजेपछि नै नेपालले आर्थिक समृद्धितर्फको यात्रा सुरु गर्नेमा भने उनी विश्वस्त छन्।
विगत ६० वर्षदेखि संविधानसभाबाट संविधान बनाउने राजनीतिक माग पूरा गर्न एक पुस्ता सकिनै लाग्दा संविधानसभाले संविधान दिने पक्का भइसकेपछि अब राजनीतिक दललाई भने विगतमा जस्तो बहानाबाजी गर्ने मौका पक्कै रहने छैन। मुरारका पनि एउटा दस्तावेजले सबै समस्याको समाधान नगरे पनि आर्थिक समृद्धिको एउटा आधार तयार भएको मान्छन्। पक्कै हो, समाजमा रहेका केही असन्तुष्टि सम्बोधन गर्न पनि केही समय लाग्छ र ती असन्तुष्टि सम्बोधन पनि गर्नुपर्छ नै। तर, पनि अब नेपाल ६० वर्षे प्रसव बेदनाबाट मुक्त भएर समृद्धिको बाटोतिर पाइला चाल्नुको कुनै विकल्प भने छैन।
यसबीचमा राजनीति दलले पनि संविधानसभा वा संविधान लक्ष्य होइन तर लक्ष्यमा पुग्ने संवैधानिक दस्तावेज हो भन्ने कुरा सबैलाई बुझाउनु आवश्यक छ। केही समय पक्कै लाग्ला। तर, अब विभिन्न बहानामा आन्दोलन गरेर देशलाई अगाडि बढ्नबाट रोक्ने कुनै पनि विकल्प राजनीतिक दल वा तिनका नेतासँग रहने छैन।
तराई–मधेस वा अन्य समुदायको असन्तुष्टि बढ्नुका पछाडि जतिसुकै राजनीतिक कारण भए पनि ती सबैका जरोमा आर्थिक स्वतन्त्रता र व्यक्तिको आर्थिक उपार्जनका अवसरमा पहुँच नै हो। नेपाल उद्योग परिसंघका वरिष्ठ उपाध्यक्ष हरिभक्त शर्माका अनुसार पनि सबै नेपाली जनताको चाहना भनेको समृद्धि नै हो। सबैले चाहेको सुख, शान्ति तथा काम गरेर खान पाउने वातावरण नै हो। 'त्यसको लागि अर्थतन्त्र सबल हुनुपर्योल,' शर्मा भन्छन्।
तर, आर्थिक स्वतन्त्रता र आर्थिक उपार्जनका अवसरमा सबै नागरिकको पहुँच बढाउन असोज ४ गतेपछिका सरकारले कसरी आफूलाई प्रस्तुत गर्छन्, त्यसैबाट नेपालको भविष्य कता जान्छ भन्ने ठोकुवा गर्न सकिन्छ। राजनीतिक दलहरूले नयाँ संविधान बोकेर गाउँगाउँसम्म जाने र जनताका उपलब्धि बताएर उनीहरूलाई राजनीतिक स्वतन्त्रतासँगै आर्थिक स्वतन्त्रताको जगमा नयाँ नेपालको मार्गचित्र कोर्न सघाउने काम गर्नु आवश्यक छ।
निजी क्षेत्रको विचारमा पनि राजनीतिक दलले जनतालाई नयाँ संविधानमा रहेका उपलब्धिबारे सचेत गराएर आर्थिक क्रान्तिको बाटो समाउन उत्प्रेरित गर्न सके देशले कायापलट गर्न धेरै दशक कुर्नुपर्दैन।
विकासका पण्डितहरूका अनुसार एउटा राष्ट्र विकास हुन प्राकृतिक स्रोत–साधन, मानव संशाधन तथा पुँजी आवश्यक हुन्छ। राष्ट्र विकास गर्न चाहिने तीन प्रमुख तत्वमध्ये नेपालमा दुई तत्व भरपूर रूपमा उपलब्ध छ। नेपालको जनगणना २०६८ अनुसार ५० प्रतिशतभन्दा बढी १५ देखि ३५ वर्षका उत्पादनशील एवं ऊर्जावान युवा भएको देश हो, नेपाल। हाल बढ्दो बेरोजगारीका कारण युवाहरू वैदेशिक रोजगारीमा पलायन भइरहेका छन्।
त्यस्तै, नेपालमा प्रचूर मात्रामा प्राकृतिक स्रोत–साधन पनि उपलब्ध छन्। नेपालमा तत्काल लगानीका लागि पुँजी नभए पनि ठूला आयोजनामा लगानी गर्न वैदेशिक लगानीकर्ता तयार छन्।
आइतबार संविधान जारी भएमा सबैभन्दा बढी खुसी वैदेशिक लगानीकर्ता हुनेछन्। किनकि उनीहरूमा नेपालमा संविधान बनोस र लगानीको वातावरण बनोस भन्ने चाहाना नेपालीको भन्दा बढी छ।
तसर्थ, असोज ४ गतेको बिहान यस अर्थमा पनि विशेष हुनेछ कि विगतको शताब्दिदेखि नै ३.५ प्रतिशतको न्यून आर्थिक विकासको घङघङीमा रुमल्लिरहेको नेपालका लागि ६ प्रतिशतभन्दा माथिको आर्थिक वृद्धिको सपना साकार पार्न सामान्य हुने पक्का छ। जसका कारण नेपाल हालको अल्पविकसितबाट विकासशील राष्ट्रको श्रेणीमा उक्लन सहज हुने छ। राष्ट्रिय योजना आयोगले नेपाललाई सन् २०२२ सम्ममा विकासशील राष्ट्रको श्रेणीमा उकाल्ने प्रतिबद्धता पनि जनाएको छ।
मुरारकाका अनुसार आर्थिक उपार्जनमा जनताको प्रत्यक्ष सहभागिताको र लगानीको सुरक्षाको प्रत्याभूति हुनासाथ देशले आर्थिक रूपमा फड्को मार्ने निश्चित छ। आर्थिकरूपमा अवसर प्राप्त गरेको खण्डमा असन्तुष्ट वर्ग तथा पिछडिएका समुदाय पनि राष्ट्रिय मूलधारमा आउनेछन्। र, आफ्नो आर्थिक स्थिति सुदृढ हुनासाथ उनीहरुलाई आफू शोषित, पीडित एवं अपहेलित महसुस हुन ेछैन। जसका कारण राष्ट्रिय एकता र अखण्डता झन् बलियो हुनेछ।
शर्मा पनि असोज ३ गतेको दिनले नेपाललाई एउटा समृद्ध, शान्त र अखण्ड राष्ट्रको रूपमा विकसित हुने आधार तयार गर्नेमा ढुक्क छन्। उनका अनुसार नेपाल अब यथास्थितिमा रहने छैन र बरु दक्षिण एसियाको उदाउँदो अर्थतन्त्रको रूपमा एक दशकभित्रै आफ्नो पहिचान बनाउन सक्षम हुनेछ।

Indefinite strike bleeding economy blue

Private sector representatives asked for security of their properties and end to indefinite strikes that has crippled the country since last one month bleeding the economy blue.
Federation of Nepalese Chambers of Commerce and Industry (FNCCI) said that the indefinite strike in Tarai is posing more risk to economy than the damage caused by devastating earthequake of April 25.
Briefing Prime Minister Sushil Koirala at his official residence Baluwater, today the delegation led by FNCCI president Pashupati Muraraka, said that the country’s business sector is sustaining daily losses of around Rs 20 million due to Tarat unrest.
Likewise, traders are forced to incur loss as cargo trucks have been left stranded leaving businesses with no option than to pay detention and demurrage charge, apart from other fines. According to study, a day of bandh causes the country loss of Rs 2.5 billion. The country has already lost around Rs 90 billion in last one month, which is almost equal to a year's export receipt.
Muraraka, on the occasion, also briefed the premier of private sector's request to the agitating parties. The economy is bledding blue, and the agitators are not giving ear to private sector, he said, asking Koirala to be serious. He also requested to create a business friendly environment and deliver confidence to the entrepreneurs for operating industrial establishments.
There has been increase in number of attacks against private properties and industrial establishments in the Tarai region, including incidences of protestors hurling petrol bombs and vandalising factory installations. They also asked the government to provide needful security to traders and their businesses during the time of bandhs and strikes.
Finance minister Dr Ram Sharan Mahat, minister for Physical Infrastructure and Transport Bimalendra Nidhi, and minister for Forest and Soil Conservation Mahesh Acharya were also present at the meeting.
Prime Minister Koiral, on the occasion, asked the delegation to submit a written suggestion on what they seek from the government. "The government is committed to help businesses and industries withsand such adverse environment," Koirala said, adding that the government is working tirelessly to address political demands raised by various groups and parties regarding the constitution drafting process.
He also informed the privatesector that the major parties have decided to slow down the constitution writing process in order to take disgruntled parties on board.
The government has however failed to control criminal activites in Tarai in the name of politics. The increasing politicisation of criminal activities in the Tarai in the last one month is not going to help solve the issues of Tarai and tarai Madhesh people, rather the region will be famous for gruesome killings and murders of security personals. Some politicisna might benefit from increasing impunity but most of the Tarai people will get nothing as they will continue to be deprived of opportunities for a decent life.

ADB projects 5.5 per cent economic growth

Asian Development Bank (ADB) today projected Nepal's economy to grow by 5.5 per cent – some 0.5 percentage points lower than the government projection – in the current fiscal year.
Releasing Macroeconomic Update in Kathmandu today, the Manila-based multilateral donor, however, said that the growth depends on political situation, rainfall and reconstruction works.
"Under the first scenario, assuming a marginally better monsoon rainfall, modest pickup in actual implementation of reconstruction projects through the National Reconstruction Authority (NRA), gradual normalisation of political scenario, continuation of previous trend in spending capital budget, modest recovery of tourism related activities and slightly better services sector growth, GDP growth is forecast at 4.5 per cent," the update said.
"Under the second scenario, a slightly better rainfall – average over the last five years – and adequate paddy plantation in the main paddy plantation belts, robust pick up in manufacturing and construction activities propelled by accelerated spending by National Reconstruction Authority and improved capital budget execution by line ministries, normalisation of political scenario, and robust services sector performance – including robust remittance inflows and quick recovery of tourism related activities – GDP growth is forecast at 5.5 per cent," it added.
But the adverse political situation and the slow capital budget execution are the two major downside risks that could drastically lower growth forecast, according to ADB Resident Representative Kenichi Yokohama.
"Though ADB estimate is lower than the government's target of 6 per cent in the budget for the current fiscal year, the government can achieve its target, if agricultural output grows by 2.5 per cent – based on subnormal monsoon in the first half of the fiscal year, whereas non-agricultural output has to grow by at least 7.7 per cent, which is 4.1 percentage points higher than in the last fiscal year," the report said, adding that services output and industrial output should grow by over 6 per cent and at least 13.6 per cent, respectively, to meet the growth target.
"If the government can expedite the capital expenditure and reconstruction works, the economic growth could get a boost," Yokohama added.
Likewise, the multilateral donor agency has projected inflation to grow by 9.5 per cent in worst case scenario and 8.5 per cent in somewhat better supply.
"Under the first scenario, although non-food prices are expected to remain low as a result of continued lower fuel prices and stable price pressures in India, food inflation is projected to remain in double digit, resulting in overall inflation of 8.5 per cent," it said, adding that under the second scenario, moderate price pressures in India, and higher intensity of supply disruptions caused by political strikes and blocking of major trading and distribution networks would push up food prices even higher than the one considered under the first scenario, especially that of cereals, legumes, vegetables and fruits.
"Similarly, non-food prices is likely to escalate, particularly that of clothing and footwear, and furnishing and household equipment," he said, adding that these factors will likely push up inflation to about 9.5 per cent in the current fiscal year 2015-16.

Poverty severe in Province 6 and 2

Province number 6 and 2 have severe poverty among six federal provinces that are under discussion among the political parties.
Eight eastern Tarai districts, which were affected by the Tarai Movement of 2007, fall in Province number 2, whereas all the districts in Province number 6, which are demanding unified-far west, are far below the national poverty level.
According to Nepal Living Standard Survey (NLSS) 2010-11, some 25.2 per cent of the total population of the country is below poverty line. Forty-two districts – out of the 75 districts – of the country fall under the poverty line, according to the survey.
Out of eight districts in Province number 2, six fall below the poverty line, whereas all the 19 districts in Province number 6 fall below poverty line.
According to Central Bureau of Statistics (CBS), a person having average income below Rs 19,261 is defined as poor. A person earning under Rs 53 per day comes under national poverty line, as per the Nepal Living Standard Survey 2010-11 conducted by the CBS.
Province number 1 is the richest compared to other provinces. Only 17.96 per cent of the population of Province number 1 is below poverty line.
Similarly, 20.33 per cent of population in Province number 3 falls under the poverty line, whereas some 19.21 per cent of the population falls under poverty line in Province number 4 and 25.64 per cent of the population of Province number 5 are below the poverty line.
But Province number 2 has 27.95 per cent of population under poverty line and Province number 6 has 42.23 of the population – the highest among six provinces – under the poverty line.
Economist Keshav Acharya blames short-sightedness of political leaders for unscientific demarcation of federal provinces. "Political leaders have federated the country not on the basis of their economic strength and viability but for their own benefits,” he said, adding that the leaders just want to have their political career secured, not the country’s future.
Likewise, Nepal Small Area Estimates of Poverty-2011 report also indicates that districts in Province number 2 have not fared well economically in recent past. Of the total 25 prosperous districts a decade ago, some 11 – Parsa, Dhanusha, Saptari, Siraha, Bara, Rautahat, Manang, Myagdi and Jumla – have fallen down to the poorest category. Parsa, Dhanusha, Saptari, Siraha, Bara, Rautahat are among the eight districts of Province number 2. The Tarai-Madhesh Movement of 2007 and the political apathy of Tarai-Madhesh leaders have damaged economy of these districts as they have fallen from prosperous districts' category to the poorest in a decade, especially after Tarai-Madhesh Movement in 2007.
Kathmandu was the most prosperous district according to Nepal Small Estimates of Poverty-2001. But Nepal Small Estimates of Poverty-2011 report states that Kaski is the most prosperous district of the country, whereas Bajura is the poorest.
The Nepal Small Estimates of Poverty-2011 study conducted by CBS with technical assistance of World Bank has not only mapped poverty in small areas across the country but also mapped the gap between rich and poor and severity of poverty in all 75 districts.
Despite having huge natural resources and immense tourism potential, all the 19 districts of Province number 6 are under the poverty line. According to Acharya, all the castes in Province number 6 are poor compared to other districts, but in Province number 2 poverty concentration is higher in lower castes. "The concentration of poverty is higher in lower castes in Tarai-Madhesh," he said, explaining that the Hills lower caste are better off compared to Tarai-Madhesh lower caste populace also due to political indifference.
Not only poverty, rich-poor gap and severity of poverty is also higher in both Provinces 2 and 6.
According to Nepal Small Area Estimates of Poverty- 2011 report, Bajura is the poorest district – in the country – with 64.1 per cent people under poverty line, followed by Kalikot (58 per cent), Bajhang (57 per cent), Humla (56 per cent) and Darchula (53 per cent). All the poorest five districts fall in Province number 6.
Likewise, Saptari, which is in Province number 2, is the poorest district in Tarai-Madhesh. Some 39.5 per cent of Saptari populace earns less than Rs 53 in a day making the lives of Tarai-Madhesh people harder.

प्रदेश २ र ६ मा चरम गरिबी

संविधान मस्यौदामा सीमांकन गरिएका ६ प्रदेशमध्ये प्रदेश नम्बर २ र ६ गरिबीको चरम चपेटामा छन्। मधेस विद्रोह (२०६४) पछि आर्थिक रुपमा थिल्थिलो तराईका आठ जिल्ला प्रदेश नम्बर २ मा राखिएका छन्। गरिबीले गाँजेका यी जिल्ला मात्र सम्मिलित यो प्रदेश कसरी चलाउने, तराई–मधेसका नेतृत्वलाई अहिले 'टोक्नु न बोक्नु' भएको छ।
'अखण्ड' आन्दोलन भइरहेको प्रदेश नम्बर ६ मा राखिएका सबै जिल्ला गरिबीको राष्ट्रिय औसतभन्दा निकै मुनि छन्। राजनीतिक दलबीच अन्तिम समयमा ६ प्रदेशमा सहमति भएकामा आर्थिक विकास एवं मानव विकास तथा गरिबीका हिसाबले यी दुई प्रदेश अवैज्ञानिक देखिन्छन्।
नेपाल जीवनस्तर सर्वेक्षण– २०६६/६७ अनुसार गरिबीको राष्ट्रिय औसत दर २५.२ प्रतिशत छ। यसभन्दा बढी दर रहेका जिल्लाको संख्या भने ४२ छ। तीमध्ये प्रदेश नम्बर २ का ८ जिल्लामध्ये ६ जिल्ला राष्ट्रिय औसतभन्दा मुनि छन्। प्रदेश नम्बर ६ का त सबै जिल्ला राष्ट्रिय औसतभन्दा मुनि छन्।
प्रदेश नम्बर १ को औसत गरिबीको दर १७.९६ प्रतिशत छ भने प्रदेश नम्बर ३ को २०.३३ प्रतिशत, ४ को १९.२१ प्रतिशत र प्रदेश नम्बर ५ को २५.६४ प्रतिशत छ।
प्रदेश नम्बर ६ को औसत गरिबी दर ४२.२३ प्रतिशत छ भने प्रदेश नम्बर २ को औसत गरिबी दर भने २७.९५ छ।
केन्›ीय तथ्यांक विभागले गरिबीसम्बन्धी सूचकको हिसाब गर्दा प्रतिव्यक्ति वार्षिक १९ हजार २ सय ६१ रुपैयाँंभन्दा कम आम्दानीलाई गरिबीको रेखा मानेको छ। यसअनुसार दैनिक ५३ रुपैयाँंभन्दा कम आम्दानी हुने व्यक्ति गरिबीको रेखामुनि पर्छ।
अर्थविद केशव आचार्यका अनुसार राजनीतिक नेतृत्वले प्रदेशको उन्नति, जनजीविकाको विकास र विकास निर्माणभन्दा पनि आफ्नो राजनीतिक भविष्य सुरक्षित गर्नेतर्फ मात्र ध्यान दिँंदा प्रदेशहरुको आर्थिक भविष्य भने संकटमा पर्ने देखिएको हो।
केन्›ीय तथ्यांक विभागको लघु क्षेत्र गरिबी अनुमान प्रतिवेदनका अनुसार एक दशकअघि उच्च समृद्धि स्तरमा परेका २५ जिल्लामध्ये पर्सा, धनुषा, सप्तरी, सिरहा, बारा, रौतहट, मनाङ, मुस्ताङ, म्याग्दी, दोलखा र जुम्ला गरी ११ जिल्ला यो समूहबाट न्यून समृद्धि स्तरमा झरेका छन्।
२०५८ सालको प्रतिवेदनमा काठमाडौं प्रथम, भक्तपुर दोस्रो, ललितपुर तेस्रो, कास्की चौथो र चितवन पाँंचौं भएका थिए। एक दशकपछि २०६८ को प्रतिवेदनमा राजधानी काठमाडौंलाई उछिन्दै कास्की देशभरिकै कम गरिबी भएको जिल्ला हुन पुगेको थियो। बाजुरा सबैभन्दा न्यून समृद्धि स्तर भएको जिल्ला हो।
विभागले दोस्रोपटक विश्व बैंकको प्राविधिक सहयोगमा स्थानीय स्तरको गरिबी दर, गरिबीको विषमता र गहनताबारे अध्ययन गरी प्रतिवेदन तयार गरेको थियो।
गरिबीको दर मात्र नभएर यसको विषमता र गहनता पनि सबैभन्दा बढी प्रदेश नम्बर ६ मै देखिन्छ। प्रदेश नम्बर २ पनि त्यसभन्दा ज्यादै फरक छैन। गरिबीको विषमता भन्नाले गरिब–गरिबबीचको खाडल हो भने गरिबीको गहनता भन्नाले गरिबीको रेखादेखि तल्लो स्तरसम्मको गरिबी हो।
यस्तै, प्रदेश नम्बर ६ मा विविध प्राकृतिक स्रोत तथा साधन एवं पर्यटनको उच्च सम्भावना भए पनि यस प्रदेशका सबै जिल्ला राष्ट्रिय औसतभन्दा धेरै नै गरिब छन्। आचार्यका अनुसार प्रदेश नम्बर ६ मा सबै जातजाति गरिबीको चपेटामा छन्। आचार्यका अनुसार प्रदेश नम्बर २ मा भने दलित समुदाय बाहुल्यका कारण समग्र प्रदेश गरिबकिो चपेटामा देखिएको हो। पहाडी दलितभन्दा तराई–मधेसका दलितको स्थिति नाजुक रहेको उनको भनाइ छ।
लघुक्षेत्र गरिबी अनुमान प्रतिवेदनका अनुसार प्रदेश नम्बर ६ का बाजुरा (६४.१ प्रतिशत) का साथै कालिकोट (५८ प्रतिशत), बझाङ (५७ प्रतिशत), हुम्ला (५६ प्रतिशत), दार्चुला (५३ प्रतिशत) समृद्धिका तल्लो स्तरमा छन्।
प्रतिवेदनका अनुसार तराईमा सबैभन्दा गरिब जिल्ला सप्तरी हो। सप्तरीका बासिन्दामध्ये ३९.५ प्रतिशत गरिबीको रेखामुनि छन्। सप्तरी प्रदेश नम्बर २ मा समेटिएकामध्ये सबैभन्दा गरिब जिल्लामा पर्छ।
