World Bank aid to strengthen fiscal federalism

The World Bank has renewed support to Nepal to strengthen the country’s efforts towards fiscal federalism and improving public financial management under the Second Programmatic Fiscal and Public Financial Management Development Policy Credit Project.
The $100 million project is geared towards the accomplishment of reform actions coordinated by the Finance Ministry, which was built on reforms supported under the first Development Policy Credit project. The agreement was signed today at the ministry between revenue secretary Lal Shanker Ghimire and World Bank country manager for Nepal Faris H Hadad-Zervos.
“We are thankful for the support of the World Bank and development partners in the ongoing and dynamic process of federalism in Nepal,” Ghimire said, adding that coordination and capacity are one of the primary pillars for the success of Nepal’s three-tier government and it is important the bank build accountability with responsibility in our pursuance of the country’s development objectives.
This project supports reforms to advance Nepal’s federalism agenda, under two pillars. The first pillar supports measures to establish fiscal federalism through various legislations, policies and regulations. An umbrella legislation, enacted at the federal level, will guide budget execution and improve the accounting and financial reporting framework, and will form the basis of model laws to be adopted by local governments, to govern their budget processes.
The second pillar supports reforms to strengthen the policy framework for public financial management at the subnational levels. It will be achieved through legislation and regulations that govern the budget cycle and promotes transparency and accountability to citizens, guides preparation of the Medium-Term Expenditure Framework (MTEF), strengthens expenditure control, and supports the development of a revenue collection system. These reforms also include gender responsive budgeting, and measures to address Nepal’s vulnerability to climatic shocks and improve disaster risk management.
“Nepal’s transition to a federal state is an ambitious agenda and the World Bank Group is committed to support the government in fulfilling this goal,” World Bank country manager for Nepal Faris H Hadad-Zervos said, adding that the sustainability of the proposed reforms under this budget support is a critical aspect. “The partnership between the government and development partners will further enable strengthening of public institutions, inclusion and resilience as Nepal progresses with the federalism agenda.”
This project builds on the reforms supported by the first Development Policy Credit to establish the legal frameworks to govern resource allocation across the three tiers of government and guide operations of local governments. It also supported measures to strengthen budget execution and public financial management systems at the federal level.
Nepal’s transition to a federal state aims to bring services closer to the people and to increase the government’s effectiveness in the delivery of social and infrastructure services.

Civil Saving and Credit Cooperatives faces bank run

Civil Saving and Credit Cooperatives is facing a liquidity crunch after mass withdrawals by depositors. The Pokhara-based cooperatives today appealed other cooperatives to bail it out as it has faced bankruptcy due to mass withdrawal. The bank run in the cooperatives started after the media reports of its imminent collapse, the cooperatives said, organising a press meet, today.
Civil Saving and Credit Cooperative – operated by the Civil Group led by Ichchha Raj Tamang – today accepted that its cash flow had dried up. “We are not fully bankrupt but we are facing a liquidity problem due to mass withdrawal after multiple media reports,” said chairman of the Civil Group, who is also the founder of Civil Cooperative, Tamang.
Though Tamang – in the press meet – claimed that the cooperative has not violated government laws, the Civil Saving and Credit Cooperatives has lent huge amount to its operators, which is against the Cooperative Act 1992. The Act bars cooperatives from issuing more than 20 per cent of its loans to an individual borrower. Tamang, however, claimed that the cooperatives has started reforms by diversifying the business. “Civil Saving and Credit Cooperatives is now investing in hydropower, information technology and the hospitality business,” he said, refuting the charges that the cooperative had conducted financial dealings with Civil Bank, a commercial bank operated by the group.
The cooperative – which has also investment of Rs 140 million by the National Cooperative Bank – had overexposed itself in the real estate, hotel and hydropower sectors, which dried up its liquidity.
The Civil Group has investments in 21 different types of businesses. But the cooperative has exposed its investment in a single sector in Civil Homes – a housing company that is currently working on its ninth project in Godavari – that has sold more than 1,000 units of standalone houses and apartments. “The cooperatives has invested around 90 per cent of its deposits totalling to Rs 7.5 billion in the realty business operated by the group,” informed the sources in the cooperatives that according to them, the cooperatives has faced the liquidity problem also due to lack of good governance practice.
The cooperative department under the Kathmandu Metropolitan City has urged Civil Saving and Credit Cooperative to implement corrective measures in time or the department will be forced to take action against it. The department has also asked the cooperative to create a three-year plan to revise its portfolio management and launch other measures to avoid going into liquidation.
Recently, some of the cooperatives have been facing liquidity crunch – something like it happened a decade ago – and the government has declared some 11 cooperatives including Societal Saving and Credit Cooperative a ‘troubled institution’ due to unsound lending practices, exposure to the volatile real estate market and embezzlement by their promoters.
There have been some 130 crisis-ridden cooperatives misappropriating at around Rs 11 billion of people’s savings, according to report prepared by a commission headed by Gauri Bahadur Karki some five years ago. “Most of the crisis-ridden cooperatives, including Oriental Cooperative that alone embezzled around Rs 5.5 billion, landed in trouble because of their board members’ involvement in misappropriation, and huge exposure in the realty sector,” the report reads.

वित्तीय पहुँच बढ्दै, ६६०० नेपालीकाे भागमा १ बैंक शाखा

बैंक तथा वित्तीय संस्थाहरु वित्तीय पहुँच वृद्धि गर्न कम्मर कसेर लागेका छन् । नेपाल राष्ट्र बैंकको तथ्यांकअनुसार गत आर्थिक वर्षमा बैंक तथा वित्तीय संस्थाले दैनिक एकभन्दा बढी शाखा खोलेर नागरिकको घरदैलो नजिक जाने प्रयास गरेका छन् ।
नेपाल राष्ट्र बैंकका अनुसार २०७३ असार मसान्तसम्ममा क वर्गका वाणिज्य बैंक, ख वर्गका विकास बैंक तथा ग वर्गका वित्तीय संस्थाको कुल शाखा संख्या ४ हजार २ सय ७२ पुगेको छ । नेपालको जनसंख्या २ करोड ८५ लाख मान्दा प्रति ६ हजार ६ सय जनसंख्या बराबर बैंक तथा वित्तीय संस्थाको एक शाखा पर्छ । राष्ट्र बैंकका अनुसार २०७२ असार मसान्तमा बैंक तथा वित्तीय संस्थाका कुल शाखा संख्या ३ हजार ८ सय ३८ थियो । अर्थात प्रति ७ हजार ४ सयको हाराहारीका नागरिकका लागि बैंक तथा वित्तीय संस्थाको एक शाखा पथ्र्यो । तर, गत एक आवमा मात्र ४ सय ३४ शाखा बढेका हुनाले क वर्गका वाणिज्य बैंक, ख वर्गका विकास बैंक तथा ग वर्गका वित्तीय संस्थाको प्रतिदिन एकभन्दा बढी शाखा खुलेको देखिन्छ ।
एकातिर मर्ज तथा एक्विजिसनका कारण समग्र बैंक तथा वित्तीय संस्थाको संख्यामा कमी आए पनि शाखाको संख्यामा वृद्धि भएकाले बैंक तथा वित्तीय संस्था नागरिकको दैलोनजिक हुँदै गएका हुन् । मर्जर तथा प्राप्तिको परिणामस्वरुप राष्ट्र बैंकबाट इजाजत प्राप्त बैंक तथा वित्तीय संस्थाको संख्या ०७३ असार मसान्तमा १ सय ७९ पुगेको छ । राष्ट्र बैंकका अनुसार ०७३ असार मसान्तमा २८ वाणिज्य बैंक, ६७ विकास बैंक, ४२ वित्त कम्पनी र ४२ लघुवित्त विकास बैंक सञ्चालनमा छन् । अघिल्लो असारमा १ सय ९३ बैंक तथा वित्तीय संस्था थिए ।
यसका साथै सबैजसो प्रमुख बैंकले वित्तीय साक्षरता कार्यक्रम पनि चलाइरहेका छन् । कुनै बैंकले आफ्नो संस्थागत सामाजिक उत्तरदायित्व अन्तर्गत त कुनैले आफ्नो विशेष प्रडक्टमार्फत वित्तीय साक्षरता तथा बचतको बानी अभिवृद्धि गर्ने कार्यक्रममा सघाइरहेका छन् ।
यसै क्रममा मंगलबार राष्ट्र बैंकले बैंक तथा वित्तीय संस्थाले दुर्गम ग्रामीण क्षेत्रमा शाखा विस्तार गर्दा नेपाल राष्ट्र बैंकको स्वीकृति लिनुनपर्ने जनाएको छ । राष्ट्र बैंकले काठमाडौं उपत्यका, महानगरपालिका, उपमहानगरपालिका, नगरपालिका केन्द्र बाहेकका क्षेत्रमा शाखा खोल्दा स्वीकृति लिनु नपर्ने व्यवस्था गरेको हो । यसअघि कुनै पनि ठाउँमा बैंक तथा वित्तीय संस्थाको शाखा खोल्नका लागि राष्ट्र बैंकको स्वीकृति चाहिन्थ्यो । तर, राष्ट्र बैंकका अनुसार सम्बन्धित बैंक तथा वित्तीय संस्थाको सञ्चालक समितिबाट शाखा विस्तारको निर्णय भएको एक साताभित्र जानकारी गराउनुपर्नेछ । चालु आवका लागि ल्याएको मौद्रिक नीतिमा राष्ट्र बैंकले यस्तो व्यवस्था गर्ने बताएको थियो ।
यसैगरी पूर्वस्वीकृति विना बैंक तथा वित्तीय संस्थाले शाखा स्थानान्तरण, बन्द र गाभ्न भने नपाउने भएका छन् । तर काठमाडौं उपत्यकाबाहेकका भूकम्प अति प्रभावित १३ जिल्लामा रहेका बैंक तथा वित्तीय संस्थाका शाखा सोही जिल्लाको अर्काे स्थानमा सार्न भने स्वीकृति लिनु नपर्ने व्यवस्था गरिएको छ । यसअघिको स्वीकृत स्थानमा शाखा राखिराख्न असुविधा भए जिल्लाकै अर्काे उपयुक्त स्थानमा सम्बन्धित बैंक वित्तीय संस्थाले नै निर्णय गरेर सार्न सक्ने व्यवस्था राष्ट्र बैंकले गरेको हो ।
तर, राष्ट्र बैंकले सुगम जिल्लामा नयाँ लघुवित्तीय संस्था खोल्न रोक लगाएको छ । राष्ट्र बैंकले मंगलबार निर्देशन जारी गर्दै संघीय संरचना तथा इ–म्यापिङ अध्ययन प्रतिवेदनलाई दृष्टिगत गरी लघुवित्त संस्थाको वित्तीय अवस्था, पहुँच, स्तरवृद्धि, मर्जर र प्राप्ति तथा सञ्चालनसम्बन्धी व्यवस्थाको अध्ययन गरी नीतिगत व्यवस्था गर्न आवश्यक भएको भन्दै तत्काल लघुवित्त खोल्नका लागि निवेदन नलिने निर्णय गरेको जनाएको हो । तर, वित्तीय सेवा पहुँच कम भएका मनाङ, जुम्ला, हुम्ला, मुगु, बाजुरा, दार्चुला, डोल्पा, कालिकोट, जाजरकोट, बझाङ र बाजुरा जिल्लामा केन्द्रीय कार्यालय रहने गरी लघुवित्त खोल्न अनुमति दिने राष्ट्र बैंकले स्पष्ट पारेको छ । चालु आवमा ल्याएको मौद्रिक नीतिमा भएको व्यवस्था अनुसार केन्द्रीय बैंकले कार्यान्वयनका लागि निर्देशन जारी गरेको हो ।

बढ्दै कर्जा लगानी
अघिल्लो आवमा भूकम्प तथा नाकाबन्दीले असर पारेको अर्थतन्त्र विस्तारै चलायमान हुन थालेपछि बैंक तथा वित्तीय क्षेत्रबाट हुने लगानी तथा कर्जा पनि बढ्न थालेको छ । नेपाल राष्ट्र बैंकका अनुसार बैंक तथा वित्तीय संस्थाले अर्थतन्त्रका सबै क्षेत्रमा प्रवाह गर्ने कर्जा बढ्न थालेको देखिएको हो ।
कृषि, औद्योगिक उत्पादन, निर्माण क्षेत्र, थोक तथा खुद्रा व्यापार, सेवा उद्योग, यातायात, सञ्चार तथा सार्वजनिक सेवा क्षेत्र जस्ता अर्थतन्त्रका विविध क्षेत्रमा अघिल्लो वर्षको दाँजोमा लगानी बढेका कारण आार्थिक वृद्धिमा यसले सकारात्मक प्रभाव पार्ने निस्चित छ ।
हालैमात्र एसियाली विकास बैंकले चालु आवमा नेपालको आर्थिक वृद्धि ४.८ प्रतिशत हुने प्रक्षेपण गरिसकेको छ । बैंक तथा वित्तीय संस्थाले वित्तीय सहजकर्ताको भूमिका निभाएर धेरै कर्जा प्रवाह गर्न सफल भए त्यसको प्रत्यक्ष असर अर्थतन्त्रमा देखिन्छ । 
राष्ट्र बैंकको तथ्यांक अनुसार गत आवमा बैंक तथा वित्तीय संस्थाले घरजग्गा (रियल इस्टेट) क्षेत्रमा २ खर्ब ५० अर्ब ८७ करोडभन्दा बढी लगानी गरेका छन् । गत आवको अन्त्यसम्ममा बैंक तथा वित्तीय संस्थाले गरेको कुल लगानीको दाँजोमा घरजग्गा क्षेत्रको लगानी १५ प्रतिशत हो । तथ्यांकअनुसार प्रतिग्राहक १ करोडभन्दा कमको आवासीय कर्जा एक खर्ब ४२ अर्ब ८१ करोड रहेको छ ।
अघिल्लो वर्ष भूकम्पका कारण सुस्ताएको घरजग्गा कारोबार बढ्दै गएकाले पनि कर्जा लगानीमा सबैभन्दा बढी प्रतिस्पर्धा रहेको क्षेत्र घरजग्गापछि सेयर पनि आकर्षक मानिन्छ । बैंक तथा वित्तीय संस्थाले गत आवमा सेयरमा गरेको मार्जिन प्रकृतिको कर्जामात्रै ३७ अर्ब ६६ करोड लगानी गरेका छन् । यो बैंक तथा वित्तीय संस्थाको कुल कर्जाको २.२ प्रतिशत हो ।
यसैगरी, साना मझौला व्यवसायमा बैंक तथा वित्तीय संस्थाले ३५ अर्ब ८७ करोड रुपैयाँ लगानी गरेका छन् । यो बैंक तथा वित्तीय संस्थाको कुल कर्जाको २.६ प्रतिशत हो ।
कर्जा लगानीमध्ये ६०.८ प्रतिशत कर्जा घरजग्गाको धितोमा छ भने १५.२ प्रतिशत चालु सम्पत्तिमा पनि कर्जा प्रवाह भएको छ । तर, आर्थिक गतिविधि बढ्न थालेकाले निजी क्षेत्रमा पनि कर्जा बढेको छ । राष्ट्र बैंकका अनुसार बैंक तथा वित्तीय क्षेत्रले निजी क्षेत्रमा प्रवाहित कर्जा ०.७ प्रतिशतले बढेको छ भने अघिल्लो आवको साउनमा यस्तो कर्जा ०.४ प्रतिशतले घटेको थियो ।
यसैगरी, वाणिज्य बैंकको कर्जा लगानी ०.९, वित्त कम्पनीको ०.५ र विकास बैंकको कर्जा लगानी ०.६ प्रतिशतले बढेको छ । वार्षिक विन्दुगत आधारमा ०७३ साउन मसान्तमा बैंक तथा वित्तीय संस्थाबाट निजी क्षेत्रमा प्रवाह गरेको कर्जा २५.१ प्रतिशतले बढेको छ ।
कृषिमा लगानी नगरेको भनेर आरोप खेपिरहेका बैंक तथा वित्तीय संस्थाले कृषि क्षेत्रमा प्रवाह गरेको कर्जा २०.९ प्रतिशत, औद्योगिक उत्पादनमा १५.९ प्रतिशत, थोक तथा खुद्रा उत्पादनमा २५.८ प्रतिशत, यातायात, सञ्चार तथा सार्वजनिक सेवा क्षेत्रमा ३९.८ प्रतिशतले बढेको छ ।
यस्तै, उत्पादनशील क्षेत्रतर्पm लगानी बढाउने तथा निर्यात विस्तारमा समेत सहयोग पु¥याउने उद्देश्यले राष्ट्र बैंकबाट सहुलियत दरमा प्रदान गरिने पुनर्कर्जाको उपयोग पनि बढेको छ । गत आवमा साधारण पुनर्कर्जा ७ अर्ब ६० करोड र निर्यात पुनरकर्जा १ अर्ब ३० करोड गरी जम्मा ८ अर्ब ९० करोड पुनर्कर्जाको उपयोग भएको राष्ट्र बैंकले जनाएको छ । अघिल्लो वर्षको सोही अवधिमा साधारणतर्फ ५ अर्ब ८२ करोड रुपैयाँ र निर्याततर्फ २ अर्ब ७४ करोड गरी कुल ८ अर्ब ५६ करोड रुपैयाँ पुनर्कर्जा उपयोग भएको राष्ट्र बैंकले जनाएको छ ।
वाणिज्य बैंकले उत्पादनशील क्षेत्रमा कुल कर्जाको २० प्रतिशत प्रदान गर्नुपर्ने नीतिगत व्यवस्था रहेकोमा ०७३ असार मसान्तसम्ममा वाणिज्य बैंकको यस्तो कर्जा अनुपात १६.५८ प्रतिशत पुगेको छ । तोकिएका कृषि व्यवसायका लागि बैंक तथा वित्तीय संस्थाबाट ६ प्रतिशतको सहुलियत ब्याजदरमा कर्जा उपलब्ध गराउने व्यवस्था अन्तर्गत ०७२ चैत मसान्तसम्ममा २ हजार ३ सय ४२ किसानलाई १ अर्ब ९९ करोड रुपैयाँ कर्जा प्रवाह भएको भन्दै राष्ट्र बैंकले यस व्यवस्था अन्तर्गत बैंक तथा वित्तीय संस्थाले ४ करोड १९ लाख रुपैयाँ ब्याज अनुदान प्राप्त गरेको जनाएको छ ।
चालु आव ०७३÷७४ को बजेटले यस्तो सहुलियत कर्जाको ब्याजदर ६ प्रतिशतबाट ५ प्रतिशत कायम गरेको छ । बैंक तथा वित्तीय संस्था ५ प्रतिशतमा सहुलियत कर्जा उपलब्ध गराउन तयार भए पनि कर्जा लिन नै कम आएको बैंकले जनाएका छन् ।

एकै दिनमा करिब ३ अर्ब निक्षेप थपियो
बैंकमा पछिल्लो साता प्रतिदिन करिब ३ अर्बको निक्षेप संकलन हुन थालेको छ । बैंकका अनुसार चाडपर्व आउन लागेकाले रेमिटेन्स बढ्दा उनीहरुको निक्षेप बढ्न थालेको हो । पछिल्लो एक सातामा २८ वाणिज्य बैंकमा १८ अर्ब रुपैयाँ निक्षेप थपिएको छ । हाल वाणिज्य बैंकमा कूल १८ खर्ब ५ अर्ब निक्षेप रहेकाले गत एक सातामा बढेको निक्षेप वाणिज्य बैंकको कूल निक्षेपको १ प्रतिशत हो । अघिल्लो साता १७ खर्ब ८७ अर्ब कूल निक्षेप रहेको थियो ।
दसैंतिहार र छठजस्ता चाडपर्व नजिकिएकाले वैदेशिक रोजगारीमा रहेकाले सामान्य अवस्थामा भन्दा बढी रेमिटेन्स पठाएकाले त्यसको प्रभाव बैंकिङ क्षेत्रमा परेको हुनसक्ने बैंकर्स संघका अध्यक्ष उपेन्द्र पौडेलले बताए । सामान्यतयाः चाडपर्वको अवसरमा ५० प्रतिशतसम्म रेमिटेन्स बढ्ने गरेको बैंकर बताउँछन् । चालु आवको पहिलो महिना अर्थात साउनमा रेमिटेन्स आय घटे पनि चाडपर्वको अवसरमा बढ्ने राष्ट्र बैंकको अपेक्षा छ ।
तर, पछिल्लो हप्ता निक्षेपको तुलनामा कर्जा भने विस्तार हुन सकेको छैन । एक सातामा जम्मा ७ अर्ब रुपैयाँले मात्रै कर्जा बढेको छ । नेपाल राष्ट्र बैंकका अनुसार हाल वाणिज्य बैंकले १४ खर्ब ४४ अर्ब रुपैयाँ कर्जा प्रवाह गरेका छन् ।
