अर्थतन्त्र अझै संकटग्रस्त

प्रमुख सत्ता साझेदार नेकपा माओवादी केन्द्रले समर्थन फिर्ता लिएपछि केपी शर्मा ओली नेतृत्वको सरकार अल्पमतमा परेको छ। सरकारको ९ महिने अवधिमा संकटग्रस्त अवस्थामा रहेको देशको अर्थतन्त्रमा कुनै सुधार आउन सकेको छैन।
माओवादी केन्द्रले समर्थन फिर्ता लिनुपर्ने प्रमुख कारण औंल्याएको कालोबजारी, कृत्रिम अभाव तथा महँगी अन्त्य गर्न सरकार असफल भएको अर्थविद पनि स्वीकार्छन्। आफूसमेत सहभागी सरकार नागरिकसँग प्रत्यक्ष सरोकार राख्ने महँगी तथा कालोबजारी नियन्त्रणमा पूर्ण असफल भएको माओवादी ठहर छ। नागरिकको अपेक्षाअनुरुप भूकम्पपछिको पुनर्निर्माण र पुनर्बास योजना प्रभावकारी बनाउन नसकेको सरकार आफैंले पनि स्वीकारेको छ। पीडित १६ महिनादेखि पालमै छन्, सरकार अझै तथ्यांक संकलनमै अल्भि्करहेको छ।
अर्थविद डिल्लिराज खनाल सरकार पुनर्बास र पुनर्निर्माणमा प्रभावकारी हुन नसकेको बताउँछन्। 'ओली सरकार अपेक्षाअनुसार महँगी र कालोबजारी नियन्त्रण गर्न पनि सफल भएन,' उनले भने, 'यो अवधिमा कालोबजारी बढ्नुका साथै बजार अराजक भएको छ। महँगीले आमनागरिकको चुलोमा असर पारेको छ।'
संविधान जारी भएलगत्तै भारतले लगाएको नाकाबन्दी र भूकम्पका कारण निरन्तर धर्मराउँदो  अर्थतन्त्रको चुनौतीबीच ओलीले भारतमाथिको निर्भरता हटाउन चीनसँग पारवहन सम्झौता गर्नुलाई भने युगान्तकारी उपलब्धि ठान्छन्, अर्थविद् खनाल।
तर, नाकाबन्दीपछि चुलो सल्काउन सकसमा परेका नागरिकलाई घरघरमा ग्यास पाइपलाइन जोड्नेदेखि हावाबाट बिजुली निकाल्नेसम्मका सपना बाँडेका ओलीले निम्नवर्गीय र निश्चित आयका मध्यमवर्गीय नागरिकलाई एकछाक खान पनि मुस्किल पर्ने गरी बढेको महँगीबाट बचाउन भने कोसिस गरेनन्।
उत्तरपन्थीदेखि दक्षिणपन्थीसम्मको असहज गठबन्धन हाँकेको ओली सरकार नाकाबन्दीकै कारण राष्ट्रवादको नारा उचाल्न त सफल भयो तर यो सरकार जाँदाजाँदै देशको अर्थतन्त्र पराधीन बनाउने खालको विस्तारकारी बजेट संसदबाट पास हुँदैछ। राष्ट्रियता त्यतिखेरमात्र  सुरक्षित हुन्छ जतिखेर देशको अर्थतन्त्र स्वाधीन हुन्छ। तर, ओली सरकारले संसदमा प्रस्तुत गरेको आगामी आर्थिक वर्षको बजेटले देशको अर्थतन्त्र स्वाधीन होइन झन् परनिर्भर बनाउने अर्थविदको दाबी छ। परनिर्भर अर्थतन्त्रले राष्ट्रियता तथा राष्ट्रवादलाई संरक्षण गर्न सक्दैन, यो राजनीतिक रुपमा चुनावी नारामा मात्र सीमित हुन्छ। ओली सरकारको बजेट हेर्दा राष्ट्रवाद राजनीतिक नारामात्र रहेको स्पष्ट हुने अर्थविद पोषराज पाण्डेको विचार छ।
अर्थमन्त्री विष्णुप्रसाद पौडेलले नयाँ संविधानअनुसार जेठ १५ गते संसदमा आगामी आर्थिक वर्ष २०७३/०७४ का लागि १० खर्ब ४८ अर्ब रुपैयाँ बजेट प्रस्तुत गरेका थिए। सरकारको राष्ट्रवादको दाबीविपरीत बजेटले आयातनिर्भर पराधीन अर्थतन्त्र निर्माण गर्ने र वैदेशिक सहायताबिना देश अगाडि नबढ्ने उनी बताउँंछन्।
कर्मचारीतन्त्रको खर्च गर्ने क्षमतामा ह्रास आइरहेको र गुणात्मक विकास खर्च नभएर टापटिपे विकासमा बढी खर्च भइरहेका बेला ओली सरकारले आगामी आर्थिक वर्षका लागि विस्तारकारी तथा वितरणमुखी बजेट ल्याएकाले नागरिकले चर्को मूल्यवृद्धिको सामना गर्नुपर्ने पाण्डेको भनाइ छ। आर्थिक वृद्धि ६.५ प्रतिशत पुर्‍याउने तर मूल्यवृद्धिलाई ७.५ प्रतिशतभित्रै राख्ने लक्ष्य लिएको बजेटले बजारमा महँगी बढाउने र मध्यम, निश्चित आयवर्ग तथा निम्नवर्गीय नागरिकको जीवनयापन कठिन बनाउने पाण्डेको धारणा छ।
एक त बजेट कार्यान्वयन हुनै नसक्ने विस्तारकारी ल्याइएको छ, अर्को बजेट कार्यान्वयन भइहाले पनि यसले राष्ट्रिय स्वाधीनता जोगाउने र आत्मनिर्भर अर्थतन्त्र बनाउनेभन्दा परतन्त्र झन् बढाउने उनले बताए।
बजेटको राजस्व प्रक्षेपण यथार्थपरक नभएको राष्ट्रिय योजना आयोगका पूर्वसदस्य चन्द्रमणि अधिकारी बताउँंछन्। आर्थिक अनुशासनमा पनि सरकार चुकेको उनको दाबी छ। आर्थिक वर्षको अन्त्यमा आएर जसरी पनि खर्च गर्ने परिपाटीले कामको गुणस्तर घट्ने तर नागरिकको करको दुरुपयोग बढ्ने उनको विचार छ। महालेखा नियन्त्रकको कार्यालयका अनुसार जेठ मसान्तसम्म अत्यन्त न्यून खर्च भएको विकास बजेट असार २७ गतेसम्म आइपुग्दा ८८ अर्ब ५३  करोड अर्थात ४२.३८ प्रतिशत पुगेको छ, जसले खर्चको गुणस्तर र दुरुपयोगको आशंकालाई पुष्टि गर्छ।
तर, अर्थतन्त्रका लागि खुसीको कुरा के हो भने बजेट भने संसदले पास गर्ने भएको छ। अर्थमन्त्री पौडेलले पेस गरेको आगामी आर्थिक वर्षको बजेटसम्बन्धी विनियोजन विधेयक व्यवस्थापिका संसदले शनिबार पारित गरिसकेको छ। विगतमा असार मसान्तमा बजेट आउने र बजेट पारित गर्न पनि समय लाग्ने हुँदा खर्च तथा पेस्की विधयेक पनि ल्याउने चलन थियो। तर, नयाँ संविधानले जेठ १५ गतेलाई बजेट ल्याउने दिन तोकेपछि असार अन्तिममा बजेट पेस गर्ने र नयाँ आर्थिक वर्ष लागेपछि पेस्की विधेयकबाट खर्च गर्ने परम्परा हटेको कारण पनि विनियोजन विधेयक पारित भएसँगै साउन १ गतेदेखि सरकारलाई खर्च गर्न बाटो खुलिसकेको छ। जसका कारण निजी क्षेत्र भने उत्साहित छ।
सरकार फेरिए पनि बजेट पास भए त्यसले समयमै सरकारी खर्च गर्न नरोक्ने भएकोले निजी क्षेत्रको लागि सुखद खबर भएको व्यवसायी बताउँछन्। तर लगानीकर्ताले राजनीतिक अस्थिरताका कारण आफ्नो दीर्घकालीन लगानी योजनाका लागि भने पर्ख र हेरको नीति लिने आफ्नो नाम नबताउने सर्तमा एक व्यवसायीले नागरिकलाई बताए।
नेपाल राष्ट्र बैंकका अनुसार स्रोत परिचालनको तुलनामा सरकारी खर्च न्यून भएकोले २०७३ वैशाख मसान्तमा नेपाल सरकारको नेपाल राष्ट्र बैंकमा २ खर्ब १० अर्ब २२ करोड नगद मौज्दात कायम छ। सरकारी खर्च हुन नसक्दा निजी क्षेत्रको पनि खर्च हुन सकेको छैन। जसकारण चालु आर्थिक वर्षको आर्थिक वृद्धि ०.७७ प्रतिशत रहने केन्द्रीय तथ्यांक विभागले प्रक्षेपण गरिसकेको छ।
'सरकारको लगानी नबढ्दा स्वदेशी तथा वैदेशिक लगानी पनि बढेको छैन,' ती व्यवसायीले भने, 'लगानी नबढ्दा रोजगारी सिर्जना नहुने र अर्थतन्त्र फेरि संकटमा पर्ने देखिन्छ।'
तर अर्थविद मदनकुमार दहाल विभिन्न स्वार्थबीच बनेको ओली सरकारले सुशासनको चरम अभाव, भ्रष्टाचार, आर्थिक अपारदर्शिता र कालो अर्थतन्त्रजस्ता समस्याबाट जेलिएर चक्रवातमा फसेको अर्थतन्त्रलाई कुनै चमत्कार गर्छ भन्ने आशा नरहेकोले यो सरकारको कार्यशैली पनि विगतकै निरन्तरता नै भएको बताए। अभावको नाममा कालो अर्थतन्त्र मौलाउन दिनु ओली सरकारको ठूलो भूल भएको र यसले आगामी सरकारलाई पनि अप्ठेरोमा पार्ने उनको दाबी छ। 'अनौपचारिक अर्थतन्त्र खतरनाक ढंगले बढेको छ, यो बलियो र टिकाउ अर्थतन्त्रको भविष्यको लागि दुखद कुरा हो,' उनले भने।

Third country trade triples in wake of Indian blockade

The economic blockade by India has hurt the southern neighbour also as Nepal's trade direction has changed in favour of third countries. Though India's share in Nepal's total foreign trade is still half, the trade with third countries other than China and India has tripled, whereas the trade with India and China has decreased, according to the Department of Customs.
According to the department, the share of trade with third countries was 11 per cent in the first five months of last fiscal year. The figure has jumped to almost triple to 31 per cent, in the corresponding five months of the current fiscal year of 2015-16.
Director general at the department Shirsir Dhungana says that the squeeze in the volume of trade with India and drop in the total trade volume have changed the trade direction scenario. He also attributed the growth in third country trade to the use of the Birgunj dry port. "We have been able to bring the dry port into operation from November 1," he said, adding that the government sent some 14,000 loaded trucks out of the country, and this has contributed to the third country trade. "Likewise, Tribhuvan International Airport (TIA) – yet another trade point for third countries – has also been operating smoothly."
Nepal's trade with India dropped to 54 per cent in the first five months of the current fiscal year from 65 per cent in the same period last fiscal year. Likewise, the trade with China has decreased to 15 per cent in the first five months from 24 per cent in the same period last fiscal year, the data revealed.
The devastating earthquakes on April 25 and May 12 damaged the only trade route to China through Tatopani customs, which is attributed to the drop in trade with China. The other trade route with China, Kerung, has also not been fully operational due to the earthquakes and also due to lack of physical infrastructure, including roads on the Nepal side. The government's apathy in developing the infrastructure including road leading to Kerung is the key concern in drop in trade with China.
But the Indian economic embargo has directly hit the trade with that India itself. Immediately after the promulgation of the new Constitution on September 20, the Tarai-Madhes-centric parties started agitations in the plains, and the southern neighbour, in order to support them, stopped cargo movement through Birgunj customs, which sees the bulk of Nepal's total trade with India. The drop in trade with India through Birgunj-Raxual customs – that contributes 70 per cent to the international trade – has also hit the revenue. The state coffer has lost Rs 50 billion in revenue in the first five months of the current fiscal year, according to the Finance Ministry.
The embargo has in particular hit the smooth supply of petroleum products – Nepal's major import from India – that constitutes almost one fourth imports from India. The drop of petroleum products import to 32 per cent, according to department data, has not only hit the trade with India but the day-to-day life in the country has also become difficult due to lack of fuel. Nepal imported Rs 110 billion worth of petroleum products from India in the last fiscal year, according to central bank figures.
Though, trade analysts claim that the current trade direction would not be sustainable once India lifts the blockade, the trade diversification and customs diversification is key lesson that Nepali policy makers, politicians and development strategists should understand. Sooner they understand, better will be the future of the countrymen.

Permanent mechanism for addressing crisis suggested

Experts have suggested a permanent mechanism for fighting the current crisis and also for addressing long-term problems. They have recommended setting up a permanent mechanism – of at least joint-secretary level and including the Finance, Foreign and Commerce and Supplies Ministries – also to facilitate and fast-track intergovernmental cooperation.
Speaking at an interaction organised by Nepal Republic Media today, they also recommended governance efficiency and the promotion of track-2 diplomacy that includes the private sectors of both countries, for the immediate resolution to the current crisis.
They, likewise, recommended effective talks with the agitating Tarai-Madhes centric parties, and with India too for the early solution of the crisis.
In the absence of inter-governmental cooperation, it has taken long to seal a commercial petroleum deal with China, they observed, adding that government inefficiency has fuelled the black market, and the state coffer is losing Rs 3 billion in revenue from petroleum imports per month. "Consumers are compelled to pay Rs 400 per liter of petrol and Rs 6,000 for a cylinder of cooking gas in the black market and the government is losing Rs 3 billion in revenue from petroleum products per month," said trade economist Purushottam Ojha.
If the government does not rein in the black market immediately, it could hit the state mechanism and the state machinery will be unable to function, he added.
Likewise, suggesting that the government immediately start talks with the agitating parties and ensure energy and food security, he said India should be dealt with diplomatically. "Nepalis were united during earlier blockades – in 1970 and 1990 – by India," he said, "However, this time they are divided, which has given room for outsiders to interfere."
The Indian blockade violates international, regional and bilateral treaties, Ojha added. "Nepal, as a member of the World Trade Organisation (WTO), must internationalise the violation of its rights as a land-locked country," he said, also criticising the government for its lack of diplomatic skill. "The delay in signing a commercial agreement with China for the supply of petroleum products is also unacceptable to the people," said Ojha, who was commerce secretary for long.
Nepal needs to have good trade relations with both India and China, he suggested, adding that it is not good to play India against China.
Likewise, entrepreneur Ananda Bagaria said that the government should immediately start effective talks with the agitating political parties, and chart out short, medium and long term programmes to address crisis such as the current one. "It's high time Nepal revised the Nepal-India trade treaty for the greater benefit of Nepal."
The government should hold talks and promote domestic production in the short term, whereas in the medium term it should prioritise agriculture, and boost exports to India to develop interdependency in the long term, he suggested. "The government should also revise its policies and promote indigenous industry to develop a self-sustainable economy in the long term."
Nepal Freight Forwarders Association president Rajan Sharma seconded Bagaria's ideas. "In the short term, the government should use diplomatic, political and human rights channels to solve the current crisis, whereas in the long term, it should develop hydropower and open the six customs points on the China border, apart from revisiting the Nepal-India Trade Treaty," he suggested.
The Chinese government had earlier asked Nepal to work on opening the six customs points on Nepal-China border. However, the government and the vision-less bureaucracy did not give ear to the Chinese government's request, Sharma added.
Asking the government to sit with the private sector to chart out a plan to fight the current crisis, Sharma complained that the government has not been giving an ear to the private sector, which was suffering badly due to Tarai-Madhesh unrest and Indian economic blockade.

नेपालीको क्रयशक्ति घट्दै, गरिबी बढ्दै

भारतले एक महिना अघिदेखि गरेको नाकाबन्दीका कारण नेपालीको क्रयशक्ति घटेको छ। नाकाबन्दीले निश्चित आम्दनी भएका, दैनिक ज्यालादारी तथा करारमा रहेका कामदारले आम्दानी मात्र गुमाएका छैनन्, चर्को मूल्यमा उपभोग्य वस्तु खरिद गर्न पनि उनीहरू बाध्य छन्।
आपूर्तिजन्य अवरोधका कारणले पेट्रोलियम पदार्थ तथा दैनिक उपभोग्य अत्यावश्यक वस्तु तथा सेवा उपलब्ध नहुँदा एकातिर मूल्यवृद्धि भएको छ भने अर्कोतिर निश्चित आम्दानी भएका, दैनिक ज्यालादारी तथा करारमा रहेका कामदारहरू काम नपाएर बेरोजगार हुनाले उनीहरूको आम्दानी घटेको छ। पूर्व अर्थसचिव रामेश्वर खनालका अनुसार यी दुवै कारणले नेपालीको क्रयशक्ति घटेको छ।
त्यस्तै, आपूर्तिजन्य अवरोधका कारण बजारमा कालोबजारी झन् बढेको छ। साधारण नागरिक हाल एक लिटर पेट्रोललाई ५ सय रुपैयाँसम्म तिर्न बाध्य छन्। त्यस्तै, व्यवसायीहरूले एक सिलिन्डर खाना पकाउने ग्यासलाई १० हजार रुपैयाँसम्म तिरेर पनि होटल सञ्चालन गरिरहेका छन्।
पूर्व अर्थसचिव खनालका अनुसार भूकम्पले विनाश भएका भौतिक संरचना त फेरि बनाउन सकिछ, तर हालको नाकाबन्दीले भने समग्र रूपमा नेपालीको आम्दानी घटाएको छ। 'लम्बिँदो नाकाबन्दीले गरिबीको रेखामुनि रहेको वर्ग सबैभन्दा बढी पीडित भएका छन्,' खनालले भने, 'भर्खर गरिबीको रेखाबाट माथि उठेको वर्ग पनि नाकाबन्दी कारण फेरि गरिबीको रेखामुनि झर्छ।'
आपूर्तिजन्य समस्या तत्काल समाधान भएर बजारमा वस्तु सहज रूपमा पाइन थाले पनि रोजगारी गुमाएकाहरूले तत्काल रोजगारी पाउने सम्भावना कम रहेकाले भारतको नाकाबन्दीले अर्थतन्त्रलाई दीर्घकालीन रूपमा अपूरणीय क्षति भएको खनालको भनाइ छ।
राजनीतिक नेतृत्व पूर्ण रूपमा बहिरो र अन्धो भएकाले विगत १०–१५ वर्षदेखिका योजना तथा रेमिटेन्सले धानेको अर्थतन्त्र विस्तारै 'कोल्याप्स' हुने बाटोतिर गइरहेको र देश असफल राष्ट्रतिर उन्मुख भएको वरिष्ठ अर्थशास्त्री विश्वम्भर प्याकुरेलको विश्लेषण छ। आपूर्तिजन्य समस्याले जनताको दैनिक जीवन संकटमा पर्दा पनि सरकार कानमा तेल हालेर बसेको भन्दै उनले सरकारको वैधानिकताको पनि संकट रहेको बताए।
'आपूर्तिजन्य समस्याका कारण बढ्दो मूल्यवृद्धि, घट्दो उत्पादकत्व तथा सरकारको वैधानिकताको संकटले नेपाल असफल राष्ट्रतर्फ उन्मुख भएको छ,' उनले भने, 'सरकारले जनतामा विश्वासको वातावरण बनाउन पनि सकेको छैन।'
यस्तै, तराई–मधेसकेन्द्रित दलद्वारा गरिएको आन्दोलनले तराई–मधेसमै चरम गरिबी बढ्ने देखिन्छ। प्याकुरेलका अनुसार स्रोतसाधनलाई बजारमा लगेर बेचेपछि मात्र त्यसले मूल्य प्राप्त गर्दछ। तर हालको आन्दोलनले तराई–मधेसका उत्पादनले पनि बजार नपाएकाले त्यहाँका जनता झन् गरिबीको चपेटामा पर्ने निश्चित छ। विश्व बैंकका अनुसार हाल नेपाल दक्षिण एसियामा तेस्रो गरिब मुलुक हो तर वैशाखको शक्तिशाली भूकम्प तथा हालको नाकाबन्दीले नेपाल दक्षिण एसियाकै सबैभन्दा गरिब मुलुक हुने सम्भावना बढेको पनि उनले बताए।
यसैगरी, भूकम्पले ७ खर्ब ५० अर्ब तथा हालको नाकाबन्दीले करिब त्यत्तिकै बराबरको क्षति भएको भन्दै उनले यी दुई घटनाले नेपालको अर्थतन्त्र बराबरको क्षति भएको बताए।
'नेपालको समग्र अर्थतन्त्रमा काठमाडौंको योगदान ३० प्रतिशत रहेकाले पनि हालको नाकाबन्दीले काठमाडौं बढी प्रभावित हुँदा देशको समग्र अर्थतन्त्रमै यसको असर पर्छ,' प्याकुरेलले भने।
नाकाबन्दीका कारण सिर्जित दैनिक उपभोग्य वस्तुको अभावदेखि घट्दो उत्पादन, अर्थतन्त्रमा दीर्घकालीन प्रभाव पार्ने राष्ट्रिय गौरवका आयोजनाको काम ठप्प, शिक्षा र स्वास्थ्य जस्ता मानवीय सम्पत्तिमा नकारात्मक प्रभावले दीर्घकालीन रूपमा अर्थतन्त्रको ढाड भाँच्ने राष्ट्रिय योजना आयोगका पूर्व सदस्य चन्दमणि अधिकारी बताउँछन्। 'नेपालले भारतप्रति अर्थिक तथा राजनीतिक रूपमा बढी नै निर्भर भएर सन्तुलित सम्बन्ध राख्न नसकेकाले अर्थतन्त्र धरासायी भएको छ,' उनले भने।
